Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

In planning an underground room and pillar mine, the selection of the shaft or portal location and the orientation of the main haulage arteries is of paramount importance, particularly in view of the high dependence of the cost of truck haulage on the proper definition of these parameters. In an effort to facilitate this selection a computer program was written which, by relating the truck characteristics to the areal configuration of the property or ore-body, derives the volume-weighted total fuel and time requirements for hauling ore from every panel within the property to a specified portal or shaft location through a predetermined gridwork of haulage drifts. By varying the size and orientation of the gridwork and the location of the portal or shaft access, an infinite number of configurations can be investigated. The results of this analysis can be plotted to indicate the optimum conditions.

THE state of development of its iron and steel industries serves as a 1eading index to the general condition of a nation's business affairs. In this paper, the authors present an economic study of the progress of this group of industries in Canada for the decade 1927-1936. The statistical data and most of the tables which accompany this article have been com-piled by John Casey, Statistician, Bureau of Mines; the text and some of the computations have been prepared by the seni0r author. The principal source of statistical information has been the publications of the Dominion Bureau of Statistics; where other sources have been consulted, they are noted in the text. All weights are given in short tons. Records for the years 1913 and 1918 are also presented in the group of tables dealing with iron ore and pig iron; they will serve as a basis for comparison with nearly normal years in the two decades prior to 1927-36, which included the abnorma1 years of the Great War. GENERAL REVIEW At the beginning of the decade under review, this group of industries had returned to almost normal production, as determined by pre-war conditions. Iron ore consumption showed a steady increase between 1927 and 1930; a marked decline began in 1930 and reached its culmination in 1932, when the recorded consumption of ore was 293,353 to11s, about 16 per cent of the average consumption during the first four years of the decade; the last four years of the decade show a gradual increase in consumption; the amount of ore used in 1936 was still slightly below the amount used ten years before, in 1927 (see Table 1, top).

SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

WHEN the senior author of this paper presented an article on Fine Coal Cleaning by the Hydrotator Process,1 at the February, 1927, meeting, that process had been developed in the anthracite region only to clean what is known as "slush" or "silt." This size constitutes all of the material passing the finest screen used at any particular colliery. Some use a 3/32 -in. round-hole screen and others use a 1/16 -in. round hole. Practice varies throughout the anthracite region, but the tendency seems to be toward the finer screen.

The flotation plant tailings at Kamoa Copper Mine concentrator were found to contain a high proportion of extremely fine particles. The potential issues with settling these fine solids were resolved by the use of a poly-di-allyl-di-methyl ammonium chloride (DADMAC) coagulant, Flobead DB 45 VHM, in conjunction with a standard anionic polyacrylamide flocculant. This paper outlines some of the issues encountered and how they were resolved at the Kamoa concentrator. The potential to use this process and technology at other sites is also considered

A key point in the design and operation of a modern mining operation is the construction of what is called an ore-body model or block model. This model is a representation of reality constructed from predicted information. The blocks involved are merely subsets of the overall model which allows manipulation of the contained information on a local scale. In general, block models enable mine planners to effectively select the most promising means of extracting the ore both physically and economically. The uses of a block model can be quite diversified, but one must realize that a single model that satisfies all curiosities and forms of expertise is difficult to construct.

