The 43rd Annual American Mining Hall of Fame Awards Banquet and Fundraiser, sponsored by the Mining and Minerals Education Foundation (MMEF), will be held Dec. 6 in Tucson, AZ. Each year, the MMEF honors a slate of individuals and companies who have made notable contributions to the advancement of the mining industry. This year’s distinguished nominees are: Kathleen L. Quirk, president and chief executive officer and a member of the board of directors of Freeport-McMoRan Inc. is the 2025 Hall of Fame Inductee. Quirk joined Freeport in 1989 and had responsibility for a broad range of corporate functions, including tax, investor relations, corporate development and treasury before being named chief financial officer in 2003. She was named president of Freeport in 2021 and became a member of the board of directors in 2023. As a senior member of the company’s executive team for more than 20 years, she has been instrumental in Freeport’s strategic planning and execution of company goals. During that period, Quirk was named Best CFO in Metals and Mining by Institutional Investor Research magazine on numerous occasions. She holds a bachelor of science in accounting from Louisiana State University.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. "Since 1985, a comprehensive automation system has been installed at the Outokumpu Oy Zinc Plant, Kokkola, Finland. In leaching and solution purification special sample handling equipment, on-line analyzers and instruments, and a computer-based control system with duplicated supervisory stations have been installed. The system has enabled closer control of the process and more efficient use of labor. Since its installation recovery of zinc has improved, and use of zinc dust, steam, and water have decreased. The system has performed reliably. It includes optimizing programs and process study tools, which facilitate improving process performance. An expert system has been built-up to prompt process personnel to take appropriate action on the basis of process data. In electrolysis a similar system, based on extensive monitoring of the process and of production of zinc cathodes, is used to maximize- current efficiency by maintaining optimum conditions in the process. It is planned that in the future the control systems will be integrated and extended to cover the roasting plant and effluent control.IntroductionThe Zinc PlantThe Zinc Plant of Outokumpu Oy Metallurgical Division at Kokkola, on the West Coast of Finland, has grown from a 90,000 t/a plant founded in 1969 to become, with its present capacity of 170,000 t/a, one of the world's ten largest zinc plants. Especially since the completion in 1988 of a thorough modernization programme, it is also among the world's most modern.The Kokkola plant takes its raw materials from Outokumpu's own mines, Vihanti and Pyhasalmi in Finland, and Tara in Ireland, and from outside sources. Concentrates are roasted in two Lurgi fluid-bed furnaces, and the calcine is leached and iron removed by the Conversion process. Following this copper, cobalt, and cadmium are removed, and zinc is refined by electrowinning. The leaching and purification, and the cell-house are automated under computer-based control, and anode and cathode handling in the cell-house are mechanized and fully automatic."

AS PREVIOUSLY announced, the semi-centennial meeting of the Institute is to be held at Wilkes-Barre, Pa., on Sept. 12, 13, 14, and 15. An interesting program of technical sessions and excursions is now being prepared by the Local Committee. At the time of going to press the program had not been completed in sufficient detail to permit its being pub¬lished in this number. The detailed program will be published in the September MINING AND METALLURGY, which will be printed in time to be distributed before the Wilkes-Barre Meeting. It may be said in advance, however, that the Com¬mittee has progressed so far in its work that we are assured of one of the -most notable meetings the Insti¬tute has held and that members will miss a rare .treat if they do not attend. The many trips and excursions, as well as the banquet, will be -given to the members as a compliment from the members of the Local Com¬mittee. . . The paper by Howard Eavenson on the Lynch Plant of -the United States Coal and Coke Co. will be illustrated by lantern slides and moving pictures. One of the most appropriate discussions will be that opened by Prof. J. F. Kemp on the Stratigraphy of the Anthracite Region; this also will be amply illustrated.

