Variations in the characteristics of bentonite, magnetic taconite concentrate and system water have been examined to show their effects on pelletizing. Chemical methods have been tried to alter the clay or the system water so as to obtain pellets with desired properties. Those methods include ion exchange and the use of supplemental binders (organic and inorganic).

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." It has been shown that bacteria Acidithiobacillus ferrooxidans can be used to depress pyrite in seawater flotation at natural pH, which opens the possibility for its use as an alternative to lime to depress pyrite in copper sulfide flotation. In order to have a better understanding of the mechanisms involved in pyrite depression with A. ferrooxidans, an exploratory experimental campaign was carried out, including attachment density and contact angle measurements, and the effect of adding bacteria before or after collector. Biodepression of pyrite improves when increasing pH from 3 to 8, with a decrease in recovery from 92% to 36%. This increase in depressing capability is accompanied by an increase in attachment density, from 2.58×108 bacteria/g to 1.99×109 bacteria/g at pH 3 and 8, respectively, suggesting that the mechanism of depression is related to the attachment of bacteria to the pyrite surface. It was observed that the conditioning sequence with collector and bacteria influences the biodepression capacity of A. ferrooxidans. Having as a reference a value of pyrite recovery equal to 97%, when using only xanthate in seawater flotation at pH 8, the effect of both conditioning with bacteria-followed-by-xanthate and xanthate-followed-by-bacteria were assessed. When bacteria were added before the collector, the recovery of pyrite decreased to 36%. On the other hand, when bacteria were added after collector, the recovery was 64%, showing that biodepression of pyrite with Acidithiobacillus ferrooxidans is more efficient when the conditioning is carried out first with bacteria. The contact angle values show that there is little effect of the second component added to the system, i.e., if pyrite is first conditioned with bacteria, the contact angle does not change significantly once the xanthate is added (bacteria-followed-by-xanthate). The same was observed when the conditioning sequence was xanthate-followed-by-bacteria.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

At the end of a century of mining education in South Africa, it is appropriate to reflect on the past, take stock of the present and ponder the future of mining education. While it is likely that changes in the mining industry will generate an increased demand for mining graduates, the number of suitably qualified applicants to study mining is worryingly small. While good progress has been made in unifying the educational system that previously provided schooling on a racially separate basis, it appears that a decade or more will be required to raise competency levels in mathematics, science and English, and this paper describes the process as it affects mining engineering programs. It also describes the initiatives currently being undertaken by the University of the Witwatersrand and the mining industry to ensure that the South African industry receives an adequate flow of well-qualified mining graduates, despite more than 70% of the intake coming from severely disadvantaged educational backgrounds.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

Often the effects of wet boreholes are not taken into consideration when designing a blasting program to exhibit a certain amount of explosive energy per unit of rock such as design by powder factor, expressed in lbs./bcy (pounds explosives per bank cubic yard) or kg/bcm (kilograms per cubic meter), often the effects of wet holes are not considered. This paper examines different methods of loading wet holes and the effects they have on actual explosive quantities/unit of rock. In particular, we are looking at the amount of water trapped within the explosive column (bulk loading from the collar), or the annular space left void of explosives product around and between cartridges (wet-bags) with many of the current wet hole loading methods in use. We will focus on the effect this has on actual powder factor relative to “as designed” dry hole loading values, as well as the effect on performance of the explosives.

Mine-drainage and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, existing conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

This report presents the results of laboratory mineral evaluations conducted by the federal Bureau of Mines under the joint sponsorship of the U.S. Atomic Energy Commission (AEC) and the Bureau a! Ships, U. S. Department of the Navy. The major purpose of this investigation was to examine and evaluate zirconium minerals representing sizeable deposits in an effort to locate com¬mercial sources of high-hafnium ores. Although determination of the hafnium content was the principal objective, each of the zirconium minerals also was analyzed for combined zirconium-hafnium oxide, silica, uranium, thorium, yttrium, and cerium. The general laboratory procedure involved microscopic examination of the test samples, concentration of the hafnium-bearing zirconium mineral by standard laboratory techniques, and analysis of the derived concentrate by quantitative microscopic, chemical, and X-ray spectrographic methods. Of the several hundred samples tested under this program, 147 are discussed in this report, including 94 from domestic occurrences and 53 from widespread foreign sources.

