Australian Bureau of Statistics (ABS) data shows that since 2006 the balance of capital costs associated with mine development has become weighted greater than 75 per cent to enabling infrastructure and less than 25 per cent on process plant, equipment and machinery. The well-developed mine planning techniques including pit optimisation and scheduling and process plant design and optimisation have typically proceeded in a linear fashion from geology, mine planning, through processing, with some iterations back to the mine. Only then is attention paid to planning and costing of enabling infrastructure in any detail.Optimisation has typically involved developing cut-off grades, mine plans and schedules and ore processing that produces maximum economic ore. Infrastructure has then been sized æto suitÆ the mining and processing core business drivers.What the ABS data, together with global trends, indicates is that infrastructure can no longer be an afterthought if miners wish to achieve robust project value estimates, realistic ore to market costing and resource statements based on achievable economic cut-off grades.In addition, with such a large proportion of the costs originating from non-mining or processing activities, a mining operation can only be truly optimal if these aspects are given due consideration in the mine design stages, based on quality geometallurgical inputs so that the size and cost of enabling infrastructure is optimised to maximise project value.This paper outlines an iterative holistic approach to mining project development, which integrates the geometallurgical approach and enables infrastructure planning into project design and evaluation. ABSTRACT Electricity production by the Electricity Supply Commission of South Africa (Eskom) is the most important beneficiation process for South African coal. As one of the world’s lowest cost producers, energy-intensive industries such as ferroalloys and aluminium were introduced. However the poor were neglected. The white paper on energy policy (Department of Minerals and Energy, 1998) sought to redress this. Also, chasing economic growth to generate jobs resulted in high electricity demand and interruptions. Lifespan estimates of South African coal reserves based upon peak theory vary widely. Approaching peak, coal production in the future will be more expensive and, thus, contribute to more expensive electricity, which could inhibit industrial development unless South Africans work smarter.

"With more rigorous regulations being enacted in the mining industry, a need exists for cost effective and environmentally compliant technologies to remove selenium from mine impacted waters to ultra-low concentrations. Existing selenium treatment methods have high life cycle costs, introduce risks of acute fish toxicity, and produce biological waste residues that represent future liabilities. Furthermore, achieving selenium discharge limits of less than 4 ppb is a challenge for existing technologies. Selen-IX™ is a technology developed by BioteQ that selectively removes selenium from mine impacted waters to less than 1 ppb. The technology is purely physico-chemical and takes advantage of the basic principles of ion exchange and electrochemistry. Unlike conventional electrocoagulation that removes suspended solids and breaks emulsions or oxidizes heavy metals, the electrochemical process employed by Selen-IX™ relies on creating conditions where iron acts as a highly effective reducing reagent transforming selenium from a dissolved species into elemental selenium bound in a solid phase. The iron-selenium by-product of Selen-IX™ is an inorganic, non-hazardous and chemically stable solid. Due to their high iron content, the solids produced by Selen-IX™ are of interest to the steel making industry as a low cost feedstock. This offtake potential can not only reduce the life cycle cost of selenium removal by reducing disposal costs but more importantly, eliminate the risk of future environmental liabilities. In this paper, the basics of Selen-IX™ technology are presented along with results of successful piloting on streams from coal and copper-gold deposits.INTRODUCTIONVarious contaminants are released into mining wastewater during the extraction and processing of metals. One such contaminant is selenium. A naturally occurring element found in rocks and minerals, mining activities accelerate its release into the environment. Selenium in trace quantities is essential to all life forms but at higher concentrations it can be harmful, especially to aquatic life where selenium bioaccumulation can lead to reproductive deficiencies."

THE name fuller's earth, which was derived from its early use in "fulling" or removing grease from woolen goods, is a term that is generally considered to designate mineral matter, containing hydrous aluminum silicates of the clay group, which has a high capacity for removing colors from oils, whether of animal, vegetable, or mineral origin. Fuller's earths are usually dried and may be "tempered" by heating or may be treated with water or reagents to improve their efficiency. For our purpose the term "acid-treated earths" will include those products from the partial decomposition of mineral water by acid which are equal to or more efficient than an untreated fuller's earth from Quincy, Fla., when used in bleaching mineral oil by the "contact" process. In general, the contact process for treating oils consists of heating and agitating a mixture of oil and finely divided adsorbent, the latter being subsequently removed by filtration. The term "adsorbent" is used because, although there has been a great deal of controversy over the mechanism of removal of impurities from oils by mineral matter, there is no doubt that adsorption, which involves the surface of the solid, plays a major part.1 The properties that make fuller's earth useful in the treatment of petroleum products by "percolation" and in the purification of edible oils by the contact process have long been studied, but the comparatively recent adaptation of the contact process to the bleaching of petroleum products has made desirable the further investigation of fuller's earth and other adsorbent earths.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

