Reserve Mining Co. produces 5 million tons of iron ore pellets per year. The finished product runs about 65.50 pct Fe, with 7.75 to 8.00 pct SiO2. Less than 12 pct arrives at the blast furnaces smaller than % in. This plant was originally designed to produce 3.75 tons annually—not 5 million. To handle the increased tonnage a fifth fine crushing line was added, and some very minor changes were made. When production can be stepped up 33 1/3 pct without extensive additions or changes—within the short period of a year—basic engineering has been sound. Operators of the plant consider it the best design job they have seen or heard of, and competent authorities have said that start-up was quicker and easier than for any previous large-scale minerals beneficiation plant. One big advantage is the elbow room allowed. Generally speaking, there is an eternal conflict between operator and designer over space. The designer has his costs per cubic foot, and he is keenly aware that if he permits the number of cubic feet to rise unnecessarily, total costs will be too high. But this was a new operation, and on a large scale. There were no proven standards to go by. Realizing this, Reserve's engineers provided ample and efficient access to machinery, allowing extra space for unanticipated situations. In three years of production this planning has paid off handsomely. Gravity Flow Saves Time and Money: This plant is on a rocky hillside, the car dumper about 270 ft above Lake Superior. In locating buildings and placing machinery the designers mad= good use of gravity flow, at considerable financial savings. In the concentrator building from rod mills to filters, gravity carries the material between all stages of the operation except one—the closed circuit pumping of concentrate between cone classifiers and ball mills. Since no machine is located directly above any other, an observer can stand on the truck ramp adjacent to the offices and laboratory and see practically every phase of activity in the huge building. As a project moves through the mine life cycle, the quantity of data available increases and the understanding of the orebody matures. Incorporating new information quickly and efficiently in current 3D models, is essential for adding value across the life-of-mine value chain. At the Martabe Gold Mine, the resource development group manages 14 drill rigs on six resource projects, including three operating mines. The Martabe deposits are geologically complex and the volume of new information that becomes available each day is substantial. It is imperative that new geological and assay information is integrated into the 3D models as soon as possible, so that drill planning and targeting can be modified accordingly. Martabe uses Leapfrog<sup>®</sup> 3D software to update and interrogate the 3D models on a dynamic basis as data becomes available. This results in faster and more effective changes to drill planning and schedules. The impact of this is better drill productivity and cost savings due to optimal drill targeting, and availability of up-to-date models incorporating the most current data. Six companies mined fire clay in Missouri and Ohio during 2004. Production, based on a preliminary survey of the fire clay industry, was estimated to be 398 kt(438,700 st), valued at $9.81 million. This was slightly less than the production and value figures from 2003. Missouri was the leading producer state. It accounted for more than 70 percent of the U.S. production. Consumption Domestic producers sold or used fire clay primarily for refractory applications. This application accounted for 79 percent of the market. Refractory products made using fire clay include firebrick and block, grogs, high-alumina brick and specialties, refractory mortars and mixes, and saggers.

Introduction Potassium, together with nitrogen and phosphorous, is an essential nutrient required for growth. Since all living things need potash, the major demand for potash - about 95% of the total - is as a fertilizer. Agricultural productivity has increased dramatically in recent times. This increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows then that potash will always be in demand. There is no substitute. Other fertilizers that contain phosphorous (P) and nitrogen (N) are complementary and not competing products. Fireplace ashes (pot-ashes) have a relatively high potassium content. Their value as a fertilizer had been recognized for centuries. But today's potash industry did not begin until deposits of potassium-rich ore were discovered and exploited in Europe during the 19th century. Canadian potash development Potash in Saskatchewan was first recognized in 1943. It was discovered as a byproduct of an oil exploration program. But it was several years later before the existence of a major commercial deposit was acknowledged, and not until 1951 that the first attempt at development occurred. That attempt was unsuccessful. The shaft flooded and was abandoned. It did, however, demonstrate the need for new technology to penetrate the waterlogged Blairmore layer. This was eventually developed and the first mines were brought into production in the early 1960s. Once the technology was available, and the extent and quality of the potash beds became known, a number of companies proceeded to develop mines. By 1970, seven mines were in operation and three more were nearing completion. Combined, total capacity then was 7.6 Mt/a (8.4 mil¬lion stpy) K20. At that time, world potash consumption was about 15 Mt/a (16.5 million stpy). This increase in supply from Canada produced