This paper presents the result of the analysis of strain-dependent concrete modulus from full-scale static axial compression load tests conducted on more than 200 instrumented cast-in-place barrettes and bored piles over the past 12 years, covering commonly adopted grades of concrete for heavy foundation construction in Malaysia and Singapore. The concrete modulus values, Ec, analysed were directly back-calculated from the material of the instrumented test piles by means of placing a layer of vibrating wire strain gauges near the pile head region. The best fit curve for back-calculated concrete secant modulus versus measured axial strain follows non-linear behaviour for both categories of test pile samples analysed. The result of the analysis seems to suggest that using average constant modulus value would generally lead to a significant error in load distribution computation, particularly at high stresses region.

The Mine Safety and Health Administration (MSHA) advanced several initiatives last year to further protect miners' health. Regulatory efforts included the implementation of a Hazard Communication rule for all mines, work on the Single Sample rule for all coal mines, and the Plan Verification rule for underground coalmines. Development and application of new technologies are actively encouraged in preventing miners' hearing loss and respirable dust overexposures. MSHA's successful x-ray program for screening of black lung among coal miners completed its third year. Compliance Assistance efforts are focused on Best Practices, outreach, and technical support for operators' specific challenges.

In the presentation which follows, wash-ability curves, such as are commonly used in making studies preliminary to the cleaning of any coal or to the concentration of any mineral, have been reduced in each instance to a single straight line; thus all the most important characteristics of the coal or mineral are represented in a form more advantageous than that in which such data usually are shown. To obtain consistent results, float-and-sink data must be based on a single definite narrow size range, which may be designated "a coal unit." It will be shown that such units, each embodying a different size range, can be grouped to form what may be termed "a composite coal." A three-dimensional presentation will emerge, which will closely identify the coal, illustrate its characteristics in a new manner and explain many obscure facts. Float-and-sink Tests For the preliminary study of any cleaning or concentration problem, or in the control of any operation, float-and-sink tests must be made. The results of these tests are grouped in tabular form and then illustrated in various systems of curves; but if such a graphic representation is to have the utmost practical value, it must offer at least the following advantages: (I) It must be easier to read than the tabular results, and (2) it must be easy to plot, check and interpolate. The first requirement will be attained by reducing the number of curves to a minimum, and the second by some system of representation that will use only straight lines. Of the many washing curves now in use, only the "recovery curve," often known as the "composite curve"—a somewhat misleading term—will be considered; Any point on the recovery curve will show what percentage of weight of clean coal can be recovered when the mineral is washed at a certain specific gravity. As an example, the tests listed below Fig. I are illustrated in the drawing by a curve obtained by plotting (I) as abscissas the ash content of the coal recovered and (2) as ordinates the corresponding percentage of refuse discarded; but, in general practice, instead of writing down that weight, it is customary to set down its complement, which is the corresponding weight of coal recovered. From this curve can be deduced the information necessary for the solution of most practical problems. New Form of Graphic Presentation The resemblance of the recovery curve ill Fig. 1, or, for that matter, the recovery curve obtained in common practice! to a Power curve is apparent. The general equation of such a curve is Y = axn, where n is negative. Taking logarithms: log y = a + n log x. Using a logarithmic scale, the equation of the recovery curve will be Y = A + bX. Between June of 1975 and November of 1978 Stateham and Radcliffe of the Denver Research Center of the Bureau of Mines in cooperation with officials of the Bear Coal Company of Somerset. Colorado Conducted extensive studies of the roof conditions in the Bear Mine. The purpose of the investigation was to determine the relationship if any between the length of time the roof was left unbolted and the subsequent stability of the roof. Using the comprehensive information available from Stateham and Radcliffe (1), (2), (3), (4) the author has proposed a design for a roof truss installation which might have been used in lieu of some of the bolting in the areas where bad roof was encountered. Historically roof truss installations like bolting patterns have been applied rather than designed. The purpose of the present paper is to demonstrate how with the information available, one might proceed through a semi-rational design. In spite of the very extensive documentation by Stateham and Radcliffe, it was still necessary to make some working assumptions. It is, therefore, not intended that the process here illustrated be used without modification in any other mine nor is there any criticism implied or otherwise, of the way in which Bear Coal Company conducted its operations. The author has never visited the mine in question. This paper is meant to be an encouragement award a more rational use of roof trusses in situations where it is economically and structurally reasonable to do so.

