Flash flotation plays an integral role in many of the gold and sulfide mineral concentrators around the world, and yet despite this widespread use, very little information on this unit process is available in the published literature. For operations to maximise the performance of their flash flotation circuits, understanding how these cells operate, the nature of the particles they target and how to predict whether a flash flotation cell should be used on a specific ore type is of vital importance. This paper provides a summary of the key findings of a large flash flotation research project based in the operating environment of a refractory gold concentrator. The influence of key flotation performance criteria including gas dispersion, residence time and particle segregation within the cell will be discussed and recommendations for process improvements will be made throughout. The nature of the particles within the flash cell will be examined, as will the impact on the type of particles that are passed to downstream processes when the flash flotation cell is taken off-line. The development of a laboratory method to determine whether an ore is suitable to undergo the flash flotation process is also presented for its potential to aid in flow sheet development and optimisation for new ores.CITATION:Newcombe, B, Bradshaw, D J and Wightman, E M, 2012. THE most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; but the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County ; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks ; and the existence of the precious metal was not widely known; still less was its distribution north¬ward suspected. The discovery of gold, January 19th, 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. "The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The two major areas for which minerals are used in electronics are as conductors and semiconductors. Conductors provide the means to transport and distribute electricity, while the main application of semiconductors has been to manipulate electricity. Silicon is the most widely recognized semiconductor material, but gallium, indium, and germanium are rated as the most important metals to the semiconductor industry for future and near future technologies.

The Amazon region is characterized by the development of deep chemical weathering represented by widespread lateritic covers and soils. Two distinct periods of laterite formation can be distinguished: mature laterites from the Eocene-Oligocene (and locally from the end of the Cretaceous), and immature laterites from the Pleistocene. The older laterites occur on plateau landscapes,and the younger ones on widespread hilly to ?at lowlands. Both types show complete or truncated pro?les, generally covered by deep yellow to brown topsoils. The mature laterite pro?les contain high concentrations of gibbsite and/or aluminum phosphate, whereas the immature ones are poor in these minerals. The Amazon region is rich in mineral deposits related to lateritic pro?les. Some mineral deposits are of primary origin but were concentrated to economic grades by lateritic processes. The most important ore deposits are of iron, aluminum (bauxite), kaolin, manganese, gold, nickel, copper and phosphate. These are mainly related to mature pro?les. The wide spectrum of ore deposits and mineralogical and geochemical complexity of the Amazon laterites has been promoted by: (1) the prevalence of ideal conditions for laterite formation throughout much of the Tertiary; (2) the presence of varied basement lithologies due to contrasting geological environments; and (3) a variety of epi-genetic alteration types. The lateritic pro?les show a well-developed ore zonation which is related to speci?c lateritic horizons. Iron and gold deposits occur in the ferruginous horizon, which is nearest the surface; the central aluminous horizon hosts bauxites, aluminum phosphate, strontium and gold;and the lower clayey horizon contains deposits of manganese, nickel, copper and kaolin. Resistate phases which residually accumulate throughout entire pro?les include titanium (as ilmenite andanatase), chromium (as chromite), tin (as cassiterite), yttrium (as xenotime), and niobium (mainly asilmenorutile). Epigenetic alteration, caused by swamp environments developed above truncated lateritic pro?les, has led to the formation of high-grade kaolin and refractory bauxites. The laterites inthe Amazon region contain most of all known kinds of ore mineralization related to laterite processes.

The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

Australians are at the forefront of exporting their mining expertise in a number of areas. Minerals education is just one example. The growing economies of Southeast Asia host some of the most prospective mineral fields in the world. Laos for example, hosts the world class Sepon and Phu Kham copper-gold deposits. The Philippines has the fifth largest global mineral resource inventory. These and other countries in the region lack the mining engineers, geologists and metallurgists required by international mining companies to ensure their operations are sustainable. This paper describes the author’s experience in working with mining schools in Southeast Asia and specifically the Philippines, Cambodia, Laos, Thailand and Vietnam. Various strategies to ensure sustainability and lessons learnt are presented.

