The declaration of bankruptcy by the operator (Summitville Consolidated Mining Company, Inc., SCMCI) of the open pit heap-leach operation at Summitville and the subsequent takeover of the minesite by the USEPA has been a high profile and largely painful event for the mining industry. Shadowed by the ovrall picture has been a continuous effort by technical and operational personnel to treat contaminated water and improve water quality while satisfying various management strategies and budgetary constraints. Summitville's operations history can thus provide a body of knowledge potentially beneficial to operators and managers of present and future mining projects presenting challenges from similar geology, mineralogy, topog­raphy, climate, water chemistry, financial and regulatory ele­ments. This discussion focuses on water treatment operations that occurred at the minesite, initially as part of mining production and reclamation, and later as part of USEPA's emergency response and remedial efforts. All of the treatment efforts have targeted the cyanide and metals contamination associated with process waters from the heap leaching activities, and acid mine drainage (AMD) containing metals such as copper, iron, alu­minum, manganese, and zinc in high concentrations.

The study of gas emitted from face coal samples at the coal face is part of an investigation of instantaneous outbursts of coal and gas. Normally, seam gas essentially comprises methane of which the origin in the metamorphism of coal is undoubted. The origin of other gases sometimes occurring in high proportion in seam gas, particularly carbon dioxide, is more controversial. A simple meter for rapidly assessing gas in coal was developed. Tests with the meter enabled comparisons of seam gas in face coal at some outbursting and nonoutbursting mines, and under various working conditions. The varying results of widespread testing suggest certain trends, including some prospect of recognising outbursting potential at the coal face.INTRODUCTIONThe aim of this work is identification of differences in gas condition between coals subject to instantaneous outbursts and coals which have not outburst, and between faces of coals which will and which will not subsequently outburst. Any comparative test should be conducted right at the coal face on coal about to be worked and the results of testing should be available after a short period. Moreover, the method and the comparison of results should require no special skill, and be well within the capacity of junior mine officials. The additive property of dispersion variances was found experimentally by D.G. Krige using data from the gold deposits of the Witwatersrand. In this property, called ?Krige?s relationship?, the dispersion of a small unit, v, within the deposit is equal to the sum of the dispersion of v within a bigger unit, V, and the dispersion of these units, V, within the deposit, D. It is known that the variance of the grades decreases as the support increases, the so-called volume-variance relationship. To analyse volume-variance and Krige?s relationship, the methodology herein proposed combines blending piles and geostatistical simulation to simulate the in situ and the pile grade variability. Variability reduction in large piles is based on the volume-variance relationship, i.e. the larger the support, the smaller the variability (assuming perfect mix). Based on a pre-defined mining sequence to select the blocks that will form each pile for each simulated block model, the statistical fluctuation of the grades derived from real piles can be simulated. Using this methodology, one can evaluate within a certain time period the expected grade variability for various pile sizes, and also calculate the Krige?s relationship between the small blocks and the piles of different sizes. A real case study using a large Brazilian iron ore deposit illustrates the methodology and demonstrates the validity of the results.

Experimental Study of Ore Characterisation Methods for AG/SAG Mills Mining companies have long recognised the importance of ore breakage characterisation in design and optimisation of their crushing and grinding circuits. In one of the industry standard methods relevant to AG/SAG milling, ore is characterised using mainly high energy single impact tests. However recent DEM studies have suggested that breakage in AG/SAG mills is mainly due to low energy repetitive (or multiple) collisions rather than single high energy impacts. Hence a study was initiated at the JKMRC to investigate the behaviour of ores under such conditions. Carefully designed experiments have been performed using two laboratory mill sizes (0.6 m and 1.1 m diameter) to mimic the reported low energy repetitive impact breakage under low load conditions. The breakage characterisation parameters derived from standard high energy single impact tests on the same ores was then used to predict the low energy repetitive impact breakage. Significant bias was found in the simulations which clearly warranted further investigation. The extensive experimental program which followed employed three separate methods: the JKRBT (JK Rotary Breakage Tester) for high energy single impact and low energy repetitive impacts, gravity drops for low energy repetitive impacts, and laboratory mills to provide an extended number of low energy repetitive impacts. The breakage energies associated with these experiments were accurately measured with a high speed video camera. Two breakage indices, the degree of breakage (t10) and the breakage probability (S) were used to describe the breakage test results. This paper summarises the major results from this experimental study, which has facilitated the development of a new breakage characterization method relevant to AG/SAG mill modelling.

