C. M. Bishop (Aircraft Div., A. V. Roe Cnnada Ltd., Toronto)—Reference is made to the coherency hardening of ß due to ß' and also to the hardening of ß due to a coherent precipitation of the a phase. What is meant by the term "ß'?" Would not the coherency hardening of ß during cooling be due to precipitation of a sub-microscopic dispersion of a, as is the case during reheating a ß-quenched alloy? I feel that these two phenomena are essentially the same mechanism, i.e., precipitation of a from unstable or supersaturated ß. From the text, it would appear that Tables III and IV are intended to show the effect of the martensite transformation on the properties of Ti-Mn alloys. Referring to Table 111, the ß-quenched alloys would contain a greater proportion of retained ß than would the equilibrated alloy. Could not the increase in properties be attributed to this, along with possible coherency hardening of the ß? In the same way, the structures referred to in Table IV contain ß from which they could derive their hardness. It would appear to be difficult, if not impossible, to assess the role of the martensite transformation from the data contained in these tables. F. C. Holden, H. R. Ogden, and R. I. Jaffee (authors' reply)—In reply to the first question raised by Mr. Bishop, the term "ß"' designates an apparent retained-p structure which is harder than it is after the most rapid cooling from the ß field. It is thought to be the result of a coherent precipitation of a. The mechanism by which hardening takes place is undoubtedly the same as that involved in the early stages of aging of a re-tained-p structure, and we are in agreement with Mr. Bishop on this point. The term "ß'" to designate the anomalously hard retained-ß structure was agreed upon at a symposium in 1953." The authors do not agree that the quantity of retained ß and/or ß' in the ß-quenched specimens of Table III is necessarily greater than that of the 600°C equilibrated specimens. The ß-quenched specimen has a structure which appears to be completely a' formed by the martensite reaction. It is recognized that there could be some retained ß (or ß') between the a plates if the M, temperature is below room temperature. This is unlikely for the 3.4 pct Mn alloy where the M, is known to be at about 640°C. Therefore, the increase in strength cannot be attributed to the presence of a greater quantity of coherency-hardened ß, but, rather, the increase in strength must be attributed to the transformation products formed, e.g., a' (martensiti-cally formed a). Concerning the data in Table IV, we agree that it is difficult to estimate the role of the martensite reaction, since the 6.4 pct Mn alloy was retained ß in the quenched condition.

Large amounts of limestone fines coproduced during the processing of crushed limestone may be useful in the sequestration of carbon dioxide (CO2). Accelerated weathering of limestone (AWL) is proposed as a low-tech method to capture and sequester CO2 from fossil fuel-fired power plants and other point-sources such as cement manufacturing. AWL reactants are readily available, inexpensive, and environmentally benign. Waste CO2 is hydrated with water to produce carbonic acid, which then reacts with and is neutralized by limestone fines, thus converting CO2 gas to dissolved calcium bicarbonate. AWL waste products can be disposed of in the ocean. Feasibility requires access to an inexpensive source of limestone and to seawater, thus limiting AWL facilities within about 10 km of the coastline. The majority of U.S. coastal power generating facilities are within economical transport distance of limestone resources. AWL presents opportunities for collaborative efforts among the crushed stone industry, electrical utilities, cement manufactures, and research scientists.

Occupational epidemiology of the nickel-producing industry has found that inhalation exposures to certain nickel-containing substances are linked to respiratory cancers and to nonmalignant respiratory endpoints. Establishing such a linkage, however, is complicated by the fact that some diseases occur long after exposure to a causal agent (i.e., some diseases have long latencies). Furthermore, most chemical agents (especially nickel substances) vary significantly in their toxicological properties and their concentrations in workplace air have varied over processing history. Because of these complications, it is critical to understand historical exposures to specific nickel substances. To assist in this effort, the author focuses on the history of smelting and its related processes at Vale Canada’s (Inco’s) Ontario operations in the first half of the 20th century.

