May different kinds of dislocation structures have been observed in strain-cycled metals and alloys. In order to understand their pattern and causes, an experimental program has been carried out to determine the influence on the dislocation structures of the three variables: 1) slip character of the material, 2) test temperature, and 3) strain amplitude. The results show that at high strain amplitudes cell structures me formed when the slip character is wavy, and that these are progressively replaced by uniform distributions of dislocations as the stacking fault energy is decreased. At lower strains, dislocation debris is formed which consists primarily of dipoles in wavy slip mode materials and multipoles in planar slip mode materials. Temperature merely acts to change the scale of the structure, smaller cells, and clumps of dislocation debris being associated with lower temperatures. It is shown that the results for many metals fit this pattern, which Parallels that occurring in unidirectional deformation. DISLOCATION structures produced by cyclic strain (fatigue) have been examined in a number of metals by transmission electron microscopy. These studies have produced a variety of interesting and often seemingly conflicting results. For example, different investigators have reported such structural features as cells.le4 bands of tangled dislocations,4'5 dense patches or clusters of prismatic dislocation loops, planar arrays,4'10 and various combinations or mixtures of these different structures. Most of these observations have been made on materials which were initially annealed and cyclically strained at low amplitudes resulting in long lives. Recently we have reported observations of the dislocation structures produced in copper and Cu-7.5 pct Al cycled at large amplitudes, resulting in lives of less than 104 cycles.4 These results, examined in combination with those in the literature, have suggested that a common or consistent structural pattern exists. Variations in this pattern appear to be determined chiefly by the three variables, namely, the slip character of the material,4,11 test temperature. and the strain amplitude. To verify this interpretation, we have studied [he influence of the above three variables (in different combinations) on the resultant structures in cyclically strained metals. Copper, fatigued at room temperature, was chosen as a reference state to which all other observations can be compared. The effect of slip character has been investigated by employing fcc metals of different stacking fault energy. Thus aluminum which has a more wavy slip character than copper, and Cu-2.5 pct A1 having a more planar slip char- acter, have been examined. The aluminum samples were fatigued at 210°K thus making their homologous temperature equal to that of copper at room temperature. The influence of temperature has been evaluated by examining the structures in copper at room temperature and 78°K. Finally the effect of strain amplitude was studied by looking at the structures at amplitudes giving lives ranging from 104 to 107 cycles. All of the specimens were examined at the 50 pct life level at which stage the structures have reached a stable configuration.12 I) EXPERIMENTAL PROCEDURE Strip specimens, 0.006 in. in thickness, were prepared from base elements of 99.99 pct purity or greater. Specimens were fatigued by cementing the strips to a lucite substrate which was subjected to reverse plane bending. This method of testing has been described e1sewhere.7 After fatiguing, specimens were thinned and examined in a Philips EM 200 which was equipped with a goniometer stage capable of ±30-deg tilt and 330-deg rotation of the specimen. On the basis of separate calibrations,13 allowances were made for the relative rotation and inversions between the bright-field images and the diffraction patterns. II) RESULTS AND DISCUSSION The life behavior of the materials under different test conditions is shown in Fig. 1 in the form of plots of total strain range vs cycles to failure. Comparisons of structures produced in the different materials were made at amplitudes which produced equal numbers of cycles to failure. The influence of strain amplitude on the structures produced in the reference state material (copper tested at room temperature) is shown in Fig. 2. At the 104 life level the structure produced comprises cells similar to those previously observed.3,4 They are approximately 0.5 p in diam and the cell walls are generally more regular or sharper than those produced by unidirectional deformation.14 At the 10' life level the

