The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. Published data on the equilibria of carbon in binary Fe-C austenite with H2-CH4 and CO2-CO gas mixtures are used to obtain the constants of an equation repre -senting the activity coefficient of carbon throughout the stable austenite range of temperatutre mid compositiotl. Calculated values for the solubility of graphite are found to be in agreement with the best-published direct observations. Its heat of solution is 10,680 calper g-atom. The free energy of formation of cementite is culculated from the equilibrium compositions of austenite and of gas. Its entropy and heat of formation are also obtained. BASIC knowledge of the high-temperature properties and treatment of steels is contained in the Fe-C diagram and its extensions for the effects of alloying elements. The application of thermodynamics to the Fe-C system, with addition of alloying elements, can serve to simplify and systematize this knowledge. The points of beginning are the binary fee solution, austenite, concerning which our information is reasonably complete, and the binary carbide, cementite. Further studies must include the other phases of the binary system, a and liquid, and for these an accurate knowledge of the ? phase boundaries is essential. These studies should provide a firm base for systematic study of the effects of alloying elements on all phases of the system, their transformations, and precipitation phenomena. With the aid of the simplifying thermodynamic concepts of activity coefficients and interaction parameters it is to be hoped that the results of these studies will be amenable to computer solution thus making the information on multicomponent systems more readily available than would be possible in multidimensional diagrams. Silicon carbide (SiC) can be produced by heating rice hulls to elevated temperature, The product is a mixture of beta crystalline silicon carbide whiskers, particles and unreacted carbon. The silicon carbide whiskers are 0.5 micron in diameter and 50 to 100 micron in length and have been found useful for reinforcing metal and other composite materials. The carbon can be removed by combustion, but this makes separation of the silicon carbide whiskers from particles difficult and a high grade whisker product cannot be made. However, a clean high grade Sic whiskers product can be obtained from the pre-burned converted rice hulls using physical separation processes that are based on differential wetting. Recovery of Sic whiskers from the pre-burned material was found to exceed 90 percent. A modification of the froth flotation process developed during this study is now being used commercially to separate silicon carbide whiskers and particles and to recover a high grade whisker product.

The goal of public policies is to connect desired ends with practical means toward their achievement. How the desired ends are determined, and whose goals and objectives they incorporate, depends upon the culture and political system of the country in question. With few exceptions, policies change over time to reflect changed perspectives and understanding of the world around us. This is true regardless of the policy area in question. Thus, how societies view and manage their mineral resources has evolved in response to public attitudes, societal needs, economic circumstance, cultural perspectives, political orientations, technological advancements, and geological knowledge. In this paper we examine how the scope of concern has changed for mineral policy. We then review the overarching issues that have in recent years been considered essential components of mineral policies. We point out how neoclassical microeconomics has influenced recent policy design. We then use a market flow diagram to illustrate how policies can be focused at specific market issues. We next discuss mineral resources in the context of sustainable development. We identify issues that become relevant when the frame of reference is enlarged beyond ensuring supply and capturing economic rent. We show that policy based solely on neoclassical economics may not be able to effectively incorporate these issues.

As recently as 1964, the situation in the Australian iron ore industry was chiefly one of potential. The only producer was the Broken Hill Pty. (BHP). That company mined about 5 million tpy from deposits in the Middleback Range in South Australia and at Yampi Sound in Western Australia. No ore was exported from Australia. Now, just five years later, and after expenditures amounting to approximately one half billion dollars, BHP and seven new companies exported about 15 million tons (long tons) of iron ore and pellets as well as meeting Australia's own annual requirements of approximately 8.5 million tons of ore. Early this year, the volume of iron ore on order stood at 328 mil- lion tons to be delivered over a period of 15 years, but Cliffs Western negotiations for sale of Robe River iron ore have boosted the volume to the new high of 466 million tons. All of this has meant a great deal to Australia in terms of new income. In fiscal year 1967 (ending June 30, 1967) exports of iron ore amounted to $52 million; in 1968, $128 million and by 1'972 the Bureau of Mineral Resources expects the value of exports from iron ore to reach $242 million. In achieving the position of major- supplier of iron ore to the Japanese steelmakers, it was necessary to build a great many new facilities, mostly in Western Australia. Three railroads, 70 miles long, 182 miles and 265 miles were constructed. A new port was created at Dampier; Port Hedland was deepened and otherwise improved; both of these ports are in Western Australia. In Tasmania, Savage River developers built an offshore shiploading station that has received the recognition of engineers internationally. At least a half dozen new communities have been founded. The narrow gage railroad from Kalgoorlie to Perth and Freemantle was replaced with a standard gage line.

