This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

The demand for minerals has never been higher. Moreover, the rate at which this demand is growing is unprecedented, and expansions and new mines will be required to fulfill these growing needs. This, in turn requires a skilled engineering workforce that can develop and operate minerals extraction processes to utilise effectively more complex ores. The International Mineral Processing Council (IMPC) has established a Commission on Mineral Processing Education to consider the global challenge of ensuring an adequate supply of well-trained mineral processing engineers. The Commission has, for the past four years, been collecting international information of the recent mineral process engineering supply position and with a view into the near future. The data collected by the international Commission members are as follows: ? Undergraduate student numbers in minerals engineering ? A breakdown of their male/female ratio ? The fraction of the students from each course that enter the minerals industry ? Teaching staff numbers and age profile This data has been collated and analysed, and the findings are presented. It is clear from the analysis that the supply situation is very different in different regions of the world, and that great opportunities exist for targeted recruitment into the industry to meet the future talent demand. Further, an attempt at correlate the supply of minerals engineers based on the local mineral production rate is shown, which shows that there are clear outliers.

Production of crude petroleum in the Middle East (southwestern Asia) and in South America has increased greatly during recent years and has become a significant factor in the world's production of crude oil. Crude oil from fields in the Middle East increased from 256,164,000 barrels in 1946 to 305,833,000 barrels in 1947 and 417,201,000 barrels in 1948. Production from South American fields increased from 446,417,000 barrels in 1946 to 518,652,000 barrels in 1947 and 574,837,000 barrels in 1948. Crude-oil production from Canadian fields increased from 7,726,876 barrels in 1947 to 12,370,875 barrels in 1948, most of the increase being attributable to two fields, Leduc and Redwater, both represented by analyses in this report. Present indications are that production of crude petroleum from all these regions will continue to increase.

Mergers and acquisitions (M&A) within the mining industry are becoming frequent events. Large companies and small companies alike are jumping on the bandwagon of merger mania. The results of these mergers have significant impacts on the employees of the involved companies. Comments, observations, and specific examples of the 'peop1e"aspect of mergers are presented in an attempt to answer the question "will it be business as usual?" My answer is a simple NO. This paper attempts to provide support for my conclusion. The reader should recognize that the comments, observations, and specific examples mentioned in this paper are subjective and reflect the experience and prejudice of the author.

"This report presents the physical properties and related geological and petrographic data of some 84 rock types from operating mines, quarries, or blasting research test sites. These fundamental rock data were collected as a quantitative approach to underground mining problems, blasting research, or other related studies; however, the data are equally applicable to any problem wherein rock characteristics are important factors. Stress-strain curves are given where available, and the standardized procedure for determining elastic constants from static tension tests is described. Computed (laboratory) and measured (field) free-medium velocities are compared in those instances where such data are available. A chart is given showing both the optimum and minimum number of test specimens for the various core sizes employed in the Bureau of Mines standardized physical-property tests. Rock-type, geographical, and geological indexes are included to aid the reader in locating physical-property data in this and previously published Bureau of Mines physical-property reports.INTROD'OCTI ONThis report presents the physical properties of 84 rock types tested from 16 different projects (sections 37-52). The U.S. Bureau of Mines performed batch equilibrium contact experiments to examine the ability of activated coconut-shell carbon to adsorb various metal cyanide complexes. Tests were also conducted to determine the effect these cyanide complex impurities might have on the adsorption of gold by the activated carbon. Metal cyanide species included in the investigation were antimony, arsenic, cadmium, calcium, cobalt, gold, iron, mercury, nickel, silver, thallium, and zinc. Tests were made over a pH range of 6.4 to 12.5. The carbon exhibited a preference for gold adsorption over other metals present in solution. In the absence of gold, the metal cyanide complexes were adsorbed; adsorption generally decreased with increasing pH. However, calcium and thallium adsorptions increased with increasing pH, while arsenic and iron were not adsorbed at any pH.

From the standpoint of known recoverable reserves, the following is the order of importance of the beds: Upper Kittaoning, Lower Kittanning, Upper Freeport, Lower Freeport, Middle Kittaning, Clarion, Pittsburgh, and Redstone. 2. mown measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, me estimated at 1,859 million short tons as of January 1, 1952. Of this, 1,351 million short tons me in beds 28 inches and more thick. Areas in each bed were omitted from the estimates because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