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

The upsurge in cobalt price and demand is propelled by high demand from the electronics and electric vehicle industry. Konkola Copper Mines has cobalt occurring with copper in the ratio 1:10 in ore. The ore is treated in the concentrator and recovered at the smelter as an alloy (Cu 70%, Co 4%–7%, 15% Fe). Subsequent processing of the cobalt alloy is challenging, with very few plants able to treat it, leading to marketing challenges. Konkola Copper Mines sought to improve the cobalt alloy by producing a slag that is easier to handle and process in subsequent processes. Cobalt alloy (3.60% Co, 85.4% Cu) was re-melted in a copper bath four times the mass of the alloy. Silica and lime were added for phase separation and fire refining commenced. Following completion of fire refining and after holding the temperature at 1200°C, cobalt-rich slag was skimmed and blister copper was cast into anodes for electrorefining

Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

Current mineral extraction and valorisation activities still have a strong focus on the ‘delivered product(s)’ which might be a bulk commodity such as metallurgical coal, hematite, bauxite, etc., and mineral concentrates such as metal sulphides, oxides, and carbonates; precious metals, such as gold, silver and PGMs, REEs or battery metals; halogen salt forming elements; or industrial minerals, which are non-metals including crushed rock, sand, and gravel etc. With the current focus on tailings disposal the pushback has been to seek alternatives to the currently ‘conventional’ disposal method via increasingly higher risk tailings settling facilities (TSFs) with a changing focus towards ‘dry disposal’. Whichever option is selected, the alarming trend is the increasing cost and ESG impacts. An emerging approach is to pose a focusing question ‘Is there anything else passing into the tailings stream and/or disposable waste streams which could be recovered and pass into the product revenue stream? All of the above ‘primary’ process streams offer opportunities for increasing recovery and offsetting some of the disposal costs. Some secondary opportunities are already being pursued, such as REEs and battery metals from base metals deposits, but other opportunities are still being overlooked, such as building materials and soil conditioning pellets. These potential ‘new’ product streams can also utilise other mining and domestic wastes such as smelting slags, glass waste, plastic waste etc. This paper will address these opportunities and provide examples including process approach, economics and some of the current barriers that exist, which are holding back progress on such initiatives.

THE great Swedish export iron ore mines are Kiruna and Malmberget in the north above the Arctic circle and Grängesberg in Central Sweden, see Figs. 1 to 3. These mines exported in 1951 about 13 million metric tons of high grade iron ore and concentrates. The origin of these three ore fields seems to be the same. They are of pre-Cambrian age and are regarded as typical instances of primary eruptive ore that has thrust up as glowing masses of lava flow between two somewhat older beds of porphyry. Apparently the ore and the porphyry became segregated from common parent magmas by a process of differentiation. Despite the fact that the Kiruna orebody belongs to the earliest pre-Cambrian formation, it has been influenced to an unusually small extent by later metamorphosisms, apart from its having been set on edge through folding and wrenching off by a number of later faults. The Kiruna ore occurs along a stretch of more than 4 miles as a series of slabs or lenses sloping steeply toward the east and sandwiched between two beds of porphyry. The main orebody has a length of about 3 miles and an average width of 300 ft with a maximum of 600 ft. The dip varies from 65° to 45° toward the east and the known depth is 3000 ft, although magnetic surveys indicate it may be at least 6000 ft. Malmberget has undergone a more thorough transformation, having been pressed and crumpled into a meandering band of disconnected layers and lenses. The largest of the more connected bodies of ore, the Great Ore Layer, outcrops on a low mountain ridge and has a total length of about 4 miles and a maximum width of about 300 ft. Increasing amounts of electric arc furnace dust (EAFD) are being generated worldwide as more steel is produced from electric furnace melting of galvanized steel scrap. In most countries, the management of this material is a costly technical, economic, and legal problem for minimill steelmakers. Many technologies and processes are being developed and implemented worldwide to manage this material to recover contained zinc, lead, and iron values and render it nonhazardous. These processes are pyrometallurgical, hydrometallurgical, or hybrid in nature. Some produce zinc oxide, some zinc metal, some lead metal, and some lead cement. Some are successful, some have failed, many are dormant. or abandoned, and others continue to be developed and emerge. This paper updates the current status of 20-30 processes in various stages of commercial application and development used worldwide to manage EAFD and recover its nonferrous, particularly zinc and lead, and ferrous values.

