ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: I—maintenance of metallurgical balance, 2—conservation of oxide ore, and 3—mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak—Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pct, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pct of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn. The ability to increase and maintain dragline productivity is a key mine driver for the Coal Creek Mine. The Coal Creek Mine is owned by Arch Coal Inc subsidiary Thunder Basin Coal Company; located near Gillette, WY. Coal Creek Mine overburden stripping is primarily accomplished by a BE-1570W walking dragline in combination with cast blasting and dozer assist for bench preparation. The two main variables impacting dragline performance are maintenance reliability and operator skill levels. The mine?s most recent process improvement efforts have focused on its most valuable asset - the operator. Various techniques have been used to reduce variability in the dragline operator?s digging performance. Utilization and communication of operator performance data, statistics, and video reviews have been of great value towards achieving this goal. Operators are given a chance to critique operational tendencies from a third-person point of view, and are also presented statistical feedback to support observations. From these sessions, operators gain knowledge as to what portions of the dig cycle can be improved in order to reduce cycle time and increase productivity. BACKGROUND The BE-1570W walking dragline was commissioned at Coal Creek in November 2006 after relocating from Arch of Wyoming located in southeast Wyoming. The first two years of operation the machine was performing simple side cast stripping due to the low ratio. Coal Creek Mine is a multiple seam operation with overburden thickness ranging from 24 to 140 feet. Early in 2009 the ratio increased to the point where transitioning to cast blast/extended bench stripping was necessary. The current mining conditions consist of a mixture of both stripping styles where the ratio allows. The dragline crews running the machine consist of a mixture of experience levels ranging from 30+ years to only a few years. It has been in this digging environment and slightly inexperienced personnel that the focus has been set for improvement in dragline performance.

It sometimes happens that old knowledge is forgotten, or half-forgotten, and its rediscovery is hailed as a great new advance in technology. Autogenous grinding affords such an example. The oldest-or apparently the oldest-commercial application of continuous autogenous grinding on a large scale outside of South Africa occurred at San Juancito, Honduras, where a total of more than two million tons of silver ore were ground autogenously with complete success from 1918 to the early 1940's. The history of the San Juancito silver deposits begins in 1880 when- the New York and Honduras Rosario Mining Co. started mining silver at a rate which soon reached two million ounces of silver annually. In 1912 the Company's first mill, located in the village of San Juancito, was shut down and its equipment transferred to a new cyanide plant. This plant, constructed on a mountainside near the mine, was equipped with tube pebble mills in which Normandy or Danish pebbles were used initially.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

A recent survey of CEOs from major steel companies worldwide revealed the importance of recycling zinc units from EAF dust, mill scale, blast furnace dust, and other zinc containing streams in their plants. Many processes were developed and installed in response to this challenge. The most successful approach involves the production of a crude zinc oxide and selling it to primary zinc producers to recover the metal value. The problem with this process is the high concentration of halides in the crude oxide. This type of material cannot be processed directly in an electrolytic zinc plant because of corrosion problems it will cause in electrolysis. In 1999, BRZ installed a zinc oxide receiving and washing plant to minimize the impact of halides to its circuit. A description of the washing plant and initial operating results are included.

25th Julius Wernher memorial lecture given at Tunnelling '91, sixth international tunnelling symposium held in London, 14-18 April 1991. The title gives the lecturer a chance to share some of the lessons he has learnt in a lifetime of tunnelling and particularly in the last six years of his involvement with the Channel Tunnel and the International Tunnelling Association. These included: the difficulties of split contracts but the problems arising with Eurotunnel over the need to create a single owner to whom the banks could lend; the peripatetic nature of tunnellers who built London's underground in the 1960s and returned to build the Channel Tunnel from Egypt, Singapore, Hong Kong and Australia; the increasing requirement for strategic planning resulting in tunnels between European countries and the need for engineers to deal with decision-makers; EU work on harmonising regulations so that there need no longer be, for example, arguments over which regulations should be followed for temporary electrical equipment in the section of the UK tunnel that is technically in France; the huge improvements in safety standards and attitudes; the enormous increase in the scale of undertakings and individual contracts, with an accompanying change in attitudes to logistics; technological advances to cater for the high performance now required of equipment; and the rising importance of environmental issues. E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

A PART of the Bureau of Mines effort to improve the conversion of coal to liquid fuels, batch autoclave tests were made on the hydrogenation of bituminous coal by a dry method, which featured charging the autoclave with dry ingredients only-coal, catalyst, and hydrogen. This innovation, which omitted the liquid vehicle used in earlier work, limited the products to those made from the coal charged. The effects of the common process variables (catalyst, hydrogen pressure, temperature, and residence time) were studied. Tin catalysts showed the highest activity in the widest variety of forms and were the easiest to disperse; dry mixing in the autoclave during the heating-up period usually sufficed. Ammonium molybdate, on the other hand, was inactive when dry mixed, but it compared favorably with the best catalysts known when applied by impregnating the coal with a solution of a molybdenum compound. As a group, metal naphthenates were the most effective; in fact, molybdenum naphthenate was the most active catalyst the Bureau tests disclosed. One-hundredth of a percent of molybdenum in this form (calculated as the metal in weight-percent of maf coal) induced 90-percent conversion of coal. However, because of their high cost, naphthenates have as yet only technical significance in coal hydrogenation. Long residence time and high reaction temperatures tend to increase the amount of thermal decomposition products formed (light hydrocarbon gases and/or char). High hydrogen pressure favors the production of liquids.

