Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

The purpose of this study and resulting development of the training program, "Safety--Let's Make It Happen" was to determine the relation of concepts to the development of desired Health and Safety behavior. After extensive pre-contract study, it was hypothesized that improved acceptance and understanding of the Federal Coal Mine Health and Safety Act of 1969 could possibly contribute to the reduction of accidents. Second, in order for an individual to accept and understand the Act, he or she must have a working knowledge of its purposes and application. Third, acceptance and understanding of the Act, necessary to protect the individual from negligence, was imperative. Fourth, an actual operating company could provide the base in which to test these hypotheses in a meaningful manner and develop this type of training program. Six assumptions were agreed upon before embarking on this study and training program development. (1) In the cognitive process, a concept introduction into an individual's personality may result in a behavior quite different than if he or she had been exposed to a different concept.

When times are tough in the mineral industry û as they have been for some time û typical responses by mining companies are to cut costs and/ or increase production. The latter is seen to spread fixed costs, thereby also reducing unit costs per tonne mined. However, most mineral deposits respond to increased production rates by lowering ore grades, so the reduction in cost per tonne of ore does not necessarily result in a reduced cost per unit of metal produced. The authorsÆ experience is that this process often leads to a mine plan that is a long way from optimal. Producing to the point where marginal cost equals marginal revenue may work well in a manufacturing operation, but it is not necessarily the best strategy for a mining company with a depleting resource. Variations in tonnage and grade with depth, ore reserve optimism and a variety of other factors conspire to produce variations in production rates and grade that often result in suboptimal outcomes and potential mine failure. Added to this is the focus of industry analysts and senior corporate management on such measures as unit costs and ounces in reserves. This is perceived to have the perverse effect of driving the share price down when strategies are adopted that actually improve the value of the mining operation, and vice versa! Many mine failures can be prevented by a close examination of the tonnage grade curve and an understanding of how margins, net cash flows and resulting business risk change with cut-off grades and rates of production. A few relatively simple analyses early in the evaluation of a project can demonstrate the tradeoffs between the main decision parameters, leading to right-sizing of the operation. Once major commitments to major capital items have been made, and reserves have been publicly reported, optimisation of the operation becomes much more difficult than if it had been done earlier. Such investigations can also identify the upside potential and downside risks associated with factors outside the companyÆs control. Many strategies that may enhance value in the good times significantly increase the downside risk in the bad times. What is often called risk analysis typically looks at superficial issues, and does not evaluate the major factors leading to the potential for financial disaster. This paper illustrates some of these major risks, and demonstrates how they may be fully evaluated so that corporate decision makers can make fully informed decisions that take account of the real risks.

Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. "The conditioning of natural gas to meet contract pipeline specifications involves in the majority of cases in Western Canada, the appropriation of substantial capital expenditures for treating and processing installations. It is therefore of vital importance to the owners and producers of natural gas to arrive at an appreciation of the economics pertaining to the production and surface handling of their gas reserves at the earliest possible stage of field development. The treating and processing of natural gas often results in considerable changes in composition and related physical characteristics between the wellhead and the point of delivery of the saleable gas. This paper presents a general outline of engineering calculations which can be applied in the pre-determination of the effects that surface handling of gas will have on the composition and physical characteristics of sale-able gas. Emphasis has been placed on the calculation of hydrocarbon dew-points, heating values and shrinkages prevailing at the various stages in the surface handling of natural gas. It is believed that advance information indicating the approximate ranges of these physical properties will facilitate process selection and will provide a basis for the estimation of capital and operating costs of process installations."

