This Bureau of Mines report describes 2nd evaluates iron ore resources in California and Nevada and analyzes the California and Japanese iron ore markets in which these resources will be used. The competitive position of California-Nevada ores, in these markets, was estimated by comparing regional iron ore prices, production costs, and transportation costs with those of foreign suppliers. Resources were determined to be sufficient to produce the equivalent of 585 million tons of 64-percent iron pellets at a price of less than $15 per ton delivered at California ports. Much higher tonnage could be produced at higher prices. Iron ore requirement of the California iron and steel industry will increase to an estimated 15.9 million tons by the year 2000. A study of the iron ore production potential of California-Nevada deposits and of out-of- State sources indicated that this ore requirement can be supplied most economically by California-Nevada ores. Iron ore import requirements of the Japanese iron and steel industry will increase to an estimated 150.0 million tons by the year 2000. A study of price trends in this market indicated that very little California-Nevada iron ore will be sold in Japan after 1973 when existing sales contracts expire. Iron ore-exports might be economically possible if ore could be transported from California to Japan at ballast rates as backhaul on existing petroleum shipping.

MAGNESIA refractories and magnesium metal are both essential war commodities. The need for magnesium, which had just made its debut as a commercial metal a few years before the outbreak of the present war, is widely known because this new and valuable light metal has already received much publicity. Less widely known but equally important in the war effort are magnesia refractories. They are indispensable to the efficient functioning of the great metallurgical plants producing steel, nickel, copper, and other metals, where, because of their resistance to extreme high temperature and chemical attack, they are used in lining the furnaces, which are operated at a white heat. The demand for refractories in the metallurgical industries rose rapidly upon the outbreak of war, and now, in consequence of the continued great expansion under way in the manufacture of steel, nickel, copper, and other metals, the need for magnesia is greater than ever. Since 1915, part of the Canadian requirements of basic refractories has been supplied from the deposits of magnesitic dolomite in Argenteuil county, Quebec. The products from these deposits are excellent for many uses, but the magnesitic dolomite has too high a content of silica and lime to be used in making a type of magnesia brick required in nickel converters, and in the roofs of reverberatory furnaces used in the copper and steel industries. There is now a large and growing demand in Canada for bricks and shapes for these uses. This demand has always been supplied from the United States. Makers of these products in the United States, in turn, formerly imported most of the necessary high-grade, dead-burned magnesia from Austria and Manchuria. Not only are these sources closed, but refractory chrome ore from the Philippines is no longer available and chrome refractories may have to be in large part replaced by magnesia.

Several years ago a wealthy Chinese business friend of mine purchased an interest in a pro- posed oil well to be drilled a great distance from his home. A few months later it came in as a producer and proved to be a huge success and materially added to his resources. I asked him why a man of his wealth should be so lucky in a venture outside his sphere of knowledge when most people of modest means never seemed to get ahead. His answer was, "Fat Hoy takes a chance." Even though this was his answer, I knew from my association with him that there were other tempering considerations which Mr. Hoy applied before making up his mind to enter any transaction. First, he was a cautious individual. He was also a great believer in details and insisted on knowing everything possible about a situation, and finally, he was what we call a very solid individual with good basic instincts and judgment. This philosophy of Mr. Hoy may be applied to most any business but especially to those engaged in a search for natural resources such as mining where great risks are involved. This article concerns events in the history and growth of Banner Mining Co., with which I have been associated for 27 years in capacities from mine surveyor to vice president. Mr. Hoy's philosophy has played a significant role in the exploration projects of this company over the years, but what is more important, the officers, directors, and controlling interests in Banner have been aggressive in their search for ore reserves.

