"IntroductionGENERALLY, the necessity for mining coals of higher impurity content, the drive for lower costs by intensive mine mechanization, changing market requirements, and the increasing competition of oil and natural gas, have continued to result in an upward rise in coal preparation, and have necessitated a more intensive study of coal preparation problems.Increasing adoption of •continuous mining equipment, for example, is introducing new problems in coal preparation. Limited experimental work in the United States (1) shows that the effect of the continuous miner on size distribution varies with the characteristics of the seam. In some seams, the fines problem is lessened, in others it is greatly aggravated. Generally there is a decrease in the relative amount of the top sizes (plus 2 in.) and a substantial increase in the intermediate sizes (down to about 1/8 in.). Contrary to expected results•, where continuous miners with vertical-moving cutting heads are used, an increase in impurities in the slack sizes does not necessarily occur where draw-slate is taken. This is because the draw-slate tends to be kicked out in lump form. However, if a seam contains bands •and lenses of impurities they are bound to be in the mined product."

MODERN war means mechanization, and mechanization means raw materials, especially minerals-and lots of them. Let me recall a few events of recent history-events that constitute mile- stones down the road to the war now blazing on three continents and threatening to spread still farther. In 1932, Japan took Manchuria, largely upon the excuse that she needed raw materials; in 1935, Italy invaded Ethiopia, largely upon the excuse that Mussolini's growing nation needed raw materials-in this case oil; from 1933 to 1935, Germany cried out for a greater share of the world's natural wealth, and since 1938 has invaded or occupied ten other countries, frequently upon the excuse that she needed-and had a right to-more raw materials.

ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.

Over the past quarter of a century, the success of the hydrocyclone as a classifier in closed circuit grinding installations has permitted the introduction of the cyclone into virtually all fields of wet industrial processing. Research and experience gained in these applications have established the optimum cyclone sizes and designs necessary to provide the required performance. Although cyclones are used in widely diverse liquid-solid applications, their use for ultrafine separation clearly demonstrates the importance of a familiarity with previous case studies. Krebs Engineers is firmly dedicated to serving the process industry and has acquired the unsurpassed knowledge and experience to handle all types of separations and classification problems. Cyclones have been used for a number of applications to make what might be considered fine separations. A typical example is in an iron ore grinding circuit where a 381 mm diameter cyclone will classify an overflow product to 85% -44 micron. There is no question that this is a fine separation, but still finer separations are possible, and these are known as ultrafine separations.

The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

The last few years have been eventful ones for Manitoba in connection with mineral development. Perhaps the past year has been the most important of all. It is therefore a suitable time to review the mining situation in the Province. In order to obtain, in the following paper, a proper set ting from which to discuss the trend of recent developments, a brief review of the story of mining will first be given. This will include a summary of a few of the outstanding facts regarding prospecting, discovery, and operations in the several known metalliferous areas of the Province. Following this will come a more detailed description of activities during the past year or two. Special attention will then be paid to the outstanding enterprises, such a~ those associated with the names of Flin Flon, Sherritt-Gordon, and Central Manitoba, names which have been attracting the attention of the mining world to Manitoba. And last of all will be presented a brief summary of mineral production, which, so far, has largely been credited to non-metallics. HISTORICAL To aid a proper comprehension of the recent trend in mining, it is well not to lose sight of the history of development in the different metalliferous areas in Manitoba. This Province seems throughout to have been more or less dependent on mining interest excited by discoveries in the neighbouring province of Ontario. The first interest came as an effect of the Lake of the Woods mining boom, when small adjacent parts of Manitoba were prospected. Several discoveries were made, but no mining industry resulted.

"In Chile, the evaluation to reprocess tailings for elements other than the traditional Cu, Mo, Au, and Ag, as well as projects to implement long-term monitoring of mining residue sites are key elements of the government’s roadmap laid out for the mining industry for the next two decades. Characterization routines for tailings and mining residues in general have to be adapted from traditional ore and gangue mineral and micro-chemical studies. This contribution summarizes key aspects for the regional mining industry for a basic characterization of tailings with emphasis on small- to medium-size operations with limited in-house facilities and funds to carry out extensive characterization programs. The oldest tailings in Chile were deposited almost a century ago; this fact gives importance to the recovery of past ore /gangue feed information, process circuits and changes (e.g. acid to alkaline flotation), process water provenance and recovery, meteorological registers, and routines of filling a tailings impoundment. Basic characterization should include X-ray fluorescence spectrometry combined with laser diffraction (LD) granulometry followed by X-ray diffraction (XRD), optical microscopy (OM) and automated mineral analysis (AMA) on a reduced set of samples identified by hierarchical cluster analysis. For this detailed stage, only coarse tailings are recommended for direct a study by microscopy and automated mineralogy (P80 >100 µm); for fine tailings (P80 ~30 µm) a combination of XRD and deposit type adapted sequential extraction are more informative options. In particular, for XRD of clay phases, losses of crystallinity may result in deviation of spectra from standard reference phases due to prolonged storage. To monitor surface alteration, scanning electron microscopy can be complemented by Raman spectroscopy to detect residual reagents on mineral surfaces. For reactivity modeling BET measurements are essential."