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

This paper presents a new mining concept for oil sands called ?hydraulic underground mining of oil sands? or HUMOS. While this mining method is still at the conceptual stage it has great promise to allow extraction of bitumen from areas that are currently uneconomical or technically infeasible using surface mining or steam assisted gravity drainage. HUMOS is founded on a combination of recently proven technologies such as directional drilling, water jet cutting of oil sands, slurry transportation, cold water extraction of bitumen, and thickened tailings. One key component in the mining concept is the caving of oil sands and the creation of an underground cavern. Scaled-down physical models will be designed and built to demonstrate water jet cutting, cave development, and insitu primary bitumen separation. These will be used as a 'proof of concept'. On-going research will establish and prioritize issues that need to be resolved, outline key areas where further research is needed, foster establishment of research teams to divide and conquer the important questions, and create framework for future coordinated research efforts.

The purpose of the study is to investigate the effects of fracture fillings and associated alteration on the mechanical behavior of rocks. Experimental results are presented for 98 specimens from the Climax mine, which were tested since the annual report (May 1973). The conclusions reached are based on both these results and those reported in the annual report. The locations studied are the Climax and Henderson mines in Colorado and the San Manuel mine in Arizona. The rock types studied from each location are from: 1) Climax, medium-grained granite, fine-grained granite, granite porphyry, schist, and gneiss; 2) Henderson, rhyolite porphyry; 3) San Manuel, quartz monzonite and quartz monzonite porphyry. A description of the rocks was made including: color, texture, mineralogy, composition and fabric of fracture fillings, density, apparent porosity, and optical diffraction patterns. Unconfined and triaxial compression tests were run on the Climax and San Manuel specimens. Sonic velocities were measured during the compression tests; Shore sceleroscope hardness was measured before the compression tests. Conclusions are that some relation appears to exist between compressive strength and the following properties and features for all specimens: dynamic Young's modulus, sonic velocity, density, rock composition, slope of velocity curve, composition and fabric of fracture fillings-veinlets, and apparent porosity. There appears to be some relation between compressive strength and Shore scelerscope hardness for the quartz monzonite (San Manuel). A relation appears to exist between texture and compressive strength and the extent of failure on fracture fillings for schists, gneiss, and fine-grained granite (Climax). The amount of swelling clays (montmorillonite, hydromicas, etc.) present in the rock and the relative number of fractures in which they constitute of major portion of the fracture fillings are related to the strength of the rocks. Possible tests for checking the amount of these clays present is presented including saturation, dyes, and X-rays. A useful index relating to rock strength, as revealed in this study, is the presence of swelling clays in detectable abundances. These clays can be detected in the field with a simple wetting and striking test; in the laboratory they can be detected by X-ray and dye methods.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

A large number of operators of various industries in the United States do not appear to realize the great returns in dollars and cents which result from intelligently directed safety work . Managers of co 1 mines , metal mines , open-pit mines , quarries , steel mills , cement mills , oil rei meries , iron works , or other industrial operations , should by all means realize the great waste resulting from accidents , in order to appreciate the necessity for a continuous accident -prevention policy . While the prevention of accidents is worth while from the humanitarian standpoint alone , it has an equally important economic side , and before our mining industrial operations will be made as safe as they should be , it is apparent that this dollars and cents viewpoint must be given full recognition in order to bring before many of the men who run the industries the great importance of this phase of industrial management . : There is a tendency upon the part of the opera or who has not given thought to the cost of accidents ( and there are many mining operators of this type) to insure his company against compensation losses and against catastrophes for which he can secure insurance , and think he has done his duty ar an executive . Even though industrial operations were not compelled to pay compensation , and even if the management were not moved by humanitarian motives to try to stop accidents , it would pay many times over to carry on accident prevention work vigorously and continuously. : In some parts of the United States , the state compensation and insurance requirements are such that the operator does not receive a reduction in his insurance rate per men employed upon having made safety installations or upon having achieved a reduction of accidents in his plant . Under such conditions the management frequently does not feel encouraged to emert much effort in bettering the accident rate . However , when the responsible officials of a company realize the much greater harm to an operation which results from doing no accident - prevention work , and the great benefit in reduced costs which usually follows effective safety work , they should be inclined to do almost everything possible to reduce accidents , regardless of considerations as to accident compensations . There are enough indirect costs resulting from accidents to wreck many types of business ; excessive accidents result in disorganization and failure , while immunity from accidents usually means a smoothly running efficient organization .

