Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

Lieutenant.Louis Baird Louis Baird, a Lieutenant in the Royal Field Artillery of the British Army, died on the battlefield in 1915. Lieutenant Baird was born July 28, 1880, at Stirling, Scotland. His technical education was obtained at King's College, Melbourne, Australia, in 1893 to 1895, and at the Technical College at Glasgow, Scotland, in 1897 to 1900. After an apprenticeship with the Mexican J. & 8. Rec. Co. of Mexico, lasting from 1900 to 1903, he became mill superintendent for the Cia. Minera Benito, at Juarez, Zac. During the year 1905-6 he was assistant manager of the Caridelaria y Anexas, at Pinos, Zac., and from 1906 to 1907 was engineer with the Cia. Minera Jalisco, San Sebastian, Jalisco. At the time of his admission to the Institute, in 1908, he was practising as a mining engineer at Etzatlan, Jalisco, Mexico. For the next four years he practised his profession in the City of Guadalajara, Jalisco, removing, in 1913, to Ixtlan del Rio, in the State of Tepic. It was from here that he returned to England to put his services at the disposal of the British Government. The Institute is not definitely informed as to how, where, or when Lieutenant Baird met his death. iCaptain John H. Ballamy John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on Aug. 9, 1918. Captain Ballamy was born at Plvmouth. Pa.. in 1886 and graduated from' the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. ROASTING is usually thought of as a process in which finely crushed or ground ore is heated with air in a suitable furnace in which the ore is rabbled or agitated in such a way as to insure complete reaction between the oxygen of the air and the oxidisable constituents of the ore. Roasting in this sense is used only to a very limited extent in the iron and steel industry. This is because, in most iron ore deposits mined today, the ore is of a type that does not require roasting. Where this process is used, it is usually because of some special circumstance, such as a peculiar economic condition, that warrants it. If roasting is looked upon in the broader sense as a gas-solid chemical reaction carried out at an elevated temperature in which both gaseous and solid products are formed, then the process is used in the iron and steel industry to a greater extent

"The fifth annual National Safety Competition conducted by the United States Bureau of Mines to determine the best safety records at mines and quarries during the calendar year 1929 has been concluded, and the general results of the contest are presented herewith. To the winner in each of the five groups into which the contestants were divided there has been awarded the bronze trophy 'Sentinels of. Safety,' donated by the Explosives Engineer magazine. The trophy for bituminous coal mines was won by a mine in Alabama; that for metal mines by an iron-ore mine in Michigan; that for nonmetallic mineral mines by a salt mine in New York; that for quarries and open-cut mines went to a limestone quarry in Michigan;. the trophy provided for anthracite mines was, of course, won by a mine in Pennsylvania, as all of the anthracite mines participating in the contest are situated in that State.Winners of the trophies were selected by a committee of sward in accordance with rules governing the contest and on the basis of accident records furnished by the various companies to the Bureau of Mines. These records were summarized by the bureau and the results submitted to the committee. Members of the committee are W. H. Cameron, managing director of the National Safety Council. William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of 'Mining and Metallurgy'; C. B. Huntress, executive secretary of the National Coal Association; A. J., Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the engineering bureau of the National Crushed Stone Association.Thirty-four States were represented in the l29 contest. Among the plants which participated were 68 bituminous coal mines, 29 anthracite mines, 54 metal mines, 19 nonmetallic mineral mines, all of the foregoing being underground mines, and 141 quarries or open-cut mines. A total of 106,533,006 man-hours of work was reported by all of the companies. Accidents during the year numbered 7,008 and represented a period of disability equal to 986,306 man-days. Hence the accident-severity rate for all plants combined represented 9.3 man-days of disability for each thousand man-hours of exposure to hazard. Similarly, the combined accident-frequency rate for all plants showed that 66.3 accidents occurred for every million man-hours of exposure to hazard. Both of these rates indicated an improvement over the combined rates for all plants in the previous year's contest. The reduction in the accident-severity rate centered chiefly in the metal mine group, though all except the quarry and open-cut mine group shared in the reduction; the improvement in the accident-frequency rate was in all croups except anthracite and metal, the rate for the former having increased while that of the latter remained unchanged."