a large potential surplus that shattered the prevailing balance between supply and demand. Although world demand increased steadily throughout the 1960s and early 1970s, it was several years before world supply and demand were again in balance. Saskatchewan capacity has been expanded a number of times. It now stands at 10.7 Mt/a (11.7 million stpy) K20. Actual production has not approached this figure, however. Two new mines in New Brunswick have recently been built with a combined annual capacity of 1.2 Mt (1.3 million st) K20. Total Canadian capacity of about 12 Mt/a (13 million stpy) now amounts to 30% of world capacity. Central offshore marketing organization Canadian Potash Exports Ltd. (Canpotex) was created in 1970 as the offshore marketing organization for Canadian producers. Canpotex is owned by Saskatchewan producers and is their exclusive marketing organization for offshore business. Each company handles its own sales in Canada and the US, but all sales to other markets are handled through and by Canpotex. The Saskatchewan industry has an ore body of a size and consistency unmatched anywhere in the world. Large efficient mines have production costs that compare favorably with other producing countries. On the minus side, Saskatchewan is remote from most major markets. It therefore needs the ef¬ficiencies that stem from one organization that coordinates all offshore shipments and minimizes distribution costs. Agriculture guides potash market In the period following World War II, potash was a classic growth industry. World demand increased each year from 1945 to early 1970s. Since then, demand has been more erratic. Some years show substantial increases, but are followed by significant declines. For about the last decade, the pattern has been unclear and future demand has become correspondingly difficult to predict. North America and Europe together account for about 40% of the world potash consumption. In both areas, farming is characterized by surplus production, declining crop prices, and expensive government support programs. Under those circumstances, farmers respond by minimizing input costs. Fertilizer is one of the items they reduce. Potash is retained in the soil. It is possible to reduce potash application with no immediate deterioration in crop yield. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. "Gold dissolution was investigated in ferric chloride media, promoted as one of the most promising alternatives for cyanide-free gold leaching. The characteristics of gold open circuit potential (OCP) and its relation to gold dissolution rate was investigated. Furthermore, the reaction mechanism of gold dissolution in ferric chloride leaching was discussed. The effect of solution variables, [Fe3+] = 0.02–1.0 M, [Cl–] = 2–5 M, T = 25–95 °C and pH = 0–1.0, on OCP and dissolution rate were studied electrochemically using rotating disk electrode (RDE) and linear polarization resistance (LPR) method with ?cyc = 1000 RPM. The investigated gold OCPs in ferric chloride solutions were found to vary between 597 and 688 mV vs. saturated calomel electrode (SCE) and gold dissolution rates between 1.2·10–5–5.0·10–4 mol s–1 m–2. Increase in temperature (25–55 °C) and ferric concentration (0.02–1.0 M) changed OCP into more positive values, while increase in chloride concentration (2–5 M) decreased it. The logarithm of gold dissolution rate was shown to increase linearly with increasing OCP at the temperature range 25–95 °C, ferric concentration range 0.02–0.5 M and chloride concentration range 2–4 M. A notable increase in the gold dissolution reaction rate was evident at T > 55 °C. INTRODUCTION Currently cyanide leaching is the predominant method used in gold production from primary raw materials (Marsden and House, 2006). However, since the Baia Mare disaster in Romania in 2000, the use of cyanide has been the subject of international concern due to the toxic nature of the chemical posing a significant health threat if exposed to the ecological entities (Hilson and Monhenius, 2006; UNEP/OCHA, 2000). Therefore, several countries e.g., Costa Rica, Czech Republic, Germany, Hungary, Turkey, many states of the USA and provinces of Argentina, have started to ban or limit cyanidation via legislation (Laitos, 2012). Thus, alternative solutions, such as thiourea, thiosulphate, oil-coal agglomerates as well as halides have been investigated in order to replace cyanide as lixiviant (Adams, 2016; Aromaa et al., 2014; Aylmore, 2005; Hilson and Monhemius, 2006; Lampinen et al., 2015). Ferric and cupric chloride leaching have been reported to have advantage over cyanidation being capable to dissolve refractory gold minerals, without pre-treatment such as pressure oxidation or roasting (Angelidis et al., 1993; Lundström et al., 2014; Marsden and House, 2006; van Meersbergen et al., 1993). According to Aylmore (2005), 4% of publications for alternative lixiviants to cyanide in gold leaching were within category oxidative chloride processes including aqua regia and acid ferric chloride leaching. Further, some patents have been granted for ferric chloride leaching of gold (Abe and Hosaka, 2010; Lundström et al., 2016)"

Based on the thermodynamic arid kinectic aspects, the vaccum distillation processes for the separation and recovery of metals from wastes are analyzed. As to the separation criteria, The separation coefficient and equilibrium composition relation between vapor phase and liquid phase are the bases of recovery of metals by vacuum distillation, The vaporization rates and condensation mechanisms are also discussed. Some experimental results which deal with metals-containing wastes are described and the performances of a new kind of horizontal vacuum furnace are introduced, which demonstrate that , vacuum distillation may be a prospective technique for circulation and regeneration of some non-ferrous metals from industrial wastes.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