With the advent of mechanical loading the need of definite information has become more apparent. The co-ordination of all the individual units of operation has become very necessary From these two essential features in running a mechanized coal mine has come the demand for the "time study." The time study is nothing more or less than the recording of each operation together with the time of clay or the total time expended during a period of work. Using the latter, it is impossible to have information showing just when each piece of work was clone and to what extent they overlap. The studies used here are of the former type, being based on the recording of the operation together with the time of day so that the details of performance of the machine or crew may be followed from starting to quitting time by' referring to the graph upon which the study is taken.

Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

"Surface IR (infrared) modes of crystalline and fumed (amorphous) silica particles, calcined at temperatures up to 1095°C, have been studied by Fourier transform infrared spectroscopy. The ability of these same particles to lyse cells has been measured by a hemolysis protocol. The untreated crystalline and amorphous materials differ by a factor of 40 in specific surface area, and the intensity per unit mass of the sharp surface silanol band near 3745 cm-1 in the amorphous material is an order of magnitude larger than in the crystalline material. A similar difference is observed in the lysing potential of the two materials. The intensity of the silanol band increases after calcination for both materials, reaching peak values near 500°C, followed by a dramatic drop at higher calcination temperatures, and reaching negligible values for materials calcined near 1100°C. The lysing potential data follow essentially the same pattern for both crystalline and fumed silica. These results are consistent with the hypothesis that the surface silanol groups are involved in cell lysis. Further experiments are suggested to evaluate the relationship between the surface structure of ailica particles and their potential cytotoxicity. IntroductionThe characterization of the surface structure of various allotropic forms of silica is of interest because the cytotoxicity of silica particles of respirable size has been commonly related to the chemical interaction of functional groups on the surface of such particles with the lipoproteins contained in cell membranes (1-3). It has been found that the cytotoxic potential of silica particles varies greatly with their crystalline structure (4,5), particle size (6-8), surface composition (9), and molecular surface configuration (1,10). Studies of the infrared (IR) modes of various forms of silica have been reported by a number of researchers (3 ,11-19). Several books and reviews (20-24) have dealt with the identification of functional groups on silica surfaces and the effect of heat treatment on the surface structure. The nature of the surface is said to be critical in determining the biological activity of silica dusts (3).Fourier transform infrared (FTIR) spectroscopy is a highly sensitive ·technique for identifying IR surface modes of tine particulates, and it was deemed of interest to examine the surface structure and its relation to lysing potential of two widely different types of respirable silica dust. The lysing potential of respirable dust particles has been considered a first-level test for potential cytotoxicity."

The æMine to MillÆ concept is not new. In fact, it is the underlying objective of every mine. Unfortunately, in many operations the management structure and reporting systems have created independent æbusinessesÆ within the overall mining enterprise. This has created incentives to optimise the performance of each component of the operation rather than the enterprise as a whole. The Mine to Mill Conference organised by The AusIMM in October 1998 documented a number of case studies where run of mine ore was not presented to the mill in the best possible form for subsequent stages of comminution and processing. A number of examples were quoted where modest expenditure in the mine had a very significant impact on downstream process efficiency and hence costs. Examples included:the minimisation of fines in the mining and handling of iron ore; the management of fines in blasting and crushing for a copper heap leach operation; the control of blast damage, mining recovery and dilution in open cut coal operations; and the optimisation of mine fragmentation to increase mill throughput in gold and copper operations. The latter topic has been trialed at a number of mines and is referred to as æMine to MillÆ fragmentation. A number of æMine to MillÆ type investigations have been reported in the literature including Pease et al, Simkus and Dance, Nielsen, Scott et al, Kojovic et al, Kanchibotla et al, Bulow et al and Hawkes from the 1998 Mine to Mill Conference. In addition, a number of studies are in progress or the results have yet to be published. These studies have demonstrated the feasibility of obtaining the data required to characterise the breakage behaviour of ores and to model the impact of changes to blasting practices on process efficiency. Characterising the breakage behaviour of ores is a vital step in the management of fragmentation and comminution in mines. The characteristics of importance to fragmentation fall outside the parameters conventionally required to describe the economic geology of a deposit. æMine to MillÆ optimisation of fragmentation means that the mining engineer needs information from the geologist in order to be able to help the metallurgist. Providing this information requires close interaction between these groups.