"The effect of two refining slags (A: 1.0–1.8 CaO/Al2O3 ratio, 11–20 wt% SiO2; and B: 1.0–1.2 CaO/SiO2 ratio, 25–35 wt% Al2O3) on the inclusion morphology of a carbon structural steel (Q235B) was studied by controlling the balance between the steel and the refining slag at 1600ºC in a Si–Mo resistance laboratory furnace. The results showed that most of the inclusions in the molten steel balanced with slag A were formed by a lowmelting CaO–MgO–Al2O3–SiO2 system with a total oxygen content (T[O]) being fixed at 6–13 ppm. The inclusions in liquid steel balanced with the slag B were mostly formed by the CaO–MnO–Al2O3–SiO2 system, with T[O] controlled to 19–26 ppm. The overall size of the inclusions under balance conditions was higher in the steel reacted with the slag B than that reacted with slag A, with the latter showing more inclusions smaller than 3 um. In order to generate a large number of spherical CaO–MgO–Al2O3–SiO2 inclusions smaller than 3 ??m while decreasing the T[O] in the resulting steel, the composition of slag A should be used. This composition allowed improving the cleanliness of the slab, and is also advantageous for the castability of the molten steel. IntroductionThe sample used in this study was a typical carbon steel manufactured by CQ Steel. The galvanized, tinned, and plastic composite steel plates made of the original plates are used extensively for decorative panels, general dust pipes, drums, instrument cases, switchboxes, and train cars, among other uses. The target control composition is shown in Table I. The S and P contents are usually fixed during production below 0.020 and 0.025 wt%, respectively, with the aim of reducing longitudinal cracks on the slab surface."

Utah Development Company operates a mine at Blackwater with a present annual production of 4 000 000 tonnes of coking coal. Mineable seams outcropping on the company's lease are part of the Permian Mammoth Rangal Coal Measures. Current operations are based pre- dominantly on the Main Lower seam. Coal quality variations occur along the seam strike, in the direction of seam dip, within the seam plies and in isolated anomalous areas. Raw coal of non-specification quality is washed to reduce ash and sulphur and to improve the free swelling index. Raw coal meeting specification quality is sent directly to product, by-passing the washplant. Careful attention to mining, coal preparation and product blending is necessary to ensure that the combined product meets specifications.

A drilling-rate formula for roller-cone bits is derived from rock crater-ing mechanisms. This formula holds for "perfect cleaning", which is defined as the condition where all of the rock debris is removed between tooth impacts. Under these conditions, the drilling rate is directly proportional to the rotary speed and to the bit weight squared, and inversely proportional to the bit diameter squared and to the rock strength squared. Under imperfect cleaning conditions, such m those usually present in field drilling, re-grinding of the cuttings occurs under the bit, and the drilling rates fall below those for perfect cleaning. INTRODUCTION Drilling with a roller-cone bit consists of two fundamental operations: the formation of craters under the bit teeth, and the removal of the broken rock from the craters. To delineate the mechanisms of drilling, it is first necessary to understand the mechanisms involved in the formation of individual craters and then to relate these mechanisms to the over-all drilling operation. CRATER FORMATION When a bit tooth impacts a rock, the rock is elastically deformed until the crushing strength of the rock is exceeded, at which time a wedge of crushed rock is formed below the tooth1, 2 as shown in Fig. 1. As additional force is applied to the tooth, the crushed material is compressed and exerts high lateral forces on the solid material surrounding the crushed wedge.- en these forces become sufficiently high, fractures are initiated below the tooth and propagate to the free surface of the rock. The trajectories of these fractures intersect the principal stresses at a constant angle,'s4, as predicted by both Mohr's and Griffith's theories of failure. It has been experimentally 3,1 .6 that the volume of an impact crater, V,, varies as where Ec is the total energy imparted to the rock during the formation of the crater, and E is the threshold energy required before cratering is initiated (Fig. 2). Indexing experiments' have shown that, when there is a second free face to which the crater can fracture, a larger volume of material is removed and that above a transition zone there is a linear relationship between V, and Eo., which has a slope equal to the relationship for the single crater. The beneficial effect of indexing tends to offset the threshold energy requirement to a large extent, as shown in Fig. 2, and the relationship is closely represented by Rate-of-loading effects have been used to explain the nonproportional relationships usually obtained between drilling rate and rotary speed. The data4, in Fig. 3 show that the Ec/Vc parameter remained constant for craters produced with impact velocities ranging from 10 to 8,000 ft/sec. Since no rate-of-loading effects were detected over this wide range of loading rates, it seems improbable that there would be detectable rate-of-loading effects present in the small changes in impact velocities produced by varying the rotary speed. The writer has shown (Fig. 4) that, for craters produced in rock by impacting spheres, where X is the depth of penetration. Computerized thermodynamic databases for solid and liquid metal, slag and solid oxide phases in the Al2O3-CaO-CoO-CrO-Cr2O3-FeO-Fe2O3-MgO-MnO-NiO-SiO2-S system have been developed by critical evaluation/optimization of all available phase equilibrium and thermodynamic data. The databases contain parameters of models specifically developed for molten slags, liquid steel and solid oxide solutions such as spinels, pyroxenes, olivine, monoxide (wustite, periclase, lime), corundum, etc. By means of the optimization process, model parameters are found which reproduce all thermodynamic and phase equilibrium data within experimental error limits. Furthermore, the models permit extrapolation into regions of temperature and composition where data are not available. The databases are automatically accessed by user-friendly software that calculates complex equilibria involving simultaneously slag, metal, refractories and gases, for systems with many components, over wide ranges of temperature, oxygen potential and pressure. A short review of the available databases is presented. The critical evaluation/optimization procedure is outlined using the Al2O3-CaO-FeO-Fe2O3-SiO2and Al2O3-CaO-MnO-SiO2systemsas examples. Several applications of the databases to deoxidation of iron and to inclusion control in steel are discussed. The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

