The fundamental challenge facing mineral and metal companies is how to create sustainable value while operating within mandated strategic bounds, identified constraints, and variable market and economic conditions. This can be achieved by allowing the fixed physical nature of the mineral asset to drive definition of the optimal technical solution to mining and processing activities, and developing and resourcing a strategically aligned portfolio of production entities that creates flexibility to near- and longer-term business environment shifts, i.e. a production mix that allows variation of output to respond to short term market variation, within a long term context. The practical achievement of this outcome is enabled by the concept of strategic long term planning. The core elements of strategic long term planning in the metals and minerals industry, and the relationship between them, are expanded. The strategic long term planning framework is a logic construct that enables delivery of an optimized, strategically-aligned business plan from the mineral asset portfolio using a set of tools and techniques with a common language, standards, systems and processes to align decisions and actions on a cyclical basis.

An interesting paper by J. E. Merion and Edward Hart, in Volume I., No. 2, of the Journal of Analytical Chemistry, on the Decomposition of Blast-Furnace Cinder by Acid, describes a plan of sampling the cinder by means of a previously-heated iron bar thrust into the cinder car or into the cinder at the notch, and then allowed to cool, thus chilling the cinder which adheres to the bar, and rendering it decomposable by hydrochloric acid, of 1.12 sp. gr. A short series of results is given, from which the deduction follows that blast-furnace cinder " is decomposed perfectly when chilled." Where many silica determinations are to be made, this method, if reliable, would effect notable economy of time and reagents. The conversion of insoluble silicates by fusion with an alkaline carbonate, together with the subsequent solution, evaporation, drying, etc., is destined to remain the standard method. But all fusionmethods are time-consuming and expensive. Chilling appears to render the supplementary method available for all practical purposes, in the determination of silica in cinder. But, with a view of securing more evidence on the subject, and in view of the fact that uniform results were not obtained by employing this method, it was decided to test the method in the laboratory of the Thomas Iron Company where a large number of silica determinations are made. The experience met with may not be devoid of value, both theoretical and practical. THE St. Lawrence Seaway Project ranks with the greatest engineering undertakings of all time. A summary of major materials going into the construction of this project, shown in Table I, will assist in an appreciation -of this fact. These data relate to Seaway construction only, and it should be remembered that two large-scale power projects are in the construction stage on the St. Lawrence river concurrently with construction of the Seaway. A project of such magnitude as the Seaway would attract widespread interest even if it were being constructed in a remote area. The fact that it is located in a heavily populated and developed section of both Canada and the United States has done much to enhance this interest, and in many ways complicates the problems confronting the engineer in the design and construction phases. Many consider the St. Lawrence Seaway to be a new idea that has developed within the past decade - such is far from the fact, because the St. Lawrence River canal systems have existed for more than a century, and the Seaway Project is but a new, larger, and more efficient version of a continually expanding facility.

Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

"INTRODUCTIONThis article documents the current non-metallic mineral s resources of Manitoba (Fig. I), and makes comparisons with currently producing deposits in North America and elsewhere in the world. Industrial minerals may lack the glamour of gold, silver or the base metals, but they contributed approximately 20070 to the value of Manitoba's raw materials, and even out-performed our petroleum industry, except during the oil boom of the early eighties (Fig. 2). Values per tonne of industrial commodities can be as high or higher than for base metal ores. Commodity prices (Canadian), listed in the February 1988 issue of Industrial Minerals magazine, are: talc $202.00 - $306.00, sillimanite $427.00; kaolin $69.00 - $270.00; garnet $175.00 - $250.00; and mica $405.00 - $540.00. The prices are converted to Canadian dollars using the prevailing exchange rates of February I, 1988. Some commodities are not sold by weight. Building stone, for example, is sold by the cubic foot. An average rough granite block, 4 ft by 4 ft by 8 ft, is worth approximately $2000 sitting on the quarry 1100r in southeastern Manitoba (Fig. 3).Thus, not all rocks that do not contain sulphides are worthless. Some may be extracted more profitably than either the base or precious-metal bearing varieties.Industrial Mineral CommoditiesThe commodities available in Manitoba are described in two categories: (1) those already in production that have additional development or expansion potential, and (2) those not in production logical information available at this time.Current Industrial Mineral ProductionThe commodities described herein are currently in commercial production in Manitoba (Fig. 4). The Tilden concentrator was originally constructed in 1974 for the processing of low grade hematite. Flotation is a key concentrating process in the operation, and therefore flotation optimization has been a major concern since the plant startup. This paper will discuss some of the modifications made in the process to achieve optimization. The conversion that now enables the plant to process magnetite as well as hematite also will be discussed. INTRODUCTION The Tilden Mine, located in Ishpeming, Michigan, is managed by Cleveland-Cliffs Iron Company and is owned by Cleveland-Cliffs and two Canadian steel makers. It was constructed and started production in 1974 and expanded in 1979 for processing a low grade, fine-grained hematite iron formation for which there was previously no technology available. Several papers have been written describing the unique character of the concentrating operation. The hematite plant consists of 12 grinding and concentrating lines, which utilize two stages of autogenous grinding with crushing of an intermediate sized product. The ground product is deslimed in a highly dispersed alkaline environment to reject silica. Corn starch, the flocculant, has a high affinity for iron at the operating pH range of 10.5 to 11.0. The ore is upgraded from 35% to 45% iron in the desliming step. The deslime thickener underflow is the feed to flotation. Each flotation line consists of a bank of 10 rougher cells, followed by four scavenging banks incorporating 5, 4, 3, and 3 cells each. The Wemco flotation cells are each 14.1 cubic meters (500 cubic feet) in volume. A total of 12 flotation lines are available. [ ] A reverse flotation process is employed, using a straight-chain, 8 to 10 carbon primary ether amine silica collector. At the levels used in the circuit, the amine also serves as a frother. A final concentrate is produced in the rougher cells. The concentrates from the four scavenging steps are combined and recirculated to the feed end of the roughers, with the fourth scavenger froth being discarded as a final tailing. Upgrading to about 65% iron is achieved, with control of the circuit based on final concentrate silica grade. Starch is again used, this time as a depressant for iron. During the years of operation, several key areas of the flotation process have been targeted for optimization. The most significant improvements have been realized in the following areas: *Grade Control Automation *Control of Water System Chemistry *Flotation Spray Water This paper will focus on these areas, but other minor improvements also will be briefly discussed.