In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

Flotation concentrate originating from the Asarel-Medet porphyry copper mining and processing complex in Bulgaria has been subjected to regrinding using a Ro-Star mill; the effects of which on the downstream metallurgical behaviour are discussed. Particularly the effect on the liberation degree was studied through an optical microscopy and MLA-SEM automated mineralogy. On the other hand, copper selective flotation of the reground bulk concentrate was realised to evaluate the anticipated metallurgical improvement. Process parameters such as involvement of prior hydrocycloning and variation of collector dosage have been evaluated. Within a two-minute residence time inside the Ro-Star mill, an improved liberation degree of the copper bearing minerals has been observed. As a consequence, enhanced copper recovery and selectivity against pyrite was noted. It has been found that in order to guarantee efficient flotation of the resulting ultrafine particles, a modified flotation regime (i.e. changing collector suite and dosages) should be followed. "Xstrata Nickel’s Raglan operation, northern Québec, achieved paymetal recovery gains in 2007 by switching the collector from potassium amyl xanthate to sodium isobutyl xanthate. To follow on from that position, Xstrata Process Support (XPS) and A. Di Feo of Raglan proposed that a mixed xanthate system be formulated and tested towards further performance gains. This work selected ethyl and isobutyl xanthates as the candidates. An optimized ratio of these was to be determined by a designed experiment. This suggestion was based on an abundance of published literature that reported mixed collector systems outperformed single ones. A partial factorial design was used to configure four test conditions and a mid-square for the flotation work. The testwork was conducted using High Confidence Flotation Testing. The raw data were analyzed and modelled by Design-Expert software. An optimum ratio of 1.6:1.0 by mass (1.32:1.0 in molar terms) of isobutyl:ethyl xanthate was determined. Without this modelling, the optimum ratio would have been missed. Results obtained with the new baseline flotation test using this optimized mixture showed a 3.3% Ni recovery gain in the bypass concentrate and more than 1% recovery gain for PGM over the single PIBX system. This system has been proposed for and accepted as a plant scale trial in the first half of 2010.INTRODUCTIONConcentrator OperationsMilling and flotation of sulphide ores ahead of smelting and refining is a common practice. The value of nonfuel raw mineral production in the United States for 1977 increased over that of 1976 by 5%, from $16.7 billion to $17.5 billion. Metals declined by 5% from $6.1 billion to $5.8 billion, chiefly because of strikes in the iron ore industry and a depressed copper market. Subsidization of mining industries in some foreign countries accounted in part for the excess of copper and some other metals on world markets. Weak metal markets and continued slowdowns in the world economy were the main reasons of the virtual absence of new mine projects. Increasing domestic governmental involvement affecting mineral industry activities, such as pricing controls, public land withdrawals, and the Surface Mining Control and Reclamation Act, effective August 3, continued to be controversial and to be criticized by various segments of the industry.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. A model (support selection model) for the selection of suitable types of powered supports under various geological conditions is proposed. This model is developed by evaluating the support, performance under different roof conditions at longwall faces in terms of five controlling parameters: (1) roof Falls, (2) front abutment pressure, (3) Face convergences, (4) gob materials entering into working area, and (5) roof caving line. This model suggests that more than one type of powered support. may be used under the same roof condition and the best selection should he based on the magnitude of suitability index of each support- type. The development and application of suitability index arcs discussed. Fourteen panels in seven coal seams are discussed in the paper to illustrate the applicability and effectiveness of this model. A roof classification system at longwall faces developed specifically for the construction of the selection model is also discussed. A simple example fur determining roof classification index is given.

Arsenic has been a common impurity in copper sulfide concentrates treated pyrometallurgically in Chile, which inevitably during the smelting-converting process reports in the final copper product affecting its properties, but also affecting environment as a very toxic occupational hazard. The enforcement of air quality standards, which regulate pollutants such as sulfur dioxide, particulate matter, and arsenic, has resulted in the implementation of pollution abatement plans and emission reduction schedules mainly by state-owned copper concentrate smelters. Investments associated with these plans incorporated gas-handling systems in order to capture polluting emissions. Electrostatic precipitators recover dusts containing mainly Cu and As which are leached to recover copper, while arsenic is disposed currently in the form of ferric arsenate. Gases containing high sulfur dioxide content are treated in plants to produce sulfuric acid, which is used in various classical and new hydrometallurgical processes. Additionally, smelters have effluents treatment plants for arsenic disposal either as ferric arsenate or calcium arsenate/arsenite. This paper reviews the environmental situation of the Chilean metallurgical industry, and the present trends for arsenic management are particularly emphasized since Chile is the world?s largest copper producer.

Despite the large areas of sedimentary basins in Western Australia, the coal resources are very meagre., This is a serious problem for the State, which-at present-lacks any other alternate source of fuel-for power production.. Located coal deposits are all poor in quality and mostly brown coals of little importance. The best..coal suitable for extraction is at Collie, where a black=sub- bituminous non-coking coal is mined. Most other coals recorded are low grade or lignite, with high ash'and moisture content and a low calorific value. Coal was first discovered in Western Australia in the bed of the Irwin River, 50-miles south-east of Geraldton, by the Gregory brothers, explorers, in the year 18+6,. but although investigated, it has never been developed. The most noteworthy discovery of coal was in the Collie River, 26 miles east of Bunbury, by Arthur Perrin in 1883. Production commenced in 1898 and ever since, Collie has continued to be the State's sole producing coalfield.

The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).

Admittedly, some debates are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the SAMREC Working Group.Some of the more critical issues currently under examination are the definition of Competent Person and the potential registration of Competent Persons, the current re-write of the Code, and the introduction of reporting of Exploration Results, Mineral Resources, and Mineral Reserves on an ‘If not – why not’ basis, noncompliance with the Code and discipline, the role of the Johannesburg Stock Exchange Readers Panel, and the valuation of mineral assets based on scoping studies.IntroductionThis paper is intended as a personal memoir of recent thoughts and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) (‘the Code’). Admittedly, some debates, such as reporting of Mineral Reserves inclusive or exclusive of the Mineral Resource, are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the South African Mineral Resource Committee (SAMREC) Working Group. The author, who has been involved with the SAMREC Working Group since 2007, offers observations in his personal capacity as a professional mining engineer with the intent of getting practitioners to contemplate the influence of the Code on the mineral industry. Current practices in the compilation and reporting of Exploration Results, Mineral Resources, and Mineral Reserves are often deficient in adhering to the Code and a conscious effort must be made by the mining sector to improve the standard of public reporting, in particular Competent Person Reports (CPRs) and Public Reports issued by listed mineral exploration and mining companies."

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim.