Several investigators, mainly concerned with the mechanical properties of the alloys, have studied the so-called aluminum bronzes after various quenching and reheating treatments. Of these works, perhaps the most complete is that of Bouldoires, who studied changes of length, electrical conductivity, thermoelectric force, hardness and micro-structure on tempering quenched alloys containing 5 to 20 per cent of aluminum, although the work of Carpenter and Edwards,² Curry13 Greenwood,4 Braesco,5 Matsuda,67 Grard8 and others has added much to our knowledge of the changes occurring during tempering. The so-called acicular ß decomposes on tempering at temperatures between 350" C. and the eutectoid, giving rise to a Widmanstätten structure of a needles in a matrix of 6 or fine a + 6, associated with an increase in hardness and almost complete loss of ductility. Matsuda studied the eutectoid transformation by means of dilatation and electrical conductivity measurements during cooling at different rates. He found that on cooling at the rate of 10" C. per minute there was a decrease in electrical resistance and in length instead of the usual increase which occurred with slow rates of cooling. On tempering the rapidly cooled samples, the increase commenced at about 400" C. and at 520" C. the resistance and length had reached the equilibrium values. These peculiarities he accounted for as being due to a transitional phase ß' being formed, ß' having an electrical resistance and volume less than either ß or a + 6. Abstract - Radioactive characteristics of pits drilled in the Al-Sharquieh mine while prospecting for recent phosphatic resources have been investigated. The results indicate that phosphatic layers are characterized generally by high radioactive intensities (more than 800 c.p.s). The lithological section in the study area is very complex sedimentologically, and characterized by high faciological variation in all directions. The Schlumberger geo-electrical configuration with fine separation of AB/2 was successfully applied to determine lithological boundaries, and the resistivities of the layers of the lithological section, especially for thin layers. It was shown that the phosphatic layer resistivities increase or decrease as a function of associated material. As a result, two types of phosphatic layers have been geo-electrically distinguished. The first is characterized by high resistivity and relatively low radioactivity, which could be related to the rock phosphatic layers. The second is characterized by low resistivities and high radioactivity, which could be related to the sandy phosphatic layers.

It has long been recognized that there are considerable difficulties connected with the physical and chemical explanation of shoots of ore. The literature of Mining Geology has frequent references to this subject; but the reasons given for the actual location of primary ore-shoots have been very tentative. In practice, the geologist or miner depends to a great extent on sampling and assaying to determine the boundaries of profitable ore within the mineralized zone. An ore-shoot is a portion of a mineralized zone which has a sufficient concentration of valuable minerals to make it ore. Ore deposits have been classified according to many schemes. There are classifications based on morphology and on genesis. However, it is also possible to classify hypo-gene hydrothermal ore-bodies in terms of ore-shoots or vice versa. A.-Ore-deposits in which the whole of the mineralized zone is ore, which is the same as saying that the ore-shoot extends throughout the mineralized zone. An example of this type of deposit would be the pyritic mineralization of Rio Tinto. B.-The second type would comprise those deposits in which the ore-shoots bear some relation to the geological structure of the area: all deposits in which 'bonanzas' occur in folds in the zone, at the intersection of veins along certain fault (or joint) features and other such controls. There are a great many examples of this type: (a) The Rhodesian copper lodes, where Bancroft and Gray have pointed out the association of the shoots of ore with drag folds. (b) A similar association has been pointed out by Faribault for some of the gold veins of Nova Scotia, e.g., Mount Uniacke. (c) The great bonanza of the Comstock lode in Nevada. C.-Deposits in which the localization of ore has been effected by the chemical character of the wall-rock. Examples of this type are the Fahlbands of Scandinavia, and the 'indicator' deposits of Ballarat, Australia. D.-Lastly, deposits in which there is apparently no structural and no chemical control.