As part of a broader digital technology-enabled transformation programme, a major mining company is systematically implementing Advanced Process Control (APC) solutions and associated instrumentation throughout their operations. This paper highlights the approach and benefits of this holistic approach for a specific instrumentation installation, and APC installation at a South African coal processing plant. For the coal processing plant under consideration, a systematic approach was followed. Process sections/units are considered from upstream to downstream processing. APC solutions are designed for each process section and each process section is interrogated in terms of availability of sufficient process measurements to ensure stable, capable, and ultimately, optimised performance. Where insufficient process measurements are available, instrumentation upgrades are implemented. Finally, APC solutions are implemented, and evaluated in terms of productivity, safety, health, and environmental benefits. For the flotation section, an opportunity was identified to install froth sensors. The installed froth sensors provide measurements on froth velocity, bubble size, height, colour, and stability. The improved visibility that the froth sensors provided on the flotation process resulted in quick gains in terms of productivity: for example, instability in the feed to the flotation section could be quantified. This resulted in targeted process troubleshooting in an upstream thickener, and subsequent improvement of process stability, and reduced feed variance. The measurements from the froth sensors were further integrated in an APC solution. Proportional mass pull contributions per cell and per line can be inferred from the froth sensors, serving as controlled variables, while pulp level set points serve as the manipulated variables. On-off tests indicated that the advanced process control solution provided increases in yield and product quality.

The Mokelumne Aqueducts Resiliency Project (MARP) involves construction of a 16.5-mile tunnel across the Sacramento-San Joaquin Delta (Delta) to replace the existing surface aqueduct pipelines with more resilient conveyance. The tunnel will be bored in Pleistocene-age alluvium at elevations between 100 to 10 feet below mean sea level. At this depth ground conditions are signicantly stiffer and denser than surcial soils and will mitigate potential seismic harards related to liquefaction ground shaking and cooding that could arise from potentially damaged levees. The heterogeneous soil deposits at tunnel depth consist of interbedded layers of stiff to very stiff clay and silt, and dense to very dense clean sand and silty sand.

Reservoir oil analyses from seven wells in the Greater Clareton area have been included in a study of the original characteristics of oil in the Newcastle sandstone reservoir . These data correlated with areal location of the wells show an increase of saturation pressure in a general north - south or downdip direction . The increase amounts to about 500 psi in more than 17 miles , which corresponds to a depth increase of about 1,600 feet . To facilitate application of the data to engineering analyses , average characteristics are given for arbitrary north and south divisions of the 22 - mile - long producing area . The downdip increase of saturation pressure is taken as evidence of updip diffusion of solution gas from a somewhat higher concentration at the bottom of the reservoir . This effect is opposite to that previously observed in two prominent high- relief reservoirs in the Rocky Mountain area . The increasingly greater saturation pressures southward or downdip in the Greater Clareton area suggest a continuing migration of fluids into the structure .

Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

Questionnaires and special letters soliciting information were sent to a great many geologists, petroleum engineers, independent operators, and representatives of large companies in Arkansas, Louisiana, Texas and New Mexico. Replies to more than 50 per cent. of these letters were received. A survey of the facts and opinions presented in this correspondence will be made a little later, but first some of the general aspects of the problem will be reviewed. By "unit operation,"1 we mean the development and operation of a single entire pool, or reservoir, of petroleum by one management, on a systematic and scientific plan which is best calculated ultimately to extract from the pay sand and bring to the surface of the ground the largest possible amount of oil with the greatest possible total profit. No one, as far as the author has been able to ascertain, denies the advantages, both scientific and practical, of unit operation. All are agreed that it is sound in theory. It permits the proper distribution of wells, which should always be spaced on the ground according to a regular geometric plan with the intention of maintaining the same spacing all the way down and into the pay sand, or pay sands. This spacing will be different for different fields, depending on such variable factors as the lithologic character of the pay formation, the nature of the controlling structure, the depth of drilling, the viscosity of the oil, and so on. From the viewpoint of engineering practice, as applied to economical extraction of oil, there is no more important consideration than well spacing—well spacing in the pay formation, and not merely on the surface of the ground —for the method of well spacing has a direct bearing upon all such engineering practices as pressure control, repressuring by gas, the water drive, and SO on. "In order to study pillar and overburden response to retreat mining, a ground control program was conducted at a Central Appalachian mine. The program consisted of several monitoring methods including a seismic monitoring system, borehole pressure cells in the pillars, and time-lapse photogrammetry of the pillar ribs. Two parallel geophone arrays were installed, one on each side of the panel with the sensors mounted 3m (IO ft) into the roof. A total of fourteen geophones recorded more than 5,000 events during the panel retreat. A MIDAS datalogger was used to record pressure from borehole pressure cells (BPCs) located in two adjacent pillars that were not mined during retreat. A series of photographs were taken of the pillars that had the BPCs as the face approached so that deformation of the entire rib could be monitored using photogrammetry.Results showed that pillar stability and cave development were as expected. The BPCs showed an increase in loading when the face was 115 m (380 ft) inby and a clear onset of the forward abutment at 30 m (100 ft). The photogrammetry results displayed pillar deformation corresponding to the increased loading. The microseismic monitoring results showed the overburden caving inby the face, again as expected. The significance of these results lies in two points, I) we can quantify the safe manner in which this mine is conducting retreating operations, and 2) we can use volumetric technologies (photogrammetry and microseismic) to monitor entire volumes of the mine in addition to the traditional point-location geotechnical measurements (BPCs).INTRODUCTION AND BACKGROUNDExcavation of underground openings is a difficult job in a challenging environment. The rigor of the process is compounded by the lack of a method that allows quantification of changes within the rock mass as excavation progresses. Statistics kept by the Department of Labor, Mine Safety and Health Administration show that 16% of fatalities and lost time incidents in the underground mining industry are due to unexpected rock mass failure (MSHA, 2015). A recent example is the Crandall Canyon, Utah, coal mine accident caused by the vertical collapse of a longwall coal mine on August 6, 2007 (Dreger, Ford, Walter, 2008)."