In 1944, in the Texas Panhandle, 245 oil wells were drilled with a total daily initial production of 32,886 bbl., representing an average initial production of 134 bbl, per well. This was an increase over 1943 of 121 wells drilled, and an increased initial production of 13,861 barrels. On Dec. 31, 1944, the field was operating on an allowable of 113,567 bbl. per day, but actually was producing 85,539 bbl. per day from the 5901 oil wells. The tota1 production for the year was 33,439,436 bbl., bringing the cumulative total to 5.04,537,048 barrels. I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

Although eight new fields were discovered along the south central fault-line district of Texas during 1938, only one can be considered as of major importance. and as a whole the year was one of no very great development. Several prospects, particularly two, were condemned through drilling, which had been considered important for probable Edwards limestone production. The oil produced was approximately the same as during 1937; namely, about 9 million harrels. This, of course, does not represent potential production but that allowed under proration. The year witnessed the very rapid decline of operations and interest in Austin chalk production. It has been found that only in rare instances mill chalk production pay for itself, because the wells decline extremely rapidly and the recovery per acre, formerly estimated at 2500 bbl., is now considered to he around 1000 barrels. There was an intent interest in the drilling arid producing of edge and abandoned properties in the three Edwards lime producing fields; namely, Luling, Salt Flat and Darst Creek. Many good wells were completed on properties formerly considered below the water level or produced beyond the economic limit The Edwards is penetrated only a few inches and a very small charge of acid is used. This paper offers a brief review of current literature pertaining to vacuum degassing or vacuum casting of steel as practiced in the U.S.A., Germany and the U.S.S.R. The advantages of vacuum degassing of large forging ingots, heavy section casting, for the conversion of rimming bessemer steels to killed steel and for the production of transformer steels are discussed. Operating pressures, reduction in gas contents and improvements in hydrogen segregation, steel cleanliness and mechanical properties, obtained with the various techniques, are described. The paper includes a description of an experimental vacuum stream-droplet degassing unit and some preliminary results obtained at the Physical Metallurgy Division Research Laboratories Department of Mines and Technical Surveys, Ottawa on laboratory steel melts. Nonoxide ceramic materials could substitute for high-temperature alloy steels containing imported critical and strategic materials such as cobalt, chromium, and nickel if their high-temperature properties can be improved. An important result of this substitution would be a reduction of the Nation&apos;s need for imports of critical and strategic materials. In this Bureau of Mines investigation, the primary objective was to produce high-purity u1trafine (particles <5 ~m equivalent spherical diameter (ESD)) alpha-silicon carbide (a-SiC) powders with improved high-temperature properties using the Bureau&apos;s patented turbo-milling process. A secondary objective was to determine the feasibility of using polymer mill construction materials as a means of eliminating metal contamination from the turbomill. U1trafine a-SiC powders with BET (Brunauer-Emmett-Te11er) surface areas from 30 to 35 m2/g (~0.06 ~m particle ESD) were produced in an all-polymer turbomi11. These high-purity powders (with I-pct Band I-pct C additions) hot-pressed to greater than 99 pct of their optimal density and exhibited properties commensurate with those of commercially available a-SiC. The most promising of the construction materials tested for the major wear surfaces of the turbomi11 was u1trahigh-mo1ecu1ar-weight (UHMW) polyethylene, a polymer thermoplastic.