THE lead-mining industry of Missouri, as of other parts of the Mississippi basin, appears to have been paralyzed by the shock of competition with the mines of the States and Territories further west. It is difficult for establishments working galena ores, too poor in silver to pay for extracting it, to compete with the producers of the argentiferous carbonates of Utah and Colorado, who look upon their lead as a byproduct of little value, and are satisfied if it pays the charges of transportation, or the loss in smelting for silver. But simultaneously with this depression in the lead-mining of the Mississippi States, the development of new zinc deposits has caused a notable revival in the mining of zinc ores. There has recently been a sudden and strong rise in the price of spelter, which, though probably to a large extent temporary in character, has given important encouragement to prospectors and miners. Apart from the general recovery of business in the United States from the prostration of the past six years, the cause of the advance in spelter has been the falling off in production, resulting from the shutting down of several leading Western works,-the Martindale and Carondelet works, at St. Louis, and the Consolidated Company in Kansas. At the same time, the principal works at La Salle, Ill., were undergoing repairs, and produced less than usual, while the sheet-mill of Matthieson & Hegeler, at that place, was running as usual; so that this concern, ordinarily a large producer, entered the already depleted market as a buyer. These causes are in their nature transitory, and it is quite likely that spelter will be superabundant in a few months. Having lately received from a well-informed Missouri corres¬pondent some samples of the zinc ores and a general account of the ore deposits of Southwest Missouri, I have thought that it might interest the Institute to examine these specimens, and to hear such brief statements concerning the region as I am able, upon good authority, though without the aid of any personal investigation on the spot, to give. The zinc-bearing territory in Southwest Missouri appears to be very extensive; that is to say, zinc ores have been mined during the last year at various points throughout a district extending from the eastern edge of Kansas, west of Joplin, to a line some 50 miles east

Analysis of the energy resources available in the United States confirms that coal will be needed to satisfy the future energy needs. The trends in the market place, particularly economic and political, suggest that the bulk of the coal will be consumed for generation of electricity. The utilization of coal to produce electricity will require technical solutions to the variable characteristics of coal and ash, development of methods to improve coal quality, and public acceptance of the cost of compliance with environmental standards.

Mining activity in South America is a growing enterprise. One of difficulties found in many areas of the South American continent, especially in north Chile and south Peru, is the shortage of water supply. In order to overcome this difficulty some mining companies proposed to transport the water from Pacific Ocean up to the mountains. This can be accomplished by the use of stainless steel pipelines, but this is a cost prohibitive solution and is also subject to severe pitting corrosion in a saline environment. The use of mild steel may be a lower cost solution than stainless steel as the material of construction for pipelines but it is subject to corrosion anyway. The corrosion in this case can be internal or external corrosion although cathodic protection as well preventive maintenance usually is enough to mitigate external corrosion without the need to shut down the pipeline. The same is not true about the prevention of internal corrosion. It is not practical, sometimes not even possible, shutdown a pipeline to carry out an inspection and fix sections where potential failures are detected. It is possible avoid corrosion caused by sea water within the mild steel pipelines by applying a proper chemical program designed to virtually eliminate dissolved oxygen in the water commonly called deaeration.1 This type of treatment obviously involves additional capital investment since it requires the construction of one deaerator with the first pumping station and additional equipment at each point where the water can come into contact with oxygen. Deaerators will increase operational costs and subsequent injection of chemicals will be required in the case of multiple degasification facilities thus increasing the consumption of chemicals. grams based on oxygen scavengers, the objective of the present study is to develop a new water treatment capable of preventing mild steel corrosion in aerated sea water. Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

The waste rock and tailings backfill into the mined-out areas are the most effective method for solving the environmental pollution and surface disasters for nonferrous metals mines. In practice, the success and availability of backfill operations are dependent on the slurry fluidity and the strength properties of cement backfill. The transport of the slurry through the pipeline to the designated backfilling area relies on its eximious flow properties, while the appropriate strength of the filling body ensures the safe operation of the stope. In this paper, the effects of cement and aggregate types on the slurry fluidity and strength characteristics of cemented backfill are studied in detail, which are often ignored in other pieces of literature. Diffusivity is used as an indicator to evaluate the slurry fluidity. Various slurries whose concentrations ranging from 70%, 73%, 75%, 78%, and 80% are made with different aggregate ratios and cement-sand ratios are tested. It has been shown that slurry fluidity is inversely related to its concentration, but 78% is the “stopping point” for the deterioration of fluidity. The addition of rod-milled sand improves or worsens the cemented backfill (CB) strength depending on the amount of rob-milled sand. The uniaxial compression experiment results on 216 CB specimens produced by different combinations of influencing variables showed that CB specimens made from cement with superior mechanical properties have a higher uniaxial compressive strength (σucs). It has been also found that the effect of aggregate ratio on the CB strength is not singular, but works in conjunction with the curing time and the cement-sand ratio. The longer the curing time and the higher the cement content, the higher the CB’s σucs. To avoid the time-consuming and costly problem of obtaining the strength of the CB from indoor experiments, an SVR model capable of predicting the uniaxial compression strength of CB specimens is proposed, which is optimized by genetic algorithm (GA) and particle swarm optimization (PSO) algorithm. The results of the three performance indexes (MAPE, MSE, and R2) show the superior performance of the GA-SVR and PSO-SVR models and the agreement of the predicted results with the experimental results, which indicate that these two models can accurately predict the σucs of CB.