In recent considerations of the utilization and beneficiation of coal, the chemise and the chemical engineer have been occupying the centre of the stage with their presentation of the picture of new fuel forms. The stage hands and supernumeraries of the cast, the miners and the consumers who carry the brunt of the present-day burdens, are apt to be forgotten in the glorious settings and the climaxes. With no thought of disparaging or of minimizing the efforts of our fellow scientists, let us remember that economic considerations as well as technical difficulties will limit these chemical applications, which must develop and move slowly before reaching the stage of industrial application at some later day. In the meantime, the coal-mining industry must live on hard faces rather than rosy dreams. In these brief notes it is my purpose to call attention to some of the physical advances in the utilization and beneficiation of coal which have been of interest to the industry in the State of Washington.

"Sublevel caving in Malmberget mine results in mining-induced surface deformation. One of the currently mined orebodies is the Printzsköld orebody. As mining deepens there is need to assess the behaviour of the cave formed in the subsurface above this orebody. Numerical analysis was used to assess the effects of extraction to deeper levels and perform strength parametric studies. Stress redistribution was studied, and the results showed high stress buildups in the hangingwall and the crown pillar. Two failure mechanisms have been identified – shear and tensile. Reducing cohesion by 50% increased the area of the yielded zone by more than 100% in the hangingwall.IntroductionThe Malmberget mine is owned and operated by the Luossavaara-Kiirunavaara AB (LKAB) mining company. Iron ore is extracted by large-scale sublevel caving. The mine comprises a total of 20 orebodies, about 10 of which are in production today (Figure 1). The mine is located in the municipality of Gallivare, about 100 km north of the Arctic Circle (Figure 2).Successful sublevel caving requires progressive caving of the orebody after initial blasting. This results in caving of the hangingwall, sometimes all the way to surface, resulting in surface deformation. As mining progresses to deeper levels a larger area is affected by deformation. Over the years, extraction from the Malmberget orebodies has led to deformation of the ground surface, affecting residential areas and existing infrastructure.Forecasting the caving process is not straightforward as it can be rapid or slow, depending on the rock mass conditions, stress conditions, the failure mechanisms at work, etc. Moreover, several of the orebodies in Malmberget are non-daylighting, which makes reliable caving analysis even more difficult, primarily since there is less available experience from such cases. A few days ago, while reading a report of the late Dr. Robert Bell in preparation for this afternoon's meeting, I found some impressive figures concerning the magnitude of the Hudson Bay basin. From the waters of the Bay itself, this great territory extends eastward 500 miles, westward l,300 miles to the Rocky mountains, and southward to the source of the Red river. It has a width of 2,100 miles from east to west, and a length of l,500 miles from north to south. Its area is almost three million square miles. It is not, of course, my intention to review the natural resources of this vast territory, but to confine my remarks to that portion of it adjacent to the waters of Hudson bay. A number of erroneous ideas exist in the minds of many concerning this northern country, especially as regards its latitude and climate. Burwell, at the entrance of Hudson strait, is in the latitude of 60 degrees or roughly that of the north of Scotland. The southern end of James bay has about the same latitude as the northern end of Vancouver .island.

