Environmental rehabilitation has increasingly become a central concern in the regulatory and fiscal landscape governing South African mining operations. A key issue within this domain is the extent to which mining entities may claim tax deductions for expenditures incurred in fulfilling their environmental rehabilitation obligations. The Supreme Court of Appeal's decision in Sishen Iron Ore Company (Pty) Ltd v Commissioner for the South African Revenue Service [2025] ZASCA 16 addresses pivotal questions regarding the tax treatment of such expenditures. According to reports received by the United States Bureau of Mines, Department of Commerce, as of January 1, 1929, there were 2,205 cracking units completed or being built in the United States, with a total daily charging capacity of 1,476,874 barrels. A similar survey of a year ago showed 2,334 units of 1,288,000 barrels total capacity. This indicates that despite a decrease in. number of units, there was a material increase in capacity. The year 1928 was, in general, an important one for the cracking branch of the industry. Gasoline consumption reached record levels, prices were higher than in 1927, and it is probable that in the late months of the year the cracking plants were operating very close to capacity.

A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.

"This article addresses the prevalence of poor public reporting practices of coal exploration results, coal resources and coal reserves in southern Africa. Currently, the reporting of coal tonnage without supporting coal qualities or saleable tonnes and quality is a poor reporting practice that occurs far too often. Not all coal is equal — therefore it is extremely important that investors or potential investors are provided with the full details of both run-of-mine (ROM) and saleable coal tonnage, their associated qualities and other material and relevant information.Competent or qualified persons should note that publicly reported information should be sufficient to enable an informed reader to make a reasonable and balanced assessment of the significance of the information provided. “Companies are encouraged to provide information in their public reports, which is as comprehensive as possible (CRIRSCO, 2013).” However, too often this isn’t the case, and material matters are either not reported or inadequately disclosed.According to the South African National Standard (SANS) 10320:2014 draft document, “tonnage and coal quality that will be available for sale, either in the raw ROM state (raw saleable) at a specified moisture content, or after beneficiation of the ROM coal by processing operations to produce materials at specified qualities, size ranges and moisture contents. The assessments must demonstrate that at the time of reporting, the marketing of the products is reasonably justified. The basis of the predicted practical product yield to achieve the saleable coal reserve must be stated. The moisture basis of reporting shall be stated.” An example as to why coal qualities are so important to the public, the requirements of South Africa’s electric public utility (Eskom) power stations are detailed in the followint paragraphs. The Kendal power station, commissioned in 1988, operates at a calorific value (CV) range of 19 to 20 MJ/ kg, an ash content between 29 and 34 percent and volatiles between 20 to 21 percent. Other power stations, such as Kriel or Hendrina, may require different qualities, such as a CV range of 22 to 23 MJ/kg, an ash content between 20 and 28 percent and volatiles between 22 to 23 percent. Thus, in terms of domestic saleable coal, it is not just about reporting the coal qualities but also informing the investor as to which power station the coal is intended to be sold as “boilers are designed to burn particular qualities of coal” and “it is not always possible to transfer coal between stations because of different quality requirements at each station (Chetty, 2010).” Sulfur content is another important quality with the ideal coal content having a quality of less than 1 percent sulfur."

In the course of, investigation of domestic manganese-mineral occurrences, examining engineers of the Bureau of Mines collected 2-ton lots of ore from properties in the Cleveland-district, Idaho. As only one of the ores was high enough in grade for direct marketing to-producers of ferromanganese, ore-dressing concentration methods were investigated to determine their amenability to treatment. High-grade ore. (38.7 percent Mn) from the Idaho Manganese Mining Co. was taken from a replacement deposit in limestone consisting of several horizontal beds 1 to 5 feet thick, about 1 mile northeast of Cleveland. The manganese minerals occur as an intimate intergrowth of manganese oxides, containing minor amounts of limonite, ?quartz, and calcite as rather fine inclusions. However, the major contaminants are claylike products of rock decomposition, which can be eliminated by thorough washing of the ore at relatively coarse sizes. The Hot Spot property is 1 mile south of Cleveland. The ore occurs as a replacement deposit of medium-grade- ore in limestone, .The sample taken by the Bureau of Mines assayed 26.0 percent Mn. The manganese minerals consist of nodules, principally pyrolusite with some psilomelane and manganite embedded in wad.' The low-grade wad, containing manganese and siliceous minerals in intimate association, was easily rejected by washing.

