RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. BHP-Utah Coal Limited operates 33 draglines of varying sizes in the Bowen Basin of Central Queensland. The group's operations with draglines commenced in 1963 with the establishment of opencut operations at the then TPM Moura Mine and continued through expansion of that mine, the commissioning of the Utah Development Company Blackwater Mine in 1968, and the subsequent establishment of six (6) other large opencut mines, all in the general area over the next fourteen years. These operations generally commenced with boxcuts on the sub-crop at depths of 15 to 25 metres. Over the years, depths have increased so that average depths now are in the 45 to 50m range. It was soon realised that dragline operations would have to be supplemented with additional stripping equipment. In 1981, a symposium "45m and Beyond" was held in Rockhampton to assess the problems associated with such "deep" stripping. Subsequently, dragline operations have continued and although addi- tional stripping capacity has been added, in many instances, draglines have been used and are being used to dig depths greater than 45m, some- times as much as 65 to 70m.

THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. Critical reviews of grade control generally focus on blasthole sampling and the estimation of ore control block model (OCM) grades, with little or no attention given to dig-line design. For example, the estimation of block grades is deemed important as estimation errors lead to the misclassification of ore types and subsequent dollar loss. Recognition of the problem that the underestimation of block grades may be more or less costly than overestimation led to the application of loss functions to the classification of individual OCM blocks by ore type. The method is known as maximum profit selection (MPS). However, each OCM block may be misclassified a second time by dig-line design. Although each block may initially be assigned an optimum ore type by MPS, OCM blocks are seldom individually mineable by ore type. As a result, a common solution to this problem is the design of mineable polygons or dig lines loosely constrained by a minimum mining width. All material within a properly designed dig-line polygon can be mined and sent to a single destination such as the mill, stockpile or waste dump. These dig lines are often designed manually or by simple variations of computer-generated contour lines. They are generally suboptimal and result in additional misclassifications of ore types. This paper provides an algorithm for constrained optimum dig-line design where dig-line misclassifications are also evaluated through loss functions or MPS. Constrained optimum dig-line designs minimise the dollars lost by dig line misclassifications for a given minimum mining width constraint. IN the year 1933, workings at the No. 12 colliery, New Waterford, of the Dominion Coal Company, Limited, had advanced to a point where additional ventilation would soon be required. Furthermore, development of the mine was being .made to practically double the output of coal. Consequently, authorization was given to sink a shaft to the workings. The location selected is on the west side of the mine, about one and a half miles from the slope mouth and on the Low Point shore, some 250 feet from high-water mark. The cliff at this point is 40 feet high, with the land rising on a slope of about 5 per cent to the shaft. Figure 1 shows the location with reference to the colliery workings. The strata through which the shaft was to be sunk were pretty well known from diamond-drill borings previously made, and it was believed that water would be encountered to a depth of at least 250 feet to 300 feet. It was planned, therefore, to seal-off the water by the pumping of cement grout under high pressure. This method was considered to be the most economical means of handling the water during sinking, and would also result in a permanently dry shaft. Figure 2 shows a cross-section of the strata. The permanent shaft hoist and fan were to be electrically driven, which would necessitate the construction of a transmission line between the colliery and the shaft; therefore, it was arranged that the sinking equipment would have electric drive. As all equipment, materials used in construction, and supplies were to be hauled by truck, a roadway 1,800 feet long was required from the main highway to the site, and as heavy loads would be hauled during the fall, winter, and succeeding spring, this road was ballasted with 18 inches of clinkered material obtained from a burned culm bank one and a half miles distant. Actual field work was begun by the Company's own forces early in October. Work preparatory to sinking-in addition to the roadway and trans-mission line-included the construction of the reinforced-concrete shaft collar and fan drift connection; the permanent timber headframe (which was to be used also as the sinking headframe); the permanent reinforced-concrete building to house the shaft hoist and fan drive; and the erection of temporary buildings and installation of all equipment for sinking and lining the shaft and for cementation.