Abstract - Mineral exploration and research has led to the identification of four types of tungsten mineralization in the NE-trending, largely ensialic, inland branch of the late Proterozoic/early Paleozoic Pan-African Damara Orogen. The mineralization (mainly scheelite) occurs in a terrane (the Central Zone) that is characterized by multiple deformation, greenschist/amphibolite-facies metamorphism and numerous peraluminous S-type granitic and pegmatitic intrusions. The four major types of scheelite mineralization are (in ascending stratigraphie order of host rock): (1) thin (5 cm to 2 meter) quartz+ plagioclase+ diopside ± scapolite cale-silicate granofels with finely disseminated scheelite (scheelite-bearing granofels; SBG) developed as discontinuous intercalations within the cale-silicate rocks of the Khan, Spes Bona, Oberwasser and Kuiseb Formations (Nosib and Swakop Groups); garnet+ pyroxene ± vesuvianite + scheelite ± fluorite replacement skarns hosted by Okawayo, Karibib and lower Kuiseb Formation marbles in the aureoles of late tectonic, unmineralized leucogranites; metaturbidite-hosted scheelite- (and possibly wolfrarnite-) bearing tourmalinites, both stratiform and crosscutting, in the Kuiseb Formation located in the 'cleavage fronts' of late tectonic granitoids; scheelite-bearing vesuvianite +quartz+ garnet skarnoid rocks (several hundred meters in length) in the calcareous metaturbidites of the upper Kuiseb Formation. These scheelite occurrences were discovered by the follow-up of a large number of tungsten anomalies located during a regional stream sediment sampling program. Detailed mapping, ultra-violet surveys and rock sampling proved to be the most effective surface exploration techniques for locating mineralization; soil sampling and geophysics were of almost no use. The largest, continuous scheelite-bearing skarn of economic interest, Otjua, has a drill-indicated reserve of 250 000 tonnes at 0.53 wt% W03 and 8 wt% CaF2.

For assessing the safety of structures during underground explosions, ground particle velocity gives the best damage criteria, and 100 mm/see of ground particle velocity has been internationally accepted as the threshold value of safety (no damage). Results of extensive controlled underground explosion experiments conducted by the author to study the effects of ground vibrations on specially prepared concrete blocks, and also on low rise buildings and dams showed that no damage normally occurred when ground particle velocities were less than 100 mm/sec. Analysis of a large number of accelerograms from a dam site in India also indicated that no damage occurred to normal structures when integrated ground particle velocities were less than 100 mm/sec. Major damage in well built structures like a dam was noticed for ground particle velocity as high as about 350 mm/sec. These results are also generally substantiated from damage data obtained for various structures during other earthquakes, including Elcentro (1940), Taft (1952), Parkfield (1965), and San Fernando (1971). These studies, therefore, suggest that the damage criteria during underground explosions and earthquakes are similar; and 100 mm/see of ground particle velocity seems to be the general threshold value of safety (no damage) against ground vibrations.

This is the story of the Carlton Mill. But first-a little geography. For those who do not know where the Carlton Mill is, or, perhaps, have only a vague idea, its location is indicated in Figure 1. The plant is situated on the road between the two old mining towns of Cripple Creek and Victor, 10 the west of Colorado Springs. From Denver, it's about 110 miles by road. The story of the Carlton Mill began with the discovery of gold at Cripple Creek in 1890. This discovery set off a major boom such that, by the turn of the century, there were 450 separate operating mines in the district. Gold production boomed early and declined rather rapidly as indicated by the graph in Figure 2. Significant factors affecting production are shown on the graph-the raising of the gold price in 1934 from $20.67 to $35.00 per ounce and the government executive order L-208 in 1942 requiring the closure of all gold mines.

