For several years the authors have felt the need for a source from which reservoir engineers could obtain fundamental theory and data on the flow of fluids through permeable media in the unsteady state. The data on the unsteady state flow are composed of solutions of the equation Two sets of solutions of this equation are developed, namely. for "the constant terminal pressure case" and "the constant terminal rate case." In the constant terminal pressure case the pressure at the terminal boundary is lowered by unity at zero time, kept constant thereafter, and the cumulative amount of fluid flowing across the boundary is computed, as a function of the time. In the constant terminal rate case a unit rate of production is made to flow across the terminal boundary (from time zero onward) and the ensuing pressure drop is computed as a function of the time. Considerable effort has been made to compile complete tables from which curves can be constructed for the constant terminal pressure and constant terminal rate cases, both for finite and infinite reservoirs. These curves can be employed to reproduce the effect of any pressure or rate history encountered in practice. Most of the information is obtained by the help of the Laplace transformations, which proved to be extremely helpful for analyzing the problems encountered in fluid flow. The application of this method simplifies the more tedious mathematical analyses employed in the past. With the help of Laplace transformations some original developments were obtained (and presented) which could not have been easily foreseen by the earlier methods. INTRODUCTION This paper represents a compilation of the work done over the past few years on the flow of fluid in porous media. It concerns itself primarily with the transient conditions prevailing in oil reservoirs during the time they are produced. The study is limited to conditions where the flow of fluid obeys the diffusivity equation. Multiple-phase fluid flow has not been considered. A previous publication by Hurst' shows that when the pressure history of a reservoir is known, this information can be used to calculate the water influx, an essential term in the material balance equation. An example is offered in the literature by Old² in the study of the Jones Sand, Schuler Field, Arkansas. The present paper contains extensive tabulated data (from which work curves can be constructed), which data are derived by a more rigorous treatment of the subject matter than available in an earlier publication.' The application of this information will enable those concerned with the analysis of the behavior of a reservoir to obtain quantitatively correct expressions for the amount of water that has flowed into the reservoirs, thereby satisfying all the terms that appear in the material balance equation. This work is likewise applicable to the flow of fluid to a well whenever the flow conditions are such that the diffusivity equation is obeyed. DIFFUSITY EQUATION The most commonly encountered flow system is radial flow toward the well bore or field. The volume of fluid which flows per unit of time through each unit area of sand is expressed by Darcy's equation as where K is the permeability, the viscosity and aP/ar the pressure gradient at the radial distance r. A material balance on a concentric element AB, expresses the net fluid traversing the surfaces A and B, which must equal the fluid lost from within the element. Thus, if the density of the fluid is expressed by p, then the weight of fluid per unit time and per unit sand thickness, flowing past Surface A, the surface nearest the well bore, is given as The weight of fluid flowing past Surface B, an infinitesimal distance 6r, removed from Surface A, is expressed as

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

THE Combined Metals Reduction Co.'s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. PIOCHE ORE The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericite and graphite. The ore is an exceptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and are extremely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent. minus 150 mesh shows pyrite, sphalerite and galena still attached. EARLY ATTEMPTS AT ORE DRESSING Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore since 1913; in fact, a total of 35 commercial and plant laboratories experimented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effect a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-that is, about minus 200 mesh-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considered practicable at this time.

The friction factor is one of the more difficult parameters to determine in ventilation planning. In practice, this can be estimated from published factors such as those of McElroy. The problem with this approach is that the selection requires some judgement, and the estimated values offer no more than guideline accuracy. This study, examines the effects of four factors on the coefficient of friction for a simulated mine airway. The factors are: airway cross-section, asperity height, flow direction, and cross-cut spacing. The study includes the modeling of a mine airway and the evaluation of the results from 13 experiments on flows of air over rough surfaces. The model, physically represented by a wind tunnel, includes a rough surface section which can be modified to simulate mine airways of various shape and asperity height. Most of the experiments were performed under controlled flow conditions during which the Reynolds number was varied between 50,000 and 300,0000. Based on this study, the friction factor for a mine opening was found to depend not only on the size and shape of the surface asperities but is also affected by the orientation of them in relation to the flow direction.

The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. "We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."