This paper will focus on three aspects of this technical program: Reducing the cost of resource expansion through smart use of low cost, surface target generation techniques; Improving the rate of uranium leaching and solution stability (gypsum, jarosite) through lixiviant chemistry modifications; and Development of an ion exchange (IX) process to increase production capacity, and integration of IX and the current solvent extraction circuit with the existing uranium precipitation and product preparation circuits.

"Planning for sustainable cooling potential requires protected space to successfully maintain chilled propylene glycol in storage until needed. Stored propylene glycol should be judiciously cared for, safely kept from the ill effects of heat, in order to remain useful for bulk air cooling. Minimizing the chilled temperature of the propylene glycol reservoir tanks means that atmospheric conditions will be monitored closely during the chilling phase. Storage facilities would maintain restricted airflow while minimizing possibilities for heat transfer during the storage phase. Sustainable cooling systems could reduce or eliminate the need for mechanical cooling if installed with favorable conditions. Storing the cooling potential from the winter months is what this new design is all about.INTRODUCTIONIn most subsurface, bulk air-cooling methods, the main source of potential cooling energy comes from cold-water applications. This paper investigates the practical use of harvested, chilled propylene glycol as the source of cooling potential. Propylene glycol is chosen as the cooling storage liquid refrigerant since its chemical make-up is intrinsically safe to fresh water supplies and will not harm underground workers should a leak occur in the closed cooling circuit. Harvesting the cold of winter is a meaningless endeavor without proper thermal planning for the storage of the cooling potential in cold refrigerant.PROPYLENE GLYCOL STORAGE RESERVOIRA new design for a closed refrigerant bulk air cooling system employing propylene glycol as the refrigerant is presented as the main design topic of this paper. Given that a deep and hot mine will need to be considered safe and productive, a cost-effective cooling system is desired in order for the mining operation to be considered sustainable. For underground mines at northern latitudes, cooling applied to fresh air is only required 3 to 4 months of the year. During winter, ambient atmospheric conditions can be harnessed and stored for use at a later time.The basis of this sustainable design uses very cold ambient air that is circulated around galvanized steel refrigerant reservoir tanks. The propylene glycol reservoir tanks are arranged in a concrete walled pit, or tank farm, excavated in bedrock. During the coldest months, the tank farm will be exposed to the open air. As the seasons change the tank farm will be covered with insulation to maintain the maximum cooling potential for use during the warmest months of the year."

The major components of sylvinite ores, sylvite (KCl) and halite (NaCl), are separated by flotation. Since both these minerals are water-soluble, the process is carried out in a saturated brine, 6~7 mol/L aqueous solution of NaCl and KCl. C16~C22 primary amines, utilized as a collector, are practically insoluble in water. In commercial potash ore flotation operations these amines are melted by heating up to 70~90°C. They are then neutralized with hydrochloric or acetic acids, and such a hot emulsion/dispersion is introduced to the flotation pulp (which is at room temperature). This is immediately accompanied by the appearance of a white precipitate in the system. As our measurements indicate, the Krafft point of dodecylammonium chloride in concentrated electrolyte solutions is much higher than 80°C, and the Krafft point of C16~C22 amines is substantially higher than that. Introduction of a hot amine emulsion into a pulp, at temperature much lower than the Krafft point for the utilized amines, must cause precipitation of the amines. Some of these species are obviously flotation-active. It is interesting to observe that in summertime, when temperatures are high-er, longer chain amines perform better. It demonstrates that the colloidal amine species that precipitate serve as active species in the potash flotation. Therefore, at higher pulp temperatures, when the temperature difference between the pulp temperature and the Krafft temperature of the utilized amine is not sufficiently large, a longer chain amine, the amine with a higher Krafft point, is more efficient. The results reveal that premixing of an alcohol such as MIBC (common frother) with the amine significantly improves flotation performance of the amine. In the presence of such an alcohol the amine disperse system becomes less turbid, and the rheology of the system less non-Newtonian. All this indicates that MIBC, which does not operate as a frother in a potash flotation system, when used as a co-surfactant, enhances the dispersion of the amine colloidal system. The appearing colloidal species perform as an active form of the collector.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB) Shovel/trucks, front-end loaders/ trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRE truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation) result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