"This paper presents a summary compilation of current Canadian coal research projects in the areas of exploration, mining and preparation. The compilation forms the basis for a review of present operations and technology, and of current research efforts. General research areas, requirements and priorities are suggested along with a discussion on achieving the research goals in terms of funds, facilities and staff. The current level of research funding in these areas is assessed. IntroductionCanada's coal production is expected to undergo major expansion over the next two decades in response to domestic demands on coal for electrical power generation, industrial uses and conversion to synthetic .fuels, and in response to export demands for both thermal and metallurgical coal s. Surface mining will continue to dominate, but underground mining will contribute an increasing proportion to total production.In Canada, coal research, particularly in the areas of exploration, mining and preparation (E, M & P), has been limited. Increased impetus has recently been given to this research with expansion of CANMET's activities and with the establishment of the Coal Mining Research Centre (CMRC). University researchers are branching into coal research; strata mechanics and preparation are popular in mining-related fields.With the increase in number of organizations and individuals involved in coal research, a means of keeping abreast of the ongoing work is necessary. An annual summary of the status of and developments in current research assists in providing this information. The CMRC prepared such a summary for Canadian coal E, M & P research in 1979 and it received favourable response, justifying the effort. A 1980compilation has been prepared and pro vides the basis for this paper; it is presented with a brief discussion on background, format and content.The compilation forms a basis for an examination of the current status of Canadian technology in E, M & P and of the ongoing research in each area. General research requirements are reviewed and programs and tasks are suggested, followed by a discussion of research goals in term s of priorities and achievement. An assessment is made of the level of research funding in Canada, with comparisons drawn from the United States, the United Kingdom and Australia."

The present work is mainly focused on developing intermetallic inert anodes for aluminum electrolysis. The anode alloy based on Al-Ti-Cu system was prepared by casting, followed by the application of a protective coating. Behaviour of corrosion and the passivation under anodic condition was characterized using the electrochemical and microscopic techniques. The results obtained clearly demonstrate that the oxide coating can provide good corrosion resistance via surface passivation of alloy anodes, rendering them inert in cryolite melt.

The arrangement of a flow of cyanide-pulp through Pachuca tanks in agitation, so as to permit a continuous process, instead of alternate filling, agitation, and emptying, has been proposed by various writers within the last two years, and more particularly by A. T. Grothe, agent for the Brown patents on Pachuca tanks in Mexico. It was first put into practice, I believe, by M. H. Kuryla at the Esperanza mine in El Oro, Mexico. The starting of agitation in Pachuca tanks after filling may offer no serious difficulties with ores which do not settle rapidly in such tall tanks; and the adaptation of the tanks to continuous agitation under such conditions may give simply a somewhat more convenient method of treatment and greater agitation-capacity for a given number of tanks, because of the saving of time lost in filling and discharging. But in the treatment of pulp which tends to settle rapidly, as in the cyaniding of concentrates or of the whole pulp of ores containing heavy sulphides, the packing of the slime at the bottom may cause much trouble. The use of the radial air-pipe attachments near the top of the cone and of the air-valve outside of the air-lift tube at the bottom may obviate the difficulty to some extent; but the action of the radial air-pipes on the cone-sides is that of a sand-blast, and their continuous use cuts through the tanks. Moreover, even when these pipes are used, some pulps will pack tightly below them in the cones. Under such conditions the use of Pachuca tanks with intermittent filling and discharging becomes a troublesome process. Time is lost in starting agitation; large quantities of compressed air are wasted; pulp is blown over the tank-tops; and not infrequently it may be necessary to dig out the bottoms of tanks by hand. This trouble is the only important one occurring in the use of Pachuca tanks; and, since it is caused by intermittent filling, the arrangement of a continuous flow of pulp from tank to tank,

The paper presents a study on the influence of face retreat rate in longwall coal mining on surface subsidence. It shows possibilities to influence dynamic ground movement by using a specific and controlled winning regime. For this, a dynamic stochastic prediction model used by DMT in Germany will be proved and adjusted on the specific character of geology in the Northern Appalachian coal field. Occurring ground movements such as inclination, curvature and deformation can be analyzed under static and dynamic points of view. It is theoretically shown that the face retreat rate has only a small influence on the static deformation values, but directly affects rate and acceleration of subsidence and deformation processes. The study shows that because of low mining depth and high mined thickness, static deformation values have the largest impact to surface objects. This implies that high face retreat rates don?t affect the impact on surface objects.

