The Treasurer, the Hon Wayne Swan, has nominated ‘maximising our advantages’ from ‘Mining Boom Mark II’ as the focus of the 2011/2012 Australian Budget. Australia therefore requires a bolder and better integrated economic reform agenda if it is to convert current strong demand for mineral commodities into lasting prosperity that benefits all Australians. Lasting prosperity, well past 2012, will only be achieved if Australia can effectively reverse a decade-long deterioration in the minerals industry productivity performance due largely to capacity constraints that inhibit growth. This requires improving the efficiency of energy networks, transport infrastructure, water markets, health and education services, access to skilled people and by streamlining costly, inefficient project approvals’ processes. The common thread that holds this economic fabric together is the importance of having the right people using the most appropriate technology within the correct policy framework.In December 2010, employment in the minerals sector stood at 187 200; 21 per cent higher than one year earlier, 15 per cent higher than the industry employment peak prior to the global financial crisis in 2008 and 14 per cent greater than anticipated by industry modelling published in 2008. Managers and professionals make up approximately 15 per cent of the total workforce, yet minerals-related higher education programs (mining engineering, metallurgy and geoscience) continue to be chronically underfunded, requiring direct industry subsidies of more than $25 M over the last decade. Also, the publicly-funded Vocational Education and Training (VET) sector continues to fail the industry in the delivery of quality training programs. Importantly, the industry is a key driver of economic activity in regional and remote Australia and is the largest source of private sector employment for Indigenous Australians who comprise up to a quarter of employees in certain locations.This presentation looks at what our industry and country need to achieve to ensure we have the right people for the challenges ahead. **This is an abstract only. Plenary SpeechI have given considerable thought about what I might say to such a group of professionals, given that I am not an extractive metallurgist. It was immediately apparent that I would quickly be out of my depth if I tried to present some technical aspect of extractive metallurgy. So, instead I thought it might be useful to review the subject from the minerals business management point of view in order to improve understanding for the extractive metallurgist who some times finds it difficult to comprehend directions being given by management.

The purity of rectorite is only about 70% after preliminary mineral processing, which has limited its application. In this research, different pulp densities, different dispersants, different dispersing methods and purification flow sheets were used to purify rectorite. The results show that it is possible to obtain high pure rectorite clay with the purity above 90% and concentrate yield between 24.9% and 29.4% by the purification process with composite dispersants, stirred mill grinding dispersion and so on. The obtained high pure rectorite can be further used in rectorite nanocomposites.

During the last decade, a significant amount of research has been conducted by Energy West Mining Company, government agencies, academia, and consulting companies to develop predictive tools for assessing the stability of the Castlegate Sandstone, which is found approximately 250 m above multiple-scam coal reserves, Energy West Mining uses longwall mining techniques in its operations near Huntington, Utah, and these studies were initiated to satisfy requirements for maintaining the stability of the Castlegate Sandstone and resource recovery. In this study, the authors have used multiple-regression analysis techniques and a wealth of data collected over many years on geology, mining, and escarpment stability. The volume of failed rocks is used as the response variable after several other factors were considered, including measurement of surface deformation and frequency of mining-induced surface fractures. Geologic and geometric variables were obtained along 3.7 km of escarpment exposure at 130 study locations. Regression analysis of data for the first 29 study location, which had been fully' undermined, showed that surface topography played a critical rule in influencing escarpment stability. Preliminary regression analysis results from 70 study loca¬tions identified several other important geologic arid mining factors that influence be stability of the sandstone escarpment These are canyon slope, sandstone thickness, and mining influence ante.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Metallurgical plants are typically large, complex facilities. Their design is a multidisciplinary activity with a wide range of inputs, based on: the business case; metallurgical and process requirements; and the main processing equipment selection. Many constraints limit what can be achieved. Appropriate phasing of the design and development, and clear go/no-go decision criteria, are critical to successful implementation of a plant design project. Risk management concepts are used as a framework for successful project development, working from the business case, through project development, to implementation and startup, paying constant attention to technology, safe design, and sustainability. 1.1 INTRODUCTION The subject of “Metallurgical Plant Design” is the design of metallurgical plant facilities in the broadest sense. Plant design represents the culmination of many multidisciplinary activities: knowledge of process metallurgy is applied to design facilities to manufacture useful, economical, metal-based products. In the field of metallurgy, plant design is often overlooked, and its unique requirements are commonly not well understood, let alone appreciated. This book is a contribution to remedying this situation. The focus is the specifics of the metals industries, because an extensive literature already exists on the general topic of plant design.