A study of the crystalline materials on or near the surface of freshly made or "green" superphosphate granules and mature, "set" superphosphate granules was undertaken using X-ray diffraction, X-ray mapping, scanning electron microscopy and electron probe micro analysis techniques. Calcium sulphate (CaSO4), calcium sulphate hemihydrate (CaSO4 1/2H20), and mono calcium phosphate monohydrate (Ca(H2PO4)2H2O), were the only crystalline species present in the "green" superphosphate.In the set superphosphate however, additional compounds were present, namely complex iron and aluminium phosphates Ca(Fe,AI) H(HPO4hF2)2H2O, (Fe)3(H3O)H8 (PO4)6H2O and calcium sulphate dihydrate (CaSO4.2H2O).The complex phosphates tied up the major part of the Fe and Al in the system and were concentrated on or near the surface of the granule. An intimate mixture of CaSO4.2H2O, and CaSO4, along with the above mentioned complex Fe-AI compounds, crystallize close to the surface of the granule and cause the setting of superphosphate that takes place during storage.

"Construction of the powerhouse for the Willow Island Hydroelectric Project required a 100-ft deep excavation inside the limits of a cofferdam and embankment-seepage cut-off wall through soil and rock adjacent to the Ohio River. Portions of the rock had preexisting weak plans and slickensided surfaces with low frictional strength. Stability analyses were performed for critical sections of the excavation to evaluate the stability of the soil slopes and rock cuts using buckling, tension crack, and limit equilibrium analysis techniques. Loading conditions included the 100-yr and intermediate floods, normal pool, sudden drawdown, and seismic design conditions.Stability analyses indicated adequate factors of safety for soil slopes and for rock cuts through the landside embankment sections. However, the results of deep-seated stability analyses through the rock supporting the riverside cellular cofferdam indicated unacceptable factors of safety. Consequently, the riverside portion of the excavation required measures to increase stability. Long, high-capacity rock anchors and deep dewatering wells to lower the site piezometric head were chosen for this purpose.Thirty high-capacity rock anchors were installed on the upstream, riverside, and downstream sides of the cofferdam rock cut. Required rock anchor loads varied from 1,968 to 2,074 kips. The designed anchors consisted of multiple, seven–wire strands with up to 59 strands per anchor. Bond lengths used an allowable bond stress of 100 psi based on the rock bond measured with pull-out tests. Maximum bond and anchor lengths were 50 ft and 140 ft, respectively. Measurements of forces in selected strands and displacements of the excavation showed excellent performance."

Copper production in the. United States in 1972 amounted to 1,658,000 tons according to the USBM. This figure is up over 1971 but falls below 1970 production of 1,719,101 tons. This report is essentially about the status of copper mining operations in the U.S. and is an update and expansion of the report "Southwest Copper-A Position Survey" published in [A=], October 1965. At that time, the trend was toward using larger equipment to mine lower grade ore and toward the expansion of dump leaching practice. That trend continues today but, it is overlain by intensive activity to comply with existing environ¬mental legislation and uncertainty over proposed revisions of venerable laws governing mining. In the U.S. today there is, practically speaking, no excess smelting capacity so that expansion of copper production through the startup of new mines is inhibited. Owners of a large undeveloped orebody would have to decide before going into production whether to sell the concentrates offshore, which has many problems, whether to try one of several unproved chemical processes for producing refined metal from concentrates or embarking on the construction of a traditional pyrometallurgical plant in the face of considerable uncertainty over the pollution standards that eventually must be met. The situation is such that not only is the present rate of U.S. copper production threatened but the ability to meet projected increased demand in the years ahead may have been severely retarded.

The selective placement of coal stripmine overburden is examined. Physical and chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions or similar problems. Five mining methods already used in the industry, that are capable of selectively handling waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons are made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided. This volume contains all Appendices to the report.
