The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

The removal of phosphorus is essential 1n order to increase the recycling of steelmaking slags for their manganese, iron and lime contents. This study aims at establishing the phosphorus mineralogy and its distribution in steelmaking slags, the effect of slow cooling, and the methods of phosphorus removal. A series of steelmaking slag samples was prepared at different cooling rates, and the mineralogy, chemistry and grain size of the samples were investigated with SEM/EDS and x-ray diffraction. The test results using high gradient magnetic separation are discussed.

The realignment of U.S. Highway 95 in Sandpoint, Idaho, is being designed on a site underlain by glaciolacustrine soil that includes very thick deposits of soft, sensitive clay to estimated depths of greater than 200 m. The highway realignment will include construction of numerous embankments, mechanically stabilized earth (MSE) retaining walls, and pile-supported bridges. The area of the proposed new highway corridor also includes existing historic and commercial buildings, a railroad, sensitive environmental areas, and economically vital tourism/recreational assets. The evaluation of pile axial capacity included the use of a variety of methods, including total stress, effective stress, and empirical methods using the results of piezocone soundings and conventional borehole and laboratory tests. These methods were used along with the findings from an instrumented static loading test to design the piled foundations for the bridges. A critical factor throughout the design of the pile foundations was controlling settlements to levels that could be tolerated by the bridges. Also, because of the proximity of the pile foundations to the existing structures and the proposed new embankments, the project has required careful consideration of the potential interaction between these elements. The analysis of piles also considered the potential for settlement of embankments, drag loads on the piles, and downdrag.

The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

Geometallurgy represents an integrated approach to mine planning and operation whereby the naturally occurring ore variability and its effects on all key downstream activities in the mine life cycle are considered. Process mineralogy is one of the key components of this integrated approach. This paper focuses on understanding some of the mineralogical variability across the Swartberg Cu-Pb-Zn sulfide ore in South Africa and its consequent effects on flotation performance. This process mineralogy project is motivated by the planned changeover and expansion of the Black Mountain Mines concentrator to process solely Swartberg ore compared to the run-of-mine blend currently being treated at the plant. Eight samples spanning the main lithological units of the ore body are described using quantitative mineral-textural data and bulk sulfide batch flotation performance to establish five process mineralogical or geometallurgical units comprising: quartz-pyroxmangite-magnetite, quartz-amphibolemagnetite, quartz-magnetite, garnet-magnetite-quartzite and mica-quartzite ores. Important mineralogical characteristics affecting Cu, Pb and Zn recovery, grade and selectivity specific to the different ore samples are discussed. Ultimately, the use of ore-specific process mineralogical and geometallurgical knowledge allows for better mine planning and plant optimisation. This report contains Bureau of Mines analyses of 291 samples of crude petroleum from the Gulf Coast Area of Louisiana and Texas. Included are 65 analyses from 51 Louisiana fields and 226 analyses from 216 Texas fields. Analyses from the Texas fields include 90 from 58 Upper Gulf Coast fields, 47 from 28 Middle Gulf Coast fields, and 89 from 40 Lower Gulf Coast fields. The analyses represent fields that produced 1,000 barrels or more per day during at least one of the years 19.57 through 1961, with the exception of 23 analyses from the Texas fields. The fields considered are listed by state and geographical groupings, with field names arranged alphabetically within each grouping. The tabulation also includes information concerning the geological sources of the samples. General characteristics of the crude oils and analytical and computed data determined from the analyses are summarized. Crude oil production data are given for the fields for 1960 and 1961 and are cumulative through 1961.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. The authors summarise the development and recent advances in the reconstruction and visualisation of three-dimensional objects from point data and describe applications to the reconstruction of orebody shapes from drill-hole and other data. In particular, Dijkstra's algorithm is proposed and implemented as a means of optimal reconstruction of complex orebody and topographical shapes from irregularly located sample data. The surfaces of the shapes are constructed from triangular tiles and the algorithms proposed by the authors are guaranteed to find the optimal set of tiles that "best" construct the surfaces on the basis of specified objective criteria. The algorithms are illustrated by applications to a complex silver/gold/zinc/lead deposit.