This study presents the results of the mineralogical characterization of Ti-Zr ore from the Jiboia deposit, located in the municipality of Brejo Grande, Sergipe State, Brazil. The goal is to identify the main Ti, Zr, and REE carrier phases in the different particle size fractions in order to subsidize the development of a cost-effective processing route for the production of heavy minerals concentrate. The mineral resources are estimated at 31.5Mt @ 3.5% of total heavy minerals (THM) for the Jiboia Ti-Zr deposit, of which 5 Mt @ 3.39% THM were classified as measured and indicated. The mineralogy of the heavy mineral concentrate recalculated to 100% is represented by 22% pseudorutile, 20% ilmenite, 15% zircon, 5% rutile, 2% monazite, and 36% gangue. The ore minerals are preferably concentrated in the 150 × 53-μm granulometric fractions, which represents 80% of the THM and only 27% of the ROM (Run-of-Mine) ore. Therefore, by cutting the ore to 150 μm, it is possible to discard 73% of the ROM mass and recover 80% of the THM, including 100% of the zircon and monazite which are the most valuable minerals present in the heavy mineral concentrate. The global recovery of THM starts to decline rapidly in the fractions finer than 106 μm and the mass disposal (tailing) does not follow in the same proportion. Higher zircon contents in the concentrates of the fractions finer than 150 μm imply a significantly lower recovery of heavy minerals like ilmenite, pseudorutile, and rutile that make the fractions coarser than 150 μm.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 91, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposedstandards were withdrawn and reproposed in the Federal Register for Wednesday, October 27,-19h. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976, which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed rulemaking for illumination of underground coal mines was published in the Federal Register on October 27. 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination: Consol felt that expertise is this field would become increasingly important. Consol's initial efforts in illumination were aimed at investigating practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage. We believe that our initial lighting systems did provide sufficient face lighting for safety, but because only prototype components were available for field testing, the resultant poor system reliability and maintainability necessitated drastic improvement before face lighting could become practical. Final Lighting Standards Deem Early Lighting Installations Out Of Compliance On April 1, 1976, the Federal Register contained the final version of the illumination standards (as they were later promulgated in October). When these illumination regulations and measurement techniques were defined and measuring instruments were available, Consol checked their lighting systems underground and determined that the systems were not in compliance with these final illumination standards. More Lighting Hardware Added In An Attempt To Achieve Compliance. After determining that all of our face lighting systems were not in compliance, we began adding additional lighting hardware in order to meet compliance with published regulations. Unfortunately, to date, we have not been able to meet compliance with practical lighting systems. We have determined from our field installations that the required additional lighting hardware, (to meet compliance) with its increased vulnerability and decreased reliability, renders the lighting systems impractical, if not impossible, to reasonably maintain. Our attempts to provide 0.06 footlamberts have also produced adverse operator reaction to the glare and to illumination systems in general. BCOA Members Ask MESA To Demonstrate Practicability Of Compliance With Regulations Industry concern about meeting the impending lighting regulations was mounting, and in May of 1976 a meeting between MESA and BCOA members was held to discuss lighting compliance problems. At this meeting, BCOA offered to work cooperatively with MESA in testing the practicability of various lighting systems mounted on underground mining equipment. Field tests were to be conducted by United States Steel Corporation, American Electric Power Service Corporation, and Consolidation Coal Company. The purpose of this underground field testing was to develop capability to provide adequate face illumination in a safe, workable manner which would not detract from efficiency of operation. BCOA members involved in this cooperative study were to submit necessary machine drawings, sketches, etc. to MESA in order that MESA could perform a "black-box" study and specify the type and location of luminaires to be installed on the test machines. MESA was confident that they could specify lighting systems that would be in compliance and would be practical so as not to detract from efficiency of operation. Consol was first to install lighting hardware under the BCOA/MESA cooperative agreement. As per MESA specifications, Control Products HgV luminaires were installed on a Joy 2BT-2H boring machine at the Williams Mine of Northern West Virginia Region. As of mid-October, 1976, Consol had approximately eight weeks operating experience with the lighting system on this boring machine underground and had drawn the following conclusions: The lighting system installed at Williams Mine (1) does not meet compliance with lighting standards as originally proposed by MESA, (2) does not provide illumination in a safe workable manner, and (3) will detract from efficiency of the mining operation due to operational delays. Although Consol has rearranged lights on this boring machine in an attempt to reduce operator objections, a practical lighting system which is "in compliance" has not been arrived at as of this writing.