However excellent the geologic map of an area is, it can only show what is exposed on the ground. It cannot and should not generalize the information nor complete the picture by inference: this is left to the examiner. Consequently, it becomes justified for him to use all expressions of geologic structure in order to gain an additional dimension in geologic interpretation, and particularly so in mineral exploration. In previous studies related to Arizona, the known faults were the starting points and a host of interpolated, supporting geologic factors described in earlier publications ascertained the presence of a series of structural trends and lineaments found to be rather continuous and persistent, even though unsubstantiated by geologic maps. In present studies pertaining to the humid environment, with the same aim of seeking major structural trends and lineaments, the starting points are morphologic expressions such as straight lakes and straight segments of rivers, among others, because there generally is not enough geology available. An example is given herewith for an area that straddles the International Border, north of Spokane. In both semi-arid and humid environments, one observes that mineral deposits quite often occur close to the intersection of a major fracture or lineament with some secondary trend.

Emphasis is placed on the force of interaction among particles and with their environment and on their dependence on particle characteristics and interfacial phenomena. The complex role these forces play in the various stages of agglomerate formation, growth, consolidation and structure development, and their influence on final product properties is discussed.INTRODUCTION Agglomeration is an example of a process where the technology has generally preceded the science. Process development• has very often been by trial-and-error albeit with an eye on some basic principles. Nevertheless there is' a scientific basis to the process and a better understanding of the fundamentals can surely lead to improvements in process design and control.Successful processes for the agglomeration of fine particles depend on proper control of the adhesional forces between particles, to encourage agglomerate formation and growth and to provide adequate mechanical strength in the product. At the same time the rheology of the particulate system can be critical to the rearrangement of particles necessary to permit densification of the agglomerate and the development of an agglomerate structure appropriate to the end-use requirements.AGGLOMERATION SYSTEMSUltimately, the performance, of any agglomeration process depends on the• characteristics of the particles and their environment. The specific effects, however, are often complex and may be very difficult to pinpoint by simple observation of the process. A typical agglomeration process involves a number of concurrent or consecutive steps - adhesion, growth, compaction, etc., - each of which is affected by the characteristics of the system, but not necessarily in the same way. The effect of particle size, say on agglomerate growth may be quite different from its effect on compaction and its optimum value may differ widely from one stage to the other. Obviously there.is a general need for compromise in the design and operation, of agglomeration systems. Furtnermore, an understanding of the details of the process and their complexities can be critical to process optimization and improved product quality control."

As Coal Mining Areas develop, problems relating to strata control increase. The "easy" coal has been extracted and the future development lies in the direction of greater depths of cover and more difficult strata conditions. To provide solutions to the problems encountered the techniques of constructing and testing physical models have been developed and refined. With a sound knowledge of model theory allied to practical experience, mining research engineers use physical cemented material models to examine, assess and solve mining problems relateu to strata behaviour and environment. For a model to provide the answer to a particular mining problem it is essential that as much information as possible be obtained from the mine or area of a mine which the model is to represent. Details relating to the strata, geological malformations, and the stress environment must be collected and collated to ensure reliable results.

This report contains a description of the contract activities performed by ENSCO, Inc. under contract No. H0178069. The purpose of this project was to enhance the Bureau of Mine?s Cableless Electronic Survey System use to aid in the drilling of long (approx. 2000 feet) boreholes in coal. This drilling is performed as part of the methane drainage program. The system that was ultimately developed was field tested 2nd demonstrated in actual in-mine drilling activities. The significance of this system as compared to previous drill survey systems is the fact that it surveys without having to be inserted and removed for each survey point. It is so designed that it can withstand the shock and vibration experience by the drill string during drilling. This means an increased productivity is now possible in that drill operators can determine drill bit positioning in a near real-time environment.