The extractive metallurgical industry is a major consumer of high-temperature process heat. It is, consequently, a major contributor of C02 emissions and other greenhouse gases derived from the combustion of fossil fuels for heat and electricity generation, or from the process itself. These emissions can be substantially reduced by replacing fossil fuels with solar energy as the source of process heat. Concentrated solar radiation can supply a large amount of thermal energy to endothermic reactions at temperatures exceeding 2000 K. Another potential for C02 emission reduction exists as well. Thermodynamically, the total amount of energy required for metal production at any given temperature is the enthalpy change of the reaction, AH. Of this total, an amount equal to the Gibbs free energy AG must be supplied as high quality energy in the form of electrical work or by using a reducing agent. Many conventional metallurgical electrolytic processes and reducing furnaces are unable to add only the thermodynamically required electricaVchemical energy due to process inefficiencies. Electrical work in excess of AG for the reaction may be used to supply process heat, or excess chemical reducing agent burned to supply process heat. Besides the thermodynamic and economic drawback, this inefficiency results in excess C02 emissions derived from the combustion of fossil fuels. With these practices, energy becomes an important cost element of the metal produced. Highly-concentrated solar energy has the demonstrated potential to separate these two forms of process energies, allowing the addition of only the thermodynamically required high-quality energy while high-temperature solar process heat is provided to the reactor. Examples of metal oxide reduction processes that have been studied experimentally in solar furnaces include the production of Fe, Al, AI/Si alloy, Mg, Zn, Tic, Sic, CaC2, TIN, Si3N4, and AIN by carbothermic reduction of their oxides, and the high-temperature solar- electrothermal reduction of ZnO.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

THE Petroleum Division will hold two meetings this fall, one on the Coast at Los Angeles, Sept. 29, with the technical sessions in the assembly room of the California Oil and Gas Association and a banquet Friday evening at the Richfield Cafe atop the Richfield building; the other in the Southwest, at Dallas, Texas, Oct. 6 and 7, with the Baker Hotel as headquarters. Dr. Frederick M. Becket, President of the Institute, and A. B. Parsons, Secretary, will attend both meetings. Arrangements for the meetings are not yet complete but the respective local committees, working in close touch with the officials of the Division are rapidly shaping up the programs and other detail.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

BHP Copper has grown, in just over six years, from a minor participant to the world's largest privately owned copper producer. BHP Copper's major asset is the world's largest copper mine -Escondida in Northern Chile. Ten years ago investing in Chile was considered high risk. Today, Escondida represents an investment of approximately US$2 billion. Reward is the result of managed risk and Escondida is a clear demonstration of both. The Ok Tedi copper and gold mine in Papua New Guinea represents a Rubicon of risk and a retrospective on reward in a developing country on the doorstep of a developed one. The story of these two mines encapsulates risk in the mining industry.