The Tuscarora mining district, which has been highly productive of gold and silver ores in past years, is situated about 50 miles north- west of Elko, Nevada. The town of Tuscarora lies at an altitude of about 6,000 ft on the west side of the Independence Valley. Precipitation, particularly the winter snowfall, is considerably greater than in many other parts of Nevada, and temperatures are lower. From Tuscarora can be seen-across Independence Valley in the mountains to the east, a distance of about 12 miles, the Freeport Minerals Jerritt Canyon mine, which seems to be-destined to become one of the great gold mines in the western hemisphere. Tuscarora, a gold and silver camp, was active from the early 1870s to 1903 and produced about $10 million in those 30 years. Ten major mines and several smaller ones were operated in an area of about 1.45 square kilometers (one-half squaremile). The deepest shafts were only 230 m (750 ft) but most of the ore came from about the 105 m (350 ft) levels. Mineralization above the water table, at about 30 m (100 ft), was mostly native silver and cerargerite with free gold. Below the water table the ore was rich in sulfides including argentite, stephanite, proustite, pyrargyrite, enargite, arsenopyrite, bornite, chalcopyrite, pyrite, sphalerite and galena. A number of the properties contain sizeable dumps of what was con- sidered waste rock when it was mined. These dumps aggregate over 408,000 mt (450,000 st) with one dump, the Navajo, containing over one-third of the total. A few grab samples taken in the summer of 1978 from some of the dumps indicated interesting silver values with minor gold content. AgAu Exploration Ltd., was organized to explore and develop these dumps into a heap leaching operation. In the fall of 1978 a campaign was started to lease, with front money payments on a royalty basis, three groups of claims on which were located a few hundred thousand tons of dumps. In September and October of 1978, a systematic program of sampling was started on the Navajo dump which was most favorably situated in that it was near to an area which would furnish good sites for heap leaching pads. At the time it was fully recognized that sampling of dumps was a most difficult problem. Because of the topography on which they were situated and the manner in which they were formed, each dump required its own special sampling technique.

Processing of fine mineral particles in a slurry is a difficult problem. Methods to make fine particles magnetic have been developed recently and may offer a solution to this problem. Particles of nonmagnetic materials can be selectively rendered magnetic through surface interactions with magnetic reagents. When adsorption occurs, the magnetic susceptibility of the material is increased. Magnetic enhancement at several orders of magnitude can be achieved. Selectivity of the adsorption can be controlled by the functional groups of magnetic reagents and various surface interaction mechanisms. This approach allows a new degree of freedom for the processing of fine mineral particles, even with conventional magnetic means. Separation of valuable minerals and filtration of slimes from tailing ponds and recirculated water are examples of the applications. Basic principles of this technology are discussed in this study.

"While the uniaxial compressive strength of rock has been extensively investigated, the relation between the saturation and natural compressive strength is relatively unexplored. This paper studies on 1865 statistical data of Chongqing Rail Transit Line 1 and Line 6, which located in the Middle Jurassic of Shaximiao formation. The research focuses on the relation between the saturation and natural compressive strength. The statistical data are categorized and quantified in order to ascertain the softening properties of sandstone and sandy mudstone. The findings suggest that the saturation compressive strength is significant effected by its natural compressive strength, and an empirical formula is introduced to explain the relation. These findings have implications for researchers and engineer who concerned with Chongqing rail transit construction.INTRODUCTIONIn the engineering construction and surrounding rock classification, the uniaxial compressive strength index (Ministry of Water Conservancy, 1995; Ministry of Railways, 1999) is one of the essential parameters of rock mass. Usually, there are two types of the uniaxial compressive strength index, natural and saturation compressive strength, and the ratio of them is the softening coefficient. Most of the previous studies on rock strength had focused on the influence factors (Liu et al., 2008; Liu et al., 1998; Liu et al., 2013; Wang, 2013; Zhang et al., 2008; Zhang et al., 2010; Zeng & Lin, 2003) with experiment and in-situ tests. But few publications that reports a long and formal research project on the relationship between natural and saturation compressive strength. In order to figure out this issue, this study investigated the distribution of Solidity Classification of Rock Mass and softening coefficient based on the statistical data of Chongqing Rail Transit Line 1 and Line 6. "Face mapping is a simple but invaluable means of