The element probably constitutes much less than one-millionth part of the earth's crust , but the potential supply - to no small extent as a by-product of the production of lead and copper with which it is associated in nature has tended for many decades to exceed the demand. A single mine in Bolivia could readily flood the world's markets , and considerable quantities of bismuth are allowed to escape recovery at many smelting plants .

In most operating coal-cleaning plants, a significant amount of pyrite is recovered in the froth during flotation of high-sulfur coal. Reducing the pyrite recovery first requires that the primary recovery mechanism should be Identified, as different measures are required for reducing entrainment, locked-particle flotation, or true hydrophobic flotation. In this paper, evidence is presented which suggests that hydrophobic flotation is not an important mechanism for recovery of liberated pyrite from freshly-ground coal when the collector is a neutral oil, and that the bulk of the floated pyrite occurs either as a result of simple entrainment or by mechanical locking with floatable coal particles. Column flotation results are also presented which show that significant sulfur reductions can be achieved by reducing levels of entrainment.

Many underground mining operations use Split Set friction stabilizer bolts for rock support. Currently, however, little has been done to quantify the effects of various rock mechanics and operational parameters on the capacity of frictional support systems. The strength of Split Sets is usually measured by means of a pull test wherein a jacking force is applied to the bolt and a slip load is obtained. In order to evolve a rational design procedure for this type of support, an extensive database of over 900 pull test results from more than 50 mines through- out North America has been assembled and analyzed. Associated relevant rock mechanics parameters (rock type and quality) and operational details (drilling method, bit size, drive time, time to pull test) were also obtained, as completely as possible, for each test. Analysis of the information has yielded several charts that relate pull-out strength to relevant parameters and simple statistical analyses were conducted where necessary. Quantified distributions for pull-out strength were also produced for several operating conditions. The factors that most significantly affect bolt strength have been identified and specific applications to design are discussed. The information presented will assist mining engineers in designing safer and more economic support using Split Sets.

The seventh Annual RMCMI Mine Rescue Evaluation was held during the 1998 Institute convention at the Silvertree Hotel, in Snowmass Village, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Elliott Tsosie, is one of 18 committees of the Institute. In 1998 a record number of 10 teams participated in the program. The teams were from the four western states of Montana, New Mexico, Texas and Wyoming and were comprised of about eight members each. Teams participating were BHP-La Plata Mine, BHP-Navajo Mine, BHP-San Juan Mine, all from Farmington, New Mexico; Bridger Coal Company, Rock Springs, Wyoming; General Chemical, Green River, Wyoming; Jacobs Ranch Mine, Gillette, Wyoming; Powder River Coal Company-North Antelope/Rochelle, Gillette, Wyoming; Sabine Mining, Hallsville, Texas; Solvay Minerals, Green River Wyoming, and Western Energy-Colstrip, Montana. The professional evaluators provided challenging scenarios for over 90 participants and many observers. The evaluators were: Art Saenz and Tom Bass of Western Environmental Associates, Keith Mitchell and Jim Jennings of Emergency Services Detail; Mary Bailey of Mary Bailey Associates; and John Peleaux of Innovative Access. Teams are not given advance warning of what the problem will entail. They are provided the necessary details when they arrive at the scenario location and work to resolve the problem in an effective and efficient manner. [ ] Seven participants made up each team with an . eighth member as an alternate. Team trainers and other mine personnel traveled with the team from scenario to scenario providing support and encouragement. The teams were presented with four scenarios each day, involving High Angle Rescue, Low Angle Rescue/Medical, Hazmat, and Confined Space. All of the victims, except for one, were provided through the cooperative efforts of the Snowmass Fire Department, who also assisted with providing several evaluators. Snowmass Fire Department is to be commended for providing over 20 victims/evaluators each day to facilitate the evaluations. Training sessions were held Friday afternoon and Saturday evening to help the teams prepare for the scenarios. A swap meet was held Friday evening for teams to trade hats, shirts, belt buckles, stickers, etc. All mine rescue participants and spouses and registered families attended the Bar-B-Q on Sunday evening followed by an adult dance. DISCOVERY of large iron ore deposits in New Quebec and Labrador is, undoubtedly, one of the outstanding mining events of the twentieth century. To give an idea of size, the present concession is almost equivalent to a strip a mile wide around the earth at the equator. Importance of this iron ore area can best be appreciated by comparison to the famous Mesabi Range. On Mesabi, the area of favorable rock is 110 miles long and from 1 to 5 miles wide, with a, productive zone about 70 miles long. On the con- cessions the area of favorable rock in the Labrador Trough is 225 miles long and from 10 to 60 miles wide. In Quebec-Labrador, exploration already discloses that the productive zone is 90 miles long, with good chances of being extended at both ends. The Mesabi is covered generally by thick over- burden, and the iron ore deposits were found by T- test-pitting and systematic test-drilling. In Labrador and Quebec, most ore has been developed from a few surface deposits, and when it is considered that at least 95 pct of the area is covered by over- burden, and that there remains thousands of square miles of favorable territory still to be explored, it can be seen that the possibilities for developing additional ore are tremendous.