To be involved in the construction of a deep dredged caisson for a major bridge pier is one of the most rewarding and professionally challenging experiences one can have in the bridge construction business. That experience was doubled in the construction of the two deep dredged caissons for the Highway 82 Bridge over the Mississippi River near Greenville, Mississippi. The challenges and the construction risks associated with constructing these two dredged caisson pier foundations highlight the construction engineering innovation associated with major bridge pier construction. The 1,378-foot Main Span of the Highway 82 Bridge makes it the longest cable stayed bridge span over the inland rivers of the United States. The main piers for this bridge are supported on two dredged caissons measuring 80-feet by 122-feet in plan, founding 200-feet and 170-feet below the river surface. The challenges of constructing these caisson structures, sinking them through 70-feet of water to the river bottom and then excavating and further sinking them to the founding grade without exceeding the design tolerances, were enormous. The construction engineering opportunities for innovation included major breakwater structures to create a friendly environment in 11 ft/sec currents, the first time use of Articulated Concrete Mattresses for river bottom scour control, unique air dome design to maximize the buoyancy of the caisson structure while floating, a caisson guide system to assure positive control and positioning of the caisson during the initial sinking phases, and a comprehensive sinking plan to assure maximum control and minimum risk. Many of the innovative solutions to the construction challenges on this bridge will be incorporated into future caisson construction projects on the lower Mississippi River.

Several different equation forms were studied to determine the extent to which each particular equation type yielded an accurate representation of a given set of first-stage creep data. Specially developed least-squares computer programs were employed to obtain unique solutions for the creep-equation constants. In studies of creep data for lead at 14.5"C, nickel at 70OCC, and arc-cast tungsten at 2400°C consistently good representations were afforded by a third-degvee polynomial in t113. Other effective correlations were obtained with the Andrade, Cottrell-Aytekin, and de Lacombe equations along with a third-degree polynomial in t112. A newly proposed creep equation involving a hyperbolic-sine term in t1'3 was also found to yield very satisfactory results. This appears to be the first use of such a functional relationship in the analysis of transient creep behavior. In general, the deformation behavior of a material subjected to a tensile load is described in a strain-time plot. Experiments have shown that, following the instantaneous elongation which results on loading, the instantaneous slope (i.e., creep rate) of the strain-time curve decreases gradually with time and approaches what appears to be a constant value. Equations, therefore, which are proposed to provide an analytical representation of such first-stage or transient creep behavior must be consistent with these observations. In other words, at time zero, these equations must yield a finite deformation value corresponding to the elongation on loading. Furthermore, the first derivative of these equations must exhibit a fairly high although finite value at time zero, and then values which decrease with time. It is also preferable, in general, that the derivative eventually assume a constant value at high time values. Although many studies of first-stage creep behavior have been made and numerous equation forms have been proposed for expressing this type of deformation behavior, it is still not possible to state with any assurance which functional relationship will be adequate for a given set of measurements. Parabolic relationships have been employed most extensively although logarithmic expressions have been shown to be applicable in some instances. Combined forms1 have been studied in considerable detail and have on occasion been found to be very effective. One such expression is that of iXndradea and involves a modified parabolic expression: where 1 is the instantaneous length, lo is the length immediately following load application, t is the time, and p and k are constants. Another combined form has been proposed by weaver3 as follows: where E is the instantaneous strain, is is the linear creep rate, t is the time, and a and b are constants.

Rest potential, cyclic voltammetry and chronoamperometry measurements were made to study the effects of cathodic polarization of chalcopyrite simulating the mineral contacted with grinding media under a nitrogen atmosphere. The reaction products on the chalcopyrite surface were identified by XPS and the mechanism of the cathodic reaction was proposed. Micro-flotation tests were performed to investigate the effects of surface changes on the floatability of chalcopyrite.

