On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.

For many years, coal has been known to exist in the valley of the Sabinas river, in the State of Coahuila, and for about 15 years it has been worked by the Mexican International Railway Co., which opened mines for its own fuel-supply when the railway was built, and has been mining continuously ever since. The coal-basin worked by this company lies along the Sabinas river, principally on the SW. side. It covers a wide area and has been carefully prospected, but only in a few parts have the beds been found sufficiently thick and regular for economical operation. This Sabinas basin was considered the only one in this field, until, in the Spring of 1899, the Las Esperanzas basin was found by Messrs. J. L. Elliot and E. D. Peters, who were in Mexico looking after some copper-properties. After a further examination by Mr. James T. Gardiner, of New York, the Mexican Coal & Coke Co. was organized in June, and active work was begun on Nov. 5, 1899. The coal-field of Las Esperanzas, situated in the State of Coahuila, about 85 miles SW. of Eagle Pass, Texas, adjoins and runs parallel with the Sabinas basin—an anticlinal separating the two outcrops by about 2 miles. Fig. 1 is a sketch-map of a part of the basin. The coal-formation is in the Upper Cretaceous, and corresponds with the Laramie measures of the United States. The metallurgical response of the Point Leamington deposit has been studied. Two series of bench tests were conducted and various ore samples and flotation products were examined using image analysis techniques. The majority of sphalerite and chalcopyrite grains in this texturally complex ore were found to be smaller than 10 micrometres. Copper recoveries were low with losses mainly as fine inclusions in pyrite. Sphalerite recoveries were somewhat better due to a generally coarser habit. Gold and silver recoveries were also low and only solid solution silver was identified in the ore. The deposit shows poor economic prospects unless additional tonnage of high grade zinc ore can be delineated.

Surface fractures, sometimes of significant size, are observed in eastern Kentucky over high extraction areas. Field observations were correlated with mine maps and a regional subsidence prediction computer model. The opening of large fractures is attributed to the presence of a pre-mining joint system, which exists near outcrop in the eroded Appalachian plateau. Lithological composition of the overburden influences the process of fracture opening. No correlation was found between the areas of the predicted maximum horizontal extensions and the actual location of fractures. In this paper a mechanism of fracture formation as a result of the high extraction mining is presented, with recommendations for mine planning to minimize surface damage.

THE stresses in the e simplest structures are often those we find most difficult to analyze. The most complex condition in mine stresses is found in simple tunnels where the roof, the sides, and the floor are a monolith. The functions of the parts are like the parts themselves not distinct and specialized, and the problems to be solved are like those in a metal structure with riveted joints or a redundancy of bars. This difficulty explains perhaps why the condition has not been treated. But just because it cannot be discussed in its entirety is no reason why it should be treated as an action of parts with specialized functions as a roof 'beans with supports and a foundation. The problem cannot be ignored on the ground that it is not of sufficient importance to warrant careful consideration, because conditions of complete monolithism, of which the tunnel is the type, are found materially unchanged) in room-and-pillar and in longwall work. This unity between roof, sides, and floor, which to the coal miner is a difficult conception, really deserves a scientific appellation, and perhaps holoid (from holos, whole, and eidos, form) will serve the purpose as well as any other. In a simple tunnel the roof, the sides, and the floor form integral parts of one and the same structure; and the distortion of one cannot be conceived without a consequent strain in the others. Thus when the roof of the tunnel droops by reason of its weight, the upper parts of the sides are drawn in because they are integrally-connected with the roof and must approach each other whenever, by the sagging of the roof, the distance between any two points in it is diminished. The objective of this Bureau of Mines research was to compare the size distribution of respirable quartz collected at coal mines with that of several reference standards used to quantify quartz in coal mine dust samples. Particle size measurements were made on 23 samples and 4 ref-erence standards using a scanning electron microscope in the backscatter electron mode of operation, interfaced with an image analysis system. The Mine Safety and Health Administration provided the 23 respirable coal mine dust samples, which were collected at surface and underground coal mines in 7 States. The accumulated particle size measurements in-dicate three of the reference standards, minus 5-um Min-U-Sil, minus 5-um Supersil, and NBS 1878, would be preferred over the fourth, Silver Bond B, for quantitative quartz determinations in coal mine dusts by X-ray diffraction and infrared spectrometry.