Coal/pyrite fines were froth floated in a laboratory cell to examine the rate of pyrite recovery during conventional coal flotation. The effects of collector, particle size and carbon to total sulfur ratio on the kinetics of recovery were investigated. These data coupled with microscopic examination suggest that miniscule amounts of coal that remain attached to the pyrite surface affect the rate of flotation of pyrite.

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

"In the Sukinda Valley of Orissa, India, the total quantity of nickel ore reserves comprising of both lateritic and chromite over burden(COB) have been estimated at around 231 million tonnes containing 0.3 to 0.9% Ni. While mining of one tonne of Chromite ore, around 6-7 tonnes of chromite over burden are removed. These overburden materials are disposed as waste materials, which causes lot of environmental hazards and ecological imbalance. India imports a large amount of nickel and ferro-nickel to meet its growing demands in various sectors. For import substitutions, efforts have been made to produced ferro-nickel from the lean deposits of nickel bearing lateritic ores/ chromite over burden materials by reduction roasting followed by magnetic separation and then the nickel rich magnetic fraction is smelted to produce ferro-nickel. It has been possible to produce ferro-nickel of grade varying from 4-25% nickel.IntroductionDuring mining of chromite ore, large quantities of overburden materials are being generated. The materials amount to approximately 10 million tones per year contain around 0.3-0.9% Ni, 0.02-0.06% Co, 20-50% Fe and 4-9% Cr2O3 depending upon the location and the depth of the mine. These materials presently do not find any application for the extraction of nickel due to lack of a suitable technology. The materials are also unsuitable for ferro-nickel making because of their very high iron to nickel ratio. The country is seriously looking for a suitable technology to utilize these resources as its entire domestic requirements of nickel is met though imports. In this connection, a systematic approach has been made at the Institute of Minerals and Materials Technology, Bhubaneswar to develop a process for ferro-nickel making from this indigenous resource."

Introduction Grinding circuits are used to reduce the particle size of ores to the size desired for beneficiation or to grind a concentrate to a size required for final marketing. Grinding and classification can be carried out using either wet or dry circuits. Most sulfide ores are ground in wet circuits using one or more stages of grinding to obtain the necessary mineral liberation to produce a final concentrate which will meet the desired criteria. Iron ores are ground in circuits applicable to the particular ore using either wet or dry grinding. Nonmetallic minerals frequently present different requirements. Barite is likely to be subjected to wet grinding before beneficiating the ore; the concentrate is dried and then dry ground to meet market particle size requirements. The one thing that most mill operators will agree to is that there is no such thing as the "best" configuration of equipment for grinding. The circuit which works well on one ore may be totally unsatisfactory for another ore body. The general trend in the industry is flow sheet simplication with fewer parallel circuits instead of multiple-line circuits using small mills. This change in philosophy has been brought about by the saving of both capital and operating costs that may be possible with larger equipment. Remember that comminution is basically a very inefficient process, and that the costs can range upwards to 50% of the total milling costs. It, therefore, behooves the mill operator to carefully design his grinding and classification circuits. He must ascertain the optimal economic particle size for beneficiation and then make certain he has achieved the best balance between capital and operating costs to achieve the desired mesh of grind. Equipment Grinding circuits consist of one or more pieces of equipment to grind the solids. Generally, these circuits include one or more grinding mills, classification equipment, and the necessary materials handling equipment such as pumps, pipelines, and conveyors. There are many different types of equipment available which are used to grind and classify ores and minerals. Following is a tabulation of most of the equipment used for wet and/or dry grinding.