Since the commissioning of the Tati Hydrometallurgical Demonstration Plant (HDP), which produces Ni and Cu cathodes as well as Co salt from sulphide concentrate employing Activox® technology for leaching, no kinetic data has been generated from the plant under normal operating conditions, from start-up to steady state. Therefore, this study seeks to determine the rate of reactions in the leaching circuit with a view to obtaining kinetic data for the system under the current operating conditions. Within the five-compartment autoclave operating at temperatures of 105°C to 110°C and 1100 kPa pressure, the extraction of Ni, Cu, and Co ions into solution is achieved through the oxidation of the sulphide concentrate using approximately 50 kg H2SO4 per ton, 10 kg NaCl per ton, and 1.21 kg O2 per kilogram of S2-. The autoclave reactions showed complex kinetics, with the reactions proceeding via some intermediate(s) before the formation of products. The results suggest that the reactions were dependent on the size of the metal ion of interest and the concentrations of the metal ions in the Tati concentrate as well as in chloride leaching. The order of the leaching rate constants was Fe2+ > Cu2+ > Ni2+ > Co2+ in all the compartments studied. The rates of leaching were also found to decrease as the concentrate moves from compartment 1 to compartment 4. For compartments 1 to 3, leaching was observed to be preceded by dilution of the repulp liquor (copper raffinate). The leaching rate for compartment 5 was slightly lower than that of compartment 1 but higher than the rates of compartments 2, 3, and 4 for all the metals studied. Diversion of the American Falls of Niagara to permit investigation of ways and means to stabilize the falls while retaining or improving its natrual attractiveness is the geoengineering work that has received greatest public attention this year. The falls are re- treating slowly as rock falls occur while talus de- posits at the base have increased in size. One of the noteworthy questions is whether the talus should be removed-i.e. is it providing support to the base, and so what will happen if it is removed? Certainly the appearance would be improved if the talus were taken away. Geoengineering studies involve mapping of joints, stress measurements, core work and rock sampling and testing, Present work will provide data and interpretation for design of a long term stabilization system, Once basic information is obtained, water will be returned to the normal channel until such time as the detailed design is decided upon. The falls will then be diverted a second time while necessary work is performed. A number of site-environmental studies were carried out for the location of nuclear power plants. These projects involve geology, foundation engineering, hydrology, seismology, meteorlogy, marine geology (in some cases), rock mechanics and occasionally blast monitoring. In one case (investigated by Dames & Moore) the site area was underlain by caverns in limestones at shallow depths but with no surface expression. The geotechnical problems consisted of determining proper spacing of drill holes to locate caverns. Spacing was dependent on the smallest size of cavity that could constitute a support-stability problem for the plant. The finite element method of analysis was used to determine stress conditions around cavities of various size and depths, to assist in determining critical parameters.

As part of a Bureau of Mines program to investigate recovery of manganese (Mn) from low-grade materials, laboratory studies were made of four samples of mill rejects: Three from Montana and one from Peru. These studies demonstrated that certain mill-waste products can be a potential source of manganese. Both manganese oxide and carbonate minerals were recovered by flotation in an acid circuit with a fuel oil-tall oil emulsion as collector. Sintering) required to prepare a physically acceptable product, also was used as a method of beneficiation. In addition to being low-grade, some of the samples presented problems of intimate mineral association and complex textures.

This paper aims to put into useful form the information, at hand regarding temperatures of molten steels, covering all carbon contents up to 1.5 per cent., in the hope that if the assumed ideal temperatures tabulated are incorrect the right ones may . be brought to light. THE finishing and casting temperature of steel is a subject concerning which there is so much to learn that some temerity is required to write about it. This paper is, therefore, suggestive rather than dogmatic, though the views expressed seem now to the writer to be correct; nevertheless, they may be modified by future developments or discoveries but until then may be of some utility, particularly to beginners in the making of steel. Consideration is limited to the temperatures of simple steels, also called carbon steels,, which are those in which carbon is the only element introduced for the purpose of conferring desired physical properties. Alloy steels will receive attention later. Three things largely determine what a batch of steel really will be; viz., composition, casting temperature, and rate of teeming. Each has its advocates as being the most important; but they are so interrelated that each must conform to or be right for the, other two. When one is claimed to be the most essential to have right, that, probably, was the one that it was found had to be of a certain description, within narrow limits, to suit the already adopted variations of the other two; that is, it was the last of the three to be brought into line.

In 1994, more than 41 of the approximately 160 coal-fired, electrical- power plants within the six-state Ohio River Valley region used flue-gas desulfurization (FGD) units to desulfurize their emissions, an approximately 100% increase over the number of plants using FGD units in 1989. This increase represents a trend that may continue with greater efforts to meet Federal Clean Air Act standards. Abundant limestone resources exist in the Ohio River Valley and are accessed by approximately 975 quarries. However, only 35 of these are believed to have supplied limestone for FGD electrical generating facilities. The locations of these limestone suppliers do not show a simple spatial correlation with FGD facilities, and the closest quarries are not being used in most cases. Thus, reduction in transportation costs may be possible in some cases. Most waste generated by FGD electrical-generating plants is not recycled. However, many FGD sites are relatively close to gypsum wallboard producers that may be able to process some of their waste.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