Erwin S. SperRy, Bridgeport, Conn.: The analysis of refined copper is a subject of great importance, and has not received the attention it deserves. Copper metallurgists, therefore, will welcome the paper of Mr. Heath with satisfaction. The state of the art of the chemical analysis of copper has been such that consumers, if they could not afford to run any risk, have been obliged to buy copper from the smelter having the best reputation, and a specification for copper to meet certain requirements could not be drawn up by the mere giving of the chemical constituents. Mr. Heath has brought the analysis of the copper to such a state that when a specification calls for copper " equal to Lake copper " one will know immediately what percentage of the pure metal to expect. It seems to be a pretty well established fact that the copper of Lake Superior is practically free from antimony and bitmuth ; and, with the exception of arsenic, the other elements are easily separated from copper by electro-deposition in an acid solution. The authorities differ in regard to the question whether antimony is deposited with the copper in an acid solution. Classen* recommends the employment of a solution containing 10 per cent. of free nitric acid, sp.gr.1.21, and the strength of the current from 0.3 to 0.4 ampere, in order to prevent the other metals from being deposited with the copper; and for this reason, I presume, the method has been generally used. I, myself, have been accustomed to use such a solution for the analysis of copper-alloys, but have found that for such alloys only a small quantity of nitric acid is necessary, if sulphuric acid is present in sufficient amount to give the solution the required conductivity.

This paper describes a rock drill bit which, although conventional in the processes of manufacture and use on the job, has incorporated into the outer wall or periphery of the insert, where wear is always the greatest, a variable amount of extra metal, distributed in units of height of insert to withstand this excessive wear. Explained are variations of construction, how the extra metal enables the bit to drill more footage, prevent antitaper and the need to gauge grind, increase penetration rate and the length of run per regrind, reduce shank breakage and ma-chine costs, and permit increased production per man-shift, without requiring any change in equipment already on the job. A Google search on talc asbestos yields more than 500,000 hits due to the growing number of civil lawsuits in this area. Historically, the litigation was centered on amphibole-containing industrial talc. There was no debate these talcs contained amphiboles, but the issue was the definition of asbestos and whether the amphiboles had an asbestiform habit. Ultramafic-hosted talcs, however, are formed in such a way as to not favor the formation of amphiboles in the talc, but they can occur in the surrounding black-wall. In these deposits, the serpentinite host rock is in direct contact with the talc, therefore, allegations can be made that non-asbestiform amphiboles or non-regulated serpentine group minerals can occur in the final products. We analyzed talcs from both metamorphosed carbonate- and ultramafic-hosted talc deposits using polarized light microscopy (PLM), scanning electron microscopy (SEM) with energy-dispersive spectroscopy (EDS), electron microprobe (EPMA) with wavelengthdispersive spectroscopy (WDS), transmission electron microscopy (TEM) with EDS, and powder X-ray diffraction (XRD). Compositions of minerals determined by EDS alone are not sufficient to confidently identify asbestos, despite common practices by some researchers. We emphasize, using both historical samples, and analyses of currently contested minerals, the importance of determining both the structure and composition of a mineral, as well as defining its morphology, before concluding whether it is asbestos.

Since mid-July, most domestic producers have been marketing 99.5 percent unalloyed aluminum ingot at 53-57 cents per pound. Dealers in the United States have recently quoted ingot at 52.3-52.8 cents. On October 2, London Metal Exchange will trade aluminum, selling contracts on a cash and a 3-month basis. New York dealers were quoting August ingot at 52.3 52.8 cents. The Bonneville Power Administration announced that, effective December 20. 1978, electric power rates charged primary aluminum producers in the Pacific Northwest would be increased The increase (equivalent to about 4 cents per pound of aluminum produced) will raise the average rate to about 8.7 mills per kw-hr compared to 3.2 mills per kw-hr.