There continues to be a certain magic attached to the word "Automation". When properly planned for, engineered, installed, and operated, the magic truly does take place - witness certain publicized mineral processing, metallurgical, and chemical plants. They operate successfully with few people, instead of previous dozens as in similar facilities not automated. Production quality has improved. Maintenance costs have been lowered. When such welcome results are achieved, it's proved to be a function of method and procedure in establishing criteria for choosing the intelligence and control systems followed by skilled choice of the specific elements used. The criteria, the bases for decision, are associated with design, construction, startup, operations, and maintenance. How to go about automating any process system to achieve the optimum profit depends on attention to all those aspects of a project. None of them can be forgotten if maximum satisfaction is to be gained. Control loops that look wonderful on an equipment. Piping, and Instrumentation diagram can suddenly turn into costly and. annoying problems in the field if there has been too little coordination of design. Panel boards that are literally works of art just before startup can become the largest of white elephants if an air header is inadequately sized and the pneumatic control circuits are sluggish. Conveyor belt replacement costs can skyrocket if a critical discharge chute far away from immediate operator attention lacks a simple yet effective clog-chute switch. Planning, execution, and followup of the work, the skills, and function of-the automating material can make any new project a success. An integrated owner contractor, producer-engineer approach is the key.

The coal mining industry is being called upon to vastly increase production in the coming years. Many mining operations will have to prepare an environmental impact report of some kind and all will have to comply with various types of environ- mental regulations. Therefore there is a great need within the industry for access to environmental data, information, and literature. This paper discusses the informational resources available, the current lack of access to these resources, and the Environmental Data, Information and Literature (EDIL) Bank of the Kentucky Institute for Mining and Minerals Research. The bank's major emphasis concerns the environmental, social and economic aspects of producing clean solid, liquid, and gaseous fuels from coal. The data bank promotes information interchange between other related governmental and private projects and the energy development community.

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rocksurfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to [P]8.oo per ton, and from the property to San Fernando the rate is [P]16.00 per ton. The company pays the road toll, [P] 1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. According to reports received by the United States Bureau of Mines , Department of Commerce , as of January 1 , 1930 , there were 412 completed refineries in the United States with a daily crude oil capacity of 3,755,585 barrels . This compares with 413 refineries of 3,509,540 barrels capacity on January 1 , 1929 , which indicates that whereas the number of refineries was practically unchanged , the total capacity increased 8 per cent during the past year . Of the completed plants as of January 1 , 1930 , 358 plants , of 3,634,825 barrels total capacity , were operating and 54 , with a capacity of 130,760 barrels , were shut down . Compared with a year ago , this indicates a decline in the percentage of the total refinery capacity that is inoperative . There has been a decided decrease in the number of shut-down plants since 1924 and 1925 , when one plant in every three was inoperative . Many of the inoperative plants of 1924 and 1925 were constructed soon after the boom times of 1920. Some of these were operated for a time but were unable to show a profit during 1923 and 1924 , when an overproduction of crude petroleum was accompanied by demoralized markets for refined products . Prices for refined products improved in 1925 and 1926 , but only a comparatively few of the shut -down plants , then partly obsolete , were able to obtain or renew their crude connections and compete successfully with the larger , more firmly established refineries . After five years or more of continuous idleness , a refinery would be rendered practically useless through corrosion and obsolescence . Consequently , most plants now being carried as " shut -down " have operated intermittently since 1923 . struction . A material change occurred in 1929 in the matter of plants under con- On January 1 , 1929 , there were 14 plants under construction , with a potential capacity of 99,000 barrels per day , whereas on January 1 , 1930 , there were only eight plants of 37,200 barrels capacity being built . This decline was due to the fact that the construction program in west Texas , which was at or near its height on January 1 , 1929 , was completed prior to January 1 , 1930 .

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

The economics of exploration target selection can be measured ultimately only against a company's success at developing mines. In the following brief history of the mine acquisitions of one company, Placer Development Limited, I try to identify the principal targeting parameters and the principal skills that came into play for each property and examine how these have changed with time. The process of target selection in exploration is directed: - first by corporate investment criteria which define objectives and acceptable levels of risk for pursuit of those objectives; - second by experience and skills which permit us to minimize risk; and - third by anticipation of future events relating to ore discoveries and changes in external risk factors.