A new data set of cobalt-rich ferromanganese (Fe-Mn) crust chemistry has been completed for the first detailed sampling of a latitudinal crossing of the Pacific equatorial zone of high biological productivity. Samples were collected in January-March, 1999, during the AVON 2 cruise aboard the R.V. Melville, Scripps Institute of Oceanography. Samples were collected from 4.6° N to 9.2° S latitudes along two ridges, the Marshall Islands-Gilbert Islands ridge (4.6° N to 3.5° S) and the Howland Island-Tokelau Islands ridge (1° N to 9.2° S). The two ridges are offset east-west in the region of overlapping latitudinal sampling by about 466 km. We determined the concentrations of 48 elements for 147 samples from 39 dredge hauls taken on 33 seamounts and island flanks that occur between the Marshall Islands to the northwest and Samoa to the southeast. Element concentrations can be examined as varying spatially and with water depth in the ocean and we examine those relationships based on statistical analysis of the chemical and spatial data. The mean Fe/Mn ratio of 1 and mean Co content of 4645 ppm are typical of West Pacific hydrogenetic crusts; but the mean Co content is low compared to those of some equatorial North Pacific sites, such as the Marshall Islands and Johnston Island EEZs. In contrast, the mean Cu concentration (1540 ppm) is 35% higher than the mean concentration for Pacific Ocean Fe-Mn crusts (998 ppm). Another striking difference is the 40% higher Ba concentrations (mean 3107 ppm) compared to typical Central and West Pacific crusts (mean 1876 ppm); but Ba concentrations are lower than those in California continental-margin Fe-Mn crusts (mean 4085 ppm). A final significant difference in Fe-Mn crust chemistry is Zr concentrations, mean 921 ppm (maximum 1523 ppm), which is about 30% higher in this data set compared to the previously determined mean value of 613 ppm for Central and West Pacific crusts. Zirconium has a strong positive correlation with Ba and a weak positive correlation with Mn.

"Calcium ferrite slags are currently used in a number of copper-converting processes. Despite the industrial importance of this system the phase equilibria have not been fully investigated. Characterization of this slag system is necessary to improve the control of process parameters, including fluxing and operating temperatures. Recently, a modified experimental method has been developed; this involves rapid quenching of slag samples equilibrated at high temperatures with the resulting phase assemblages analysed using electron probe microanalysis (EPMA). In the present study, experiments were completed under controlled temperatures and oxygen partial pressures using CO/C02 or H2/C02 gas mixtures. The investigated slags were supported during equilibration by a substrate of the primary phase. This technique removes the limitations arising from the use of crucibles and facilitates rapid quenching of the melt. Experiments were carried out at 1200°C and 1250°C (1473 Kand 1523 K) and in the composition range 0-40 wt.% Cu20, 0-25 wt. % CaO and 45-80 wt. % Fe203. Liquidus and solidus data are reported for the primary phase field of spinel between the oxygen partial pressures of 10-4.5 to 1 o- 6-5 atm. The analyzed compositions of liquids and solids are used to construct the phase diagram of ""Cu20"" -CaO-""F ez03"" system in equilibrium with metallic copper at fixed oxygen partial pressures."

SAMREC (The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves) Clause 7 notes that ‘Documentation detailing Exploration Results, Mineral Resources and Mineral Reserves from which a Public Report is prepared must be prepared by, or under the direction of, and signed by a Competent Person.’ Similar statements with respect to Competent Valuators (CVs) and Qualified Reserves Evaluators (QREs) are contained in the SAMVAL (South African Code for the Reporting of Mineral Asset Valuations) and SAMOG (South African Code for the Reporting of Oil & Gas Resources) codes respectively. What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?

Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. Key elements of a change management framework, first developed for implementing mine management systems, are described to give mining executives insight into how they and their organisations can succeed through technology-driven change.CITATION:McCarthy, B, 2016. "The city of Denver, CO has experienced extreme growth in the past decade, with the population of the city topping more than 700,000 people in 2018. The current storm water drainage system was put in place in the early 1900s and has not been able to keep up with the growth of the city.When it rains north and east of the city, the runoff goes toward the South Platte River. With the dense population and sometimes severe thunderstorms in the summer, the city has experienced significant flooding that not only endangers lives of residents, but some of the storms have caused millions of dollars of property damage.The Platte to Park Hill Project is a $298-million nearterm, four-phase solution to the flooding that includes the Globeville landing outfall; an open drainage project in the Cole neighborhood in north Denver; an area for temporary water detention and another temporary water detention in Park Hill.The largest and most complex phase of the project is the Globeville landing outfall — a $70-million box culvert project that includes a pair of 157-m (515-ft) long, 243-cm (96-in.) diameter storm water tunnels that pass beneath a busy rail yard with 17 tracks for the Union Pacific Railroad (UPRR) and two Regional Transportation District (RTD) commuter rail tracks. The tunnels, which were installed parallel to a pair of existing 243-cm (96-in.) tunnels, were designed by Brierley & Associates as a client of Merrick & Company for the City & County of Denver, and Bradshaw Construction constructed the one-pass tunnels.From the start, it was evident that the tunneling portion of the project would be the most challenging because of the rail yards.“It’s a little bit more complicated because the railroads have such tight restrictions for settlement,” said Rebecca Brock, Brierley’s project manager. “We had a lot of meetings with Union Pacific and RTD to figure out what are prescribed versus tolerable settlements.”“The portion extending beyond the UPRR under the RTD rails was challenging, as RTD is new to tunnel installations under its tracks,” said Lester Bradshaw, president of Bradshaw Construction. “The RTD tracks employed a unique foundation of continuous concrete with integral raised concrete ties on rubber bushings. Minimizing settlement to these tracks was a critical requirement.”"