In most circumstances, the traditional methods of. ore reserve estimation for large undulating sedimentary deposits, such as coal and iron formations, do not allow the accurate prediction of grade for mining blocks. The problem is Particularly accute when the mining blocks are small with respect to the thickness of the geological zones in the deposit, and when there are significant grade changes between the foot-wall and hanging-wall of these zones. A simple geostatistical model has been developed, which takes into account the grade changes not only in the direction of the geological strata, but also in the direction normal to these strata. The genesis of sedimentary deposits and the resulting geological properties of these deposits were considered in the development of the model. The model has been successfully applied to the evaluation of a large coal deposit. Eventhough some practical difficulties have been encountered, for example when part of a geological zone was missing or had not been sampled, these difficulties have been .resolved. Both the theory and its practical application are presented in this paper.

"This paper describes the challenges of mining a sill pillar under various types of paste backfill quality. From 1994 to 2002, Louvicourt mine produced approximately 12,600,000 t grading 3.5% Cu, 1.5% Zn, 27 g/mt Ag, and 0.85 g/mt Au. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The production of this 4,300 t/d operation was accomplished using two mining horizons; from the 655 m level to the 415 m level and from the 860 m level to the 680 m level. The main sill pillar is between the 680 m level and the 655 m level. The second sill pillar is between the 885 m level and the 860 m level representing a quarter of the main sill pillar in size. Since 2002, production has gradually decreased and mining activities are expected to end in mid-2005. The sill pillar production will represent almost 25% of the total mine production. The overall recovery of the sill pillars stopes will be discussed in this paper. To recover the sill pillars, more than 1,500 m of development was planned in or under paste backfill. The first sill pillar stopes under paste backfill were mined out in 2002 with excellent results."

(Malcolm Gladwell) The mining industry is a crucial provider for virtually every person?s needs and thus indispensable. Yet, mining is a complex and risky business: plenty of high risk factors can occur and severely affect nature and the miner?s life and health. Especially for small and medium enterprises (SME) risks may also threaten the economic existence of the company. The responsible and sustainable management of a company should thus be based upon the systematic finding and handling of risks or briefly upon an efficient risk management system. Why do we need risk management? Because nobody is perfect and we make mistakes in the normal course of operation.