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

IN the relations that exist between capital and labor in this country, there is a bright as well as a dark side. After many years of distressing conditions of labor and a plentiful supply of propaganda, it is doubtful that the doctrine of the class struggle, however defined and stated, has been embraced by any influential and numerous elements of our population. Extreme and uncivilized methods of conflict, whether they be the labor spy as used by the employer or the sit-down strike by organized, labor, have come to be abandoned as the result of the pressure of sober and distinterested public opinion. Unwise terms of our law of trade unions and the unbridled zeal of its administrators show some slight signs of being revised in the light of 'experience and the protests of the law's own beneficiaries. At the point where labor policy touches economic conditions, the two powerful factions in the American labor movement appear to look with a less friendly eye on the bewildering succession of economic experiments and to have a deep nostalgia for a simpler and more prosperous economy.

"The gold deposits of the Caribou mine are representative of those of the Province of Nova Scotia as a whole. The ore shoots within the deposits, in common with those elsewhere within the Province, are associated usually with interruptions or irregularities in the broader and uniform fold structures. The structural factors localizing ore deposition as applied more specifically to the Caribou mine are demonstrated chiefly by the close relationship of the two principal ore shoots, known as the main orebody and the 'high-grade' vein, with a pitching drag fold developed in the southeast limb of the major northeast-southwest trending anticlinal fold or elongated dome that constitutes the primary structural feature of the Caribou gold district. It is of interest to note that the evidence indicates that this drag fold, in common with other folds subsidiary to the primary fold, formed as a result of movement similar in nature to that which caused the primary fold itself. Presumably, therefore, these folds are coincident in time.The property described here as the Caribou mine is an amalgamation of two adjacent properties formerly known as the Ross and the Nova Scotia Gold, but which since 1934 have been controlled and operated as a unit by The Consolidated Mining and Smelting Company of Canada, Limited. The Caribou mine is situated in the Caribou gold district about 45 miles to the northeast of the city of Halifax and about 6 miles to the north of the Moose River gold district.The history of mining at Caribou dates back to 1867. The first recorded gold production is for 1869. From 1869 to 1933 the gold produced from the mines of the Caribou district aggregated 47,249 oz. from 93,234 tons of ore treated. The grade of the ore on the basis of the gold actually recovered from the district would thus average 72 oz. gold a ton, which, as will be noted from the following, is precisely the grade of the ore treated from the Caribou mine during operations by The Consolidated Mining and Smelting Company. These operations commenced in September, 1934, and milling on a commercial basis was under way during 1938. Since that time production, apart from a short period in 1945 during which efforts were concentrated on development work, was continuous to early in 1947, when the mine closed down owing to exhaustion of the known orebodies. Gold produced from the Caribou mine by The Consolidated Mining and Smelting Company from September, 1934, to the close of 1946 aggregated 43,205 oz. from 90,754 tons of ore milled; the grade of ore treated averaged 0.50 oz. gold a ton. The indicated average grade of O.S oz. gold a ton for the ore of the Caribou district throughout its mining history ranks somewhat higher than the 0.37 oz. a ton average for the ore milled to date from the several gold districts throughout the Province as a whole according to the production statistics of the Provincial Department of Mines."

THE bituminous sand of northern Alberta has already an extensive literature, and most of the reports dealing with the subject are still available (see Selected Bibliography at end of paper). A phenomenon so striking and, as regards its extent, so unique, as the deposit in the vicinity of McMurray settlement could not fail to attract the notice of the early explorers, and we find references to it as far back as the latter part of the eighteenth century. However, scarcely a thought had been bestowed upon the possible economic value of minerals in the the remote northern parts of Canada before the second decade of the present century, and practically no detailed mapping had been done north of the town of Athabaska. The late Wm. Ogilvie made a track survey of Athabaska river in 1884, and surveys of certain lines-including the 23rd base line-had been completed by 1911. Between this base line and lake Athabaska, nothing had been attempted. Actually, no definite information at all was available regarding the character and extent of the bituminous sand when, in the earl y summer of 1913, a reconnaissance party set out from Athabaska for McMurray. At that period, the journey was made in summer by scow or canoe. No telegraph line had been laid, and a casual mail service by canoe or dog team once in three months formed the only means of communication with the outside world. The investigation has begun by the Mines Branch was continued during several subsequent years. The sand deposits were studied and sampled, the bi rumen was extracted from the sand and studied chemically and physically, and the economic significance of the deposit was given exhaustive study.

