AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

The Gotthard Base Tunnel (GBT) is 57 km (35 miles) long and consists of two par-allel single-track tubes with an ex-cavation diameter ranging from 8.8 to 9.5 m (28.8 to 31.2 ft). These are interlinked by cross-passages every 312 m (1,000 ft). Two multifunction stations (MFS) are located in the sections Sedrun and Faido, at one-third and two-thirds of the entire tunnel length (Fig. 1). These will be used for the diversion of trains to the other main tube via tunnel crossovers, for the housing of tech-nical infrastructure and equipment and for potential emergency stops. To reduce construction time, the GBT was divided into five sections and was excavated from several sites simultaneously. The tunnel was excavated from the two portals, Erstfeld in the north and Bodio in the south, and also from three intermediate attacks, with their corresponding access tunnels, in Amsteg and Faido and two vertical 800-m (2,624-ft) deep shafts in Sedrun.

Considering rock fragmentation by explosive as the ultimate goal in mines and quarries, vibrations are definitely one of the main drawbacks faced by the Industry. If we can accurately predict vibrations level and frequencies, taking into account the whole set of the involved parameters, this will bring a major benefit to each of us, in our daily production process optimization effort. The model presented in this paper answers to this need thanks to a "holistic" approach of the vibration mechanism. By holistic, we mean that we approach the vibration effect (wave propagation) as a whole, by understanding all of the mechanisms that contributes to the process and comprehending how they are connected.

Lowering of filter cake moisture of ultra-fine coal to a 20 percent level using conventional vacuum filtration could be achieved using a combination of metal ion and surfactants. Pretreating coal slurry with about 0.2 Kg/ton of a surfactant and 50 ppm of copper or 10 ppm of aluminum ions provided filter cake containing 22.8 percent moisture. The lowering of moisture is explained due to formation of hydrophobic micro-agglomerates which facilitates dewatering.

Many attempts have been made during the last forty years to evaluate the performance of gravity separation equipment, that is, the effectiveness with which light and heavy particles are separated. The most comprehensive treatment of the subject was made at the 1st International Conference on Coal Preparation held in Paris (1950) by Cerchar. The methods suggested by the Conference were accepted and very widely used in the last 25 years. This paper discusses an improved method of evaluation in the light of the now accepted standard presentation. The float and sink analysis of the product is presented on a Gaussian distribution curve, resulting in an easier visualization of the inherent difficulties of separation. The ogives of the distribution curve are then plotted, giving a quantitative measure of the deviation from perfect separation as an error distance instead of an error area. Illustrations of the new method are given both for gravel and for coal preparation, but the concept is valid and applicable to other types of minerals which are separated by gravity methods.

The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.

For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

"The concept of employing a project management team to coordinate all aspects of the construction of a new resource development has gained wide acceptance. This team can be formed from within the staff of large mining companies or contracted from major engineering firms and consultants. The mandate of the project managers usually terminates on successful startup of the operation. For frontier mineral developments in the Canadian Arctic or in the developing countries, startup and the initial year of operation represents the period in which the project is most vulnerable to technical, political and managerial problems. A complete change of the management team or the retention of the construction project managers and the resulting cost combined with the breakdown of organizational accountability within the operating staff .are unnecessary management problems.Independent project management services provide the commitment necessary to sustain the continuity of management through all project phases. Efficiency and the ability to make decisions quickly are characteristics of the many successful small mining companies. These qualities are necessary in the project management group, which will be responsible for up to 90% of the preproduction costs.Continuous project management in the construction and operational phases of a mineral development are common in the iron ore industry, but remain anomalous in the base metal, energy mineral and industrial mineral fields.The Nanisivik project on Baffin Island in the Canadian Arctic is used to illustrate the advantages of total project management through construction and operation.Total project management has further potential for foreign interests and financial and utility organizations desirous of participating in the Canadian mining industry, but with no direct involvement in the construction or operating management. Participation agreements in the operating phase of a project can be negotiated to have management fees related to both the production and the profits of the enterprise."

Conventional logging tools such as density, neutron, and acoustic have ranges of investigation of tens of centimeters. The borehole gravimeter, however, has a range up to hundreds of meters. For example, from the center of a cylindrical orebody 0.22 g/cm3 denser than its surroundings, one can detect the boundary of the orebody at a radius as large as five times its height. More complex structures can be investigated with computer programs. We can predict the usefulness of proposed gravity surveys, or decide which suggested structure is most likely to have caused the results of existing surveys.