The ongoing urban development is a global phenomenon, placing has high demands on urban infrastructure (housing, public services, transportation, telecommunications, etc.). Micropiling is one of the most successfully implemented deep foundation technologies in urban interventions, and in densely populated and built-up areas. The use of micropiles enabled the implementation of several solutions within short time frames, with minimal disturbance to the daily activities of the population. Since urban interventions usually represent a very important investment and have an economic impact, special attention should be paid to the serviceability of the urban infrastructure in the middle and long term. For the foundations, the design loadbearing capacity of the used structural elements needs to be guaranteed during the planned life time of the structures. In the case of micropiles, it must be ensured that the steel load bearing elements are effectively protected against corrosion. This paper presents the structural design of permanent self-drilling micropiles, subject to tension due to uplift loads. For the case study, different micropile systems - available worldwide - will also be evaluated. For the afore mentioned micropile systems, the design considerations regarding the durability of the reinforcement, based on their corrosion protection approaches, will be presented in this paper.

ACCURATE ore-sizing with screens is drawing attention to certain details that now, more than ever before, require attention. There are many tests that must be preceded by careful sizing. The assayer often could profit by a more careful selection of screens. In milling, more attention is given the slimes produced. Cement-manufacturers are pulverizing and screening finer than they formerly did, and others are reducing materials to fine sizes at high cost, with screens used to govern the fine¬ness of the pulverized product. Fine screens are expensive, easily injured by mis-use, are carried in stock sparingly by most dealers, and are handled often by those who know little about them except their designated number. More attention, on the whole, needs be given the actual size of the mesh-openings, and less emphasis placed upon any custom or conventionality in numbering. An effort to classify wire screens, in this respect, leads at once into computations, where one is confronted with details of sizes and standards, of different wires, different gauges, and different customs. There is always uncertainty about the exact working-size of a screen until one gives the matter special attention, and devotes more time to it than its simplicity seems to demand. To know only the number is not sufficient for all uses. Often, in sets, superfluous sizes are used; and sizes are omitted that are of critical importance. In wire screens, the use of different standard sizes of wire makes important differences in dimensions that must be taken into account. The dealer usually grades screens by the number of openings per linear dimensions, regardless of the size of the openings or of the wire. Certain 100-mesh screens in use are found, by measurement, to he actually coarser than others of 90-mesh, a result which is due, of course, to the use of larger

INTRODUCTION Tochibora Mine belonged to Kamioka Mines, which are located in Gifu Prefecture, the cen- tral part of the Japanese main island, has occupied the important position as a main source of silver, lead and zinc for the smelter of Mitsui Mining & Smelting Co., Ltd.. The annual production of crude ore goes up to about 1 mil- lion metric tons with average grades of 20g/t Ag. 0.31% Pb, and 4.18% Zn. For the last 20 years, the mine has struggled with the depressed zinc metal price in yen and the escalation of operating cost, especially la- bour cost. For instance, prices of commodities and labour cost have been raised 8 times and 14 times respectively during this period. On the other hand, total operating cost has been con- trolled to increase 4.5 times. The productivity of the mine has been increased 4 times by means of improvement of individual works and adoption of perfectly mechanized trackless mining system to reform the mining method. Some improvements are presented as follows; Today, drifting is carried out by the tunnelling crew which consists of 9 operators equipped with 5 Mobile-Jumbos, 2 LHD's and a jeep for carrying and loading ex- plosives. In order to get the high utilization of these machines, each crew manages systematically and continuously adjacent 15 faces under the direction of a forceman. As a result, we have accomplished high advance of drift. Furthermore, raising is carried out by a set of the raise-borer in case of long raises like ore- passes and also by the stage blasting method in case of short ones like slot-cuts. Generally speaking, the sublevel stoping method is considered to be one of the best methods for various respects; high productivity, low cost, easy grade control and safety. This method has been introduced in Tochibora Mine since 1950 and is now widely applied to lodes that could not be mined before by this method be- cause of the shapes of them and the conditions of their country rock. Now we are convinced to be nearly accomplished for our method. This report presents some examples of the standard sublevel stoping method and its variations which are practised at the mine. STANDARD SUBLEVEL STOPING Up to 1979 since 1950 when this method was first applied at the mine, 17 million tons of crude ore have been produced by this method, which amounted to 55% of the total production of the mine. During three decades, the productivity has been increased considerably by means of trackless mining system using large-sized machines and etc.. In other words, mining efficiency has been increased from 20 tons/man.shift to 100 tons/man.shift at large stopes. Formerly undercutting was carried out above the drawing drift by jack-legs and small scrapers and then several cone-shaped glory holes were made by stopers between the undercut level and the draw level. But now, a undercut drift is driven in parallel with the haulage drift at the same level of it. And at the undercut drift, drilling upward is carried out by a large-sized machines like the fan drill in order to extract the broken ore directly at the drawing drift connected with the haulage drift. Simplification of the work as well as utilization of large- sized machines enables to get higher productivity. But if the deposit is comparatively wider and the broken ore around the middle part of the deposit cannot be extracted, several drawing drifts are driven to the deposit and in order to minimize dead ore at the final stage of operation, the

