In the year 1874, when the price of pig-iron was still high, that staple product became the subject of discussion in the newspapers and among those philosophers who are determined to know the "reason why" for all things. The object of the inquiry was to find out Why iron did not fall in price as much as some other things had fallen. Indeed, there seemed to be an impression that iron and gold ought to move on nearly parallel lines, for the fact was constantly brought forward that iron then cost twice as much as it did before the war, though gold had returned to within twelve or fifteen per cent. of its former value. After some time the papers, by what seemed to be nearly unanimous consent, reached the conclusion that the maintenance of high prices was the work of the furnace proprietors, who, as the result of their shrewdness, were pocketing enormous profits. No proof was given to support this opinion, and the figures of cost and sale that were produced were of the most general kind, and used in the most vague manner. Visiting the president of the Thomas Iron Company, whose great works at Hokendaqua and Catasauqua, in Pennsylvania, are so well known as the largest and among the best conducted in America, I found him quite willing to meet the vague suspicions of the newspaper wiseacres, by a publication of the figures contained in the furnace-books of his company. These were accordingly given to the world through the Engineering and Mining Journal, and attracted the general attention they so well deserve. Though my own name became connected with these statistics, from the fact that I used them as the basis for the first attempt ever made to calcalate the furnace economy of an American works, I can, without the suspicion of egotism, say that the statistics referred to are the most valuable contribution the literature of American blast-furnace work has yet received, for their interest is independent of personal considerations, and due entirely to the fact that they represent faithfully the details of practice in one of the most prominent American works. They are an exact transcript of the furnace-books, and form a body of accurate information of the greatest value to the metullurgical student. Location, Topography, and Climate The Burro Mountains are located in the southwestern part of New Mexico, in Grant county. The group is made up of two distinct mountain masses, known as the Little Burros and the Big Burros, the former lying about 6 miles southwest of Silver City, and the latter about 9 miles farther in the same direction. They are separated by the valley of the Mangas River, a tributary of the Gila, and a stream only in name, except after a heavy downpour of rain. The Little Burros attain an elevation of 6,625 ft. above sea level, and the Big Burros 8,054 ft., with the surrounding country averaging about 6,000 ft. To the south of these mountains stretches the desert plain, while to the north are the more frequent elevations of the mountainous country.

Introduction The property of Siscoe Gold Mines, Limited, is located on an island of three hundred and forty acres in lake Kienawisik, about fifty-two miles east of Noranda and forty-three miles south of Amos, Quebec. Lake Kienawisik is a part of the Harricanaw drainage system and is crossed by the main line of the Canadian National railway at Amos. This waterway is navigable for boats with a draught of six to eight feet. Diesel engines have been the source of power at the property since milling operations were commenced in January, 1929. The power plant as first designed and built was for a milling capacity of 100 tons. Two Polar-Atlas units, each of 200 h. p., comprised the original installation. With the growth of the 'mine, more engines were added until, at the present time, there is installed at the Siscoe what is rated the largest Diesel plant at any mining property in Canada. Definition of a Diesel 'The Diesel engine is an internal combustion engine which works with liquid fuel introduced after, and independently of, the air charge at a time when communication between the cylinder and the outside atmosphere is cut off, and which ignites the fuel by compression-beat and stored combustion-heat unassisted by heat sources outside the cylinder itself while the engine is in stable operating condition"(1).

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. As was the case with many other mining companies, the management of Tennessee Copper Company' viewed with some interest reports in various trade and technical journals of the successful use of ammonium nitrate-fuel oil mixtures as an explosive in coal stripping., construction, open pit mining and finally in underground salt mines. The apparently simple transition from the "interested" stage to a point where in excess of 80% of the ex¬plosives used is ammonium nitrate may be of interest. The Tennessee Copper Company operates five mines in the "Copper Basin" of Polk County which lies on the extreme southeast corner of Tennessee. The ore is a massive sulfide principally pyrrhotite and pyrite with some tough lime silicates as gangue while the walls are greywacke interbedded with schist. Average total production is 28,000 tons per 5-day week and an average of 422 feet of development per week. Development work consists of 8'x 8?, 6?x 7?, 5'x 7? and 4'x 6? drifts driven with drifter drills using 1-5/8" carbide detachable bits and 5'x 5' raises driven with stopers using 1-5/8" bits.

