At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

"The past several decades have seen a steady increase in the use of atmospheric monitoring systems (AMS) in underground mines as sensor technology has advanced and costs for this technology have decreased. The AMS is a reliable tool for early mine fire warning by detecting gaseous products of combustion in underground mines. During a mine fire emergency, mine decision makers rely heavily on the prompt and accurate knowledge of the ventilation and fire situation in the mine, such as fire location, fire size, and the spread of smoke to make effective and efficient decisions on firefighting strategies and miner evacuation. Meanwhile, a prediction of the potential for fire development at a later time, such as whether the currently designated mine escapeways will be contaminated by smoke and toxic gases with the progress of the fire, is critical for effective decision-making to save lives that are in danger. The AMS monitoring data, including carbon monoxide (CO) concentration, airflow rate, smoke, etc., can provide information as to whether the smoke has reached the locations where AMS sensors are installed and if a mine-wide smoke spread has occurred. The National Institute for Occupational Safety and Health (NIOSH) has undertaken a task to integrate real-time AMS monitoring data with the mine fire simulation program, MFIRE, to simulate and predict the spread of smoke and toxic gas in a ventilation network based on the real-time AMS data. This paper reports the developed real-time method for characterizing the size and location of an underground mine fire and for predicting the spread of contaminants throughout the mine ventilation network using sensor data from the AMS.INTRODUCTIONNIOSH conducts research to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions in underground mines. The advancement of senor technology and the increasing demand for real-time mine parameters monitoring have led to extended applications of atmospheric monitoring systems (AMS) in underground mines worldwide. In the United States, AMS is primarily used for early mine fire warning by detecting carbon monoxide (CO) in fire hazard areas, such as belt entries. Mine fires can grow rapidly, and time is the critical element. Prompt detection, timely and accurate warnings to those miners potentially affected, and a proficient response by underground miners can have a tremendous impact on the social and economic consequence of a small underground mine fire (Conti et al., 2005). The early detection of a mine fire could gain time for the first responders to put out the fire before it develops into a disaster. An AMS system with CO sensors has especially played an important role in the early detection of mine fires. The continuous monitoring of an underground mine atmosphere with an AMS could generate a large amount of data in a mine fire event. However, the current application of AMS is mainly limited to sending out an alarm when monitored CO concentration exceeds a certain level. An opportunity arises as to whether these data can be further used in fire emergency response. In order to make effective decisions on firefighting strategies, mine workers’ seeking refuges, evacuation and escape, and the timing on when to send rescuers, decision makers need accurate and timely knowledge of the ventilation and fire situation in the mine. Information about the fire intensity, where in the mine the smoke and toxic gases have spread, and whether designated mine escapeways have been compromised by smoke and toxic gases from the fire would greatly increase the effectiveness of these decisions. However, the monitored AMS data only provides atmospheric conditions in the vicinity of sensor locations. What is concluded from the monitored AMS data highly depends on the decision makers’ capability and experience. Predictive insight into fire growth and smoke transport would greatly help decision makers during a fire emergency."

THE major metal mine operations of the United States Smelting Refining and Mining Company in Utah are in the Bingham area. The Company also owns and operates metal mines in the Ophir district, twelve miles south of Bingham, and in the Tintic district, 28 miles south of Ophir. Operations of the Company in the Park City area have been idle since early in World War II. These mining camps, lying at moderate elevations, serviced by railroads, hard-surfaced highways, in close proximity to mills, smelters, cities and towns, fertile valleys, winter and summer vacation areas, and airports are probably as favorably situated as any mining camps in the world. Ground-engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these "consumable" items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corp. to predict the consumption of excavator teeth at a particular mine site. This paper presents the results of the Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