This paper investigates variations of lignite quality attributes with geostatistical methods. The study focuses on lignite from the Southern Field in the Greek province of West Macedonia. The targeted quality variable is the ash water-free content (AWF). A geostatistical model is constructed based on data from 480 drillholes (approximate drill hole spacing of 250m). For each drillhole, the vertical average of the AWF is calculated. The coarse-grained AWF is then modeled as the superposition of a trend surface and fluctuations. The spatial dependence of the fluctuations is modeled by means of the experimental variogram. Kriging estimators are used to determine the AWF values on a rectangular grid, and the uncertainty of the estimates is calculated. Implications of the analysis for the variability of the produced lignite are discussed, and recommendations for additional drilling are proposed.

"Rutile, ilmenite and Al-Ca complex reducer were used to prepare high titanium ferrous alloy by enhanced reduction-SHS method. The effects of the complex reducer compositions and slag types on the enhanced reduction-SHS process were investigated. The high titanium ferrous alloys were characterized by XRD and SEM. The results indicate that the high titanium ferrous alloys consist mainly of TiFe2, AlTi3 and Al2O3. The oxide inclusions exist resulting in directly the high oxygen content and micro-structural defects in the alloys. The titanium and oxygen contents decrease, but the aluminum content in the alloy increases while the mass ratio of calcium in the Al-Ca complex reducers increases. When the mass ratio of Al/Ca in the Al-Ca complex reducer is 6:1, titanium, oxygen and aluminum contents are 63.75%, 3.01% and 10.72% respectively. When the mass ratio of Al/Ca is 5:1 titanium content is 55.00% nearly and aluminum content is higher than 14.00%, but oxygen content is lower than 2.0%.1. IntroductionThe high titanium ferroalloys with 65%~75% titanium have the advantages of low melting point and high titanium content. They are widely used in special steel refining, while they are also a kind of very important quality orientation alloys in the rage of aviation and aerospace. At present, the methods of preparing high titanium ferroalloy include vacuum remelting and thermit reduction. The alloys prepared by the vacuum remelting method have good qualities and low oxygen content, so it is widely used in Russia, Western Europe and other developed countries. In China, there are abundant rutile resources, but waste titanium is lack, therefore, the preparation method is the thermit reduction. But there are many quality defects in the high ferrotitanium alloy, including high oxygen content, unstable quality and so on. In order to improve the qualities of the high titanium ferroalloy, especially to reduce oxygen content, the domestic and overseas have done a lot of further researches. For example, Sichuan E-mei ferroalloy plant and Beijing Nonferrous Metal Research Institute have prepared high titanium ferrous with 73.77% titanium with natural rutile, but the oxygen content is high. Through controlling the quality of raw material, they obtained the better qualities, but the oxygen content is still very high. South Africa Mintek company have prepared high titanium ferrous alloy with low nitrate by plasma heating under the isolation air conditions, but they couldn’t also remove effectively oxygen in the alloy. The oxygen exists in the form of Al2O3 and titanium protoxide. So it can be speculated that except TiO2 not being fully reduced, the no-sufficient alloy-slag separation is the direct reason resulting in high oxygen and poor microstructure. In view of present technical difficulties during preparing high titanium ferroalloy by thermit reduction, this paper proposed a new method of preparing high titanium ferrous