CONSIDERABLE interest has always been taken in Safety-First and First Aid at the Sullivan mine. Even during the early days of development, Safety-First committees periodically held meetings, while lectures in first aid were given to any employees interested in the work. In 1929, a Safety Department was organized, and all accident-prevention and first-aid work was put in charge of a full-time Safety Engineer. An extensive programme has gradually been developed, the value of which can best be indicated by the reduction of the accident rate from 18.4 shifts lost per 1,000 shifts worked for non-fatal accidents and two fatalities for 1927, to 3.24 shifts lost per 1,000 shifts worked and no fatalities for 1936. SUPERVISION All work connected with accident prevention or first aid is under the jurisdiction of a central committee, known as the Accident Prevention Committee, which meets regularly once a month. It consists of all superintendents, department heads, foremen, and shift bosses, and is presided over by the Safety Engineer. At these meetings, the accident records of the previous month are reviewed and all accidents carefully analyzed and discussed. All proposed changes in the safety rules or in the accident tprevention programme are taken up and passed upon. Complaints or suggestions from the Safety-First Committee and the Employees Co-operative Committee, dealing with safety, are discussed and passed upon or a subcommittee is appointed to investigate and take any action found advisable. The question of underground ventilation and dust control, which recently has become a very important problem, always receives considerable attention.

The role of solutionizing conditions within the T6 heat treatment of the cast Al-Si-Cu-Mg alloy with micro-additions of Zr-Ti-V was assessed in terms of their influence on microstructure and mechanical properties. As a solution treatment, a single step process at 485 and 510oC and a two-step process at 510 and 525oC for varying time intervals from 0.5 to 9 h, were examined. In all cases, solution treatment was followed by isothermal aging at 150oC for 100 h. The microstructural analysis showed that the solution treatment changed the eutectic silicon morphology from needle-like, present after casting, to spherical shape in the T6 state and that the extent of changes was strongly influenced by temperature and time. The Cu- and Mg-rich phases completely dissolved during solution treatment while the Fe-containing phase, Al8Si6Mg3Fe, remained partially in the microstructure. The Ti, V and Zr containing phases, Al13Si2Ti3Zr and Al3Si26FeTiV10, present in as-cast state, were partially dissolved during solution treatment, reducing their size by 10 - 48%. The studied alloy reached the maximum ultimate tensile strength of 335 MPa and yield stress of 303 MPa for two-step solutionizing with a total time of 4.5 h. It is concluded that the two-step solution treatment resulted in higher tensile properties than the single-step process.

Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

The grade or quality of phosphate rock is expressed either in terms of its phosphorus oxide (P20S) content or the equivalent in tricalcium phosphate (Ca3(P04)2). AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: 1-maintenance of metallurgical balance, 2-conservation of oxide ore, and 3-mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak-Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pet, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pet of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn. The understanding of coal mine roof lithology is a critical component in the determination of engineering solutions for roof control. Coreholes were the first technology available to determine lithology of the roof in reserve areas, but coreholes are typically drilled 500–2,500 ft apart due to their cost and sometimes reach more than $125,000 dollars per hole, depending on mine conditions. The next method developed to bridge this gap was the fiber-optic scope which is utilized in the roof at the faces of underground development. High-end fiber-optic scopes can also be costly (20,000–40,000 dollars) but are more affordable than drilling a corehole, and the information can be processed immediately to make quick roof support determinations. The fiberscope can be operated wherever a roof bolter can drill a hole, and there are no restrictions related to property owners, proximity to streams, elevation changes, etc. The latest borescoping method utilized by mining companies is the use of videoscopes. Videoscopes and all borescopes in general are limited by the lengths of the scope and the length of the borehole drilled in the mine. Videoscopes have the advantage of being able to record video while examining the roof lithology. The information can be recorded quickly underground and then be examined on the surface which allows anyone to capture the video so that a geologist can make lithology descriptions without ever going underground. In the past, videoscopes had limited resolution, a short battery life, were fragile and were relatively costly. As technology progresses, videoscopes have become more affordable, have increased battery life, and offer enhanced 1080p resolution. With the broader availability of affordable videoscopes, videoscopes can be more readily used in various mine environments at every active section underground. This paper will discuss the types of videoscopes available, the features that will aid in lithology description/identification, the deployment methods pertaining to supplemental roof support recommendations, and an advanced methodology to enhance accuracy in understanding roof lithology.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. India is the 5th largest producer of steel in the world and is slated to produce more than 180 Mt by 2020. Expectedly about 50 % of this would be through the Blast furnace route and the rest through Sponge iron / DRI route. Considering that there will not be any major change in iron making technology by that time, the Blast operation would require lump ore (10-40mm) with around 64% Fe grade and sinter fines (<10mm) with 60% Fe (min) as its feed. DRI process would need calibrated ore of size 5-18 mm as the most suitable size of feed. It is also expected that of the total requirement of ore for the DRI route a significant part would be DRI pellets. In India, there is considerable debate going on regarding the technology to be adopted for the processing of iron ore and there is a lack of clear consensus. The above scenario indicates that the processing requirement of iron ore in the country would involve both washing technology as well as beneficiation technology. CDE Asia Ltd is in the forefront of iron ore processing in the country and the experience gained by the company over the last few years of functioning has led the company to believe that route to be adopted depends on the end product requirement and the starting grade of the feed. Keeping in mind the nature of the feed required for the Blast furnace & DRI operation; it is obvious that good washing technology would be highly beneficial to the iron ore industry. Depending on the grade of ore available the limits of washing will be decided and equipment for lump ore beneficiation such as jigs could be incorporated into the washing circuit. Scrubbing of ore either before washing or selectively scrubbing the lumps could be necessary. Very low grade ore and jig rejects would be required to be totally ground and beneficiated for the production of pellet feed in order to utilize the iron ore resources entirely. Another source of ore for pelletisation would be slimes generated from the washing process as well as the huge quantities already available in the tailings dams in the operating mines. Deslimimg and magnetic route of beneficiation could release at 30-40% of the Fe locked up in these tailings ponds/dams. The paper describes the concept with examples from operating plants and proposes how the adoption could be engineered through test work and proper plan of integration. MOST people believe that rare metals are always, scarce in nature, expensive to make, and therefore useless despite some miraculous properties which might make them a cure-all. There are&apos; some metals, which are quite frequent in nature, such as zirconium, which are called rare only because our present methods for making them are elaborate, thus forcing the manufacturer to sell them at a high price. There are also truly rare metals, such as gallium, which do not occur frequently in ores, but are easily reducible from their oxides. In these cases the price of the concentration operation is the decisive factor. The distribution of the elements in the earth&apos;s crust is no indication as to the availability of a metal; the concentration operation is the critical factor. Concentration is frequently obtained in the course of metallurgical operations for the extraction of other metals, and the rare metal may be enriched in by-products, flue dusts, mother liquors or precipitates from electrolyte purification as are indium, thallium, selenium, and tellurium. A periodic table of the rare elements may serve as a basis for discussion of their properties and to establish a program. (Table 1.)