For the purpose of procuring data that could be used in estimating the value of the briquetting process as applied to American fuels, the United States Geological Survey, in cooperation with other interests, began in 1904, at the Louisiana Purchase Exposition, certain experiments involving the production and use of bituminous-coal briquets. It installed at St. Louis, and later at Norfolk, machines for the manufacture of such briquets, and the output of these machines has been tested in locomotive service on several different railroads in comparison with natural fuels. An elaborate and carefully executed series of tests involving the use of natural coals and of briquets made from the same coal, previously crushed, was carried out on a locomotive mounted at the testing plant of the Pennsylvania Railroad Company at Altoona, Pa.; and some preliminary experiments involving the use of briquets in marine service were made in connection with one of the Government's torpedo boats. A description of these tests is presented herewith. The results sustain the following general conelusions: 1. The briquets made on the Government's machines have well withstood exposure to the weather. and have suffered but little deterioration from handling. 2. In all classes of service involved by the experiments, the use of briquets in the place of natural coal appears to have increased the evaporative efficiency of the boilers tested. 3. The smoke produced has in no test been more dense with the briquets than with coal; on the contrary, in most tests the smoke density is said to have been less when briquets were used. 4. The use of briquets increases the facility with which an even fire over the whole area of the grate may be maintained.

Most of us realize that our nation's roadways are under ever-increasing stresses, from higher traffic counts to increased tire pressures and their resulting loads. At a time when the interstate system as originally envisioned is completed, and the National Highway System is being drawn to replace it, it is appropriate that we examine design and construction methods for the next century. The stone industry shares a common desire to produce high quality, cost-effective roadways that perform over time. The superior sub-grade and road base structure provides for the superior roadway. Since I am neither an engineer nor a contractor, I will not attempt to suggest design or construction methods. What I can do is share my company's experience in supplying road base materials by using a historical perspective in Virginia and some trends in the market that we have observed. Road building and related non-building construction are still far and away our largest markets as an industry. If we can help to improve the end product of our biggest customers, we add value to our own product. Indeed, in a time of budget constraints and competing demands for government dollars, we must show value over the life of a pavement structure to ensure their long-term funding.

Roof bolter canopy air curtains (CACs) are gaining acceptance as a respirable dust control device that can provide roof bolter operators with protection from overexposure to respirable coal mine dust. Both lab and field studies on the effectiveness of roof bolter CACs have been published. Field studies have shown the effectiveness to be variable. However, in all previous field studies, none has been conducted when the roof bolting machine operates downwind of the continuous miner (CM)—a scenario for which the CAC was designed to provide respirable dust control. This study, performed by researchers from the National Institute for Occupational Safety and Health (NIOSH), was conducted to test a CAC on a roof bolter machine operating downwind of the CM. The results of testing demonstrated that the roof bolter CAC can effectively provide respirable dust protection for roof bolter operators with dust control efficiencies ranging from 11 to 40%.

Roof support, an important aspect of ground control, involves maintaining roof competency to ensure a safe and efficient mining environment. Wide variability in rock quality and stress distributions requires a systematic approach to roof support design that satisfies specific goals. The success of past roof sup-port in reducing the incidence of roof falls has been primarily attributed to safer roof bolting practices. However, roof falls continue to be the number one occupational hazard in underground coal mines. This U.S. Bureau of Mines report presents a general overview of roof bolting and other roof support methods used in the United States. Characteristics of bad roof and associated roof failure theories are briefly presented as background to roof support. Methods of detecting and monitoring roof behavior and/or bolt performance provide essential feedback on roof support requirements. A discussion follows on roof bolt design that assimilates roof and support parameters into useful equations or nomographs to help decide what bolt types to use and how they should be installed under different roof conditions.

