Over the past fifteen years, horizontal drilling in coal seams for advance degasification has become an established practice in the United States of America. Consolidation Coal Company pioneered the development of the horizontal drilling system and licensed the technology in the U.S. A. and to Du Pont (Australia) for commercial production. This paper discusses the most recent developments in the equipment design, especially the borehole telemetry system, known as the Downhole Drill Monitor (DDM).

INTRODUCTION The estimation of ore reserves is a process that begins with the earliest exploration stages on a property and continues throughout any subsequent evaluation and exploitation of the deposit. During exploration and preliminary evaluation, the results of these reserve estimates constitute the basic data for prefeasibility studies and economic analysis. The decision to continue exploration and development or to abandon a prospect is often based upon these studies. During the active life of a mine, reserve computations are continuously revised to assist in development planning, cost and efficiency analyses, quality control, and improvement of extraction and processing methods. Accurate reserve estimates are also required when financing a project, purchasing or selling a property, and for accounting purposes such as depletion and tax calculation. It is important to remember that the reliability of ore reserve estimates varies progressively through time as more and more information becomes available. The lowest order of reliability of estimation of reserves exists at the time of discovery. The maximum level of certainty concerning the ore reserves within a deposit is reached when the deposit is completely mined out. Between these two extremes are variable levels of certainty as to the tonnage and grade of the resource. This is particularly true of that portion of the mineral resource that constitutes the "minable reserve," as this portion is dependent upon economic as well as geological and technological factors. In the following discussion, several of the factors affecting ore reserve computation and some of the commonly used methods of calculation are presented. The first part of the discussion is confined to classical methods of hand calculation utilizing level maps and sections. The second part of the discussion presents an overview of somewhat more sophisticated methods of geostatistics which have been developed within recent Years. Geostatistical methods frequently provide the best ore re- serve estimates for many deposits. However, a digital computer is required for such geostatistically derived estimates due to the number and complexity of the cornputations involved. For many properties the classical nongeostatistical methods are adequate, particularly in the early exploration stages. In fact, it is the author's contention that even at those properties where the geostatistical approach is employed for reserve estimation, the geological and engineering staffs should prepare an estimate by traditional means. This provides an internal audit for the reserves and at the same time requires a continuing close appraisal of geologic problems that influence the presently known geostatistically estimated reserves and production at the mine.

In-place leaching is being actively utilized to extract uranium, copper, and evaporites from low-grade and difficult-to-mine ores. The purpose of this report is to discuss in-place leaching technology, its advantages and disadvantages, and to give an overview of past, current, and envisioned in-place leaching operations in the U.S.A. Application of in-place leaching to uranium ores has been particularly successful because the conditions for leaching are nearly ideal. The ores are generally in highly permeable sandstone aquifers bounded above and below by impermeable shales. The uranium ore minerals are easily leached with oxidizing acid or base solution and the pregnant solutions are amenable to ion exchange concentration and purification prior to conventional solution neutralization for recovery of yellow cake. Copper is routinely recovered from sub-grade rock by dump leaching at most major copper mines. Acidified ferric sulfate is either sprayed on the surface of the dumps or is ponded on top of the dumps. The leaching solution migrates down through the rock and dissolves copper. The solution is collected from the base of the dumps and copper is recovered by solvent extraction-electrowinning or by cementation on detinned steel cans. True in-place copper leaching is being practiced in the caved stopes of an exhausted underground copper mine. Other innovative in-place copper leaching techniques have been tested commercially and laboratory- and pilot-scale experiments have been conducted to investigate proposed in-place leaching techniques for extracting copper from difficult-to-treat chalcopyrite ores. Solution mining of evaporites is being conducted commercially for the extraction of sodium chloride and potassium chloride. A large-scale experimental project for solution mining of trona has been undertaken.