The merit of reduction-in-area as a criterion of quality in metals is shown to lie in its influence on breaking stress, but the virtue of elongation is not easy to find. In order to assess the value of elongation, either as a measure of quality or as a guide to design, it will be necessary to separate the overall de-formation occurring in tension tests from the localized deformation associated with localized reduction in area. The obstacles to a successful solution of this problem have been shown to be more formidable than is generally appreciated, and a new solution to the problem has been suggested. This solution involves a de-vice by which an electric circuit is broken when the particular value of strain is reached that is to be taken as the point of separation between general and localized deformation. The extraction kinetics in a novel solvent extraction process have been investigated. In this process, the liquid-liquid emulsion is generated by bottom gas injection into countercurrently flowing aqueous and organic phases. This process has a number of advantages over the mixer-settler unit or the spray column in terms of simple equipment configuration, without any mechanical moving parts, and the ease of cleaning and process control, while providing a sufficiently large interfacial area for rapid mass transfer. The overall rate increased with increasing gas injection rate and height of the aqueous phase but decreased with increasing injector diameter at the same gas injection rate. The variation of the overall rate constant was correlated against a set of dimensionless numbers, representing the operating conditions. Extraction rates and efficiencies comparable to those in a mechanically generated emulsion were attained in this new process.

(communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. Aerial photography was once a crude, uncertain tool. Today it is a precision mapping instrument which saves important time and money for strip mining and other industry. Aerial photography began in the boxkite days of aviation. The Army first used it for rough reconnaissance photographs. Then, in the early Twenties, industry began to use aerial photographs of their plants and facilities for advertising or annual reports. The quality of these pictures was not very good by today's standards, but this work began the development of better cameras, better lenses, better photographic techniques.

DOUBT in anyone's mind that this is the age of metals, industrially speaking, could easily have been dispelled by attending the National Metal Congress in Chicago, Sept. 22 to 26. Iron, copper and aluminum; zinc, lead and nickel, often alloyed with each other or with some of a dozen minor metals, make the materials without which the modern world could not run. Science, pure and applied, is doing marvels in finding new mixtures, new alloys to meet new needs; in developing new means of rolling, fabricating, casting and welding metals cheaply-and effectively. These and related matters were the subject of 100 papers presented at 33 seperate sessions of the organizations that participated in the congress.