"IntroductionTen years ago, when nuclear fission became practical, the element uranium, until then a not very desirable by-.product of the radium industry, became overnight the strategic material par excellence. One of the several important problems that had to be solved at that time was the rapid and precise determination of uranium in ores and concentrates.GeneralThe chemical analysis of uranium ores is a long and difficult business and is complicated by the presence in most ores of a large number of interfering elements. True, much progress has been made, during the past few years, toward simplification of the analytical methods, but the chemical determination still remains the job of a skilled operator. For this reason, the chemical method has been replaced, whenever possible, by a physical determination based on the measurement of the radiations emitted by the elements of the uranium family. There are several types of instruments suitable for these measurements, but of all the radiation detectors known to the physicist, such as ionization chambers, crystal detectors, scintillation, proportional counters, and the like, the Geiger-Mueller counters have proved to be the most satisfactory for routine determinations, because of their simplicity.The Geiger-Mueller counter is a very versatile instrument; it can be constructed to detect any type of radiation, corpuscular -0r electromagnetic. Here, however, we are interested in these counters because of their ability to detect the beta and the gamma radiations, both emitted by some members of the uranium family. The beta radiation is corpuscular, and is composed of fast electrons, while the gamma radiation is electromagnetic."

It may be difficult to imagine but small engineering companies do exist, even in relatively large cities like San Antonio. Due to the limited capital available for the purchase or use of equipment such as computers, many times the small company must evaluate a blast damage claim by limited means. This paper will discuss how a relatively small company has managed to become the leading blast damage experts in an area without the use of computers or sophisticated equipment. It will be shown that a single individual in a company who is familiar with vibration theory, local soil conditions and who does not mind spending long hours with a calculator and reference books can satisfy both the insuranc e adjuster or attorney, and the homeowner concerning the claim. Several examples will be given which show the typical flow of work and the ultimate outcome. This paper will focus on the special problems encountered by a small firm and how these can be overcome, and the unique interaction of a small engineering firm with both the insurance adjuster/attorney and the homowner that can lead to an equitable settlement of the claim.

"The argument has long raged across the oceans as to what the best AG/SAG mill aspect ratio is. The North American practice of a high aspect ratio of two, diameter twice length, through to the South African and Scandinavian practice of an aspect ratio of as low as a 0.5. Within the collaborative P9 AMIRA project the MPRU of the University of Cape Town and the JKMRC of the University of Queensland have been collecting plant data pertinent to this issue over the past four years.The JK SAG mill model developed by the JKMRC is based upon data collected from mills having a range of aspect ratios from 1 up to 2. The maximum mill speed, mill load, and ball filling in the fitted data base were all below the operating range common in South Afr-ica. The extension of the P9 project into South Africa therefore lent an ideal opportunity to collect data in a whole new window of operation that would allow the range of applicability of the semi-empirical SAG model to be greatly extended.At the heart of the differences in aspect ratio is the completely different operating practice for high- and low- aspect mills. The mill filling, mill speed, and recirculating loads of closed-circuit single-stage operation have more influence on the differences in operation than the pure aspect ratio relationship. Relationships for load have been extended to 45% filling, with the modified model showing the measured peak in throughput as the mill filling increases. The ball load relationship now covers fillings of over 30% balls (of total mill volume), thus including so-called SAG-ball mills. The influence of closed circuit operation has been measured. It has been found that a key issue of the high slurry flows associated with closed circuit operation, especially when closed with a cyclone, is the pulp discharge limitation of the traditional grate and radial lifter configuration. It has also been observed that absolute mill length is more of an issue than aspect ratio. Slurry flow along the mill and charge segregation within the load are being investigated on pilot and full-scale mills to provide data for potentially modifylng the perfect mixing model that is used for the SAG mill.Improved understanding of these aspects of SAG mill operation and extension of the JK SAG model to better cover the entire range is allowing serious direct comparison of high- and low aspect mills for the first time. It is the conclusion of the researchers working in this area that there is no one best practice, that in fact mills across the range have their application based on ore type, desired product, available capital and on operating costs. Developing robust designs allows direct comparison of two-stage circuits using high-aspect primary SAG mills, with single-stage closed circuit low-aspect SAG mills. The new operations within South Africa are now considering both circuit types, and data is presented on selections that cover the full range of aspect ratio and operating practice."

A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long.
