Recent advances in global positioning systems (GPS), machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50 mm. Some of the outcomes possible are: precise selective mining û even when the ore is visually indistinguishable from waste; tracking grade and tonnage of every ore parcel through the mine; real time productivity monitoring; detailed post accident safety analysis; and tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

HOTCHKISS, * Madison, Wis.-It was fortunate, in a way, that this subject of income taxation came up during the war when the government could appeal, on the basis of patriotism, to men of large, business experience to undertake the work of formulating this matter and practically donate their services. At any other time the government would have been unable to secure the necessary number of men of like ability. There is one thing that must not be forgotten. In all cases, except the very largest and most important, the application of this income tax law to a mine is going to be made by clerks whose salaries are fixed by a Congress that appropriated a half billion of dollars for a war purpose and provided that $4000 should be the highest salary paid in the adminis-tration of that great sum. The Congress of the United States unfor-tunately seems almost entirely unaware of the fact that men of ability and experience are worth money and must be paid adequately if proper public service is to be secured. While the formulation of the broad plans for administering the law have been in the hands of. men of unusual ability, we have the future to guard, and, if possible, the mining industry should see to it that the Internal Revenue Department is permitted by Congress to pay salaries that will enable it to secure men of the ability and experience necessary to insure proper consideration of the industry. Another fact to which I would call attention is the difference between the business and the economic, or economists', points of view as to what a mine is. The economists have properly, from their point of view, classed a mine as a wasting asset, but the average metal mine is not a wasting asset if it is a real mine. The economists are correct in a broad sense in that every ton of ore taken out diminishes the orebody by that amount. When it comes to the consideration of an individual mine from the business standpoint, the future of that mine rests on unfore-seeable events-the discovery of new orebodies or the development of old bodies beyond the point of probable expectations. Every going mine must develop new ore each year to replace that extracted, and, .during all but the last one or two years of its activity, actually does so. Instead of being a "wasting asset" such a mine, from the practical stand-point which must control valuation, is an "increasing asset." From

UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

Over the past few years, metallic arc welding has been extended to steels of the hardenable type. As compared with other methods of fabrication, production has been facilitated, service performance frequently has been improved, and the overall results have been so favorable that engineers and production men have placed great emphasis on this application of welding. The metallurgist and welding engineer, however, have been confronted with new problems, since, for one reason, the harder steels are more apt to crack and special precautions must be taken if sound joints are to be procured. Some of the factors that are pertinent to this problem are metallurgical, and it is an object of this contribution to discuss steel manufacture and processing methods and to show how their control assists in reducing the hazard of cracking. By this time, the problem of cracking— specifically underbead cracking, or "hard cracks," or parent-metal cracks-—is well known, and a large amount of work has been published, both here and abroad, dealing with this subject.' The tests described are made under restraint to facilitate cracking and arc so designed that a semiquantitative, or at least a relative, value of the cracking tendency is obtained. As one would expect, it has been reported that the incidence of cracking increases with the carbon and alloy content of the steel. More specifically, the cracking tendency is said to increase with the hardenability of the steel, though it is now recognized that the situation is not so simple. The phenomenon itself, on the other hand, has been but loosely described, and it is in only broad generalizations that this cracking has been related to steel metallurgy. Thus, while it has been abundantly demonstrated that the hardenable aircraft steel, S.A.E. 4130, must tend to crack when are-welded, the problem still remains of why two lots of the same composition and the same hardenability can vary so greatly in cracking tendency, or what it is about the prior metallurgical history that so strongly affects the results. Further, while the efficacy of preheating and postheating in preventing cracking is recognized and utilized in production, the mechanism by which they function seems not to have been described. These points are thought to be significant in the production of steel for fabrication by metallic arc welding and, hence, of interest to mill and process metallurgists and welding engineers. Consequently, it is another object of this paper to discuss the mechanism of parent-metal cracking, including the influence of the condition of the steel and the control of cracking by manipulation of the time-temperature conditions during and after welding. A new method of rating the cracking tendency is also discussed, and the results of the test are related to steel composition and structure or prior history. "Lead-containing wastes processed at the IMN’s Division in Legnica originate mainly from dry and wet dedusting installations of the technological lines for copper production. These are lead dusts and lead-zinc dusts characterised by the specific properties resulting from the chemical composition of the Polish copper concentrates. Besides lead, they contain many accompanying metals and impurities such as zinc, copper, sulfur, chlorine, potassium, sodium, and also bituminous substances. Processing of lead-containing dusts is conducted in the installations of rotary-rocking furnaces heated with gas-oxygen burners fitted with auxiliary systems for cleaning process gases and refining re-circulating dusts. The processing technology utilizes innovative process and technical solutions enabling disposal of lead-containing wastes from copper metallurgy and from non-ferrous metals industry according to the BAT recommendations and to the guidelines specified in integrated permission. In this paper, the main technological aspects of processing lead-containing dusts at the IMN’s Division in Legnica have been presented.IntroductionCrude lead is obtained in Polish lead metallurgy from various primary and secondary materials, such as Zn-Pb concentrates, lead-bearing dusts of copper metallurgy and battery scrap. In zinc smelter Miasteczko Slaskie S.A. crude lead is produced from sulfide and oxide Pb-Zn concentrates in ISP process. Orzel Bialy S.A. and Baterpol Ltd. produce crude lead in short rotary furnaces in the process of smelting products of mechanical battery scrap separation– desulfurised or not desulfurised paste and metallic fraction. KGHM Polska Miedz S.A. and IMN Divison in Legnica produce crude lead in rotary furnaces in the process of smelting of polymetallic dusts and slimes from copper production processes."