The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. Collectively, this will empower a step-change in AMD prediction and waste handling, and will make the realisation of the United Nations Sustainable Development Goals a reality, rather than a dream.CITATION:Parbhakar-Fox, A and Dominy, S C, 2017. Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . THE assay of all metal ores is made by means of fusion and they are brought to their fineness in the same way as if they were a large quantity. However, I have told you of lead, tin, copper, and iron in their own places, that they are smelted in order to obtain a good assay so that one may know from its weight whether the quantity justifies the expense. This is their assay, for it does not matter whether it be done with great exactness. But the eye is turned with much more care to the assaying of silver and gold, since they are things of value, and one tries to have a more exact knowledge of them. Thus, when you have found the mountain and the vein of ore in it, and have also uncovered it or extracted it from the mine, it is necessary to make an assay of it, for though it is often apparent to the experts what kind of metal it contains, nevertheless they do not know for sure what virtues or evilness it may have unless the light of the assay itself shows them. Therefore it is necessary to extract a quantity in some way that is as free from rock and as good as possible. To a part of this, without any addition, a smelting fire must be applied in order to see whether it can be smelted easily. If it does not smelt by itself, you must consider and try to understand what causes this, for many times it comes from the rock which accompanies it and which contains much dryness and earthiness. I do not believe that one can know this with other judgment than by experiment with powerful and strong fires. Therefore, if the efforts of ordinary methods do not succeed, it is necessary to try to soften them by means of the company of fusible things-now with marble, now with ground glass, now with lead, galena,* or litharge from lead, or with iron scale, or else with the slag of other ores. With small operations even borax, saltpeter, or ochre is used and similar things, as I shall tell you in detail in the discussion of the preparation of ores for smelting. "The rapid growth of the mining industry in Canada necessitates a reevaluation of existing mining surveying techniques and the development of new methods. In this connection, the Department of Surveying Engineering at the University of New Brunswick initiated a research program, and the major points of investigation conducted to date are as follows: 1. Based on practical experience and theoretical studies, all factors influencing classical shaft-plumbing procedures were analyzed. Refined methods were developed to increase accuracy. 2. The performance of electronic and optical distance-measuring instruments in underground conditions were investigated. In this connection, test measurements were made in various mines, employing four types of Tellurometers, two models of Geodimeters and a proto-type optical range-finder. 3. Tests were conducted and methods developed for the mapping of large underground chambers by photo-grammetric means. The aforementioned points are discussed at some length in the paper. The authors have also indicated areas where further research is needed and suggested ways and means to improve and modernize mining surveying as a whole throughout Canada."

"In this paper, the advantage of using numerical models with the strength reduction method (SRM) to evaluate entry stability in complex multiple-seam conditions is demonstrated. A coal mine under variable topography from the central Appalachian region is used as a case study. At this mine, unexpected roof conditions were encountered during development below previously mined panels. Stress mapping and observation of ground conditions were used to quantify the success of entry support systems in three room-andpillar panels. Numerical model analyses were initially conducted to estimate the stresses induced by the multiple-seam mining at the locations of the affected entries. The SRM was used to quantify the stability factor of the supported roof of the entries at selected locations. The SRM-calculated stability factors were compared with observations made during the site visits, and the results demonstrate that the SRM adequately identifies the unexpected roof conditions in this complex case. It is concluded that the SRM can be used to effectively evaluate the likely success of roof supports and the stability condition of entries in coal mines.INTRODUCTIONSince the introduction of roof bolts in the coal mines during the late 1940s and 1950s, roof bolts promised to dramatically reduce roof fall accidents (Mark, 2002). However, ground falls still remain a significant factor in underground coal mine injuries and fatalities. In 2013, ground falls accounted for 4 of the 14 fatalities and 166 of the 1577 reported lost-time injuries in underground coal mines (MSHA, 2015).The design of appropriate support systems requires the understanding of: 1) the variable nature of the rock mass, 2) the performance and characteristics of the roof support, 3) the interaction between the rock mass and the installed support system, and 4) the in-situ and mine-induced stress distribution around the excavation. Over the past 25 years, multiple design approaches have been used in coal mine ground control. The approaches include empirical mechanistic methods, empirical statistical analysis, rules of thumb, and numerical methods (Hebblewhite 2006). In the U.S., Analysis of Roof Bolt Systems (ARBS) can be given as an example of an empirical method. ARBS uses relatively simple equations to calculate the intensity of support provided by a roof bolt system and compares it with a suggested ARBS value (Mark et al., 2001). The suggested ARBS design equation is derived from an analysis of 100 case histories. The ARBS design equation is dependent on two parameters: depth of cover and Coal Mine Roof Rating (CMRR). More recently, a probabilistic design approach was developed by Canbulat and van der Merwe (2009) in South Africa. In this method, the variability of the rock mass, the mining geometry, and support characteristics are included in the analytical models. The major advantages of these two methods are: 1) they can be applied rapidly and easily, 2) complex rock mass/ roof support interaction mechanisms are represented with simple equations, and 3) they are supported by large databases. However, both methods generally ignore mining-induced stress distribution, details of the roof support system, details of the geological setting, and the interaction between the support system and the rock mass."

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.