The Cadia Valley Operations currently hosts a large operational open pit, a large operational sublevel caving underground mine and two other underground projects at the study stage. This scenario creates an unusual situation for the evaluation and planning of a fifth major open pit project. The Cadia East Open Pit is a large gold-copper development located adjacent to the operational open pit and above one of the underground projects. A study team is conducting a comprehensive and robust analysis of the target orebody. Two key factors for this project include the existing and planned projects within the valley and the wide range of available mining methods. The aim for the study team is to present an optimal and practical case which suits the entire Cadia Valley Operation. A rigorous and robust analysis of the situation requires that each factor be properly evaluated. A modular system has been developed which allows the wide range of scenarios to be quickly and meaningfully considered. Sensitivities for each module drive the further development of that particular module. As each scenario progresses, an assessment is made evaluating its value, strategic value and practicality. In such a way, the number of scenarios is gradually reduced at each stage to produce a final short list of feasible cases. Each scenario on the shortlist is then assessed with regard to the existing operations and other projects. A qualitative and quantitative analysis is made. This ranking is used to provide the recommended case.

A new sensor based sorting system has been developed, based on complex image analysis, where an image texture and a shape pattern is considered for identifying particles for separation. The sorting system employs different images generated by visual light and X-ray to provide maximal information about processed particles. Application of X-ray makes it possible to analyse the internal structure of the particles, which provides a 2D image with complicated texture, however, which contains valuable information. The advanced system for the texture and the pattern recognition is applied to analyse these images simultaneously, to provide the required identification of the particles for efficient separation. The mathematical models applied during identification and separation, are assisted by high speed calculations being specially optimised for this kind of process. This allows sorting with high capacity and high accuracy, which is critical for practical applications in mineral processing. The paper describes a number of tests during sorting of iron ore and coal with high separation efficiency.

Thermodynamic calculations indicate that boron is a better deoxidizer than silicon but probably is not quite as effective as aluminum. Boron should, therefore, be readily oxidized out of the open-hearth bath, which implies that it is not recovered in significant concentration from any scrap charged; also that, if added in the ladle, it tends to oxidize out during teeming unless protected by the presence of a better deoxidizing agent. These conclusions do not apply to liquid cast iron, in which the oxygen content is much lower than in liquid steel. The possibility of conserving certain strategic alloying elements widely used in steelmaking, notably manganese, chromium and molybdenum, by the use of boron, which in small concentration appears to be extraordinarily effective in promoting hardenability, raises a question as to what extent any boron present in the scrap charged into the open hearth is oxidized out during melting and subsequent refining. This question is significant because the optimum concentration of boron in the finished steel, which is fairly critical, would be very difficult to attain if the boron in the charge were largely retained in the metal. Moreover, unless boron is substantially eliminated in the open-hearth process its use on a large scale would eventually make it impossible to produce boron-free steel except by restricting the charge to virgin material. There is at present, unfortunately, virtually no satisfactory direct evidence to provide an answer to this question; but there are indications from practice that boron is oxidized out in the open hearth in the production of medium or low-carbon steel, although it may be retained if the carbon content remains fairly high; that is, if the oxygen is kept fairly low. In the absence of direct data, it is necessary to rely upon the indications of indirect evidence, the best approach now available being a thermodynamic calculation of the deoxidizing power of boron in liquid steel by the general method used so successfully by Chipman1 in his study of the reactions in the open-hearth process. The thermal data for boron, upon which such a calculation must be based, are reasonably satisfactory; the only quantities not directly determined are the entropy of melting of boron, the activity coefficient of boron in liquid steel, and the activity coefficient of B2O3in an open-hearth slag; but these values may be estimated with ample accuracy. The results of this calculation, which is presented later, are given in Table I, together with corresponding data for other deoxidizing elements. This table shows the calculated residual content of oxygen in equilibrium with different residual concentrations of the deoxidizer in the metal;