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

"Far from being eclipsed by petroleum and natural gas, Canadian coal continues to command wide (and apparently growing) interest.Major R & D investigations are currently heavily oriented toward coal beneficiation (e.g., cleaning and utilization of fines) and toward a broad range of studies on metallurgical coals and cokes. The George Fisher Underground Mine at Mount Isa applies the long hole open stoping methodology. During the reconciliation process of transverse stopes in the George Fisher North mine it was identified that excessive underbreak was regularly experienced, with the major contribution coming from the toe area inside the stope.While over break and the resultant dilution was well investigated and well understood, limited work was done on underbreak improvement. It was decided that a re-engineering process would be followed in an attempt to improve results. The prevailing stoping practices were scrutinised and the possible causes were listed.Some of the identified causes were design, drilling accuracy, equipment condition, mucking practices and direction of firing. It was identified that in most instances the underbreak was initiated in the slot area of the stope during the first firings. Once this happened, it was impossible to get good recoveries on the rest of the stope. The slot area was carefully scrutinised and the blasting practices were changed individually.During the following two years several different strategies were trialled to increase the toe recoveries. The results indicated an overall improvement of six per cent reduction in underbreak on average, by ensuring drilling accuracy and changing the direction of firing. The economic significance of these results outweighed the time and additional work load expended to establish the cause of the problem. This paper outlines the continuous improvement process undertaken to identify and rectify the major contributing factors to the problem. It also presents a set of recommendations to be followed in order to achieve positive results.

This paper discusses some of the advantages and problems associated with the selection of large unit equipment for a metallurgical plant. A given flowsheet and material balance for an iron ore concentrator is assumed. Then two plant designs are developed, one utilizing a number of smaller-size equipment units and one utilizing the largest available equipment units. The mechanical and electrical problems are discussed and a comparison of capital costs is made. Finally, brief consideration is given to a plant de-sign using units larger than those which are currently available.

NIOSHAn accelerated testing procedure developed by the Bureau of Mines for evaluating commercially available corrosion inhibitors is described. Ultra-sonic agitation of the corrodent solutions and the hot-finished mild steel test coupons was used to evaluate the effects of several variables on the effectiveness of two corrosion inhibitors. Small changes in the weight of the test coupons in both controlled and inhibited corrodents, before and after exposure, affected the precision and accuracy of the results. Minute amounts of oxygen in the systems were found to be causing the relatively large deviations in the corrosion developed in the controlled tests. Microscopic examination of the test coupons revealed that both surface preparation and internal strains resulting from fabrication methods materially affect corrosion behavior.

The presence of appreciable quantity of clay mineral in Indian hematite ore needs an attrition technique using screw scrubber in the beneficiation circuit to remove the ultrafine clays and avoid downstream operational problems. Spectroscopic analysis revealed that iron ore samples obtained from the Barbil region of Odisha contain a high amount of silica and alumina in the form of clay minerals (e.g., kaolinite) contributed as a loss on ignition (LOI) in the iron-making process. Iron ore fines of below 10 mm size were subjected to a laboratory-scale screw scrubber, and the effectiveness of scrubbing as well as the pelletization of the scrubbed product was investigated. The screw scrubber in the beneficiation circuit helps to remove the clay minerals, causes an increase in iron values from 63.65% Fe(T) to 66.18%Fe(T), with improved physical (CCS of 325 kg/pellet) and metallurgical (RDI of 2.24%) pellet properties.