"In the process of Geologic Hazard Mapping (GHM) for underground coal mining, geologists evaluate the effects of various geologic and geotechnical conditions to assist with optimization of mine productivity and with selection of more favorable areas for future development. The methodology involves correlation of multiple geologic factors (such as overburden depth, proximity to sandstone channels, and areas with weak immediate roof strata) with conditions encountered during mining (roof falls, floor heave, pillar spalling, etc.). Such studies yield maps that identify areas where mining is likely to be difficult and allow mining engineers to foresee favorable and unfavorable mining areas when planning new or expanding mines. To expand the benefits of GHM, work has been done to correlate geologic factors with room-and-pillar mining advance rates. Average mining advance rates are mapped and then correlated to different areas, as characterized by GHM. This process exposes the geological characteristics that have a material impact on mining rates of advance, improving the rates of advance into future mining areas with similar geological conditions. The final result of the work allows mine planners to not only design the mine qualitatively accounting for areas of unfavorable conditions, but also allows the mine planner to more accurately apply rates of advance for mine timing and production sequencing. The use of GHM to predict mining advance rates in unmined areas enhances the benefits of traditional hazard mapping and provides quantitative data that can be incorporated into mine sequencing models.INTRODUCTIONThe role of a geologist in the coal mining industry has evolved significantly over the last 30 to 40 years. Geologic Hazard Mapping (GHM) mapping for coal mines began in the late 1970s and early 1980s (Chase, Newman, and Rusnak, 2006). Since its beginnings, the GHM process has evolved significantly and continues to take on new levels of sophistication. Numerous case studies of GHM application to predict future mining conditions exist in the literature. For example, Artrip, Nelson, and Newman (1993), documents the geotechnical characterization of roof and floor for mining in the Imboden Seam in Virginia where previous mining efforts had been abandoned due to adverse mining conditions. In addition, Keim and Miller (1999) summarize evaluation of geological influences on a longwall mine in West Virginia. In both examples, significant geotechnical and geological information was available, including the opportunity to compare predicted mining conditions against actual conditions as mining progressed."

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value .are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A) A relatively large size sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B) When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves.

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.

This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

Large-scale land reclamation has been undertaken in Singapore since the 1960s. In the early years, the fill materials excavated from the hills. In recent years, sea sand is the main source of the fill materials. The contractors used to import the sea sand from the neighbouring countries such as Indonesia. However, in early 2000, the sea sand import from Indonesia and Malaysia was banned. Cambodia, Myanmar, and Philippine therefore became the alternative sources for sea sand. Distance between the jobsite and these countries is over 1,200 km, and transporting sea sand from these areas became a critical issue that could affect the contractor?s performance. Figuring out the right combination of transportation means for a longdistance sand transportation would be challenging because of uncertain situations. We developed a stochastic simulation model, using ARENA, to figure out the right quantity of small-size barges, bulk carriers, and loading/unloading equipment, which could help project managers yield the most production for sand transportation. This paper presents how we developed the simulation model, how it was applied to figure out the optimum combination among various size barges, different bulk carriers, and various types of loading/unloading equipment, for the sand transportation project in Singapore.

O atual cenário mundial do mercado de carvões e da fabricação de aço vem estimulando mudanças no mix de carvões praticados na Usiminas. Neste contexto, foram realizadas alterações significativas no mix, com destaque para o aumento da participação de carvões alto voláteis e coque verde de petróleo. A qualidade do coque foi mantida por meio de ajustes de parâmetros operacionais na britagem, aliados à adição de óleo na mistura. O objetivo desse trabalho é apresentar a evolução do consumo desses materiais e os resultados de qualidade do coque. Os resultados de qualidade do coque (DI15/150, CSR e CRI) não sofreram variações significativas com a elevação da participação dos carvões alto voláteis e coque verde de petróleo, mantendo-se dentro da faixa visada.

This paper describes the pumping operations at the Ajax, Cresson, and Vindicator dines in the Cripple Creek mining district of Colorado during the summer of 1936. At that time the three mines wore pumping 6,500 gallons of water per minute into the Roosevelt drainage tunnel. Cripple Creek is the most important gold district in the State; it has yielded gold valued at over $365,000,000. The mines engaged in pumping are among the largest producing properties in the district. This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

Spain is a major producer of dimension stone, which is one of the most important industrial sectors in the northwest of Spain. This justifies the maintenance of these industries, although the technical and environmental requirements for their continuity are increasingly demanding. The main target of this paper is to present a new methodology in order to obtain k-ratio stress values on the basis of flat jack measurements and finite element numerical back- analysis with Rocscience© RS2 software. Continuous iterations were performed to try to find a relationship between the k₀ and the measured stress in the tunnel roof and sidewalls. It focuses on technical aspects of the method for designing mine chambers in the slate industry that were previously mined by open pit methods. The size of the chambers impacts the operating cost, and the dimensioning of a correct support ensures better efficiency and safety. Correct knowledge of the k₀ therefore is critical for the design of the support. The proposed new method entails a simplification of the classical procedure for estimating the k-ratio.

Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

Cemented rockfill (CRF) is being used to backfill primary and secondary stopes at the Eagle Mine, an underground nickel and copper mine operated by Lundin Mining. National Institute for Occupational Safety and Health (NIOSH) researchers from the Spokane Mining Research Division (SMRD) are conducting cooperative research with the mine staff to determine if the size of a CRF sample affects its measured strength properties. Based on previous research by NIOSH, cylindrical samples of CRF ranging in size from six to eighteen inches in diameter were cast at the mine and cured underground. The samples were later transported to the SMRD laboratory and the Michigan Technological University where tests were conducted to determine the strength and elastic properties of the CRF. To further analyze the relationship between backfill density and compressive strength, different ASTM International compaction techniques were used to cast the samples. For comparison, tests were also conducted on in-situ core samples that were drilled from a stope which had been backfilled with the same CRF mix. The data collected from this study not only improves our understanding of CRF in-situ properties but also helps optimize Quality Assurance/Quality Control (QA/QC) methods for backfill preparation and testing.

This review paper presents an integrated and practical insight to blasting geology and its importance. This approach involves developing blasting objective up front and implementing geology specific blast designs. The author refers to this approach as ‘starting at both ends’. There are many human-imposed controls on blasting operations, such as: safety, security, legislative, company standards, heritage, and environmental constraints. Thus it is possible for some operators to lose sight of the controls imposed by nature. This paper demonstrates how site geology controls or influences many aspects of the rock breaking processes and how a focus on this aspect has potential to add considerable value to mining operations. It is obvious that mining companies concentrate their efforts on economic/ore geology (good rock geology). However it is the author’s experience that they also concentrate on engineering geology (bad rock geology) only when forced to do so by the ground conditions, but seem to run out of puff before they apply blasting geology (big rock geology). This paper contains five main sections. In the first section, the impact of geological controls on blasthole drilling is briefly discussed in terms of drill selection, penetration rates, bit wear, blasthole stability, blasthole deviation, and health precautions. In the second section the geological controls on aspects of geometric design are reviewed. These include: hazardous minerals, valuable minerals, selection of the blasting techniques, geological structures, blasting direction, and blasting geometry. Section three overlaps with the geometric design section and deals with aspects related to explosives. Topics addressed include selecting the explosive type based on geology, distribution of explosive charge in space and time, explosive performance, and the rock response to explosive loading. In the fourth section, examples are given of the operational complexity needed to implement a blast to cater for difficult bench geologies, environment constraints, past mining (voids) and need for a high degree of quality control. Section five demonstrates geological controls on blast results. Blasting results include the muck pile characteristics, downstream handling and processing, damage to the remaining rock, and blasting emissions.

Two 8.2 m diameter flood control tunnels are being constructed in the Taylor Shale Formation beneath San Antonio, Texas. These tunnels use precast concrete segments as final lining. This paper describes the features of the segments chosen for this project. The tunnels are being excavated with a hybrid Tunnel Boring Machine. This paper also describes the features of the TBM which make the machine compatible to the type of segments chosen.

Magnesium and its alloys are attractive for use in automotive and aerospace applications because of their low density and good mechanical properties. However, difficulty in forming magnesium and the limited number of available commercial alloys limit their use. The present work reviews the efforts to improve the attractiveness of magnesium through non-traditional processing, and presents results of current work on producing magnesium alloys via powder metallurgy (P/M). P/M can be used to alleviate the formability problem through near-net-shape processing, and also allows unique chemical compositions that can lead to new alloys with novel properties. The surface layer formed on the Mg powders during processing acts as a barrier to diffusion and sintering is problematic. The layer contains oxides, hydroxides and carbonates of magnesium, formed by reactions with the atmosphere. There are several means to possibly overcome this barrier. Alloying additions have been identified that may promote surface layer disruption during sintering. Processing variables such as sintering atmosphere may reduce the layer or allow the formation of less detrimental compounds. Post-sintering processes such as hot working may disrupt the layer and improve density. The experimental effect of all these processing parameters is presented in this paper.

ONE of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.[t] In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.1 The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In consideration of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status.3 ACKNOWLEDGMENT This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer.
