"A coal outburst is a severe safety hazard in room-and-pillar mining under deep cover. It is more likely to occur during pillar retreating. Multi-seam mining dramatically increases the risk of coal outburst within the influence zones created by remnant pillars and gob-solid boundaries. Though coal outburst is generally associated with heavy loading of coal pillars, its occurrence is difficult to predict. Risk management provides a proactive tool to minimize coal outburst in room-and-pillar mining under deep cover. Risk assessment is the first step in identifying and quantifying outburst risk factors. The primary risk factors for coal outburst are overburden depth, roof and floor strength, geological anomalies, mining type, multi-seam mining, and panel width. A risk assessment chart can be used to proactively screen out mining sections with high risk of coal outburst for further analysis. Gob-solid boundaries and remnant pillars are critical factors in evaluation of the coal outburst risk of multi-seam mining. Risk identification, risk assessment, geologic influence mapping, geotechnical evaluation, risk analysis, risk mitigation, and monitoring are essential elements of coal outburst risk management process. Training is an integral part of risk management for risk identification and communication between all the stakeholders including management, technical and safety personnel, and miners.INTRODUCTIONA coal outburst is a sudden violent burst of coal from a pillar with broken coal or blocks of coal forcibly ejected into open entries. A coal outburst is a severe safety hazard as the mining crew is highly exposed at the site when the event occurs. Though deep cover and strong roof and floor are underlying geologic conditions of a potential burst incident, its real occurrence is also the result of additional mining factors. In room-and-pillar mining, a coal outburst could occur during both development and pillar retreating, but the latter greatly increases the risk of outburst. The other risk factors of coal outburst also include mining layout, multi-seam mining, presence of adjacent gob, cutting sequence, and local abnormal geologic conditions. Over the years, the cases of coal outbursts have been studied by many researchers and mining practitioners(Peng, 2008; Newman, 2008; Iannacchione and Tadolini, 2008; Gauna and Phillipson, 2008; Hoelle, 2008; and Newman, 2002). It is commonly believed that the coal outburst is the result of a sudden release of elastic strain energy stored in coal pillars and is highly associated with cutting into heavily loaded coal pillars, but its occurrence is a rare event and is difficult to predict. A number of engineering controls have been recommended to mitigate outburst potential. For room-and-pillar mining, sufficient pillar sizes have been the primary control for coal outburst prevention. The pillar design tools such as ARMPS and AMSS developed by NIOSH have played an important role in the design of stable pillars to prevent pillar collapse and squeezing as well as coal outbursts. In fact, with the implementation of pillar design using proper stability factors, pillar collapse and squeezing have been almost eliminated, and the number of coal outbursts has been greatly reduced in the US over the past decade. However, after a few outbursts occurred during pillar retreating in the US over the past a few years (MSHA, 1996; MSHA, 2014; MSHA, 2013), it has been realized that sufficient pillar size is still not enough to prevent coal outbursts. The investigations of the incidents showed that other factors such as multi-seam mining, panel layout, cutting sequence, and local geologic factors also seemed critical in causing the events. Therefore, it has become imperative that additional proactive measures beyond proper pillar design be implemented to prevent coal outbursts."

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. "As deposits of high-grade base metal sulphides become depleted, attention must be focused on the treatment of complex sulphides, which contain significant fractions of precious metals such as gold and silver. Acid pressure oxidation is a promising process for these materials and the recovery of silver and gold will improve the economy of the process. Gold can be recovered from the oxidised residues, however, silver is incorporated into the jarosite specie and the cyanidation of the resulting residue yields very low recovery.Pressure oxidation of various complex sulphides was carried out at 110-150°C in sulphate media with additions of potassium iodide under conditions similar to industrial autoclaving. The resulting residues were subjected to cyanidation. High recovery of silver, up to 98%, was achieved because its incorporation into lead-hydronium jarosite during the pressure oxidation was minimised, while its deportment into the cyanide-soluble silver iodide was favoured. Silver recovery decreased slightly at high temperatures (140° and 150°C) because of the enhanced stability and kinetics of lead-hydronium jarosite, but this could be overcome by increasing acidity and iodide concentration of the autoclave slurry."