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

Under the traditional environmental paradigm, industry, stakeholders, and government impact the environment through production, consumption, and regulation. For more than twenty years, this paradigm has survived more or less unchallenged. Environmental action has followed a typical pattern: industry pollutes, the public clamors, government enacts legislation, and industry expenditures for pollution-control equipment soar. In the 1990's, many groups realize that command-and-control techniques may not be the most effective method of dealing with environmental issues in the new millennium. The need for regulatory reform became apparent in the 1980's after an accident at the Union Carbide plant in Bhopal, India. In addition, the prospects of an integrated European market and increased global trade sparked a need for common standards regarding the production of goods and services, which led to the adoption of the International Standards Organization (ISO) 9000 Quality Standards. These factors, and others, triggered the development of the Environmental Management System (EMS). Over the past decade, country-and industry- specific EMSs were developed. However, the IS0 realized the need for a single, internationally recognized standard that would be workable for any type organization. The goal of this standard is to promote economic competitiveness, remove trade barriers, and promote environmental protection. To this end, the IS0 14000 Standards were developed to provide business with a structure for managing environmental impacts. This article argues that a new paradigm has begun to transcend the old. Protection of the environment if shifting from "government drivers" to "market drivers". This shift means that industry and stakeholders, instead of government, are taking the lead to develop ways to protect the environment. This article also argues that government can use this new paradigm, in a time of declining budgets and regulatory reform, to continue to protect the environment through increased compliance monitoring and rigorous enforcement. Specifically, the IS0 14000 Standards can allow the government to reduce compliance costs, streamline permit and reporting requirements, and provide business with regulatory flexibility. Finally, this article argues that IS0 14000 will be central to the regulatory reform effort, because it can be internally implemented with little need for legislative intervention.