with low oxygen by enhanced reduction-SHS with Al-Ca complex reducer. Ca in Al-Ca complex reducer has stronger reductive ability, it can effectively strengthen the reductive degree of TiO2. The slagging agent CaO CaF2 and MgO can effectively reduce the viscosity of Al2O3 slag to improve its liquidities to strengthen alloy-slag separation effects so that to remove inclusions and oxygen. "Kell is a hydrometallurgical treatment option for the recovery of platinum group metals (PGMs), gold, silver, and base metals from flotation concentrates to refined products on site. The process is cyanidefree, while eliminating emissions of sulphur dioxide, arsenic trioxide, and other toxic species often emitted by smelters and roasters. Kell has been tested on a range of concentrates, including PGMs (UG2, Merensky, Platreef, Great Dyke, Great Lakes, Lake Superior and others), refractory gold-silver, coppergold, and polymetallic concentrates. High extraction efficiencies (>95%) are achieved for value metals (Pt, Pd, Rh, Au, Ag, Ni, Cu, Co) and secondary metals (Sb, Zn, Pb, and others). Studies comparing Kell with smelter-refining show economic benefits: capex 18–33% of smelting; opex 51–66%; electricity consumption 13–46%; and environmental benefits: greenhouse gas emissions 57–61% of smelting, acidification 5–27%, human toxicity 37–62%, and freshwater ecotoxicity 43–55% of smelting. Synergies for Kell plants alongside smelter-refineries include utilization of recovered acid from sulphur abatement systems and excess capacity in precious metal refineries. Kell is unconstrained by concentrate grade and impurities, allowing the co-location of Kell plants for treatment of non-smeltable concentrates alongside existing smelters.Kell has been demonstrated in a nine-week integrated pilot campaign at 1:1000 scale, supporting a bankable feasibility study for a 110 000 t/a plant treating a UG2-Merensky concentrate at Pilanesberg Platinum Mine (PPM), owned by Sedibelo Platinum Ltd, which has along with South African Industrial Development Corporation (IDC), invested in Kell. Zimbabwean Mining Development Corporation (ZMDC) has signed a Memorandum of Agreement (MOA) with KellTech for a centralized PGM concentrate processing plant."

The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia's identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world's largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia's total export income in 1980/81. AUSTRALIA'S MINERAL RESOURCES POLICIES Federal and State Governments' Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia's international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government's control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government's powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government's responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

Taxation is a major factor in evaluating mining project developments. The availability or otherwise of effective tax relief for project expenditures can have a crucial bearing on the decision to proceed with a project. The special position of the mining industry is recognised within the Income Tax Assessment Act (the "Tax Act") by special legislation, namely Divisions 10, 1OAAA and 10AA. The legislation both extends the scope of items which are eligible for deduction and affects the timing of deductions. Generally, the legislation separates expenditure into 3 categories: 1. Expenditure on exploration 2. Capital expenditure on the development and the running of the mine; and 3. Facilities used in the transport of minerals. Companies evaluating a project should carefully analyse their proposed expenditures, allocating them between these categories so as to identify potentially non-deductible expenditures and to determine the period over which tax relief will be Obtained.