Productivity from large walking draglines is primarily dependent on operator skills. This machine may be in operation three shifts a day, 364 days a year, and its output is directly related to coal uncovered and mine profitability. Dragline operators must have highly developed manual skills and be knowledgeable in mine planning and working strategies. When using equipment costing more than $25 million, some formal training is usually required before an operator is allowed to assume complete con¬trol; however, dragline operators rarely receive any structured training before operating these giant excavators. A form of apprenticeship is usually followed where an operator candidate progresses from a groundsman to an oiler position. As an oiler, he is permitted to operate the dragline for short periods under supervision. After apprenticeship, the operator is considered sufficiently prepared to operate the largest, most powerful machine at the mine. The apprenticeship training method has obviously provided the surface mining industry with skilled dragline operators; however, conditions are arising that require a realistic and effective training tool that can be accessed by mining companies. New mines -either planned, under construction, or recently opened in the West-do not have access to a pool of experienced operators and oilers as do Midwest mines. As coal mining activities increase in both the West and Midwest, demand for trained dragline operators could be required in a short amount of time. Also, the more productive techniques along with sound basics of strip mining are sometimes lost in the informal "OJT" training method. Modern draglines are the pacemakers of the strip mine, and are simply too expensive to be used as a training device where lost productivity and susceptibility to damage can directly affect mine output. The Dragline Training System is a logical first step in formally educating or retraining operators. The program, started by the US Bureau of Mines and continued by McDonnell Douglas Electronics Co. under contract with the US Department of Energy, was installed and evaluated at DOE's Carbondale Mining Technology Center in Carterville, IL, last year. It is now being operated by Southern Illinois University at Carbondale. System Description The Dragline Training System addresses specific environments and work practices encountered during an actual mining operation at a midwestern US surface mine. This area was chosen because of its high number of strip mines using large walking draglines. Most draglines in the region are Bucyrus-Erie 1370, 1450, and 2570 models, so the dragline trainer was patterned after the company's 1370 machine. Operating and emergency controls are sufficiently standardized for most large walking draglines, and peculiar dynamics and responses from any specific dragline can be programmed into the computer system. The computer simply prompts the user to select the manufacturer and any peculiar response or rate changes needed. A 46-m3 (60-cu yd) bucket is simulated, but for closer simulation, various bucket configurations can be provided. Dragline Trainer The dragline trainer uses the TV-model simulation technique. A scaled model of the dragline is positioned in a model mine. A television camera is positioned at the operator's theoretical eyepoint, and the view captured is projected into a large screen in full scale. The screen is positioned in front of the operator seated in a full-size cab at Bucyrus-Erie controls. By manipulating the controls, the trainee can operate the model dragline and observe its reaction in the television display. In addition to housing dragline controls and consoles, the wooden, oversized cab contains the digital computer, terminal, video recorder and monitor, power switch box, air conditioner, and has enough room for the instructor and five student observers. The 50:1 scaled dragline model contains servo-controlled functions for hoist, drag, swing, delta swing, and longitudinal and lateral position. The delta swing provides bucket lag during swing and a realistic pendulum action when the swing is terminated. The over-responsive second order servo system is designed to provide hoist, drag, and swing rates exceeding present draglines. In all cases, position servos are used for better control and sta¬bility. The normal rate operation of an actual dragline is computed for the specific machine and presented to the servo amplifiers as iterative position commands increasing or decreasing

The rich Tiller seam in southwest Virginia averages 10 to 15 ft in thickness. But because it is separated into two benches, mining engineers for years considered it neither physically nor economically feasible to mine. Profitable recovery of this coal has been made possible only by: full-seam mining with automatic machines; and the largest and most highly automated coal preparation plant of its kind-a plant ten stories high which washes, screens, and dries at the rate of 1500 tph, and produces both metallurgical and steam coal products. The Moss No. 3 preparation plant of Clinchfield Coal Co. Div. of Pittston Co. is located at Clinch- field, Va., only a short distance from the 450-tph Moss No. 2 plant, and was designed, built and erected by Link-Belt Co.