"The article presents the materials about the appropriateness of the use of rental indices to assess the effectiveness of the use of deposits of rare earth elements (REE). The authors suggest from the standpoint of rent payments to rate for the owner the possibility of using the anticipated rental income as the indicator for the analysis of preferences and economic significance of enrichment of extracted raw materials in the emerging field of rare earth metals (REE). Usually from ore mined at the fields, for flotation technology to produce concentrates with collective REE, then they are subjected to chemical-metallurgical processing of the received products are divided into pure oxides, chemical compounds or isolated from them pure metals and alloys. This commercial product is shipped to the buyer. REE were a non-renewable natural resources, so the calculations for determining differential and specific rent showed that during the development of the technologies of mineral processing of a specific field it is necessary to consider what the expected rental income depends on the magnitude of differential rent is related to the volume of production of REE for the whole planned period of exploitation of natural resources. This income is determined by the amount of stock field. For long-term exploitation of the deposit is observed in almost direct proportional dependence between the annual differential rent and the rental income. The decrease in rents in the long run is determined by the change in the composition of ores included in the extracted raw materials and the balance between light and heavy REE. The largest 70% reduction of the rent projected for ""cerium"" fields, while for ""yttrium"" these losses are considerably smaller. Tomtor, Chuktukon and Katuginskoye Russian deposits are characterized by a level of rent that is comparable to the mastered foreign sources of REE. Thus, the enrichment of minerals with REM in the domestic deposits is quite competitive at the world level. INTRODUCTION Deposits of rare earth metals (REE) are non-renewable resources that should be developed and used so that it would be possible to provide a reduction due to payment of appropriate resources for future generations. This compensation, due to the reduction of natural resources, can be carried out both in natural and in economic terms (1). When analyzing economic compensation options, particular attention should be paid to rental income in assessing the attractiveness of using different REE deposits. It is known that absolute and differential rents are summands when calculating the value of natural rents. The value of the absolute natural rent is proportional to the unit price of the product obtained from mineral raw materials and sold on the commodity market. Limitations, as well as the use in production processes and business, contribute to the gradual reduction of natural resources, which increases their consumer value and affects the price of commodity products from primary raw materials."

The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

IT is proposed to give, first, a description of the works ; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. A model of the ISF is described. which reproduces with accuracy the "normal" operation of three industrial furnaces. The model, written in Fortran, is based on detailed heat and material balances, and the concept that the ascending gases reach equilibrium with zinc oxide and with the water-gas shift reaction. "Solution loss" of carbon in the lower shaft, and partial reoxidation of zinc vapor in the upper shaft are also essential features. For prediction of furnace behavior under altered operating conditions (blast rate, temperature, moisture content, oxygen enrichment, or injection of oil or coal through the tuyeres) the model modifies the heat loss, temperature of slag and bullion, amount of reoxidation in the upper shaft and the condenser efficiency to reflect the altered operating parameters. Model predictions for such operating conditions are in reasonable agreement with plant experience.

The Internet is creating new distribution channels and offers new technology platforms with significant advantages over more traditional methods. Mines will have to re-evaluate both the strategies and the tactics employed in these areas. Mines will use e-commerce to integrate their maintenance, repair, and operating supply chains. The integration will extend beyond traditional trading partners to a worldwide network of communities with similar interests and goals. The changes will transform the way mines operate, lower mining costs, and thereby increase their chances of success in an increasingly competitive environment.

Open pit mining is the strong sector of the American mining industry. In the middle of the 60's. 17-18% of the ore in metal mines was mined with underground methods. From the middle of the 60's to 1980 the production in open pit metallic mines increased from about 400 to close to 600 million short tons while at the same time the underground mine production decreased a little, from about 90 to about 80 million tons. Less than 15% of the ore prodction now come from underground mines. Large amounts of waste rock were also handled in the open pits. In the middle of the 60's about 600 milion tons were handled, in 1980 1,200 million tons were moved. This means that the average stripping ratio increased from about 1.5 to over 2.0 tons of waste rock per ton of ore, figure 1.

British Columbia is an important producer of a variety of industrial minerals for both domestic and export markets. Some commodities such as limestone, dolomite, gypsum, calcium carbonate, silica, barite and magnetite are raw materials for well-established industries located in British Columbia, Alberta and northwestern USA. Others, like magnesite, sulphur, jade, asbestos, dimension stone and clay products, are mainly exported in processed form to overseas customers. Companies are developing markets for relatively new mineral products, including pumice, volcanic cinder and zeolites. A number of attractive geological targets have been identified by industry while research by government geologists has outlined the potential for refractory minerals, gemstones, garnet, nepheline syenite, carbonatites, residual kaolin, igneous apatite and peat.

The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimizing the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give account of the uranium processing optimization journey embarked on over the years; namely, the operational trade-offs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper.