All known methods of treating and recovering the various components of copper refinery slimes are discussed. The slimes treatment processes presently used by five copper refineries are described and flowsheets are given. A bibliography is appended. THE recent increase in anode copper production at the Noranda smelter placed an additional load on the Montreal East plant of Canadian Copper Refiners Limited. The consequent increase in the amount of anode slimes led to a careful consideration of the various methods of slimes treatment. A critical review of these methods is presented here in the belief that it would be of interest to copper refiners. No such review has yet been published, although a number of individual flowsheets have been described. To make the information of greater value, a questionnaire was sent to all copper refineries. While the overall response to the questionnaire was not entirely satisfactory, the foreign refiners gave much detail in their answers and expressed willingness to cooperate further if needed. Although the data below do not cover all refineries, it is thought that examples of all flowsheets currently in use are included. A comparison of these flowsheets should prove of interest. The paper is divided into two parts. One part deals with a discussion of all known methods of treating and recovering the various components of the slimes. The second describes the processes now in use at various copper refineries for the treatment of raw slimes up to the production of Doré bullion. A brief description of the two main electrolytic methods of parting Doré bullion is appended. Since the first commercial application of electrolytic refining of copper by J. B. Elkington in 1865, the treatment of anode mud or slimes has undergone many changes. The object of treating slimes has always been the recovery and separation of precious metals. With the passage of time, increasing attention has been paid to improvement in recovery and quality of byproducts, mainly selenium and tellurium. The original methods of treatment were crude, although relatively direct. For example," the slimes were fused on a dolomitic clay bed in a reverbera-tory furnace; the slag was removed and the resulting metal cupelled to silver and gold. In another process, the dried slimes were oxidized and scorified on the lead bath of a cupelling furnace. Later, these pyrometallurgical methods were modified by sulphuric acid leaching, followed by fusion with niter in a reverb eratory furnace. A preliminary oxidizing roast improved the leaching step. Straight hydro-metallurgy has not found practical application. No matter what method is employed, the result is Dorb metal—a silver-gold alloy, with or without the metals of the platinum group. Characteristics of the Slimes Anode slimes are made up of those components of the anodes which are not soluble in the electrolyte. They contain varying quantities of copper, silver, gold, sulphur, selenium, tellurium, lead, arsenic, antimony, nickel, iron, silica, etc. The color of raw slimes is grayish black and the particle size is —200 mesh. However, Baraboshkin and Gaev (Ref. 1, p. 37), describe light gray colored slimes from the electrolysis of secondary copper which are composed predominantly of sulphates and of basic salts. In anode furnace practice primary and secondary metals are not usually segregated and such slimes do not commonly occur. Copper in the slimes originates to a large extent in the cuprous oxide of the anodes and is therefore dependent on the oxygen content of the latter: Cu2O + H2SO4 + CuSO4 + H2O + Cu [I] Opinions have been expressed that some of the copper is formed by decomposition of cuprous to cupric sulphate Cu2SO4 ? CuSO4 + Cu PI The product of either reaction is very finely divided. Depending on the slimes composition, much of the copper is combined with sulphur, selenium, tellurium, etc. The balance of the copper is in the free metallic state.

TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

FOR many years more money was spent in the search for and the production of gold than the gold that was produced was worth. The same thing is now true of petroleum. More money is spent for the search and. production of petroleum than the market value of the petroleum produced. The first thought concerning this statement will be that men would not embark in a business in which more money was expended than the value of the product produced. Few people realize that more money is spent in the oil business than the market value of the oil produced. This would not stop the spending if they knew it. Everybody knows that more money goes into a lottery than comes out of it, yet the instinct for gambling is so widespread and so easily excited that lotteries are forbidden by law. The hope of winning the grand prize is what lures men on. The search for and production of oil has become a more frenzied game than the search for gold ever was. THE OIL BUSINESS PAYS NOW BUT THE PUBLIC WILL PAY FOR ALL ETERNITY The public could sit back and enjoy all of this, knowing they were being supplied with petroleum products at less than their real cost, if it were not that our most valuable and least plentiful natural resource is being dissipated at an alarming rate, which is constantly increasing. Here is an industry that for many years has not been governed by natural laws. The so-called laws of individual and mass psychology play a more important role than natural physical and economic laws. Even the law of supply and demand works only in the most remote way in this industry. The oil production business as a whole is now paying the price for this folly; but the public will pay the price for all eternity. The seriousness of this matter, as an outstanding national problem, has been under consideration by many men for a long time, but nothing has been done to conserve our petroleum resources and prolong the supply, although very important steps have recently been taken to make this possible.