The old plan was to increase every part of a rail much in the same proportion. But each part should be in proportion to what it ha.; to do. The head should be deep in proportion to tile amount. of traffic and the lowness of the rate of interest on its cost. The body need only he strong enough to carry the head after it is well worn down, and that deperlds on the weight of the machinery, and in the case of steel has little to do with the volume of traffic, except SO far as that affects weight of machinery. Ad on most railroad systems, the same niacliinery is used on main lines with heavy traffic, and bra11ct:es with light, I suggested in 1874 that each systern adopt the same body of rail for both, and make the head deeper on the main lines, shallower on the branches. This plan was adopted on the Pennsylvania Railroad. Bandberg seems to recognize this in his patterns of 1878. E. W. HUNT, TRoy, N. Y.: Again Dr. Dudley preaents to our cousideration a series of most carefully conductetl experiments, and ~llile I fully appreciate the labor and thought this work has cost him, I must still hesitate to accept his deductiono. Dr. Dudley gives his reason for this change in the following statement: " With the improvement in maintenance of way which has characterized the Pennsylvania Railroad during the last five or six yearn, the remova1 of rails from the track from the first two of these causes (i. e., broken and crushel), has, if I am right, quite notably diminished. This certainly is true with regard to broken rails. And if, as time advances, the number of crushed rails shall diminish, both because of the continued improvement in maintenance of way before referred to, and because, owing to improved and better methods at the steel works, there are fewer crushed rails caused by physical defects in the steel, the question of the wearing capacity of steel rails obviously becomes the allimportant one." Certainly the condition of the roadhd has much to do with mils brealring, crushing, and wearing. If the Pennsylvania and other railroads have done and are doing their part, Dr. Dudley oourteously admits that the steel works have performed part of theirs. But as far as I am informed, the formulas which they have used have been and are still quite wide of the one he continues to recommend. The rails which are not breaking or crushing to so great an extent as formerly, contain higher percentages of both carbon and manganese.

Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

This requirement has stimulated a search for ways and means of applying modern management techniques to the design and construction of mineral processing plants.This search by consulting firms has resulted in the evolution of the concept of project management and the development of planning and con trolling techniques with the result that Owners can seek and obtain better assurance that their project objectives will be fulfilled.This paper will attempt to outline how a mineral processing plant can be brought into production through the implementation of project management techniques.Definition And Objectives Of Project ManagementThe design and construction of mineral processing plants is subject to the restraints of three inter-related parameters -Quality, Cost and Time each of which influences and is influenced by the other two.Project management is a technique where the Owner delegates complete responsibility to a single organization for all phases of a project (design, procurement, construction and commissioning) for the above parameters but retains freedom for major decision making. Normally, the consultant under-takes full responsibility for all phases, but partial project management services can be provided when the Owner so desires.The objective of project management is first to devise and define and then to implement a program in which the relationship between the three parameters of Quality, Cost and Time is optimized, i.e., the desired functional and other requirements are attained (but not exceeded) at the lowest practicable overall cost in the shortest practicable time. The measure of success of a project lies in the degree to which this objective is achieved."

Subsidence is controlled by a complex combination of mining and geologic factors. For example, a world-wide compilation of data shows that, as the percentage of shale in the overying rock mass decreases and the amount of sandstone increases, the angle of draw (and the area affected by subsidence) decreases. Limestone in the overburden appears to cause as much as a three-fold decrease in the angle of draw compared to a like amount of sandstone. Increased amounts of sandstone were accompanied by a greater surface subsidence relative to the mining height. The total thickness of overburden did not appear to influence the subsidence magnitude above super-critical panels. The greater the thickness extracted the smaller percentage of that thickness that shows up at the surface as subsidence. The greater the percent of the seam extracted, the greater the subsidence reaching the surface. The maximum subsidence above room and pillar panels is dependent on the pillar height and minimum width as well as the other factors listed.