"A two-dimensional heat transfer model for transient simulation and control of a continuous steel slab caster is described. Slab thermal and solidification conditions are computed by the model as a function of time-varying casting speed, secondary spray cooling water flow rates and temperature, slab thickness, steel chemistry, and pouring and ambient temperatures. A solidification model that includes the effects of steel chemistry, cooling rate and mierosegregation on the solidification path is incorporated directly into the caster model. Comparisons between measured and predicted liquidus and solidus temperatures are given for two low alloy steels, and show good agreement. Predicted and measured slab surface temperatures recorded on an operating caster are compared with this transient model and show that the model can predict the temperature response at the slab surface. Results of several simulations are given to demonstrate the effects of changing casting conditions on the slab thermal profile and the solidification end-point. A control methodology suitable for online control of a continuous casting machine is described, and its ability to control the surface temperature profile by dynamically adjusting secondary spray cooling flow rates is demonstrated using the simulator. IntroductionIn order to remain competitive in today's world-wide market for continuously cast steel products, steel producers are finding that it is ever more important to implement process control and to develop a more thorough technological understanding of their casting process. By integrating process control and monitoring into both production and quality control, producers are better able to meet customers' demands for steel of the required quality, quantity, size, grade, and properties at the lowest cost. Computer models used for real-time/on-line prediction and control of continuous steel casters are fundamental tools to accomplish this. Accurate on-line prediction and control of steel solidification and heat transfer allows for more flexibility in caster operation by giving operators the ability to change casting speeds while keeping critical process parameters within required ranges. Such control 'capability also results in more uniform quality throughout an entire casting sequence from startup to shutdown. Furthermore, due to the unreliability of temperature sensors, and the lack of good sensors for important process parameters such as solidification end-point and liquid pool depth, computer-based control models are often the only available option."

Recovery of gold from refractory ores was studied by pressure oxidation as the method of ore pretreatment followed by bromination of oxidized residues. Three different ores were examined, Au-Ag, Au-Ag-Te, and Au-silver free ore. Pyrite was the major host mineral for gold in these ores. The effect of pressure oxidation parameters (temperature, pressure of oxygen, time, and pulp density) on subsequent bromination under standard conditions was examined. Bromination of residues produced under standard pressure oxidation conditions was examined as a function of: temperature, bromine and sodium bromide concentration, and time. Recovery of gold on activated carbon, from the pulp after bromination, was studied too. Recovery of gold from silver containing ores was lower (87-91%) than the recovery of gold from silver free gold ore (97%). In each studied case, the presence of activated carbon in the pulp further increased the recovery of gold.