geological and geotechnical data acquisition whereby intact rock properties, rock mass properties, discontinuity properties, and structural orientation can be assessed. Although traditionally done via direct contact with the mapping face through techniques such as line mapping or window mapping, remote face mapping using various digital techniques has become increasingly popular in recent years. Sishen is a large open pit mining operation requiring a comprehensive geotechnical data-set to evaluate pit wall design and stability with the necessary level of confidence. Geotechnical borehole data, face mapping data, geotechnical laboratory testing data, and implicit structural models provide the main sources of this information. Although a large geotechnical borehole database has always been maintained at the mine, face mapping has in the past been restricted to sporadic and isolated stability assessments. In 2013 the mine acquired a terrestrial laser scanner with the resolution, photographic capabilities, and software required to carry out geotechnical face mapping. A face mapping procedure was set up based on accepted face mapping methods, the data requirements of the mine, and capabilities of the laser scanner system. Mapping data obtained from the scans was integrated into the Acquire geological data management system, a purpose-designed structured query language (SQL) database system used for storing the mine’s geotechnical data. Within the geotechnical design process, having face mapping data available has improved confidence in the properties of the rock mass and structural environment, allowing for better definition of geotechnical design sectors. Overall, the face mapping and geotechnical analysis features of the terrestrial laser scanner in use make it an invaluable geotechnical data capture tool, provided a system is in place to store mapping data in a manner that allows for meaningful rock mass and structural information to be produced. IntroductionFundamental to the geotechnical design process is the acquisition of a reliable and complete geotechnical data-set. Geotechnical data acquisition will typically commence during the early stages of a project and continue well into the operational life of the mine, with the data confidence progressively increasing as the amount of data captured increases. Sishen mine currently bases all open pit geotechnical designs and geotechnical risk assessment on geotechnical borehole data in conjunction with interpreted structural models. Boreholes are logged and the data is captured in an ongoing process. This process forms the initial step in the geotechnical design and risk assessment process whereby the raw data is used to classify the strength properties for each lithology, provide inputs for geotechnical block models, and ultimately provide the inputs for slope design analyses. To date, borehole data has provided the only largescale, organized data-set for input into geotechnical analyses at Sishen. Although borehole data is the best and most comprehensive form of geotechnical data, there are some shortfalls that can be addressed by other data collection methods. These shortfalls are as follows."

A comparative study has been made of the ex-tractability of several of the transitim metals from thiocyanate sohtions using methyl isobutyl ketone as the organic solvent. Extractions were made of scandium (III), chromium (III), manganese (II), iron (III), and cobalt (II), of which only the scandium , iron, and cobalt were readily extracted. All extractions were made at pH 2 and at 25.5 °C. A series of extraction experiments was made on scandium, iron, and cobalt to determine the effect of thiocyanate cmcentration added as the ammonium and also as the calcium salt. Also determined was the effect of metal ion concentratim and ionic strength on the distribution ratio. Analyses of the organic extracts indicated the scandium and iron were extracted principally in the uncharged trithiocyanate form, while the extractable form of the cobalt contained the cobaltotetrathiocyanate anion. THE chemical separation of metal complexes in solution by solvent extraction has in recent years been developed for large scale separation as well as bench scale work in the laboratory. It has also found increased application in analytical chemistry. Its extension to extractive metallurgy as a unit operation is best illustrated in the recovery of uranium and vanadium from their leached liquor.5-8 The extractability of some thiocyanate systems have been extensively investigated. The rate earths have been separated from one another using butanol as a olvent. Scandium was effectively extracted in ethyl ether using ammonium thiocyanate as the com-plexing agent.'' Similarly, the separation of hafnium from zirconium has been reported using ether""' or hexone13 as the organic solvent. The extractability of various metal thiocyanates in ethyl ether is given by 0ck.l Sharp and Wilkinson15 prepared nickel-free cobalt slats by thiocyanate extraction. The mechanism of extraction of titanium (IV) thiocyanate with methyl isobutyl ketone was determined by elafosse.''" The characterization of cobalt (TI) thiocyanate complex using methyl isobutyl ketone as the solvent at near neutral aqueous solution and the spectrometric studies of the ex-tractable cobalt complex has been made by Hard." It is noteworthy to mention at this point that the fundamental characteristic of ketone (oxonium) solvent extraction is that the extractable species are uncharged ion pairs solvated by the ketone molecules, but probably still partially hydrated.