Computer-assisted data storage and retrieval in the geosciences is coming of age. A growing awareness of the need of the geological and mining community for effective access to existing data has triggered studies and development programs on many levels; governments, professional societies, industrial concerns, and the academic world are all active in this field. Developments in the past decade in computer hardware and software lend hope to the geoscientist searching for a means of expediting the flow of data. The new concern of the earth sciences coming together with the blossoming child of technology, computing, has led to serious study of the geoscience information problem. Active system development is under way in several areas. The papers presented at this Symposium effectively sample the spectrum of present day activity in machine-based geologic data storage and retrieval. These papers show the reader where the action is in this field today. Both long-range studies and plans and operational systems are discussed. Several studies and research efforts have been undertaken on a national or international scale. Robinson discusses the activity of the international geological community in these Proceedings. He speaks from a position of authority as Chairman of the International Union of Geological Sciences' Committee on Storage, Automatic Processing and Retrieval of Geological Data. A study of a "coordinated information program for geological scientists in the United States" documented by Smith, et al.1 proposes a "long-range information program ... responsive to the entire geosciences community . . . (to) draw on the best of large-scale information systems technology." The European geologic community is embarked on project Geosemantica 70, started at the Ecole Nationale Superieure des Mines de Paris. Dixon discusses some results of this work in a following paper. The Canadian study of geological data storage and retrieval on a national scale is reported in a volume edited by Brisbin and Ediger.2 The Canadian report presents detailed recommendations for recording and coding geologic data for automatic process-

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The Nonel Primadet is a non-electric blasting initiation device. The system incorporates the safety advantages of a cap and fuse system with the precision blasting afforded by electrical blasting caps. Each unit is made up of a delay blasting cap factory-crimped to a Nonel® shock tube lead line. The delay elements in the blasting caps are manufactured in both millisecond and long period series. There are 16 periods available in both series - period 0 through period 15. The units are manufactured in 12', 16', and 20' lead lengths. The hollow shock tube is made of surlyn plastic and it is coated on the inside with a reactive material. The powder train has a density of only 1/10 grain per linear foot of tube. A typical blast round is timed precisely the same way it would be with electrical caps. After the round has been timed and loaded, the tube leads are gathered in convenient bunches and tied into a detonating cord trunkline. The Nonel® tube bunches are initiated by the output of an 18 grain per foot detonating cord trunkline. Once initiated, the Nonel® shock tube will reliably propagate at 1800 meters per second. The energy from this shock front initiates the delay elements in each delay cap. The shock tube is inert to electrical energies, including; stray current from AC/DC power sources, as well as, electrostatic discharges. The tube is also inert to initiation by impact. The system has proven to be particularly advantageous in both tunnel and shaft blasting applications. The major advantages in using the Nonel® system in this type of work are: 1) faster and easier tie-in techniques through the use of bunch-blasting. 2) electrical power can be left on during loading and tying-in. a. electrical lights can be turned on at the working face - better lighting facilitates loading and tying-in. b. electrical pumps can continue to function throughout loading and priming procedures (this is particularly advantageous in shaft work with water problems). 3) down-time due to approaching electrical storms is minimized. 4) increased overall efficiency in the blasting cycle: a. it is easier to train a man in the proper use of the system. b. fewer missed holes per round. c. less time required for tie-in. 5) safety-advantage--The system is not susceptible to involuntary initiation from extraneous electrical energies.

"Working on or near water at active, closed or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the U.S. Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at U.S. metal, non metal and coal mines (MSHA, 2000). Openpit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including: a) drowning, b) hypothermia, c) falls to the ground from the top of high walls, d) collapse of unstable access roads, e) rock falls and avalanches from pit walls, f) avalanchegenerated tsunamis traveling across the lake surface and g) rapid degassing events.Some pit lakes are simply not safely or easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on a regular basis is needed to monitor the evolution of water quality over time, verify the accuracy of numerical predictions and, ultimately, manage lake water chemistry and ecological risks. For pit lakes with surface water discharge, regular monitoring is used to appropriately design and adjust water treatment plants in order to produce acceptable site discharge water quality.As a product of these risks and the need for water samples, mining companies spend considerable expense on pit lake safety as part of monitoring programs. This includes training personnel for on water duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices and cold-water clothing called mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface and employing spotters who can directly communicate with emergency medical services to watch sampling activities because cell phones and radio signals can be blocked by pit walls. Some sites utilize redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires two boats on the water during pit lake sampling events, with a third boat on the shoreline, gassed and ready to go. In addition, water samplers are required to hold Marine Emergency Duties training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel in the event of an accident."

