1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

This short dissertation concerning "what the client expects from the engineer" is directed mainly at the design and construction of metallic ore concentration or beneficiation plants. However, practically the same conditions apply to the design and construction of cement and lime manufacturing facilities, with the exception that the latter facilities reflect the client's and engineer's concepts of customer service and in some cases reflect promotional considerations for the product manufactured and distributed. FROM 1921 to 1939, the aeroplane played an increasingly important role in Canadian prospecting and mine development. This service has been interrupted by the war, but undoubtedly it will be accelerated in the postwar years, if suitable aircraft are available. The purpose of this paper will be to review the uses to which the aeroplane has been put in prospecting and development in the past, and its future possibilities as an aid in prospecting. If by review, and deduction, we get a clear picture of what we expect the prospecting plane to do, we may be able to arrive at a very close approximation of its required characteristics and, from this, an idea of costs. 'Function' is defined as the mode of action by which it (the aeroplane) fulfills its purpose. We will endeavour, therefore, first to find what this purpose is, or should be, so that our expectations will not be too limited nor too great-and then find, by analysis, what performance we require in an aeroplane to meet our reasonable expectations at an economic price.

"In sulfide nickel deposits throughout the world, pentlandite and pyrrhotite are commonly found together along with varying amounts of chalcopyrite and platinum group minerals (PGMs). The mafic or ultramafic host silicates associated with the sulfide mineralisation commonly exhibit a complex assemblage of magnesium bearing silicates, many of which themselves contain significant nickel. Four types of ore are proposed, each presenting their own processing challenges. These are: economic grades of Ni, Cu and PGE (platinum group element) in a pyrrhotite-bearing sulfide deposit, with low pyrrhotite to pentlandite ratios  economic grades of Ni, Cu and PGE in a pyrrhotite-bearing sulfide deposit, with moderate to high pyrrhotite to pentlandite ratios uneconomic high pyrrhotite: low tenor deposits low-grade low sulfide, high MgO ± PGE deposits that can sometimes be economically mined and processed.The grades and recoveries of nickel concentrates produced from sulfide ores can be significantly impacted by the ore mineral texture, the nickel tenor of the sulfides, and the polytype of pyrrhotite which may be either hexagonal (non-magnetic) or monoclinic (magnetic). The mineralogy of the silicates is also of great importance, especially the magnesium silicates and those which tend to produce particles which are asbestiform or which affect slurry viscosity. Other magnesium silicates such as serpentine carry nickel in solid solution, limiting the recovery entitlement of nickel by flotation because serpentine is not amenable to sulfide flotation mechanisms. Differences in plant flow sheets and reagent assemblages are required to effectively separate these minerals.Experience from a variety of plant operations and from extensive flow sheet development programs are discussed. IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

The Huari-Huari ore body is located in Southern Bolivia, at an elevation of approximately 3,800 meters above sea level. The ore is a complex massive sulfide, slightly marmatitic sphalerite, in a fault fissure filled hypo- thermal vein in Paleozoic shales and quartzite-altered sandstone. The sphalerite has common associations with pyrite and quartz and is frequently intricately intergrown with stannite, chalcopyrite, and pyrrhotite. The sphalerite also contains numerous inclusions of pyrite, marcasite, galena, boulangerite, jamesonite, quartz, arsenopyrite, and cassiterite. A research program was undertaken to develop a flowsheet for the recovery of separate silver, zinc, and tin concentrates by selective flotation. Based on this experimental work and subsequent flowsheet development, engineering and construction of a 500 metric ton per day concentrator was undertaken. This paper describes the process that was developed for the Huari-Huari ore and the unique aspects of the Huari-Huari concentrator.

WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

The current and consented quarry workings at a slate quarry in North Wales {UK} intersect old long abandoned underground slate mine workings. The old underground slate mine contains the remains of World War II buildings used to house artworks to protect them from war damage. Over the past 20 years, there have been a number of roof falls in the old underground slate mine, which have damaged the buildings and make general access unsafe. From observation of the timing of these falls, they occurred in the mid 2000’s. The purpose of the exercise was to determine the possible relationship between blast vibrations experienced on the surface and those experienced on the roof of the abandoned mine caverns. Thus preventing the need to regularly monitor in the old mine workings. In order to achieve this, a rigorous geotechnical assessment of the stability of the caverns was undertaken by a fully qualified Geotechnical Engineer. Once it had been determined that it was safe to do so, 3 “MEMs based” blasting seismographs were attached to the roof, in accordance with the instruction of the geotechnical engineer. In addition, 8 “MEMs based” blasting seismographs were deployed at various locations on the surface. The trial blast comprised of 51 blastholes, with charges varying between 46kg [101lbs] and 124kg [273lbs] of bulk emulsion explosive. The blastholes were in 4 rows of holes. The blast was connected using shock tube 25ms, 33ms and 65ms delay period relay detonators. The minimum distances from the blast to the surface and underground monitoring points were 78.1m [256 ft] and 114 m [374 ft] respectively. The results from the three underground monitoring locations in terms of resultant peak particle velocity was 4.42 mm/s [0.174in/s], 3.47 mm/s [0.137in/s], and 4.69 mm/s [0.185in/s]. In line with previous research, it was determined that the underground results [when compared on a “like for like” basis in terms of scaled distance] were lower in amplitude than the surface results. In this case by a factor between 0.47 and 0.87, averaging 0.68.

Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.