The value derived by good mine planning is often underestimated as many mines steer their attention to the more immediate and more easily recognised successes made by the day-to-day operational æbush fireÆ fighting. Similar to machine maintenance, the efforts made to quickly rectify short-term breakdowns are well recognised; whereas the value derived from the work in planning, scheduling and undertaking preventative maintenance is not so obvious or readily quantified. Too often the focus of the business shifts to building and supporting an efficient operations team at the expense of developing a highly experienced team of mine planning practitioners that are well trained with procedures and purpose-built tools to develop optimum mining strategies. A resource has an inherent value based on its quality parameters and its likely mining conditions. How well that value can be unlocked is governed, to a large degree, by the proficiency of the mine planning practitioners, as they, essentially, set the foundation of the mine business and the path along which the mine will operate. The importance of having a well documented and procedural mine planning methodology that integrates both a thorough technical and economic understanding of the resource cannot be over emphasised. The aim of the mine planning process is to develop a robust mine design and production capability which can best cater for future uncertainty whilst providing the best opportunity to maximise cash flow into the business. The planning process must be transparent and auditable, clearly summarising the process steps and assumptions made to arrive at a justifiable and defendable outcome. To provide maximum value to the business, the planning process must be repeatable and scalable to enable easy replication throughout the different mines and projects within an organisation. The diminishing numbers of highly experienced personnel within our industry, coupled with the growing pressure to clearly demonstrate that appropriate due diligence has been exercised, means that well documented and monitored mine planning processes using purposed built and innovative tools need to be developed to ensure optimum outcomes.

The U.S. Bureau of Mines recently identified a significant new source of scandium in an Oklahoma tantalum waste residue (approximately 0.24 pct Sc). Because scandium is a strategic and critical metal which the Department of Defense has classified for special consideration, the Bureau is researching methods of recovering scandium and associated metals from this and other process residues. A variety of operating parameters were evaluated to determine the best technique for recovering scandium. Testing showed that by sulfating the residue at temperatures as low as 150' C for reaction times as short as 0.5 hr, over 94 pct of the scandium converted to a water soluble form. Solvent extraction using DEHPA selectively recovered 100 pct of the scandium from the water leach solution.

THIS paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine.

"The demand for energy has continued to rise worldwide in line with population growth. The majority of South Africa’s electricity is supplied by coal-fired power stations. The amount of fine coal (-2 mm) generated at coal processing plants has increased, due mainly to mechanized mining methods. Fine coal retains more water, which lowers its heating value.Drying the coal is costly and it is difficult to achieve the required moisture content. Consequently, coal fines are often discarded. An estimated 8% of the total energy value of mined coal is lost1.Fluidized bed technology is often used to dry coal thermally, but this method is expensive and has an adverse environmental impact. The objective of this study was to investigate the removal of moisture from fine coal (<2 mm) in a fluidized bed operated with dry fluidizing air at moderate temperatures as the drying agent. The effects of different air temperatures and relative humidity levels were investigated in a controlled environment. The study further investigated the influence of coal particle size on moisture removal.The drying rate was found to increase with increasing temperature. The relative humidity of the drying air had a more pronounced effect on the drying rate, even at temperatures as low as 25°C.. It became more challenging to remove moisture as the particle size decreased. The gain in calorific value was greater than the energy required to dry the coal samples, showing that a fluidized bed using moderately warm dry air is an energy-efficient drying technology. Paper written on project work carried out in partial fulfilment of B. Eng (Chem. Eng.) This paper describes the development and use of a process simulator to optimize gypsum recovery at Afmine, a small plant near Yzerfontein on the South African West Coast. The simulator consisted of models of the major plant equipment, viz. hydrocyclones, surge bins, settling tanks, a primary sieve and a dewatering screen. Experimental data suggested that the equipment could be modelled satisfactorily from data published in the open literature. Simulation studies have indicated that gypsum losses on the plant could be reduced substantially by means of some relatively minor modifications to the plant layout. Moreover, sensitivity analyses of the plant have indicated that optimization of the settling tanks should receive priority over the other process units.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.