"The Direct Nickel process is a hydrometallurgical technology being developed to treat nickel laterite ores by leaching at atmospheric pressure. The leaching process uses nitric acid in a relatively large excess, is thus non-selective, and much of the soluble iron goes into solution. The first stage of solution purification is iron hydrolysis and the Direct Nickel process utilises the colligative properties of the pregnant leach solution (PLS) to enable the removal nitric acid of varying concentrations via distillation. Once sufficient acid has been removed, the boiling point of the solution is increased allowing high temperatures (up to ~170°C) to be achieved under atmospheric pressure. The higher temperatures initiate the precipitation of the iron primarily as hematite and allow the removal of the acid generated by the hydrolysis reaction. The rejection of the iron is near complete with solution tenors typically falling from 65 g/L Fe, or more, to less than 50 mg/L Fe. The separation of clean nitric acid from the PLS at this stage allows for relatively simple acid recycling. A hematite product with iron content above 60% could also provide an extra revenue stream.INTRODUCTION The Direct Nickel (DNi) Process is a novel hydrometallurgical processing route designed to treat all types of nickel laterite ores in a single flow sheet using nitric acid under atmospheric conditions. A simplified flow sheet is shown in Figure 1.Between 2007 and 2012 the process was developed and refined at Direct Nickel’s laboratory within the CSIRO Minerals’ facilities in Perth, Australia, and in 2013 a series of pilot plant trials were run under continuous operating conditions. The process is designed to treat both limonite and saprolite in the same flow sheet, and after comminution, the blended ore is mixed with nitric acid and leached just below boiling point in agitated atmospheric leach tanks. The acid is added in excess, so typically for a blend of limonite and saprolite the acid addition can be in the order of 1.8-2.0 t acid/t dry ore. After a residence time of between 4-6 hours the majority of the soluble metals have leached into solution and the insoluble leach residue is separated from the pregnant leach solution (PLS) via counter-current decantation."

Since the dam of cyanidation leaching techniques for precious metals, certain manganese-bearing silver ores have been a problem due to low silver extractions. Since simultaneous occurrence of silver and manganese is common in nature, this situation has made many otherwise attractive silver deposits uneconomic in the past. Several older techniques have been useful but at $1.29 per ounce of silver, the economics were unfavorable. With the new look in silver prices and some improvements in processing technology, neglected silver districts offer new promise.

For more than a decade, Hatch has used process and logistics models to assist Rio Tinto Fer et Titane (RTFT) with capacity planning, debottlenecking, and optimization to help ensure design capability, capital effectiveness, and operational efficiency of the integrated production chain. Process models are used to optimize the physics-based aspects of the system, such as mass and energy balances, flow rates, yields, and equipment specifications. Dynamic logistics models are used to optimize how the various plant areas work together to achieve the desired ends and deal with such things as plant scheduling and synchronization strategies, sizing of buffers between processes, defining the required number of process and material handling units, and designing a plant layout that minimizes plant interferences and inefficiencies. The combined use of process models and logistics models enables the overall plant to be optimized from both a productivity and quality point of view, with each plant area working in harmony with one another to achieve targeted capacities and efficiencies. This paper describes the many benefits derived from such modeling efforts over the past 15 years for each of the major plant areas at RTFT: Beneficiation Plant, Smelter Plant, Steel Plant, UGS Plant, and Powder Plant (RTMP).

This paper summarizes recent developments in modeling of underground coal slurry haulage networks for determination of optimum design and operating parameters. The model presented here is based on a stochastic dynamic programming formulation, applicable in any typical room-and-pillar and/or longwall mining configuration commonly practiced in the United States. The formulation and the structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal, (2) to upgrade marginal coals through effective preparation, and (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke making. This is the seventh of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Floyd County, KY., which comprises parts of the Paintsville, Prestonsburg, Harold, Hindman, and Pikeville quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all avail-able data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

Today, mining operations close to communities face increasing challenges, especially in their drilling and blasting operations. Proper management of environmental impacts is important to guarantee their license to operate and to provide sustainability to the mining business in the long term. Blasting is an event that generates impacts such as vibrations, noise (airblast), projections (flyrocks), ejection of dust and fumes (when there is a deficient detonation of the explosive). If any of these variables exceed the established regulations, sanctions can be generated and even lead to stop mining operations. The goal of this work is to present a review of different techniques, concepts, technologies, simulation software and monitoring / control tools to minimize the environmental impact generated by blasting. For which, a case study of a big scale open pit mine in Brazil with operations close to a community will be presented. An adequate management model, combined with good operational practices, the use of new technologies, enable a safe operation without incidents with the communities. In this way, building trust with neighbours, maintaining the license to operate, and helping mining industry to mobilize resources essential for progress in a sustainable way

The philosophy and detail of mill design in developing countries, where it is frequently difficult to obtain experienced, qualified supervision to operate the plant, are discussed. The resulting design suggests the desirability of simple units, with maximum visibility of equipment operation and material movement, which allow the minimal technical supervision to see the plant conditions prevailing. Information on plant conditions during periods of lesser supervision can be provided by the use of simple, low-maintenance recorders. Where the mill is intended for operation in a developing country, it is insufficient for the flowsheets and plant layouts merely to be drawn: the process metallurgist must pay meticulous attention to details that could ordinarily be left to the design detailing group. The design of this type of mill requires a knowledge of human engineering—of the type of individual who will operate and supervise the plant; probable changes in personnel should be taken into account. Details are suggested for coarse-ore handling, screens, feeders, secondary and tertiary crushers, conveyors, dust collecting, fine-ore feeding, grinding mills, conditioners, flotation, thickeners, filters, reagent systems, sand pumping, sampling, instrumentation, safety and construction