THE conditioning of semifinished steel products such as billets, blooms, and slabs to remove surface defects before further processing to finished products is a necessary accompaniment to steel mill rolling operations. A knowledge of the kinds of defects which occur and of the conditions in melting, teeming, and rolling that may lead to their occurrence is favorable to the production of quality products. Surface defects may be classed as either of mechanical origin such as those that occur in the heating and rolling operations and include breaks, tears, guide marks, mechanical laps and the like, or they may have been in the ingot before heating and rolling. Examples of the latter are ingot cracks, blow-holes, scabs, and inclusions which lead to the numerous known types of seams -and surface flaws. Most of the common types of surface defects and methods for their identification by visual examination or by the aid of macro-etch tests are well known. The conditions which caused their formation are also appreciably understood and this knowledge has been instrumental in the establishment of methods for metallurgical control. There are, however, defects of doubtful origin. In any endeavor to trace the causes for their occurrence, the question of first concern is: I. Whether they were formed in the rolling procedure. 2. Whether they existed in the ingot prior to rolling. In the case of semifinished products which are rerolled to finished products there is also the question of whether they were formed in the primary or in the secondary rolling. In metallurgical laboratories where numerous or routine examinations of the quality of rolled products are made over the course of time, there will doubtless be many puzzling cases of defect origin. Microscopic examination of the defects may, however, reveal a characterizing condition that can be used to classify them broadly with respect to their origin. Such a condition has been observed and, after detailed investigation, is described here with the thought that it may offer a useable and relatively simple solution to a bothersome problem. BASIS FOR CLASSIFYING In this discussion the term "mechanical type defects" will be used to designate those that have occurred as a result of the rolling operations such as in rolling from the ingot to billets, blooms, or slabs or in rerolling to finished products. The term "steel type defects" will he used to designate those that were present in the ingot prior to primary rolling or that were in the semifinished product prior to secondary rolling to finished product. In overall aggregate, the world's mineral industry in 1987 experienced a more satisfactory year than in 1986, at least insofar as its performance could be assessed from traditional statistical indicators. Production, trade and consumption seemingly advanced in the case of the majority of commodities, and prices for a number of commodities advanced. It was by no means certain, however, whether 1987 investment in mineral industry ventures would top the levels of 1986, when, in the case of petroleum industry investment expenditures there had been a sharp decline, this in contrast to evidences of a slight upturn in steel industry investment. World crude mineral output value was estimated at more than $1,084 billion, and the value added by minerals industry processing of this material probably raised the total value of the industry's production from primary materials to more than $2,600 billion constant 1983 dollars. Less easy too assess was the value of mineral commodities moving in international trade, but with a resurgence in oil prices from the 1986 levels, an increase above the 1986 $500 billion mark seemed assured. There are no comprehensive aggregate statistics on mineral consumption comparable to those on production and trade, but quantitative growth recorded for most major commodities suggested a favorable trend, particularly when coupled with a general (though by no means universal) upturn in unit prices.

A computational methodology based on the coupled finite element and boundary methods is developed to predict the free surface shapes of electrically conducting liquids supported by the electromagnetic field. The work is an extension of our previous FEIBE model for induction calculations. The free surface algorithm is developed using the Weighted Residual Method, the very same used for nonlinear finite element formulation. This allows the treatment of field computation and free surface prediction in the same manner, thus making easier the formulation of the magnetically-supported free surface problems. Like other nonlinear algorithms, the boundary/finite element free surface scheme is also iterative owing to the fact that free surface shapes are unknown a priori. But the numerical scheme is robust and efficient and is capable of handling rather complex free surface deformations. Computational algorithms will be given and are tested by comparing with other solutions whenever available. Computed results of magnetically-supported free surface shapes are presented for magnetic levitation under microgravity and floating zone refining processes under normal gravity.

