On April 10, 1958 a new 7500 long ton/day iron ore beneficiation plant went on stream producing an average of 3000 long-tons of high quality concentrate a day. Plant operates on two, 12-hour shifts is six days per week, The new mill end crust ink plant were built adjacent to the company's open pit dining operate on at Bomi Hills, Liberia. The mall is essentially a gravity concentrator employing crushing, and grinding to liberate the mineral values, followed by concentration in Humphreys spirals. The cleaner spiral tailings are re-ground and tabled to recover additional iron values. New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

"Deep foundations utilize the varying soil conditions to provide the most cost-effective or practical scope for a given jobsite. Once the scope has been determined and the engineering applied, the element can be installed and tested to determine if it is suitable. QA/QC programs are vital for the assurance that the element designed by the engineer has not only been properly constructed but that the design assumptions are confirmed. The two deep foundation elements referenced are drilled displacement piles (DDP) and micropiles. Each of these elements allows for large loads to be distributed deep into the subsurface geology. Having the technology and ability to monitor the tests in real-time can be beneficial to a contractor in determining if the design is adequate or if adjustments need to be made on future piles. The proper QA/QC guidelines for installation and monitoring need to be in place to ensure that an accurate interpretation can be made on the pile. This paper discusses the typical testing and the positive results that the author has encountered using the latest advances in strain analysis.KEY TERMSDrilled Displacement Piles:A deep foundation system that has the ability to shed load into the geology through shaft resistance as well as tip resistance, similar to drilled shafts. This pile element is unique in that it has a consistent pile section and thus a consistent modulus of elasticity.Micropile:A deep foundation system used in applications where the foundation lies over material not suitable for a spread footing and the ideal soil stratum is deep below the foundation. Micropiles will have two different cross-sections consisting of a cased section and an uncased section. For this reason, this pile type requires additional analysis when computing stress-strain relationships.Geokon Strain Gauges:Instrumentation such as Models 4911A-4911 Vibrating Wire Strain Gauges ( known as Sister Bars) are designed to be embedded in grout and calculate loads based on the change on grout strain over a period of time.Stress:A pile element is under a compression (axial loading) load when a force acts along its axis and is normal to the plane of the section. The corresponding stress the pile is experiencing is described as a normal stress. The stress is obtained by dividing the magnitude of the load distributed over the cross-section by the area of the pile cross-section, as shown in Eq. 1."

"The Red Mountain porphyry molybdenum deposit is situated in the Big Salmon Range, approximately 80 km east-northeast of Whitehorse, Yukon.Red Mountain is underlain by Paleozoic, argillaceous sedimentary rocks of the Yukon Cataclastic Complex, which have been intruded by a multi-phase mid-Cretaceous stock.Mineraliwtion, quartz stockwork, metal zonation, and an alteration assemblage characteristic of a porphyry molybdenum system have been superimposed on quartz monzonite porphyry and adjacent homfelsed sedimentary rocks. For the past three or four years attention has been attracted to the deposits of lead vanadate in the Goodsprings , Nevada , district . Some ore running as high as 9 per cent 205 has been produced , but most of it runs from 0.5 to 3 per cent . Only a little ore , and that of the richer sort , has been shipped , since the low- grade ore will not stend the cost of shipment and no concentration mill has been available . Preliminary experiments indicate that chemical treatment of the low- grade ore without concentration is not feasible . Its treatment therefore involves two distinct problems ; first , mechanical concentration ; and second , a smelting or chemical treatment to obtain the lead and vanadium in marketable form . Upon this basis the work has been conducted . The writer wishes to acknowledge the excellent work done by J. T. Norton and Virgil Miller on table concentration and by J. E. Conley , who suggested and did preliminary work on the direct smelting method . Many helpful suggestions were received from Dr. S. C. Lind and John Gross of the Bureau of Mines . This paper, describing the concentrator practice of the Moctezuma Copper Co., is one of a series being prepared by the Bureau of Mines. The Nacozari concentrator of the Moctezuma Copper Co. (the Mexican subsidiary of the Phelps Dodge Corporation) is located about 75 miles south of Douglas, Ariz., in the Moctezuma District of the State of Sonora. Nacozari is the southern terminus of the Nacozari Railroad, ever which all concentrate is transported to Douglas for smelting.

To make a thorough survey of a coal mine in order to eliminate hazards, the competent safety engineer must be familiar with mere than one branch of engineering. It is essential that he know the properties of mine gases and the methods of detecting them, as well as hew to prevent dangerous as accumulations. It is also essential that he understand the action of overlying strata when the coal is removed, and the proper methods of protection by timbering or other suitable means of support. He must know the value of protective clothing in reducing injuries and mast be informed as to the correct handling and use of explosives to avoid premature blasts, misfires, and ether failures in blasting practice. He must understand hew to operate locomotives and cutting, loading, and various other types of machines to be able to recommend effective safeguards for protecting the men who use them in addition to being informed as 'to these and many ether activities connected with the mining of coal, he must net overlook electrical engineering if he wishes to combat the fire, shook, and ignition hazards attendant upon the use of electrical machinery and circuits in and around the mine intelligently. There are many points relating to safely in the selection, maintenance, and use of electrical circuits and equipment that are perfectly obvious to the electrical engineer but perhaps are not se evident to those not trained in this particular branch of engineering. Engineers of the U.S. Bureau of Mines who have made a special laboratory study of electricity as related to safety in minus haw e also made inspections of electrical installations at a large number of bituminous mines. These inspections have revealed practices and conditions that not only do not contribute to safety but that add nothing to efficiency and economy in the operation of the mine.