The mining districts of the first order' of the western United States (and borders) are those named on Fig. 1. These fall into four groups: (1) in the eastern outliers of the Rocky Mountain system; (2) in the Rocky Mountain system itself; (3) in the Great Basin; and (4) in the Sierras and Coast ranges. Of these four groups, the first three are almost entirely of Tertiary age and are within a belt of compressive folding which we shall call the Rocky Mountain-Great Basin thrust arc. The backbone of this belt is shown by the line BAC. The position of the ore districts in this belt indicates a conformance to linear elements of the continental pattern. These are additional to the peripheral elements emphasized by Butler.2 Nature of the Thrust Arc The thrust arc separates regions of contrasted kinds. To the east of it are flat-lying plateaus interrupted by earlier mountain folds; to the west, sunken basins, in which block-faulted ranges lie like an anchored fleet in a sea of desert wash or lava. The. cross-sections are as shown in Fig. 2. The backbone of the belt is the upward and eastward moving block represented by the Glacier Park, the Wasatch, and the Virgin mountains, successively. The structure represented on these sections is the culmination of events which began far back in geologic time and throughout which a contrast has existed between the regions east and west of the backbone line. This manual is for use by mine operating personnel and vehicle manufacturers in the selection and proper use of automatic fire protection systems for underground metal and non-metal mining vehicles. Most of the currently available systems are manually operated, dry chemical fire suppression systems. When properly designed, installed, and maintained these systems have proven to be effective both in fire suppression and in withstanding the rugged mine environment. Portable fire extinguishers and manually actuated systems have provided adequate protection for most of the reported fire incidents. However, there have also been incidents where injuries and property losses would not have occurred if the vehicle had been protected with an automatic fire protection system. The need for reliable automatic systems exists when the operator is not present, especially when the vehicle engine is running without the operator in the cab; and also in cases where the operator leaves the vehicle to fight a small fire with a portable and is then forced to abandon the vehicle because the small fire becomes uncontrollable. In the later cases manual systems on the vehicle are never actuated. Although these incidents have been relatively few in number in the past, the increasing use of mobile diesel powered equipment and the related importance of personnel safety, high costs of the mining vehicles, and high cost of down time warrant consideration of automatic fire protection systems. The fire history data and the design concept discussed in this manual were developed under the Bureau of Mines Contract H0252038 which is part of the government's mining research safety program. The purpose of the contract was to develop a low cost, reliable, prototype automatic fire control system for underground vehicles. The industry needs were determined through an extensive mine visitation program, and the prototype system was demonstrated on a vehicle in an underground mine fire test. The system developed under this contract was specifically designed for a load-haul-dump. However, the design concept is applicable to the full general class of mobile underground mining equipment.

INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user. Recent advances in the design and performance of flotation equipment A General Meeting and Colloquium on the above topic was held on 12th March, 1975, at Kelvin House, Johannesburg. The Colloquium was attended by 250 delegates and was opened by the Immediate Past President, Mr P. W. J. van Rensburg, at 09h30. Obituary Mr Van Rensburg announced with regret the deaths of James Alfred Boyd, Life Fellow, and Jack Joseph Frankel, Fellow. Training of technicians The Institute has received a letter from The Federation of Societies of Professional Engineers pointing out that there is considerable opportunity for the training of Coloured and Bantu technicians and artisans, and that the existing facilities will be extended as the demand for them increases.

Spontaneous combustion fires in deep metal mines, through relatively infrequent, are nonetheless cause for considerable concern because they pose a direct threat to the safety of miners and are quite disruptive to mine operations. They often occur in remote, inactive, or abandoned sectors of a mine where access for firefighting is difficult or impossible. Over half of all noncoal mine fires that last more than 24 hours are caused by spontaneous combustion. The most common means of fire control for spontaneous combustion fires is sealing and/or Flooding the affected zone. This process is never easy, but it is made especially difficult (and hazardous) if the fire grows in size and intensity to the point where underground fire- fighting crews must wear self-contained breathing apparatus owing to mine air contamination. The Bureau of Mines has developed and in-mine tested a mineworthy fire detection system capable of sensing the earliest traces of spontaneous combustion, thus enabling mine personnel to initiate fire control operations before hazardous atmospheres are created. This paper discusses system design within the context of the harsh mine environment, and describes laboratory and in-mine performance tests of prototype equipment.

The use of electrostatic fields to effect phase dispersion and agitation in solvent extraction (SX) has demonstrated many advantages over conventional mechanical methods and is therefore a very real alternative. Despite this, an industrial application of the technique is yet to be developed. Here, the several variations of the technique that have been proposed are reviewed, the state-of-the-art assessed and key limitations to a commercial application outlined.

The Southern African region contains abundant gold tailing heaps that are an environmental concern due to dust pollution and chemical contamination of nearby water bodies. Nevertheless, these heaps contain gold with potential to be extracted for financial gain. In this study, the feasibility of extraction of gold from a Witwatersrand gold tailings using glycine was investigated using a two-level full factorial design. Effects of variables such as glycine concentration at levels of 0.5–1.5 M with a solid–liquid ratio of 50–200 g/L were investigated. Although the solid–liquid ratio used in this study was below the industrial norm, it provides a starting point for investigating the applicability of this technology. To enhance the gold extraction, potassium permanganate pretreatment and copper ion addition were adopted. The results revealed that 91.4% gold extraction was achieved after 24 h pre-treatment of the tailings using 2 g/L potassium permanganate followed by subsequent leaching using 1.5 M glycine at pH 12, with 50 g/L solid–liquid ratio and 2 g/L copper ions. Statistically, the solid–liquid ratio and potassium permanganate pre-treatment of the tailings were found to be significant at 95% confidence interval, whilst interactions of copper ions and glycine concentration were significant factors. The work demonstrates that potassium permanganate pre-treatment prior to glycine leaching of low-grade secondary gold resources, such as tailings, can be beneficial. Furthermore, the methodology developed in this work provides an opportunity for further investigation of the recovery of gold hosted in complex mineralogical matrices.