At the present time of depletion of reserves of high grade rare earth deposits, it has become necessary to involve low grade raw materials in the production. Among the rare-earth deposits in Kazakhstan, the most advanced one is Kundybai. The mineralogical composition of ore is represented by the minerals: a-quartz SiO2, kaolinite Al2(Si2O5)(OH)4, muscovite KAl2(AlSi3)O10(OH, F)2, albite Na(AlSi3O8), rutile TiO2, and hematite Fe2O3. It contains: 59.1–68.5% SiO2, 19.1–28.4% Al2O3, 7.2–10.3% Fe2O3, 0.51–0.84% TiO2, 0.10–2.32% CaO, 0.39–2.10% MgO, and some other elements. Rare earths are located in the clay part (kaolinite, goethite) in the ion-adsorbing form, and they are represented by the main ore mineral churchite - YPO4·2H2O. In the ore the amount of rare-earth elements (total REEs) varies from 210 to 600 ppm. Elements of the cerium group predominate (La, Nd, Ce, Sm, Pr) and the yttrium group is represented by Y, Gd and Dy. Extremely thin intergrowth and accumulation of REEs in clay minerals cause difficulties in their recovery using flotation and gravitation beneficiating methods. The purpose of this work is the development of an extraction method for the main mineral components of ore with transfer of the total REEs into the solution with high extractive efficiency. Results of the experimental work into high-temperature processing (hereinafter referred to as sulphatization) of ore by sulphuric acid with subsequent dual-mode water leaching of the sulphate product (sinter) are presented in this manuscript. The influence on the ore sulphatization process of some physical and chemical parameters: liquid-to-solid (L/S) ratio (0.36–0.86 cm3/g), temperature (100 – 500°?), concentration of sulphuric acid (3.0–18.62 mol/L) and duration (0.5–2.5 h) was studied. Optimal technological parameters of the process were determined to be: L/S ratio 0.36–0.46 cm3/g; temperature 500°?; concentration of H2SO4 9.0 mol/L; soaking time 1.5 h. Under these conditions it is possible to obtain extractions of ~ 85% REE, as well as 58% aluminium and 10% iron. XRD and IR-spectroscopy analyses were used to determine the material constitution of sulphated cakes obtained under optimal conditions. It was found that the primary minerals are quartz and muscovite; however different sodium aluminium silicates and albite minerals are present as well. In the future, it is proposed that the leach residue cakes are processed into precipitated silica (“white soot”).

"This paper describes the operation of a rope haulage used as the main system of transportation in an underground coal mine. Prince Colliery, which is operated by the Cape Breton Development Corporation, has been in operation for 23 years and produces 1.2 million tonnes of coal annually. The mine extends a distance of 8000 metres under the Atlantic Ocean. All personnel and supplies are transported by means of an endless rope haulage system consisting of a train of rail cars that are operated by an electric engine on surface. The wire rope is 15 km long and weighs 63 tonnes. The system is believed to be the longest of its type used in an underground coal mine. The design of the system, safety features of the haulage, and problems encountered during the design and construction are described. IntroductionCoal has been mined commercially in Cape Breton, Nova Scotia since the 1800s. Several coal seams that are part of the Sydney coal fields, dip toward the north and northeast out under the Atlantic Ocean at angles between -4 and -15 degrees. Coal has been economically mined at depth in excess of 1200 m and more than 11 km from the coastline.Traditionally, single and double drum hoists have been used to haul the coal to the surface and also for transporting the workers and the materials required for mining up to 8 km. With the introduction of mechanized mining methods in the late 1960s, conveyor belts began to replace rope hoists for coal transportation. Improvements in hoisting system design also allowed for drums that could wind up to 6100 m of 32 mm wire rope in 15 layers.These hoists are commonly referred to as “drop hoists” because they take advantage of the gradient of the slope to assist in allowing the mine car train to reach the end of travel. The cars travel on steel rails and the rope is guided by rollers to reduce friction in the system."

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony.