A basic technology coping with a wide range of secondary zinc sources has been developed. The process combines an electrowinning stage, a solvent-extraction unit and a leaching procedure. The acidity generated in zinc electrowinning, transferred by the organic solvent to the aqueous raffinate, is reused to leach the zinc secondary materials. The basic process recovering zinc is described in detail. The route recovering other valuable metals such as copper, cadmium and lead associated with zinc is also described. This non-ferrous metals recovery route is advisable for either ecological and/or economical reasons. Main results of an experimental program aiming at the demonstration of the suitability of the process for several feed materials are summarized. Waelz oxides, galvanizing ashes and EAFD coming from different sources were tested in laboratory and continuous pilot plant campaigns. High zinc recovery, low reagents and utilities consumption, and effluents meeting environmental regulation were confirmed. The paper also includes the main results of a feasibility study of an industrial "base case". A mixed raw material and Spanish EAFD and 20,000 ta of zinc ingots production were chosen. The SGH zinc recovery from secondary raw material by means of the clean, safe and profitable Modified Zincex Process has been demonstrated. This reliable technology is ready for industrial application.

Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in some states, such as Virginia, and mineable reserves for the Central Appalachian Coalfield are challenged by difficult geological, mining, and market conditions. In order to project coal mining longevity in this region, interviews with mining companies were conducted to assist in the determination and assessment of technical and economic factors that impact coal seam mineability. This information was applied to seam and coal reserve data developed by state and federal governments. The results were carefully analyzed to determine the effects of various factors on the overall mineable coal reserve base.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. The Duparquet mining camp situated along the Quebec segment of the Porcupine-Destor Fault was the site of gold exploitation from 1933 to 1956 and 1988 to 1991. Numerous gold showings and deposits straddle the fault. An ongoing regional metallogenic study by the Quebec Geological Survey has identified five main types of gold mineralization, each showing a distinct style, alteration, control, metal content, and timing. In order to maximise the impact of this study, a 3D regional common-earth-model was constructed along a critical segment of the Porcupine-Destor Fault with the gOcad® technology. The realisation of this model required the maximum use of the public SIGEOM numerical database, as well as the recovery of significant private data from exploration company partners. The 3D model is also a powerful new dynamic exploration tool, which can be queried using geological criteria characteristic of the different gold deposit types. This 3D model can be modified and improved continuously by adding data from new drilling, mapping or geophysical surveys. The case of the Porcupine-Destor Fault illustrates the importance of 3D common-earth-modelling in delivering refined technological geological syntheses likely to attract significant investments from the mining exploration industry, especially for deep exploration programs within mature mining camps.

Blast-induced damage criterion based on the peak particle velocity has worked reasonably well for estimating building damage. However, the same criterion cannot be used to estimate damage to rock and mine structures such as shaft and tunnel walls. It does not take into account the nature of seismic radiation pattern in the near-field, which is very different than what is obtained at far-off distances. To investigate this phenomenon, a systematic study has been carried out involving single-hole blasts and normal production blasts, with explosive source ranging from nearly point source charges to standard borehole sizes (6-7 m long explosive column), with charge weight varying from 0.5 kg to 30 kg. In the near-field, it is shown that, both P-wave and S-wave take a dominant position compared to the mainly surface waves measured in the far-field. These are shown to depend strongly not only on the length of the explosive column but also the way it is initiated in the borehole (i.e. direct vs. reverse initiation in the borehole) with respect to the target location. The seismic radiation patterns were recorded by high-frequency triaxial accelerometer stations grouted in the rock mass. This study describes the nature of seismic radiation in the near-field from long and short charges, the role of initiation direction and their effect on frequency with respect to sensor locations or target area of interest, and their implication in prediction of blast-induced damage in the near field.

The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

"E-waste is currently the fastest growing waste stream in South Africa as well as in many other African countries. Informal collectors, dismantlers and recyclers based in Africa play an increasingly larger role in the processing of e-waste under generally unacceptable social and environmental conditions. In direct response to this trend, and as part of Hewlett Packard’s international Extended Producer Responsibility, the project “e-Waste Management in Africa” was started in 2007 in cooperation with the Global Digital Solidarity Fund (DSF) and the Swiss Federal Laboratories for Materials Testing and Research (Empa). This project is investigating the e-Waste situation in various African Countries, including South Africa, while actively supporting the development of practical, socially just and environmentally acceptable local e-waste management solutions. To this end, the project has been funding the development of a pilot project in Cape Town, South Africa since February 2008, supporting the start-up of a low tech/highly labour intensive material dismantling and recovery facility (MRF) for the pre-processing of e-waste. The aim is to test the feasibility of an integrated value adding local e-Waste management system, designed to maximize the potential of refurbishment, repair, re-use, dismantling and recycling of equipment, with environmentally responsible disposal as a last resort only. The project also seeks to incorporate the current informal e-waste processing activities, by transforming them into sustainable and environmentally sound operations. The MRF acts as a nucleus, raising awareness, and providing training and education to previously disadvantaged individuals as a means of creating opportunities for entrepreneurship in the technical maintenance, dismantling and waste-to-art project sectors."

AST fall over half a million tons of ore and rock were broken in one blast at the open pit of the Hudson Bay Mining & Smelting Company's operation, at Flin Flon, Manitoba. The following particulars of the blast, and details of the preparatory work, indicate how an operation of this scope is carried out. The data given, in essentially the present form, were first published by The Canadian Mining Journal. The area blasted was 150 ft. wide and about 700 ft. long. A total of 123 tons of 50 per cent forcite gelatin, in 5 by 16-in. cartridges, was used for the charge. Drilling for the blast was started on May 29, and was completed late in August, requiring 1297 machine shifts for drilling only. Total footage drilled for the shot was over 5 miles of 6-in. hole. The main blast consisted of 232 holes spaced on 17.5-ft.

This report includes data for 1964 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.