These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

"Gold producers invest significant effort in mining, processing, and creating an intermediate gold doré product. Nonetheless, equal effort should be extended to the final handling and processing of the doré bar, and managing the high-purity gold produced at the fine-gold toll refiner. This detailed attention to bullion handling and refining provides rigor and confidence that the mine site is achieving, through fair and controlled methodology, the most appropriate value for the final product. With the above in mind, the following study explores the importance of preparing a set of site best-practices for bullion handling and specifically, detailing the peculiarities of sampling methodologies and the impact on assays.INTRODUCTION Gold and silver handling practices are common place at mine sites and refineries. The practices include but are not limited to smelting, ingot casting, weighing practices, and secure transportation. Proper handling and processing of the bullion material ensures that the mine site is achieving the true value of the final product. Various handling aspects can critically impact the perceived value of the bullion. A few of these particulars include weight tracking, scale recertification and calibration, refining and melting practices, melt temperature measurement, sampling, pouring, bar cleaning, furnace technology and crucible selection, and assaying. Nevertheless, this report discusses and focuses on the importance of proper sampling and molten-metal temperature measurement and their potential impact on the final doré bar value. Refining or re-melting operations achieve a proper measure of the precious metal content of its bullion when the sample accurately represents the whole bar. At first this task appears seemly straightforward, however, taking a representative sample can be challenging and is also one of the most important tasks for valuing gold during the settlement stage at the precious metal refinery. Various bullion sampling methodologies exist; including: dip sampling, granulation, drilling, cutting, and vacuum pin sampling. The Royal Canadian Mint (2009) indicated in their technical review of refinery operations that pin sampling is one of the best methods for cases where representative sampling and accuracy are required, e.g. to determine the payable metal content. Pin sampling consists of inserting a sealed glass vacuum tube (Figure 1) into the molten metal; when the molten metal contacts a purposely-designed weak portion of the glass, the seal breaks and the metal is suctioned into the hollow centre (Figure 2)."

The dressing-works of the St. Joseph Lead Company were destroyed by fire, February 26th, 1883. Within about four months, or on July 5th, 1883, the new mill, with a capacity of 500 tons per day, was built and in active operation. The capacity of the new mill has since been increased to 800 tons per day. The old mill was built in 1867, by Mr. C. B. Parsons, the present superintendent. It was a curious rambling old structure, which had grown with the demands of the business; a few jigs having been added in one place, a table or two in another and wings and sheds added to the main buildings, from time to time, as it was found necessary to increase the efficiency or the capacity of the mill. The old mill was, moreover, a most interesting place to the student, a perfect "museum of ore-dressing." Nearly every form of dressing apparatus known to the art had, at one time or another, found a place under its roof, jigs of many kinds, concave, convex, side-bump and stationary tables, tyes, buddles, dolly-tubs, etc., etc. The method of dressing followed in the main the lines of English practice, but with many modifications, both in the machinery and the methods of working, due to the inventive genius of Mr. Parsons. This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

CONTINUED expansion of gold mining in 1935 led to further developments in treatment methods. In base metals and non-metallics progress is also noted, coincident with greater activity. Statistics are not available yet for 1935 but the trend is shown by 1934 when nonferrous ore mined in the United States was 35,840,737 tons, or 45 per cent more than in 1933. The amount concentrated was 27,167,530 tons or 75.80 per cent of the ore mined, and flotation was used in whole or part on over 96 per cent of the ore subjected to concentration. In the crushing field a new model of the Fahrenwald crusher is promised soon. The Symons fine-reduction cone crusher and Traylor secondary crusher continue to gain as intermediate crushers. A new book entitled "Crushers for Stone and Ore" by William T. W. Miller appeared. Introduction The development of the method for recovering zinc from lead blast-furnace slags at Trail is interesting and important in the history of both lead and zinc metallurgy. Many efforts have been made in the past, particularly in Germany, to make economic recovery of zinc from slag. The Pape process on Oker slags was successful and is being worked at the present time. More recently the Waelz process has come to the fore. One effort at Cockle Creek, Australia is of special interest in view of subsequent developments. This was re-ported in detail by Guy Courtney in 1920(1). It deserves mention as it shows how, as in many other instances in the metallurgy of lead and zinc, important pioneering work has been done in Australia. These experiments, started over 25 years ago, comprised reduction with coke, powdered coal, and eletrothermically in carbon-lined furnaces. The so-called slag eye furnace, which volatilised the metals from a blast furnace running with a hot top, was also investigated.