Exploring for deep shallow dipping orebodies can be very expensive and very difficult. Surface exploration is often not an option and obtaining the best location for underground drilling can cause production delays if drilling is carried out from development headings. The Otter/Juan mine has been in production for approximately 34 years. All of the production is now sourced from more than 1000 metres below the surface from an area known as the Edwards Lode. The orebody is shallow dipping and open at depth. Exploration drilling has been performed from decline stockpiles and from hangingwall drill drives. Drilling from footwall positions (eg decline stockpiles) into shallow dipping orebodies can often produce intersections which are unusually thick thus leading to optimistic resource figures. The decision to develop a dedicated hangingwall drilling position can vastly improve the quality of the data used to generate an orebody model. In 1997 a new extension to the Edwards Lode was discovered and named the æFÆ surface. In 1999 a resource calculation was performed using data obtained from drilling that was carried out from decline stockpiles. In 2002 a dedicated drill drive was developed into the hangingwall of the æFÆ surface to obtain better data to verify the previous resource calculation. For this case study obtaining more representative data reduced the resource estimate by 66 per cent. This information was obtained early enough to allow for alteration to the mine plan and without loss of capital.

In this paper, it is investigated how different types of automation would affect the safety for workers in asphalt paving. The risk for the workers on road construction sites is consistently high in comparison to the average risk of the working population. Automation has been suggested as an alternative for improving the safety in roadside construction assuming that removing workers will inherently eliminate the risk of them being injured. In this paper, the potential for improving the safety using automation is analyzed in detail. By investigating accident statistics and understanding the type of accidents that appear, several different automated functions for increased safety are proposed and described. Based on available statistics, it is possible to estimate the safety benefit, as the reduction in fatalities, for several of the proposed functions. The highest safety benefit would be achieved by automating the road traffic driving through the work zones. This has the potential of reducing the total number of road worker fatalities with over 30 %. In addition, it would decrease the number of road traffic accidents in work zones. Automation of construction machinery and dump-trucks also has the potential to increase the safety.

Surface properties of metal sulphides have a great significance in various areas of engineering and science, such as acid mine drainage, contaminant sorption, and metal separation. In various attempts at producing metal sulphide particles from synthetic solutions, prodigious quantities of nuclei that grow only to colloidal dimensions have been frequently reported. This copious nucleation is promoted by the high levels of supersaturation that characterize most precipitation reactions. Colloidal particle formation in precipi¬tation-based separation processes results in sub-optimal solid-liquid separation, which is alleviated by the production of more highly crystalline particles or agglomerates. The current work approaches this challenge from an electrochemistry perspective, by measuring surface charge potential of precipitant particles during metal sulphide precipitation with respect to the concentration of metal sulphide lattice ions in solution. Electrophoresis was used to measure the metal sulphide particle zeta potential and the settling properties were obtained by performing settleability measurements using an Imhoff settling cone. A suspension of copper sulphide particles was precipitated from synthetic solutions of copper and sulphide ions at equimolar concentrations. Immediately after precipitation the copper sulphide particles had a zeta potential of -50 mV and a settleability of about 7 ml.l-1. With the addition of copper ions the settleability increased by a factor of nearly three times and the zeta potential also increased to a maximum of -40 mV. A decrease in zeta potential to a minimum of -60 mV was observed after the addition of sulphide ions and this was associated with a settleability of 0 ml.l-1.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