"Accelerated expansion of Western Canada's metallurgical coal industry has again stimulated considerable exploration activity in the Rocky Mountain Foothills Belt and influenced much of the R&D related to transportation, processing and carbonization. Preparation R&D has included further pilot-plant work on desulphurization, spherical agglomeration and modified compound cyclones (which are also proving themselves in other mineral beneficiation studies). Combustion research, aside from increasingly stressing control of combustion source pollution, has directed special attention to lignite PF firing and problems arising from lignite ash. Studies directed toward the non-fuel utilization of coal have centered on such diverse topics as active carbons, carbonaceous filter media, plant nutrients and industrial applications of humic acid derivatives. In addition, a number of long-range research projects related to such matters as coal chemistry and pyrolysis have been actively pursued, and further attention has been given to improved sampling techniques and analytical methods."

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. Pyrometallmurgical reactors constitute a key processing component in the total primary and secondary resource cycle, being involved both in primary smelting, converting and extraction, as well as the reprocessing of scrap, from aluminum cans to end-of-life automobiles. To effectively control the overall resource cycle, one needs to take a systems modeling approach of the whole cycle, seeking to also understand the dynamic process behavior of the individual components of the cycle, and then especially the part that contributes most to the chemical conversion, namely the pyrometallurgical reactor. This paper highlights the role of pyrometallurgical thermodynamics, in the whole resource cycle and specifically places equilibrium thermochemistry in the context of process dynamics where large variable inventories are recycled or maintained within the system. This paper will therefore review the semi-empirical dynamic modeling tools, which are used to model complex systems with the specific goal of developing dynamic predictive models, which also include slag-alloy chemistry, towards controlling the recycling in a feed forward manner. To illustrate the primary processing side, high carbon ferrochrome will be presented as a brief case study. It also will show how the distributed nature of the chemistry of melts in the case of primary extraction, and secondary materials such as recycled end-of-life vehicles, have a significant impact on the process outcomes and model predictions. It is therefore argued that the fundamental thermodynamics and kinetics in metallurgical reactors playa final crucial role in modeling the closed material cycle, but only when it is used in conjunction with process systems theory based on reconciled data for parameter estimation and model calibration.

Abstract-The Campo Morado precious-metal-bearing, volcanogenic massive sulfide deposits occur in a lower Cretaceous, bimodal, calc-alkaline volcanic sequence in a major northerly trending belt in the Guerrero Terrane in northeastern Guerrero, Mexico. During upper Cretaceous to Early Tertiary greenschist-facies regional metamorphism, the rocks were deformed strongly into a northeast-verging fold-and-thrust belt. Three later stages of weak deformation were dominated, respectively, by kink folds, broad warps, and extensional faults. Most deposits occur in the upper part of a sequence of felsic flows and heterolithic volcanoclastic rocks or at its contact with overlying chert and argillite-sandstone. The Reforma and El Rey massive sulfide deposits are on the overturned limb of a major, thrusted anticline, and the Naranjo and El Largo massive sulfide deposits are to the south on the upright limb of the same major fold. The La Lucha and San Rafael massive sulfide occurrences are in an upper plate to the southwest which was thrusted over the plate containing the Naranjo and El Largo deposits. In several of the deposits, Au, Ag, Zn, and Pb are concentrated near the stratigraphic top, and Cu is concentrated near the stratigraphic base. Major minerals are pyrite, quartz, ankerite, sphalerite, chalcopyrite, and galena. Minor minerals are tennantite-freibergite, arsenopyrite, and pyrrhotite. Gold and Ag occur in argentian gold, and Ag also occurs in tennantite-freibergite. The cumulative inferred resource of massive sulfide for the Reforma, Naranjo, El Rey, and El Largo deposits exceeds 30 Mt, with the latter two deposits incompletely delineated. Underlying pyrite-quartz stockwork zones contain chalcopyrite, chlorite, and sphalerite. Hydrothermal alteration minerals in the stratigraphic footwall are pyrite, quartz, chlorite, ferroan dolomite, and ankerite. In the stratigraphic hangingwall, hydrothermal alteration minerals are sericite, calcite-dolomite, and lesser clay minerals and quartz. The deposits belong to a low-sulfidation, volcanogenic massive sulfide system formed in a subaqueous environment, and are of the bimodal, siliciclastic type.