INTRODUCTION Two years ago in Chicago a seminar was held on the theory of sintering of pure metal powders As an introduction to this seminar Dr Rhines1 gave an excellent survey of the literature on this subject His method of presentation was to summarize the experimental observations on sintering and from them to develop a composite theory of sintering in which he combined all the important contributions to the theory into one organic whole In contrast to the mechanism of sintering of pure metal powders, which, of course, always takes place in the solid phase, sintering in the presence of a liquid phase, cannot be treated as one unified mechanism, such as the sintering mechanism of pure metals The reason is that there are really several mechanisms depending upon the type of alloy system which is sintered and the field of its constitutional diagram in which the sintering takes place Two mechanisms have been investigated and will be reviewed in this paper In the first mechanism the liquid is present during the entire time while the compacts are at the sintering temperature In other words they are sintered between the liquidus and the solidus of the alloy System and are heterogeneous during the entire sintering cycle The second mechanism applies to alloys in which the liquid phase is formed during the sintering process, but disappears before the sintering process is completed through diffusion and formation of a solid solution These alloys are therefore homogeneous at the end of the sintering cycle This second mechanism is more complicated because of the two stages of sintering, the liquid and the solid, as they may be called It is therefore not surprising that the few detailed investigations of sintering in the presence of a liquid phase have been concerned with heterogeneous sintered alloys, namely the tungsten-nickel-copper alloys, which is the so-called "heavy alloy," and the cemented carbides The mechanism of sintering of these systems is characterized by the fact that theoretical or near theoretical density is attained during sintering, while simultaneously a distinct grain growth takes place through solution of the smallest grains of the solid phase in the liquid phase and reprecipitation on the larger grains In the first part of the survey this sintering mechanism which is called for short the heavy alloy mechanism is treated in detail In the second part of the survey experimental observations for the sintering of homogeneous sintered alloys where the liquid phase disappears before the completion of sintering are discussed Much less systematic work has been done on these alloys to which the commercially important porous bronzes and the iron-nickel-aluminum permanent magnet alloys belong Emphasis will be laid throughout this survey upon the microstructural and density changes during sintering because the sintering mechanism can usually be described directly by these changes Other

"In this paper, the photochemical catalysis degradation effect of photocatalyst obtained by charcoal-supported nano TiO2 (nano TiO2 / charcoal) on the formaldehyde in the air was studied. The influences of the nano-TiO2 loading and the photoreactor structure on the efficiency of photochemical catalysis degradation of formaldehyde was reviewed.The nano - TiO2 / bamboo charcoal adsorption of formaldehyde, as well as the influences of a certain amount of formaldehyde after adsorption on its photochemical catalysis effect were discussed. The sol preparation process of Ce-doped nano-TiO2 was described. Experimental results indicated that: the surface of bamboo Charcoal still has a strong formaldehyde adsorption capacity after Supported by Nano TiO2.After adsorbing formaldehyde, the photochemical catalysis degradation efficiency of formaldehyde of the catalyst at a steady state is basically the same with new prepared catalysts’. When the thickness of the catalyst layer of the multi-ladder-type structure photoreactor is 2mm, the interval is 20mm, the absorption efficiency of formaldehyde of Nano- TiO2 / bamboo charcoal is the best . Nano-TiO2 undoped Ce responded with no degradation of formaldehyde after 2 hours, while the degradation rate of formaldehyde of the Ce-doped nano- TiO2 reached 15% 2 hours late, and the formaldehyde decontamination of the equipment reached 94%.IntroductionEmerging out of home decoration in the distribution of formaldehyde, benzene, ammonia and other indoor pollutants have been proved to be very harmful to the human body. Photocatalysis can eliminate air pollutants, in particular, can effectively degrade the air volatile organic compounds, it is a new method of air purification developed in recent years. the biggest advantage of photochemical catalysis degradation is green, this method can be available at normal temperature and pressure to degrade formaldehyde and other organic matter into carbon dioxide and water without secondary pollution.Nano-TiO2 have become the most studied photocatalyst due to its stable, non-toxic harmless, superior photochemical catalysis properties [1]. Initially nano-TiO2 powder was used as a photocatalyst, but it’s difficult to recover and easy to wear and tear [2,3]. Later, the TiO2 was used in the form of film loaded on some carriers, such as glass beads [4]. As the photochemical catalysis reaction occurred on the catalyst surface, only the organic matter adsorbed on the catalyst surface can be degraded, so the catalyst was requested that must have a strong adsorption. Combined the adsorption properties of bamboo charcoal and the photochemical catalysis activity of nano-TiO2 together. Made the photocatalyst by loading the nano-TiO2 on bamboo charcoal to degrade organic matter in the air. Nano-TiO2 semiconductor photocatalyst has a strong catalytic oxidation due to the photo generated hole of the surface [5,6],and has a potential application. Some studies have shown that nano-TiO2 photocatalysis activity can be increased by doping certain metal ions [7,8].The aim of our work in this study was to use bamboo charcoal load Ce-doped nano-TiO2 photochemical catalysis oxidation to degrade formaldehyde,and design a multi-ladder structure photoreactor, also prove the availability of the device from the theoretical and experimental."