The leaching of natural chalcopyrite was studied in both ferric sulfate and ferric chloride solutions. The chemistry of the two reactions is quite different, with substantial sulfur oxidation occurring only in sulfate solutions. Ferric chloride is a more effective reagent, for the leaching rate is greatly increased with finer particles and higher (Fe+++), and unaffected by high (Fe++); none of these advantages are found with ferric sulfate. In addition, the morphology of leaching appears to be different, with ferric sulfate leaching preferentially along fissures or grain boundaries. The kinetics were found to be linear over an extended period, rather than parabolic as reported elsewhere. An explanation of the observed phenanena is proposed using the electrochemical theory of leaching, and experimental measurement of the mixed potential of the mineral during leaching.

Ferroalloys like FeCr and FeMn are mostly produced in submerged electric arc furnaces. Typical of these processes is that the amount of slag is quite high. The role of slag for the process is thus essential and specific chemical, physical and electrical properties are required. Slags in FeCr process are Al2O3-MgO-SiO2 based with minor contents of CaO and CrOx. Slags in the FeMn process are principally similar, originating from silicate minerals but can have quite large composition range depending on the manganese ore and its gangue minerals. Characteristic of the FeMn process is that the slag is rich in manganese oxide up to above 30%. A common feature is that the ?ore oxides?, CrOx and MnOx in slag are not only divalent oxides but also contain some higher valent of Cr3+and Mn3+, respectively. In FeMn production conditions the slag consists mainly of Mn2+. This is a clear difference from CrOx containing slags in which both two and three valent coexist in slags in FeCr process conditions. Oxidation state of the slag depends on the ambient oxygen partial pressure and temperature in the examined process. The thermodynamics of slags in ferroalloys, production are discussed in terms of phase diagrams, activities and oxidation state of chromium and manganese oxides. Further, slag properties influencing reduction kinetics and furnace operation i.e. viscosity and electrical resistivity are discussed. During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

The flotation behavior of kaolinite and diaspore using N, N-diethyl dodecyl amine (DEN12) and N, N-dimethyl dodecyl amine (DRN12) as collector have been investigated through flotation experiments. The mechanism of adsorption of two tertiary amine collectors on surface of kaolinite and diaspore were investigated by FTIR spectral, Zeta potentials measurements and calculation of molecular orbital energy. It has been found that DEN12 and DRN12 have stronger collecting power to kaolinite and weaker collecting abilityto diaspore than DDA. Kaolinite and diaspore in bauxite ores can be separated by using DEN12 and DRN12 as collectors at pulp pH below 8 and 6, respectively. The results of zeta potentials and calculation of molecular orbital energy indicated that the adsorption strength on kaolinite surface is in the order DEN12>DRN12>DDA and the adsorption strength on diaspore surface is in the order DDA>DEN12>DRN12. FTIR spectral analysis and Zeta potentials approve that the action between kaolinite and tertiary amine collector is strong electrostatic adsorption and that of diaspore is weak electrostatic adsorption in the range of pH 5~6.

El presente trabajo señala la formación geológica del yacimiento minero de Julcani, el fracturamiento de esta estructura, como los principales controles de su mineralización. En este sentido, la estructura del yacimiento es epigenético con vetas del tipo de relleno de fracturas en volcánicos Terciarios, caracterizadas por una mineralización en rosario y con valores de plata altamente erráticos. De otro lado, el fracturamiento es complejo puesto que este atraviesa tres periodos, las cuales coinciden con el rumbo de las vetas principales. Los principales controles de mineralización son el tipo de roca encajonante, los diques, intersecciones, etc, señalándose sus características para una exploración sistemática de nuevas vetas y bolsonadas.