THE late George S. Rice was active in the inves--I- tigation of bumps, particularly in the last ten years of his career as chief mining engineer of the U. S. Bureau of Mines. Since most of his investigation was carried out in Great Britain, continental Europe, and—to a lesser extent—Canada, his thinking on prevention was influenced considerably by the experience of those countries. It is not surprising, therefore, that when he was called upon a few years before his retirement to investigate bumps in the U. S. and suggest ways to prevent them, he turned to longwall mining. A longwall method had been most successful in combating the bump hazard in mining coal under deep cover, especially in Great Britain, but the prevailing method there at the time was advancing longwall mining, which he knew was uneconomical under U. S. mining conditions. For this reason he proposed a modified retreating longwall system that he believed included the best features of the advancing method. As brought out by Rice,' if the cover is 2000 ft and 50 pct of the coal is extracted, the static load on the remaining pillars will be about 4000 psi, which exceeds the ultimate crushing strength in most instances. If the pillar coal is overloaded before a pillar line is established, then the abutment zone preceding a line of extraction is no place to split pillars or extract them by any method other than an open-end system. Rice therefore advocated open-end mining, preferably by longwall, but he was willing to compromise with long-face mining if the longwall method was not acceptable. Rice's system was put into operation in a mine in Harlan County, Kentucky,3 but subsequent experience has shown that it did not take into account two important factors—avoidance of pillar-line points and maintenance of adequate development in advance of the pillar-line abutment area. For ten years after Rice's retirement the USBM did little investigation and research on bumps, chiefly because so few were occurring that there was not much cause for alarm. But in 1951 there were three occurrences involving fatal injuries, and the Bureau began a statistical survey in that year. C. T. Holland, head of the department of mines at Virginia Polytechnic Institute, was retained as a consultant. The resulting study' of 117 case histories brought out these important conclusions: 1) Almost invariably the bump occurred in a locality affected by the abutment zones of one or more pillar lines. 2) In most cases the locality of the bump was influenced by the abutment zones of more than one pillar line. The term pillar-line point has been used for many years in the Appalachian region for such a situation. Point is used in the geographical rather than the mathematical sense. 3) In pillar-line extraction the following practices are safest in preventing bumps: a. The mine layout should provide for pillars of uniform size and shape along the extraction line. b. The mine layout should be planned so that no development need be done in the abutment zone of a pillar line. c. The layout should permit open-end extraction of pillar lines from the next goaf, so that it will not be necessary to resort to pocket mining, splitting pillars, or any practice that will involve driving in the direction of the goaf within the abutment zone. d. Pillars should be large enough to support area without undue roof and floor convergence before establishment of a pillar line. These are, of course, generalities, and while they are useful in laying out areas where bumps can be expected, they are of limited help in many mines that were committed to a system of mining before it was realized that they were subject to bumps. Under such conditions it becomes necessary to choose between the following alternatives: 1) Abandon the territory, except for pillars that offer no extraction problems. 2) Through experience select the pillars that are most heavily loaded, and, by augering, induce bumps from a safe vantage point so that impinged loads are relieved. This method was first developed at the Gary, W. Va. mines of U. S. Steel Corp. and later adapted to mining thick coal beds at Kaiser Steel's Sunnyside mine in Utah. No scientific method is available to determine where to drill within a loaded pillar. Although this method of unloading has worked very successfully at Gary—with one exception—

In September, 1975, production was begun at the new milling facility of ASARCO Incorporated, the Young Mill. The mill is located adjacent to the Young Mine 35 km (22 miles) east of Knoxville, Tennessee. The Young Mill replaced the obsolete Mascot Mill which had been operating since 1913. The basic flow sheet of Mascot was retained for the construction of the Young Mill, with a 20% increase in capacity included in the design. The Young Mill is capable of processing 7710 - t/d (8500 stpd) of crude ore from three underground mines (Young, Immel and Coy) yielding 300 - t/d (330 stpd) of 63% zinc concentrate. The Young Mill is unique in that 92.5% of the ore milled is recovered as saleable products, including zinc concentrate, construction aggregate, sand and agricultural limestone. Processing at the Young Mill is divided into five basic stages: two-stage crushing, heavy media separation, grinding-flotation, concentrate filtering and drying, and limestone by-products recovery. The ore bodies are located in the Knox formation, which consists of primary dolomite, secondary dolomite and limestone with silicas in the form of chert and jasperoid. The zinc mineralization occurs as an exceptionally pure sphalerite. The ore contains an occasional abundance of pyrite and traces of fluorite and barite. TWO STAGE CRUSHING Ore enters the crushing section from two points. The Young Mine ore is hoisted into a 816 ton (900 st) bin which feeds a 1.52m (60 in) conveyor via a 1.52 m (60 in) vibrating feeder. The Immel ore is trucked 10 km (6 miles) by an independent contractor and weighed on automatic recording truck scales at the entrance to the property.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.