The development in the laboratory of mall salt cavities illustrated that the rate at which salt dissolved was affected by the rate at which fresh water was injected into the cavity. Experiments carried out with small salt cores indicated, however, that the rate of salt removal with forced convection was not significantly different from that with natural convection, provided the flow was in the laminar range. The rate of salt removal was apparently controlled by the water salinity, which was indirectly determined by the rate at which fresh water was injected. With turbulent flow at the salt surface, the rate of salt removal could be increased several-fold with the same salinity in the cavity. A quantitative evaluation of the rate of salt removal under natural convection was attempted by using techniques developed for the analogous heat convection system. The values of the rate of salt removal obtained experimentally were considerably greater than the calculated values due to surface irregularities. To determine the effect of these irregularities, the rate of salt removal was found for a smooth surface by experimentally determining the rate of salt removal as an irregular surface developed and then extrapolating this trend back to initial time. Excellent agreement between the experimental and calculated values then were obtained. INTRODUCTION Underground cavities leached from massive salt formations have been used extensively for many years for storing LPG products. The development techniques for storing methane gases in the liquid state at a low temperature leads to speculation that underground salt cavities of controlled geometry may be quite important in this field. In any case, the increasing number of salt cavities used for storage indicates an impending need for a better knowledge of the washing process to efficiently develop maximum storage volumes within specified regions. It is the purpose of this paper to discuss some aspects of -the mechanism of the dissolution of salt in the formation of cavities of controlled geometry. Although no attempt is made to resolve the problems that may be associated with the storage of methane in the liquid state in salt formations, the fact that salt cavities can be formed at reasonable cost would appear to justify investigation in this direction. Further, underground cavities have the advantage of allowing storage at higher pressures (and hence higher temperatures) than surface installations. Although the thermal conductivity of salt is somewhat higher than frozen earths, 0.017 cal/(sec) (cm)(c) for salt at 32F vs 0.005 cal/(sec) (cm) () for ice at this temperature, this disadvantage is offset by the higher storage temperature in underground cavities. For example, at atmospheric pressure, the temperature of liquid methane would be —258F. In a storage cavity at 2,000 ft, the pressure would be approximately 1,000 psia, which would allow a storage temperature of -9OF. The formation temperature would be roughly 110F at this depth, hence the total temperature differential would be 200F. Under surface storage conditions the corresponding temperature difference would be some 333 F (75 F + 258 F). The results of this difference can be compared more readily by substituting the appropriate values of thermal conductivity, temperature difference, heat capacity and density into the solution of the diffusion equation for the unsteady linear conduction of heat. For the underground salt storage, the heat flux is 15cal/(sec) (sq cm), where t is the time in seconds from the initiation of the cooling. For the surface system, and using the thermal properties of ice at the average temperature, the corresponding figure is 21cal/(sec) (sq cm). Hence, the heat losses through ice under surface conditions would be some 30 per cent higher than the underground salt storage. This ratio would vary, considerablv. Of course, for other conditions, but it indicates that an advantage over surface facilities may be obtained by storage in underground salt cavities.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Strain-induced porosity has been found to occur in titanium and other materials at tensile strains greater than the uniform elongation of the material. Porosity in titanium increases with increasing strain and temperature, being most severe at 300° to 800°F. Strain-induced porosity is believed to be a normal part of the mechanism of deformation in ductile materials. DURING the past few years there have been numerous references to the occurrence of voids in laboratory test specimens of metals subjected to strain.l-7 These voids have been referred to as intercrystalline cracking, strain-induced porosity, intergranular cav-itation, voids, and porosity. They appear to occur at grain boundaries or interfaces, and are generally associated with large amounts of strain and have been found mostly in creep specimens and to a lesser extent in tensile specimens. The amount of lead in concentrates that moved in international trade in 1952 was only 16 pct of the world mine production of lead and was less than 27 pct of the total of lead in concentrates and lead metal that traveled from one country to another. Because almost all lead is derived from galena, lead concentrates are high grade, with a theoretical maximum of 86 pct lead, and can be shipped as such without transporting a considerable weight of waste material. It would not be surprising, therefore, to find the large share of lead in international trade moves in concentrates (Rule 5). This is not, as has just been mentioned, actually the case. There is more than one explanation for the situation. Lead smelting is not a particularly difficult process and is one for which smelting equipment can readily be made of the best size for the tonnage to be handled. Another factor that encourages local smelting is the effort of many mining countries to see that a maximum of profit from their raw materials remains in the home country. Still another factor is the newness of large scale lead mining in two of the three largest exporters of lead in concentrates. In these countries, South West Africa and French Morocco, there has not yet been time to erect enough smelting capacity to process all of the concentrate output. Even in these countries, however, it will not be long, if present trends continue and plans are fulfilled, before most or all of the lead mined is domestically smelted.