Since the advent of resin-in-pulp (RIP) technology for treatment of uranium-bearing ores in the 1950?s to current carbon-in-pulp (CIP) processing of gold values, metallurgies and operators alike have wrestled with the problem of interstage screening. Early gold CIP plants such as at Homestake utilized externally mounted vibrating screens in conjunction with air lifts to effect carbon-pulp disengagement. Other operations world-wide have likewise adopted this technique with varying degrees of success. "Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

Abstract -The Molopo Farms Complex is a major, layered ultramafic/mafic, early Proterozoic intrusion which is totally covered by sediments of the Karoo and Kalahari Formations and situated in southern Botswana and northeastern South Africa. The approximately 3000 m thick, generally fine- to medium-grained ultramafic and mafic cumulates are intrusive into equivalents of Transvaal Supergroup sediments and lavas. Multiphase deformation resulted in tilting and segmentation of the Complex into individual tectonic blocks. Sr isotopes document at least two chemically distinct parental liquids which interacted in a complex manner to form an approximately 1000 m thick rhythmically layered succession which straddles the ultramafic/mafic boundary. Repeated mixing resulted in a complex cryptic layering pattern and numerous sulfide-enriched layers which contain significant PGE +Au concentrations.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as ?Good? to ?Very Good? using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. "The Big Four zinc-deposit, directly above the north bank of the Green Mountain Reservoir on the Blue River, Summit County, Cole., was discovered in 1937 by the present owner, Walter McDaniel, who lives on the property. Mr. McDaniel, together with members of his family, have worked the mine on a small scale since its beginning and have shipped quantities of sorted high-grade ore to the International Smelting Co. at Tooele, Utah, and the Combined Metals Corp. at Bauer, Utah. More recently, parts of the nine have been operated by lessees.The property had been examined previously by the Federal Geological Survey, and the geological report was made available' to the Bureau of Mines.The Big Four mining claim was located in 1937 by Walter McDaniel and his wife Frances,- who had been prospecting in the vicinity since 1933. The discovery of the high-grade zinc deposit caused considerable excitement, as it had not been regarded as a mineralized area.Mining was begun in 1937 and carried on until 1944 by Mr. and Mrs. McDaniel with the help of a few hired miners. During 1944, parts of the mine were leased: to various parties Who produced small quantities of ore but did no development work.Shipments during 1941 .totaled 752 tons; during 1942, 387 tons; and during 1943, 510 tons. From the beginning of 1944 to April of that year, 98 tons wore produced and shipped to Utah,Since the lessees began operations, a grade of 30 to 35 percent zinc has been maintained by careful sorting. No production has been recorded for 1945.The Big Four mine is situated on Colorado State- Highway 9 between Dillon and Kremmling on the south face of Green Mountain overlooking the Green Mountain Reservoir, a Federal irrigation project on the Hue River, Green Mountain rises 1,600 feet above the general level of the valley to an altitude of 9,408 feet and the surrounding terrain, i s correspondingly mountainous and rugged."

With gold first discovered at Carrick in 1864, exploration and mining on the Carrick Goldfield in Central Otago, New Zealand, has now been ongoing for more than 130 years. Recorded historical hard rock production from up to 52 different mining claims from 1864 to about 1921 is 24,047 ounces (oz) of gold.   Since 1980 Amoco Minerals New Zealand Limited, CRA Exploration Pty. Limited, Amax Gold Mines New Zealand Limited and Summit Gold (New Zealand) Limited have conducted modem systematic exploration campaigns targeted at locating shear controlled gold bearing quartz lodes and stockwork deposits. More than NZ $1million has been spent by these companies on aerial photography, geological mapping, stream sediment surveys, soil and rock chip geochemistry as well as reverse circulation (RC) percussion and diamond drilling.   RC drilling by Summit Resources in 1997 has identified a 1,500 m long zone of low-grade gold mineralisation at Lower Carrick, with an average grade of 1.00 g/t Au over a 14 m average thickness. This gold mineralisation, hosted within a low angle shear zone, has analogies with the Hyde-Macraes Shear Zone in eastern Otago. Recent exploration and drilling at Carrick has revealed the potential to discover large (>0.5 million ounce (Moz)) low-grade bulk shear controlled quartz vein and stockwork gold deposits similar to those now being mined at Macraes.

Combustion processes, comminution and materials handling can generate airborne particulates. Regulation of these particulates by the U.S. Environmental Protection Agency (U.S. EPA) is becoming progressively more stringent, and regulations will soon include ?nanoparticulates,? which are particles finer than 100 nanometers (0.1 mm). Nanoparticulates are believed to have significant negative health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies at Michigan Technological University have shown that materials handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that the use of sodium metasilicate reduced airborne particles finer than 10 mm (PM10) by 86% and particles finer than 2.5 mm (PM2.5) by 80% for iron ore. Additional studies were conducted that revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.