Statistics show arz increase in the average depth of wells drilled in recent years. As a corollary to this trend, drilling fluids have been improved in an effort to meet the problems inherent at temperatures approaching 500°F. Of importance are (1) deterioration of mud components and (2) the effect of solids on filtration and rheological properties. High-temperature, stable water-base and oil-bare muds are discussed. Those areas in which differences exist are pointed out. Results are based on data taken from the Fann consistotneter, rheometer and shear-strength measurements, static and dynamic filtration tests, methy-lene blue test for bentonite solids and specific heat measLrrenlents of muds. INTRODUCTION Higher well temperatures go along with the fact that the average depth of wells continues to increase. Recent data by Gardner&apos; lists 137 completions deeper than 15,000 ft for the first half of 1964 with a record second-half total of 167 wells drilling or proposed. In addition, there has been an increase in drilling for steam for power production or mineral recovery. In this application the depths are modest, but the mud may approach the critical pressure and temperature of water. Scearce and Magnon&apos; report drilling mud used at temperatures of about 700°F in the Salton Sea area of California. Most deep wells have been drilled with water-base muds. In recent years, however, there has been a substantial increase in the use of oil-base muds because of technological advances in effective additives. The significance of this development was dealt with in considerable detail by Simpson and his co-workers.3 Additiona1 field data have now been obtained to indicate that oil muds are competitive in control, performance and cost with the best types of water muds for use at high temperaturc. This parallel offer of two very different fluid systems, each offering a similar variability in performance, cost and convenience, has created the need to evaluate the merits of these fluids under specified conditions so that the advantages and disadvantages of each can be weighed in relation to the over-all drilling program. This paper is not intended as a review of all the factors. Rather, it attempts to emphasize: (1) important condltions and facts peculiar to high-temperature drilling muds, (2) that more than one imposed test condition or testing method is necessary to describe the quality of a mud at high temperature and (3) that elaborate experimental precautions are necessary whenever laboratory data are used in selection of a mud for field use. WHAT IS A HIGH-TEMPERATURE DRILLING FLUID? For the purpose of this discussion, a high-temperature drilling fluid is any system so formulated or treated to economically minimize the effects of temperature on the properties of the fluid. Our experience in drilling fluids suggests that these effects become obvious for many mud materials at temperatures of 300F or higher. It is understood that hydrolysis of starches, depoly-merization of certain organic thinners, or irreversible chemical reactions (such as that of clay and lime) can affect filtration, viscosity and shear strength at less than 300F. However, the temperature level is not a serious point and in no way affects the precautions and techniques used in this study. An up-to-date review of the literature on high-temperature drilling fluids and the many variations was treated by Rogers&apos;in 1963. EXPERIMENTAL REQUIREMENTS TESTING EQUIPMENT AND PROCEDURES With the advent of deeper drilling and increased demand for temperature-stable drilling fluids, new testing equipment and laboratory techniques were devised for the evaluation of drilling fluids subjected to elevated temperature and pressure. While the equipment has not been standardized, it is in widespread use. Milligan et al. Qescribe a filtration cell for determining the filtration properties of drilling fluids at temperatures in excess of 300F. They showed the effect of variations in temperature and pressure on oil and water muds filtered in the 300 to 400F range. The dynamic filtration apparatus described by Simpson6 permits the study of the filtration properties to temperatures of 350F for drilling fluids circulated over sandstone cores. Watkins et al.&apos; describe the use of pressure bombs for studying the effect of prolonged periods of elevated temperature upon the gelation or solidification of drilling fluids. Chisholm et a1.&apos; describe the use of a modified cement consistometer adapted for use in drilling fluid evaluations. A similar consistometer is used in this study, although the application and data-recording method have been changed. The consistency of a mud sample is measured by timing the movement of a soft iron bob which is magnetically moved up and down in the sample container.* Changer in the time of travel and the temperature of the mud at that moment are plotted with a two-point Brown Elec-tronik Recorder. The demonstrations of the "Silent Sentry" by Union Carbide Corp. in 1957 and of a special tractor-plow by Allis-Chalmers in 1959 ushered in the technology era of fuel cells. The idea for direct conversion of chemical to electrical energy, first published in 1801 by Davy in England and Ritter in Germany, has been kept alive by a few people through 150 years: Grove built the first hydrogen-oxygen fuel cell in 1839; Mond and Langer made electrolyte contributions around 1890 that are still used today; Baur worked on coal-based cells from 1900; Bacon started his work in the &apos;30&apos;s, which resulted in the first multi-kilowatt unit in the &apos;50&apos;s; Davtyan studied molten-salt electrolytes in the &apos;40&apos;s, followed by Ketelaar in the &apos;50&apos;s; and Justi developed highly active electrodes in the &apos;50&apos;s, to name only some of the pioneers. Despite the tremendous increase in research and development of fuel cells, these direct energy converters are still in their infancy. They will find their functional application in space, where power density must be maximized and product water utilized. These early systems will provide valuable experience in system engineering and reliability.

In January of 1966, during the annual session of Georgia&apos;s General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don&apos;t have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy&apos;s" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company&apos;s problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI&apos;s balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014. With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.