Conveyor belts are a critical component in tunneling projects. This paper reviews current design considerations for conveyor belts. Rubber compounding differences to meet local fire resistance regulations or certain cover characteristics such as higher abrasion resistance or low carbon footprint rubbers for applications are reviewed. Evaluation of fabric belts, steel cable belts and the benefits of each carcass design for a particular use is also examined to help with proper carcass selection to decrease downtime from unexpected failures. Finally, this paper takes a look at some of the differences when working in metric versus imperial units.

Site-based case studies (including data collected from industrial surveys) and their application in evaluating circuit performance, have a significant role in developing reliable process models. Such models are useful to both plant metallurgists and researchers. Appropriate process models enable the plant metallurgist to assess the impact of different operational parameters on the overall circuit performance. They also provide the researcher with a detailed understanding of process behaviour in response to changes in ore characteristics and process conditions (ie plant throughput, ore competence, ore type). Thus enabling the identification of effective operating factors, and allowing them to be ranked in order of their influence on the process response, which eventually develops into a process control tool in the hands of plant operators.The above approach has been developed and applied at the Julius Kruttschnitt Mineral Research Centre (JKMRC) separately for both comminution and flotation processes. In recent years, the JKMRC has attempted an integrated approach by developing process models that incorporate the impact of upstream processes on downstream processes. This is not possible using the traditional approach of separate comminution and flotation surveys, so conducting integrated plant surveys is crucial for success in developing integrated process models. This paper summarises industrial experience gained while conducting such an integrated plant survey at Glencore’s Ernest Henry Mining operation near Cloncurry in north Queensland. An appropriate approach should be taken to enable the alignment of different requirements from different processes during the plant survey. The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

"INTRODUCTION The Elk Mountain mica deposit was examined in June 1943 by the Bureau of Mines. An exploratory project and an access road for the property were recommended, provided the zinc was put in operation under competent management. K. Garard obtained a lease on the properly and started operations in June 1944; this was followed immediately by the Bureau's exploratory work. Road construction was begun by the Forest Service in July the same year.The lessee mined mica from the richest exposure with a crew of three men for 2-1/2 months. His operation terminated late in September, but the Bureau of Mines project and the Forest Service road construction continued until snow forced suspension of activity during the first week of November.The Bureau of Mines work consisted of trenching with a bulldozer, hand excavating on undeveloped outcrops, extending an existing adit, and starting a new adit below the older workings."

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". If it has been found difficult to treat an ore, the reasons for this action and indicated methods to overcome the difficulties may be ascertained by testing with a microscope. For example, failures in selective flotation have been traced to intimate mineral association and changes in mineral surfaces through incipient oxidation. The importance of surface stains or tarnishes and the presence of adhering slime particles have been found to be responsible for the difficulty experienced in the treatment of certain gold ores.

Success in implementing new technology for metallurgical processes is not a foregone conclusion: This paper includes a survey of 23 new technology-based metallurgical plant start-ups, in which the authors have identified 7 successes, 9 difficult start-ups, and 7 failures. Success is defined not only as meeting the schedule and budget to the end of mechanical completion; the key goal is a fast ramp up to the full design production level, with minimum plant and equipment modifications required after start-up. This paper sets out the key factors that underlie achievement of a quick production ramp up curve, as determined from the authors' project experiences and a quantitative analysis of over twenty metallurgical plant start-ups, both pyrometallurgical and hydrometallurgical. Thorough test-work and pilot plants, plus appropriate scale-up to the full commercial plant, are key determinants of success in implementing new technology in metallurgical processes. Another critical factor is the number of new elements and their interactions. Project phasing is also particularly important for new technology projects, with appropriate review after each phase to develop a risk mitigation plan for the subsequent phase. New technology projects need committed champions to advance the project in the face of sceptics, but also require dispassionate and unbiased experts to ask the hard questions. As a project evolves, it is important to periodically question the appropriateness of assumptions, as well as to re-assess the relevance and completeness of data from test-work I pilot plants I industrial analogues. Sufficient human and financial resources are required to complete the often arduous implementation phase. During the ramp-up period, the operation generates little positive cash flow; however, significant expertise and capital are required for the de-bottlenecking projects that are often necessary to reach the plant's design output level.

A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.