We outline a first version of an ambitious goal: The world&apos;s first horizontal (matrix-independent) generic sampling standard. The specific needs and requirements are overwhelming, as all the world&apos;s analytical standards follow strict matrix or material type classification pigeonholes, leading to a plethora of analytical standards. One could rightly expect a similar multiplication regarding sampling standards, yet the singular HORIZONTAL is aimed at being truly generic. Also the existing style of standards writing is cumbersome and partly contradictory. The current work is presently being pursued in CEN and European Union standardisation regimens, for which reason full disclosure and publication is not allowed. Respecting this constraint, we unofficially present selected key issues involved in developing HORIZONTAL: The objective and scope of a horizontal sampling standard is to delineate the minimum set of principles and procedures needed to guarantee documented representative sampling for all types of materials. The horizontal standard is designed for two types of use: 1. auditing/assessing/ improving the reliability of an existing sampling&nbsp;procedure, and 2. design and implementation of a new sampling procedure (new lot type). The principles in this standard are all derived from the Theory of Sampling (TOS), but the standard is far from a mere collection of TOS principles. Representativeness is a characteristic of the sampling process, not of samples themselves. For practical purposes, the horizontal standard follows the fundamental distinction between &apos;stationary lots&apos; (0-D, 2-D, 3-D lots) and &apos;dynamic lots&apos; (within TOS aka process sampling - including extended, non-moving 1-D lots). TOS&apos; principles of &apos;correctness&apos; must never be broken at any stage, lest representativeness is irretrievably lost. The horizontal standard is not written in the mandatory fashion for legally binding matrix-specific standards, eg ISO - for the present overarching purpose a different style had to be developed. The standard must be immediately understandable in full, which merits special demands, eg extensive use of didactic illustrations. HORIZONTAL introduces an all-inclusive sampling variability measure, Relative Sampling Variance (RSV) which is for sampling of stationary lots as variographics is for process sampling - RSV is to be used as a quality criterion for any stationary sampling procedure as applied to a specific heterogeneity (lot/material). The target for this standard is all individuals, companies, organisations and regulatory bodies who are responsible for sampling: technicians, process engineers, laboratory personal, academic and industrial scientists as well as project leaders, technical managers/directors and top managers. Based on current R&amp;D we illustrate the principles promulgated by HORIZONTAL with cases from exploration and mining of minerals commodities, a Finnsh &apos;Autosampler&apos; at work in the mining context (RSV) as well as sampling equipment for use in the cement and mineral commodities industries. ABSTRACT Temperature, solute, texture, and thixotropic effects on time domain reflectometry (TDR) measurements of water content in oil sands tailings are investigated. Results indicate that TDR water content measurements are influenced by temperature, residual bitumen, and percent clay in the tailings. A correction of 0.03–0.10/ °C must be applied to the apparent dielectric constant (Ka) to account for the effect of temperature. The Ka-volumetric water content relationships of slurries differ significantly from the commonly used Topp calibration equation. The age of the tailings and the addition of phosphogypsum did not influence TDR water content measurements.

The code is intended for use in semi-free format and permits the collection of as much, or as little, data as the geologist may require for the purpose in hand. A method of data storage by variable length records is discussed.Information may be retrieved by means of a simple enquiry language. Optional output facilities could allow the retrieval of data in a form suitable for direct input to a contouring package. The enquiry parameters and interrogation program can thus provide the interface between the data bank and associated application systems."

Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. Here, in what is partly a review and partly a personal viewpoint, I take stock of changes in emphasis and comprehension on the subject of basaltic volcanism in the decade that has passed since the completion of the landmark Basaltic Volcanism Study Project (1981). I concentrate attention on the relatively neglected physical-volcanology aspects (in 1988 it was still possible to publish a 340-page book on flood basalts with barely any mention of physical mechanisms).I adopt the useful unifying concept of "volcanic system" to embrace the invariably-present intrusions as well as the volcano; I consider controls exercised by magma-supply rate and modulator-mechanisms on the nature of the system;I emphasize that sheeted-intrusion complexes, consisting either of dikes or inclined sheets (depending on the ability of the system to expand laterally) occur in all eroded major systems and fuel geothermal systems; I show how constraints set by cooling of narrow intrusions cause such complexes to be wedge-like and produce considerable rotations; I consider the role of the level of neutral buoyancy in making magma chambers possible, causing lateral subsurface magma flow and localizing intrusions, while the LNB itself can be accentuated by intrusions; and I examine the possibility that underwater systems could have very different internal structures from systems on land.

Thermal power plants convert thermal energy due to nuclear reactions or the combustion of coal, gas, heavy oil, or some other hydrocarbon to electrical energy. They consist of a variety of equipment, such as boilers, turbines, generators, cooling towers, and auxiliary equipment. Any factor that affects the equipment efficiency affects the overall efficiency. Analysis of the cooling tower and raw water using the Langlier Saturation and Ryznar Stability Indices showed that the cooling water at Sarchesmeh was slightly scaling with respect to silica. Cold lime softening was found to be a cost-effective method to produce cooling water with adequate properties to reduce the cooling water make up from 85 to 70 m3/h and blow down rate from 35 to 20 m3/h.

This paper evaluates the application of post consumer glass as a cementing agent in underground mine backfills. The underlying theory indicates that glass is pozzolanic and, when used in a finely divided form, behaves as an activator to generate binding products, thus contributing to the development of backfill strength. The objective of this study was to evaluate the strength performance of backfills when Normal Portland Cement is replaced with various percentages of post consumer glass. The study evaluated the performance of backfills prepared using tailings from three mines. Each backfill was prepared using unique recipes, and were evaluated at cure times of 7, 14, 28, 56, 112 and 224 days. Laboratory work involved visual, physical and chemical material characterization followed by strength evaluations. Results of strength assessment revealed that backfill prepared with glass is reactive and can contribute to the strength of backfill. The results also indicated that the reactivity of glass may be affected by the incorporation of slag within the recipe, the availability of lime and the level of hydration of the binders. The study concluded that, at 15 % glass replacement of NPC, backfill prepared with mine tailings, NPC and glass can achieve improved or equivalent strength performance compared to backfill prepared tailings and NPC alone.