The Enquirer of October 13, 1835 carried a letter signed "G," calling attention to the great number of Virginians who were leaving the state and to the lack of enterprise shown in not developing the ample natural resources available. He mentioned coal in particular and in closing said: "Besides the coal mines owned by individuals, the Black Heath company of colliers are carrying on extensive operations. Owing to the derangement of the currency, and the immense expenses incurred in boring and sinking new shafts, I understand that their dividends have not yet been so large, as they may be confidently expected in future.-Another company, under the title of the Midlothian Coal Mining Company, is now about being organized by the Messrs. Wooldridges of Chesterfield, for the purpose of establishing an extensive coal business. Having examined the lands embraced in the charter and the principles upon which the company is designed to be organized, I am persuaded that more productive stock can no where be found. The charter embraces a space nearly equal to a mile square, adjoining the mines of the Black Heath company, those of Mr. N. Mills, and those of Stone Henge, which space must contain coal of great thickness of excellent quality, as the strata of coal of those other mines pass through it; exhibiting a field so extensive, that centuries may elapse before it is exhausted. A shaft has been sunk on these lands, from which a very large quantity of the best coal is being raised. The terms of the charter require the Proprietors to sell one-half of these lands and mines, from the sale of which they will appropriate $100,000 as permanent capital, to purchase hands and engines, and to sink other shafts to work the property and thus going into operation with such decided advantages, as to produce a profit as great as a reasonable man should desire. Here is an opportunity for investing capital, which I think should satisfy the wishes of many Virginians who speak of emigrating. Will they not embrace it?-I have confined my remarks to the coal mines, because they are in the heart of our State, and their operations are familiar to many who can verify the statements. I might extend them to the other mineral treasures of our State; but if I do so, they must be reserved for another number, this being longer than I intended, and perhaps longer than you can conveniently find room for in your crowded columns. Princess colliery, the largest mine operated by the Old Sydney Collieries, Limited, commenced operations in 1877. It was the first mine sunk in the Sydney coal field with the primary object of working submarine coal. Until 1925, coal was won by the room-and-pillar system. By that year, the depth of cover over the workings was 1,300 feet, and physical conditions had become such that it was impossible to extract completely the pillars formed by the working of the rooms. Because of this, the system of work was changed to longwall in the early part of that year. At first, an orthodox hand-pick method was used, with gate roads laid off at 50-foot centres and the mine cars loaded by hand directly on the longwall faces. Later in the year, the first machine-cut conveyor longwall faces were started.

THE patent literature of alloys for the last two decades or so indicates that the number of liatents referring to smaller and smaller percentages of essential alloying constituents is on the increase, whereas the number of patents relating to considerable percentages of alloying additions becomes smaller. The claims regarding physical properties indicate consistently higher and more rigid values and show the possibility of modifying the physical properties by only slight changes in the percentage of minor constituents or by applying different methods - of treatment. Alloys of the same base have been made suitable for a number of different applications by intelligently and rigid- ly controlling their composition, melting, casting, working, and heat-treatments. Other trends indicated in the development of modern alloys are higher corrosion resistance, higher fatigue limits, and "stability" in volume.

In a world of technology and electronic communication, it is easy to forget what engineers do best with a problem: sitting around a table, exchanging views and ideas with sketches and respecting everyone?s view. This was the approach adopted in the project to arrive at a solution for the cross passage opening sup-port for the Seattle University Link Extension. Schedule and space constraints usually impede concurrent cross passage excavation and tunnel boring machine (TBM) operation. And where the space is constrained, opening support solutions that maximize available cross sections are of great benefit. While there are a number of solutions that minimize space, some of these solutions can require expensive steelwork and extensive drilling and fixing. However, following a detailed round-the-table discussion of the options and constraints, it was identified that a shotcrete shell would not only limit obstruction of the space during installation, but also permit easy installation, particularly around services, and avoid costly steelwork and drilling and fixing.

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

BALL wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4¢ per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3 1/2-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively. As will be evident in the description of the method used in testing, the balls were subjected to an intermittent batch grinding treatment, which may have produced results in rate of steel wear that may not have an accurate correlation with steel consumption in full-scale mill operation. However, with this fixed and rather arbitrary method of testing, results were obtained that may be of some interest and may stimulate further work on this subject. Unfortunately, owing to pressure of war work, our tests, which we had intended to repeat on a continuous grinding operation, had to be discontinued. METHOD OF TESTING Tests were made in a small cylindrical mill, rotating at 72 r.p.m. Internal dimensions of the mill were 10 1/2-in. dia. by 9 in. The cylindrical inner surface was lined with rubber and the two ends were formed by steel plates. A charge of 2000 grams dry feed and 2000 c.c. of water was added every 2 hr., the mill being drained of pulp before the addition of each charge, by tilting and sluicing with water. The mill was run on afternoon and night shift for daily periods of about 15 hr. total grinding time, and each test lasted from 60 to 150 hr. This batch method of testing involved a higher average pulp temperature in the mill, which undoubtedly affected comparative results in some of the tests. HARDNESS OF BALL VS. WEAR In these tests, special "eutectoid" steel balls were used, some of which were chill-cast and quenched, some sand-cast and quenched, and some sand-cast and annealed to a dead soft condition.