One of the important directions of further increase of quality and efficiency of control of mining companies and branches is the creation of the operation and development monitoring systems of such facilities. The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

"IntroductionThe introduction to this section on gravity concentration indicated the wide range of equipment types that exist for the concentration of minerals, in what is the broadest size range of any concentration process.The equipment described in this chapter includes jigs, tables and sHme plant equipment. In contrast to the equipment described in the two succeeding chapters, this range of equipment, in nearly every instance, superimposes a mechanical movement on the fluid motion to effect separation of the valuable mineral from the waste mineral. The motion may be vertical Gigs), reversing (tables), or rotary (slime plants): however, in common they ""dilate"" the bed of particles to allow preferential settlement of the heavier particles.Description of Process UnitsJiggingJigging is the sorting of different minerals by stratification, based on the movement of a bed of particles relative to a fluid in a vertical plane.The basic construction of a jig is shown in Figure 1. Essentially it consists of an open tank filled with a fluid, normally water, with a horizontal jig screen at the top and with a spigot in the ""hutch"", or bottom compartment, for removal of heavies. The jig beri consists of a layer of coarse heavy particles (ragging) on the jig screen. This ragging is of a specific gravity between that of the minerals it is intended to separate.In operation the bed is made fluid by a pulsating current of fluid to provide stratification. On the upward or pulsion stroke the bed of ragging and slurry is normally Hfted as a mass, then as velocity of the upcurrent decreases it dilates, loosening the whole mass. On the downward or suction stroke it closes slowly again. The ideal is to control this dilation of the bed of material so that the heavier and smaller particles penetrate the interstices of the bed, while the larger heavies fall under a condition akin to ""hindered"" settling."

"The urgent need for improvements in the control and mitigation of environmental and social conditions associated with the extraction and processing of raw materials is increasingly a demand imposed by legal entities and institutions. Therefore, this present article proposes an improvement of the estimation in the magnitude of the vibrations resulting from rock blasting methodologies in the surrounding areas,incorporating the heterogeneity caused by uncontrollable parameters, such as geological andgeotechnical characteristics. This methodology combines the use of empirical vibration attenuation lawscommonly known and with terrain discretization techniques using Voronoi’s decomposition. For thevalidation assessment of this methodology, the data set collected and compiled is composed by 87 vibration measures collected in 16 sample points in one area of study of which 2/3 of the samples were used to create the model and 1/3 for the validation. Using normality tests for statistical residue analysis,it is possible to infer that this present model has null residual mean, as well as a smaller sum of residualerrors. Comparing the methodology present in this paper with the procedures executed nowadays, areduction of the errors associated with the estimation is obvious, highlighting a better characterization of the behavior of the vibrations associated with rock blasting."

Wet kata cooling power (WKCP) as measured by a kata thermometer is a well-known heat stress index used in the mining industry. Although, over the years, several researchers proposed different heat indices and indicated limitations of the kata thermometer, WKCP is used in the South African gold mining industry due to its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for the WKCP and some of the more commonly used empirical models. For this purpose, WKCP measurements are obtained based on experiments conducted in a low-speed wind tunnel. Based on a regression technique, the analysis presented aims to assess the disagreement between the empirical model predictions and actual measurements. The correlation is also presented between WKCP and the well-established thermoregulation models using parameters from the low-speed wind tunnel experiments, including dry-bulb temperature (Td), wet-bulb temperature (Tw), barometric pressure (P), and wind speed (v). It is found that the proposed empirical model for the WKCP represents the bioclimatic interaction quite well under the specific parameters that defines the harsh thermal environment and air condition, such as metabolic activity, clothing of the person, and the velocity of the ventilating air in which the person is working. The statistical analyses performed show that the empirical model proposed for the WKCP produces satisfactory estimates of the thermal stress experienced under lower air velocities, light clothing, and higher metabolic activity rates.

The use of soil nailing has grown steadily in the UK over the last 15 years and it has recently become more popular in the Republic of Ireland. This paper presents three soil nailing temporary works case histories where the technique has been used to support steep excavations in difficult ground conditions. It demonstrates the effectiveness of soil nailing when applied in appropriate conditions. Details of design methods and construction techniques are described and those aspects of soil nailing that will benefit from further study and development are identified.

IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.