Certain choices for the shear elements of the inhomogeneous distortion in the phenomenological theory of martensite formation are examined for their agreement with crystallographic and X-ray data of iron alloys. The assumption that the shear elements must represent slip or twinning systems characteristic of bcc metals is found to covey all observations, even when a small uniform dilatation is taken into consideration. In bct martensite, (011) becomes a possible twinning or faulting plane, in addition to {112), and qualitatively similar X-ray line broadening is to be expected from both. The basic concept inherent in the current theoriesl-4 of the formation of martensite is that the interface between the parent (austenitic) and product (martensitic) phase is an invariant strain plane (i.e., one that is undistorted and unrotated). Experimental evidence that the interface is of such a nature is available in certain transformations2'5'6 but for the transformation in iron alloys direct observation has not proved enlightening. Internal strains resulting from the formation of the small martensite platelets within the parent austenite matrix7 make it difficult to produce the desired evidence. Indirect evidence, however, such as the continuity of scratches in passing from untrans-formed to a transformed region, strongly indicates that the habit plane in iron alloys is an invariant strain interface. The scatter in habit planes in a given specimen8 would suggest that internal stresses have a slight but definite influence. On the other hand, composition changes which affect the lattice parameter can alter the habit plane appreciably, and by an amount greater than the scatter.' The success of the theories depends on the choice made for the "inhomogeneous distortion" or "complementary shear'' in the analysis and also on the choice for the parameter 6 representing a small uniform dilatation. In the approach developed by Wechsler, Lieberman, and Read'," it is implicitly assumed that 6 is unity. In the case of iron alloys, all observations cannot be explained without varying either the inhomogeneous distortion or 6 . Bowles and Mackenzie3 considered only the effect of varying d. They found it difficult to reconcile the wide scatter of habit planes with the theory and were forced to the conclusion that it may also be necessary to consider variations or different choices of the inhomogeneous distortion. Wechsler and Read" considered a limited number of possible choices for the inhomogeneous distortion, but no variation in 6, though this could easily have been introduced if so desired. The problem of scrap is probably of greater importance in the pro duction of gold, silver and other precious metal alloys than is the case for base metals and alloys. Remelting of gold and silver scrap in the shop is always a costly process because it involves losses by oxidation of thc base metals in the alloy with a consequent increase in the percentage of precious metal. This is most marked in the case of alloys containing the low-boiling and easily oxidized metals zinc and cadmium. Since it is not generally feasible to assay every shop remelt it follows that the possibilities of lost values arc large. So-called rolled gold and silver plate is made by soldering or welding the precious metal alloys onto base metal. Such plate when defective must be sent to the refinery to recover the gold and silver values, thereby involving additional expense in the form of refining charges. It is obvious therefore that gold and silver alloy scrap is an important item in manufacturing cost and must be reduced to a minimum. The amount of scrap resulting from poor metal will depend on a number of factors in the manufacturing operations, not least among which is the melting and casting practice. The notes which follow are a summary of experiments performed at various times to determine what variables in melting and casting are influential in the production of sound alloys. Metals Used in Alloying Pure gold, that is, gold of 24-kt. value is very much too soft for jewelry purposes and it is therefore always alloyed with other metals to increase its hardness and resistance to wear. For the same reason pure silver is seldom used alone but is alloyed with copper, the standard alloy being sterling silver which contains 92.5 per cent. silver and 7.5 per cent. copper. The metals commonly used for alloying gold are silver, coppcr, nickel and zinc. In addition to hardening the gold and producing alloys of different karat values the use of these metals makes possible the production of gold alloys of various colors such as yellow, red, green and white. "SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

THE Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville &Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper? ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a, process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was-adopted. In 1908, the companies operating in the district; on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the, manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of explosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

"Several industrial and government laboratories are of the opinion that solar--cell technology will grow into a billion-dollar industry by the year 2000, especially if oil prices rise again. Of the variety of materials that have been investigated as the major component of photovoltaic systems, silicon appears to have an outstanding advantage. The cost factor is the primary importance in photovoltaic development, since the technology to make silicon cells of acceptable efficiency and life time has existed since the early stage of the space program. Electrometallurgy is one of the low--cost processes for the production of silicon, since it allows direct, single-stage production from some abundant, inexpensive source materials such as silica and fluorosilicates. Among several systems, two are given particular attention, using inorganic baths with Si0 2 or K2SiF6 as the source of silicon respectively. They appear capable of development to commercial production. Conceptual designs of a commercial--scale cell for silicon production at temperatures above its melting point, and of a pilot' plant for plating silicon from an all-fluoride bath are presented. Energy ProspectsThe major changes in the world energy since the first energy crisis in 1970 have impacted on our community. When oil was $40 a barrel in the mid-1970s, we became obsessed with the energy conservation and a search for alternate energies. Even though the crude oil fell below $15 a barrel during the last several years, our energy security fears continue to haunt us. This time it is not the scarcity, but the abundance of foreign oil and the decline in the domestic production.The prospects of energy depends on the demand and supply of energy. These, in turn, depend on future energy prices, which are linked to economic factors, political events, and unforeseen circumstances. Although no one can predict the future with certainty, three energy consumption patterns used by the Ford Foundation are as shown in Fig. 1."

The lack of an iron-smelting industry in the Pacific Northwest places the ferrous metals industries under an economic handicap. No iron-smelting enterprises, now dormant, had been operated successfully. Iron made at both of hoes installations proved to be satisfactory for normal pig-iron uses. Electric power and reductants acre available in the area. Power from the dames now completed and. those being constructed insures present and future needs for basic industries. Subbituminous coal, close to the main supply of iron ore, insures ample reluctant for all smelting requirements.

A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.