Some time ago, the author had occasion to make an alloy of equal parts of nickel and aluminum, for the purpose of adding small amounts of nickel to pure aluminum. The nickel was melted in a plumbago crucible under a layer of borax ; and at a proper temperature the aluminum was added, and the whole mass was stirred with a plumbago stirrer. The alloy immediately became incandescent and boiled. It was then poured into iron moulds, in the form of ingots weighing about 10 pounds. The metal when poured was very fluid and free from the viscosity so often noticed in nickel and nickel-alloys. The color of the alloy is gray, not unlike that of wrought-iron, and the fracture is devoid of any crystalline appearance. It is quite brittle, and can be readily ground to a powder in a mortar. More metal was made than was needed; and what remained unused was placed in a covered wooden box and set away. In about three months, as it mas again necessary to use the alloy, the box was opened; and, much to my surprise, nothing but a dark gray powder was found in it. This condition of the alloy could not be accounted for. An attempt was made to melt the powder and pour it again into ingots, but with negative results. Analogy pointed to disintegration; and it was decided to make a fresh sample of the alloy, and watch the material from the beginning. In the second experiment the conditions were identical with those of the first, with the exception that fluor spar was substituted for the borax. An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

The flocculation and dispersion behaviors of microsize wolframite and quartz are systematically studied in this paper. For synthetic mixtures, the floc separatory method on gravity units--electromagnetic vibration table (EVT) and lifting column (LC), have been approached. Satisfactory results can be obtained with a weak shearing. A better metallurgical performance can also be achieved for natural ore slimes through the combined technique. The efficiency is better than that of single gravity separation. Finally, the mechanism has been investigated.

"In the last thirty years, the study of earthquake mechanisms has emphasized the major role of rock friction. Earthquakes appear to be the result of a frictional instability and occur by sudden slippage along a pre-existing fault or a plate interface. Multiphysics couplings play a major role in earthquake nucleation and seismic slip. The effect of shear heating and thermal pressurization may be of prime importance in the control of the stability of shear deformation inside the slipping zone. Other mechanisms in relation with thermal decomposition of minerals affect the pore pressure and the temperature evolution of the system, and can play a significant role in the extreme strain localization observed in field. The actual width of the localized zone is a key parameter for understanding fault weakening mechanisms. On the basis of field observations, laboratory experiments and recent advanced modeling, these phenomena are analyzed and discussed in order to bring some new insights in the understanding of earthquakes nucleation.INTRODUCTIONIn the last thirty years, the study of earthquake mechanisms has emphasized the major role of rock friction. Earthquakes appear to be the result of a frictional instability and occur by sudden slippage along a pre-existing fault or a plate interface (Scholz, 1998; Sykes, 1978). The conceptual model of spring slider system is commonly used to represent the interaction between an elastic crustal block and a fault zone. Stick-slip instability is possible if the softening rate of the shear resistance of the fault zone is high enough as compared to the stiffness of the crustal block. Therefore, weakening mechanisms that can explain how the frictional resistance of a fault decreases with slip and/or slip rate is of prime importance to understand how an earthquake nucleates. In recent years, several drilling programs in active faults (e.g. the Nojima fault in Japan, Boullier, 2011; the Aigion Fault in Greece, Cornet et al. 2004, the Chelungpu fault in Taiwan, Ma et al. 2006, and the San Andreas fault in the U.S.A. Ellsworth et al. 2000) as well as high velocity friction experiments (e.g. Tanikawa et al 2012a; Tanikawa et al. 2012b) have highlighted the physico-chemical processes involved in the nucleation of seismic slip (see for the example the review paper of Niemeijer et al. 2012)."

This program involves testing to determine whether a fire hazard exists when the exposed wood surface area of timber in a mine passageway equals 40 percent of the surrounding strata surface, excluding the sill. Twelve full scale fire tests were conducted in a simulated mine passageways, using kerosene pan fires as the ignition source. The tests included three timber sizes, plus one test with roof lagging, two wood types, plus one test with treated timbers, and two ventilation air velocities. The results show air velocity to be an important factor in the occurrence of flame propagation, and that the 40 percent surface area ratio of wood to surrounding strata appears to b0. a valid criteria for fire safety at 150 fpm, but not at 350 fpm.

Crude oils from fields throughout the world are analyzed by the Bureau of Mines to determine the characteristics of the oils and their contribution to the petroleum resources of the world. Analyses are reported for 169 foreign crude oil samples from 122 oilfields in Africa, Asia, Australia, the Caribbean, Europe, North America, and South America. Tables show the geographic and geo- logic origin of the samples, names of companies that supplied the samples, annual production for the fields, general characteristics and analytical and computed data, hydrocarbon-type data, cumulative production of the larger fields, and references to sources of geological and field development information. The analyses were made by the Bureau of Mines routine method and comparisons may be made with more than 8,000 other such analyses.