THE salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley-the home of the Cahuilla tribe of Indians-is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 ft. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. The depression is topographically the northern end of the Gulf of California, from which it is now separated by the delta of the Colorado river, extending practically from the mouth of the Gila river across the valley to the coast mountains on the west side. We may conclude that the imprisoned salt water was gradually displaced and freshened by the inflow and outflow of the river, so that the lake was changed to fresh or brackish water, with enough salt in it to give a bed at the bottom upon

THE general usage of engineers, manufacturers, and merchants, is gradually, but surely, fixing the answer to this question. In every country rails, boiler-plates, and machinery bars, whether hard or soft, are almost universally called steel, when they are made from cast ingots. Other names for the softer steels, such as " homogeneous metal," " Bessemer iron," " Martin iron," and the like, have failed to obtain general recognition. The meaning of the term steel, before it was enlarged to cover newly developing varieties, has been traced, by a recent writer, down through Percy, Shakspeare, and the Bible, in a most interesting manner, from an archaeological point of view. Undoubtedly, it did characterize hardness and other qualities imparted by carbon. It is within the memory of most of us, that all steels were tool steels, and that the soft, structural varieties were introduced-varieties which harden but little, which bend cold, and which, in many physical properties, are akin rather to wrought-iron than to tool-steel. But, since both the hard and the soft steels are made by the same processes, and have their great, distinguishing structural feature in common, viz., homogeneity resulting from fluidity, it has come to pass, despite every other proposed nomenclature, that all the compounds of iron which have been cast in malleable masses, are called steel, the term wrought-iron being still confined to malleable iron made from pasty masses, and hence laminated in structure. No inconvenience has been found, so far, in distinguishing between the more or less carburized products, in general, by the terms " high-steel," " low-steel," " tool-steel," etc., and, in particular, by prefixing the percentage of carbon and other ingredients, to the terra steel. Steels which contain distinguishing ingredients other than carbon, are called "chrome-steel," " titanium-steel," and the like, just as variously compounded bronzes are called "phosphor bronze," "alu¬minium bronze," etc. Thus the combination of several words or symbols, and figures, may completely disclose the characters of the metal, in terms that are subject to no misunderstanding. But inasmuch as several high metallurgical authorities and clever writers have of late proposed to disturb this natural and somewhat settled nomenclature, it seems important to consider the claims of the various classifications. It is known that the introduction of electronic timing in the sequencing of blasting has changed the vision and way in which mining is developed. It is possible to deal with more complex and sophisticated drilling designs, without compromising productivity or safety. It has been shown in various studies, that a correct timing of the blasting provides an improvement in the improvement of the processes downstream, due to a decrease in the resistance of the resulting fragments coming from the interaction of the waves generated in the detonation of explosive loads. On the other hand, it has also been shown that variations in the composition of a same type of explosive, has a significant influence over the resistance of the blasted material, also the energy associated to break it, affecting directly its degree of fragmentation. This paper is aimed to display the new advancements of blasting engineering done in different mining sites throughout the country, associated to electronic sequencing, energy of the explosive and its impact on the fragmented rock. This document explains how to define and implement selective sequencing in the blasting in order to promote the propagation of cracks, therefore impacting positively the productivity through the use of the LaGrange diagram. The LaGrange diagram is a very convenient and illustrative method to present the dynamic behavior associated with wave and crack propagation (Rossmanith. H, 2002). This study focused on the methodology of the formation and measurement of seismic pulses, through the rock massif. For this purpose, seismic pulses were acquired in the field and then, the different dynamic phases of the wave were molded mathematically, with the purpose of favoring the coupling between them.
