In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. Instabilities in electric steelmaking furnace arcs cause electrical and acoustical noise, reduce operating efficiency, increase refractory erosion, and increase electrode usage. The U.S. Bureau of Mines is investigating methods to stabilize these arcs. To perform experiments to test new hypotheses, Bureau researchers designed and instrumented an advanced, experimental single-phase furnace. This report describes this furnace, which was equipped with high-speed data acquisition capabilities for electrical, temperature, pressure, and flow-rate measurements; automated atmosphere control; ballistic calorimetry; and view ports for high-speed cinematography. Precise environmental control and accurate data acquisition allow the statistical design of experiments and assignment of rigorous confidence limits when potential furnace or procedural modifications are tested.

"From1927 to1989, the Hornemineproduced53.7 Mt of ore grading 6.1 g/t Au and 2.2% Cu from two large volcanogenic massive sulphide deposits composed primarily of pyrrhotite, pyrite and chalcopyrite. The ore bodies were hosted by a package of chlorite-sericitealtered epiclastic rhyolite tuffs which were deposited in a narrow palaeo-graben located on the flank of a major felsic volcanic centre. M ineralizingfluids percolated upward through the permeable footwall rocks and were further focussed along syn-volcanic, graben-bounding faults. Sulphides were deposited by a process of sub-seafloor replacement of the rhyolite tuffs.Gold-copper-(zinc) mineralization, including ore zones mined between 1985 and 1989 as the REMNOR ore zones, is present throughout the 900 m of felsic volcanic stratigraphy at the Horne. All the deposits were formed by syn-volcanic hydrothermal processes active during felsic volcanism. Because segments of the Canadian mineral-based economy are dependent totally or in part on foreign sources of certain minerals, their well-being may well be affected by inability to obtain these minerals. Where such dependency exists, it is therefore important that contingency plans be available to counteract possible price increases or lack of supplies by means of technology, developed well in advance of any pending crisis . Canada is vulnerable to possible future real or artificial shortages of certain foreign-produced mineral commodities, and science and technology can provide information for the development of policies for counteracting efforts by foreign exporters to control prices or limit supplies.

SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

For the past 30 years there has been a gradual evolution of mechanical excavating systems in underground hard rock mining applications. This paper traces many of the tests of various tools and methods to break hard rock, up to the present. The tools include impact hammers, boring machines, disc on boom mining machines, disc on revolving wheels and drums, picks and drag bits on revolving hubs, rock splitters, slot cutting systems, and with customized explosives/powder mini-blasting. While the progress has been slow, successes are being achieved in hard rock and more opportunities exist today than ever before.

The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate any one method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

Chalcopyrite and pyrite are among the major gold bearing minerals in the world. The gold content in chalcopyrite and pyrite varies from 0.02 to 200 ppm and 0.01 to 20 ppm, respectively. Apart from gold, chalcopyrite is also the primary source of copper. Thus, the recovery of gold and copper are often associated with the recovery of chalcopyrite and pyrite. Flotation is one of the most successful methods applied to beneficiate chalcopyrite and pyrite. The success of a flotation process depends on an appropriate choice of the flotation collector used to achieve the desired selectivity. A thorough understanding of the atomic structure of the predominantly exposed mineral surfaces can immensely aid in developing highly selective collectors that can exploit both the physical and chemical characteristics of these surfaces. In the present study, density functional theory calculations within the plane wave framework are used to understand the surface structure and reconstruction of the most stable chalcopyrite (001), (100), (110) and (112) and most stable pyrite (100) surfaces. The chalcopyrite (001) and (100) metal-terminated surfaces undergo significant reconstruction and result in metal-metal bond formation in the sub-surface layer while the surface layer is replaced by S-atoms. On the other hand, the (001) and (100) S-terminated surfaces show S—S disulfide bond formation upon relaxation, which are consistent with literature reports. The chalcopyrite (110), (112) surfaces and pyrite (100) surface undergo rearrangement, but no reconstructions in terms of metal-metal or disulfide bond formation are observed on these surfaces. Wastes in various forms have always been a part of mining, and management of mine waste has evolved from the early days of "push it over the side and down the creek" to today's highly engineered waste facilities. Changes have been brought about not only by technological advances in the ?3M?s? - mining, milling, and metallurgy - but also by environmental awareness and changing social values that have been manifested in an ever-growing maze of regulations. This is a dynamic era, and the debate goes on. So it is that planners have to anticipate permit and regulatory requirements in the site-selection process along with the traditional criteria. The McLaughlin gold project is an example of how one company, Homestake, has met this planning challenge. In August of 1980, Homestake Mining Company announced a major gold discovery in northern California known as the McLaughlin Project. The property is approximately 80 air miles northeast of San Francisco near the junction of Lake, Napa, and Yolo Counties. This is an area where mercury has been mined off and on for over 100 years; gold has never been mined in the area. The gold is microscopic and finely dispersed in a complex geologic setting. Reserves are estimated at approximately 20 million tons at a grade of approximately 0.16 ounces per ton.

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.

"What is the primary responsibility of geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer — ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geoengineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this article will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face.What is our purpose?A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question “What is our purpose?” I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor ground water levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: Safety. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or ground water."

(San Francisco Meeting, September, 1915) THE iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by. these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. PREVIOUS WORK In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the tine Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. Dr. Kimball published on his return two papers, the first important descriptions which we have of the local geology.1 It is

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

For urban underground development involving tieback anchors for excavation support, authorities having jurisdiction typically require tiebacks to be de-tensioned before project completion. This paper updates “A Proactive Approach to Tieback Anchor De-tensioning” (by Peterfreund and Finn, published in the 2017 RETC Proceedings), which discussed a new method employed in a cut-and-cover transit station project. Since publication of that paper, 237 tiebacks were successfully and rapidly detensioned from using a small-diameter drill to cut strands from the surface. To the authors’ knowledge, this was the first intentional large-scale use of a drilling method for this purpose.