Energetics has been in the business of climate change for more than twenty years. This experience has only served to cement the understanding that decisions taken during design define the environmental and economic performance of any project. The 80-20 rule definitely applies, with 80% of a project’s performance being set through the first 20% of design decisions. This in depth knowledge is used for determining energy price forecasts, future carbon markets and carbon costs, current and future energy technologies, as well as giving a thorough understanding of the processes and technologies in place in the mining industry to work out what the most carbon and energy sensitive decisions during design are. Project selection and design is a gated process where decisions are taken in line with the information available at that point in the evolution of the project. Design decisions are, by their nature, dominated by uncertainty. In order to ensure that robust decisions are taken, it is necessary to ensure that the correct information is brought to bear at the correct decision point. This then defines and supplies the necessary carbon and energy information for design decisions to be correctly made. One of the most significant risks facing design engineers and decision makers in the mining industry is the future cost of energy. Part of this risk is associated with a future cost of carbon, however, a significant part of this risk is the cost, and variability in this cost, of the energy itself. This paper investigates the information required to support good decision taking during the design process.Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations.Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

Discussions on reasonable prospects for eventual economic extraction (RPEEE) include the CRIRSCO 2019 reporting template, JORC 2012, SAMREC 2016, CIM 2019 Guideline, and Regulation SK-1300. These reporting codes all conform to the principles of reasonable prospects for eventual economic extraction. To demonstrate that all mineral resources align with the RPEEE principles, the Competent Person is responsible for endorsing the mineral resource estimate. Moreover, establishing mineral resources and RPEEE requires technical input from numerous technical specialists, such as mining and geotechnical engineers, metallurgical engineers, social and environmental specialists, financial and governmental practitioners, and more. The aim is to improve the transparency of the disclosure of mineral resources and guarantee the investor or potential investor that the reporting of mineral resources is based on reliable technical, economic, environmental, social, and other relevant factors. This paper discusses the important protocols and definitions in some international reporting codes for the purposes of developing a guide memoire that will assist the Competent Person to interpret, establish and apply RPEEE appropriately and easily.

Iron Ore Holdings Ltd (IOH) is an emerging junior iron ore company that is actively developing projects in the Central and Western Pilbara region of Western Australia. IOH commissioned URS Australia Pty Ltd (URS) in mid-2008 to prepare environmental assessment documents for the Phil’s Creek Project, which was rapidly moving into the development phase. This project comprised a small open cut iron ore mine that was expected to deliver approximately seven million tonnes over a five year mine life.IOH faced several challenges in the environmental assessment process for the Phil’s Creek Project. Although the Phil’s Creek Project attained approval but has now been placed on hold, it is a useful case study to discuss these challenges and how IOH addressed them. Several important lessons were learned through this process that can assist other proponents in addressing environmental challenges in a constructive and proactive manner.One major challenge faced by IOH related to the endangered northern quoll (Dasyurus hallucatus). Another challenge was the unusually high species richness of troglofauna recorded within the project area, with several species initially known only from within the proposed pit footprint.Meeting and overcoming these challenges has provided IOH with an increased understanding of the level of input required for consultation with government departments regarding environmental assessments, and this should stand the company in good stead for developing future tenements. Challenges in regards to the environmental assessment process may be faced during future developments, but IOH’s experiences to date and the lessons learned from the Phil’s Creek Project, will help pave the way for successfully overcoming them.

(Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. AT a recent meeting of the AIME Board there was considerable discussion of a suggestion that companies should be more interested in promoting AIME membership among their employes. The advocate of this idea argued that companies benefit greatly if their employes are active AIME members, so even on purely a selfish basis they should use various means to encourage membership. Also he argued that companies in general make no contribution to the support of the AIMS although benefiting from its work, so should not object to making more of a contribution, financial or otherwise, than they do. One Director stated that an investigation had developed the fact that a large majority of members felt it unwise for employers to pay the initiation fees or dues of employes. They felt that AIMS membership should be on a purely personal basis; that the rewards of active membership were sufficient so that it is a good investment for a man in developing his own professional stature, presumably resulting in an increase in salary sooner, or in greater amount, than would otherwise be the case. If an employer paid a member's dues or initiation fee the member would take less interest in the Institute. But this Director felt that an employer should otherwise encourage his employes to join the Institute, attend its meetings, and write papers based on company work for presentation and publication. Another Director reported that his company pays the expenses of AIME members in its employ to meetings; the company also encourages nonmembers to attend AIME meetings but does not pay their expenses unless they present papers of interest to the company. Another Director, representing a supplier, stated that his company's policy was to send some of its staff to all AIME meetings at which papers of interest were to be presented or at which valuable contacts could be made.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. "What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

Newmont’s Yanacocha operation in Peru presented an especially challenging environment for reliable cyanide measurement and control, processing 3 semi-distinct complex ore types with feed Cu ranging from below 250ppm (as CuCN) to more than 5000ppm, and feed S ranging from low to 5%, resulting in cyanide consumption from as low as 1.5 kg/t to as high as 3.1 kg/t, and gold recovery ranging from approximately 57% to about 78 % (average plant performance based on the type of ore). A literature search by the authors to identify a method for accurate cyanide determination that was also suitable for automation settled on the work of Breuer et al (2011) as a basis. Early challenges in adapting the laboratory technique for the ‘real solutions’ and the range of variability experienced in the plant are discussed, as are other operational challenges due to the complex and changing solution chemistry.