"Near-infrared (NIR) spectroscopy sorting technology is incorporated in an automated optical mineral sorter that can discriminate between materials using the differences in characteristics when exposed to near-infrared radiation. During September 2014 to April 2015, a pilot plant that utilized NIR technology to discriminate between kimberlite and waste materials was commissioned to determine the viability of including this technology in the diamond winning process flow sheet at Cullinan Diamond Mine. The plant was used to minimize the waste content in the size fraction -70+35 mm that reports to the crushing section and then to the dense media separation process. This paper describes the initial test work, conducted at Mintek, that led to the decision to conduct a pilot-scale study. The mineralogical characterization of the feed and product streams to establish the sorting criteria and the operational data obtained during the pilot plant campaign are described. The results indicated a good possibility of discriminating between the kimberlite and waste material using NIR technology. However, the consistency of discrimination was not good enough to avoid the risk of potential diamond loss. Furthermore, a lower than expected availability of the machine reduced the throughput capabilities. IntroductionUsing near-infrared spectroscopy (NIRS) technology for ore sorting is a new concept for the mineral processing and mining industry. NIRS has been used for decades in the laboratory for the identification of pure minerals, and has its roots in the recycling, food, and pharmaceutical industries (Salter and Wyatt, 1991; Robben et al., 2009). Ore sorting in itself is not a new concept; it was introduced during the Stone Age with handsorting being the first method to separate valuable materials from gangue (Wills and Napier-Munn, 2006; Sassos, 1985). However, over the years the scale of mining has increased and hand-sorting has become challenging to implement (Joensson, 2014).Sensor-based sorting is an advanced technology that can help overcome problems such as ore dilution experienced in mineral processing operations. The benefits are lower energy and water costs, reduced ore dilution, lower environmental impact, and improved profit margin (Mathew, 1974; Jonsson, 2014; Salter and Wyatt, 2009; Death et al., 2009). In sensor-based sorting, materials are mechanically sorted based on certain physical properties that are detected by a sensor (Dalm, 2013). Research has found that with NIR scanners it is possible to obtain a ‘fingerprint’ of a sample that is directly related to its mineralogical composition. According to Woutruba et al. (2009), molecules absorb NIR radiation by means of electronic and vibrational transitions. Nowadays, there are many sensors available in the market that utilize different material properties; the choice of a sensor is dependent on the mineralogy of the ore."

Though sedimentary rocks comprise only about five percent of the volume of the continental crust, they cover about 80% of its surface, serve as important reservoirs for fluids, contain reserves of non-metallic minerals, and have in general been extensively drilled. However, most drilling has been shallow in comparison to the thickness of the crust and such deep drilling as has taken place is very strongly localized in sedimentary basins. This may be seen by reference to Figures 1 and 2 which show the location of wells that drilled deeper than 15,000' [=] 4.6 km. (Figure 1) and those that drilled below 20,000' [=] 6.15 km. (Figure 2). It is apparent that, even in regions of sedimentary cover, direct exploration below six kilometers has been very restricted. In the case of the metamorphic and igneous rocks which make up 95% of the volume of the crust, direct exploration has been much less extensive in terms of both area and depth. The present state of our knowledge of the crust below a' thin surface layer stands in marked contrast to our growing present need for raw materials and the needs of future generations. It also stands in contrast to our need for enhanced, scientific knowledge of the deeper crust, its configuration, its present state, its hydrothermal systems,-its evolution, and its materials. Lessons learned in exploring the third dimension of the sea floor, the vigorous prosecution of seismic profiling, the development of testable models for hydrothermal systems and mineral deposits, the need for better understanding of heat flow, state of stress, earthquake mechanisms, and a host of other phenomena all suggest that it is time to launch a national program for scientific exploration of the crust which uses drilling to test important hypotheses developed on the basis of indirect evidence.

The scope of this paper is confined to gas-fluidized beds in pyrometalurgical applications. After considering the general characteristics of these fluidized beds, the author deals with their potential applications, using the following processes, which are currently under investigation, as examples: pretreatment of chromite, prereduction of manganese-ore and iron-ore fines, roasting and prereduction of ilmenite, and roasting and pyrolysis of gold-bearing pyrite. He concludes that fluidized beds are potentially of great benefit to the metallurgical industry, although much developmental work remains to be done.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse.