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. SLIP, twinning, stacking faults, and precipitates on well-defined planes in a crystal produce traces that are visible on either a polished or an etched surface. The purpose of this note is to establish the usefulness and limitations of the information obtained from such traces when determining the orientation of single crystals or grains in a polycrystal. Attention will be confined specifically to traces produced by octahedral planes in cubic crystals, though most of the remarks can be taken as more generally valid. The problem of determining the crystal orientation is completely solved in principle' and in particular for the special case under consideration.1'2 Tables are available3 in which the orientations can simply be looked up when given the two or three angles between the traces. Thus a quick and simple method is available for obtaining the orientation of a crystal from surface traces. In this note two examples will be given from recently published papers and will show the use of the method with the aid of the Tables, as well as some of the precautions that should be taken in the procedure. As part of an analysis of X-ray Kossel lines, Peters and Ogilvie 4 determined from them the crystallographic orientation of the specimen. They chose a Cu-5.10 wt pct Si alloy that had been partly transformed from the a (fee) phase to the k (hcp) phase. The latter formed as very straight platelets along the octahedral planes of the a phase, and a photograph (Fig. 7 of Ref. 4) was reproduced in the paper4 of the region for which the orientation had been determined from the Kossel lines. Apart from a very small area (about 0.15 mm diam) near the top center of the photograph, the region shown was clearly all of one orientation. Traces in four different directions were readily identified. Starting with the smallest angle and proceeding counterclockwise, the angles between the traces were measured to be 27° 43', 55° 16', 64 3 43 1, and32"26'. These add up to 1802 08 1, indicating a cumulative error of 8'. The correct values should, of course, be taken from the original glass plates, or at least from prints on distortion-free paper, so the precision of the quoted values is actually greater than their accuracy. The solutions can be looked up in the Tables3 in four ways, depending on how the angles are paired, tion for the minutes of arc is required and the solution obtained will be identical for all the four pairs if the values of the angles are not in error. In a practical situation, such as this one, there are several sources of error, so that the four solutions obtained will all be slightly different. An arithmetic average of the four solutions is mathematically incorrect, but may, in special cases, give an answer close to the correct one. A rigorous procedure for refining the orientation has been described by Mackenzie;5 he gives a least-squares method that can be applied, if necessary, to this type of problem. The orientation thus determined can be compared with the one from the Kosel lines and discrepancies larger than the experimental error assigned to nonor thogonality of the X-ray or electron beam to the specimen. Here the example will only be used to illustrate the general procedure for making a very rapid rough check. From measurements on the stereographic projection, Fig. 9 of the paper,4 we can determine that the surface normal is approximately (0.434, 0.704, 0.562). Water is increasingly recognized as a critical issue for sustainable development, becoming as important as carbon to corporate responsibility and reputation. Although the cement industry’s overall ‘water footprint’ is relatively small compared to other sectors, the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD/CSI) has recognized the importance of water and the need to take actions towards efficient water management, with developing standardizing practices and employing a risk-based assessment approach, mostly at local level where individual facilities and activities can have implications for other water users in the area. Sharrcem, a member of the Titan Cement Group, has made significant investments to upgrade its production facilities, the technological process and apply environmentally friendly technologies. Under this frame, Sharrcem implemented a project for the construction of a Waste Water Treatment Plant (WWTP) in the Cement Plant facilities, which has been successfully operating since early 2016. This paper discusses the technology applied at the new WWTP and the results achieved already, with significant improvement in the quality of the treated water, as compared to the previous situation where untreated wastewater was directly discharged to the nearby Dimce Stream. The WWTP project is a major investment of Sharrcem that aims to improve the quality of the discharged water effluents and thus prevent potential river pollution and overall protect the environment and the health of Sharrcem employees and local community. The WWTP operates with the Sequencing Batch Reactors (SBR) technology, is fully automated and has been also connected with few households of the neighboring community to treat also their sewage water. The plant can be expanded in the future – to connect with additional households - without increasing the size of the treatment tanks. One of the benefits of this project is that by removing a variety of contaminants from water it becomes usable again, depending on the nature of the contaminants and the end use of the water treated. According to the monitoring results the treated water that comes out of the WWTP fully meets quality requirements according to the EU and local limit values standards

The Westerschelde tunnel will be the first permanent road link between the Dutch regions of South Beveland and South Flanders. Two tunnel tubes, each 6.6 km long, will be driven using the shield tunnelling method. The difficult ground conditions and a water pressure of up to 6.5 bar make great demands on the design. This paper describes the problems and their solutions.

Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.
