A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

IT is customary to make an alloy of copper in the same way, not to increase its quantity as with gold or silver, but to corrupt it for the art of casting and to destroy a certain natural viscosity in it. For this result it is accompanied by tin and also, sometimes, brass. But its proper and true alloy is fine tin, except, however, when you wish to make hammered works. For these, copper must be pure and without any trace [of impurity], otherwise it cannot be hammered thin, gilded in the fire, drawn into a wire, or made into vessels for use as is customary; but in casting, tin is almost essential. When you come to this association, just as it changes nature and appearance according to the proportion of tin which you give it, so it changes name and is no longer called copper but bronze, or, for a greater distinction of the quantity of tin for every hundred or more of copper, it is called by skilled workmen metal of more or less fineness as it contains more or less tin. This is recognized by the whiteness and brittleness: changing from red, which is the color of copper, it becomes white; from soft and flexible it becomes hard and brittle as glass. This admixture removes it so far from its original nature that one who does not know that it is a compound material believes it to be one of the number of metals engendered by Nature. Now, so that you may understand well, I tell you that various kinds of this are made, all according to the proportions of the quantities and according to the kind of work. For one kind of bronze is desired by those who make statues; this is not desired by those who make artillery or by those who make bells, mortars, basins, and similar cast objects. Now in order to alloy it into the species of bronze, eight, nine, ten, up to twelve pounds of tin are put with every hundred pounds of copper. Those who want it to make bells put twenty-three, twenty-four, twenty-five, and twenty-six, depending on the tone, on whether they are large or small in form, and on whether they wish to make the tone deep or sharp and clear. INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

The BIOX® process was developed for the biological pre-treatment of refractory gold ores and concentrates ahead of conventional cyanide leach gold recovery. Rights to the process are currently with BIOMIN Technologies SA, a subsidiary of Gold Fields Limited. There are currently eight operating installations worldwide employing the process on a commercial scale. EKATO is a company specializing in developing new or optimizing existing mixing applications. EKATO has acquired a vast amount of expertise in agitation over its 75 year history. In a joint research project the reactors of the BIOX® process were characterized from the aspect of their mixing performance. BIOMIN is constantly testing new mixing solutions and reviewing potential vendors to increase the efficiency of the BIOX® process. EKATO?s intention was to qualify as an approved vendor for supplying agitation equipment to the BIOX® process. A two step approach was planned: In phase one of the project EKATO would develop an alternative agitation solution to the established option, exhibiting at least similar performance levels. In phase two potential possibilities to improve the overall design would be developed. This paper focuses on phase one and addresses the systematic approach applied by EKATO in characterizing the mixing processes. Mixing tasks were assessed individually applying basic theory and scale-up and -down rules to the individual tasks. Testing with model systems was done at the EKATO technology center in Schopfheim, Germany, on scales of 50 liters and 1 m³. The results showed that the ISOJET-B impeller design showed promising performance under BIOX® reactor conditions. Scale-up with the ISOJET-B was done in order to apply it in the 21 m³ live volume test reactor at Fairview mine in South Africa. At Fairview tests were performed using model systems and eventually under real plant conditions with BIOX® slurries. The results were a success and confirmed that the scale-up factors determined during the testing at EKATO?s technology center could be substantiated in the ?model scale? 25 m³ reactor. Testing under the actual process conditions showed that all design parameters were within the desired range to be considered an excellent leaching performance. This successful joint development shows the importance of a close cooperation of technology licensors or end-users and equipment suppliers. It is vital for understanding all factors influencing the mixing performance of processes. Exercises such as this will provide equipment suppliers and plant operators more confidence in managing further scale ups at ever larger engineered plants.

"Pneumatic flotation cells of the KFM series are intended for the concentration of various ores and technogenic materials. The key operating principle of the flotation cells of the KFM series is the preparation of pulp for flotation in blowers, offering the advantage of an accelerated flotation process. This report summarizes the results of the implementation and operation of the KFM cells at Russian and foreign projects in 2015-2017. Their implementation and operation experience confirms the high efficiency of the KFM cells, especially in the head of lead and zinc, copper and zinc, copper flotation processes:head KFM-600 flotation cell recovers from lead-zinc ore (Rudmetal AD modular concentrator) up to 52% of lead in a single stage (without cleaner flotation) in a salable lead head concentrate (grade of up to 76% lead, 2.3% zinc). The flotation cell proved to be much more efficient than originally expected in the process description in the design phase,flotation of the copper-zinc ore from Novo-Shemur deposit (PJSC Svyatogor concentrator) in two KFM- 1400M cells recovers up to 65% of copper and 70% of zinc in a high-grade bulk copper-zinc concentrate containing 12-13% of copper and 25-28% of zinc. The installation of the two cells with a combined capacity of 26 m3 allowed to decommission 4 chambers of FPM-16 pneumomechanical flotation cells with a combined capacity of 64 m3 with a simultaneous increase in the overall ore concentration performancea single KFM-1400M cell (13 m3) recovers from the copper ore from Volkov deposit (PJSC Svyatogor concentrator) 53% of copper into a high-grade copper head concentrate (33.0% of copper). For comparison, the pneumomechanical cell FPM-16 (capacity 16 m3) has almost half as low copper recovery (29.6%) into the head concentrate at a lower grade (30.5% copper)."

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

The Department of Defense Strategic Environmental Research & Development Program (SERDP) awarded funding for evaluation of procedures to mitigate peak pressures and energy flux density in the water column from ordnance being detonated on the ocean floor. The research purpose was to conduct scaled testing to resolve whether a theoretically-viable covering technology was operationally effective in reducing blast effects and the impacts of shrapnel. An additional objective was testing effectiveness of this method for hard-bottom units (rock or coral) and (unconsolidated) sediment substrate.

In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. In the following tabular statement it will be perceived that Pennsylvania produces nearly one-half of all the bituminous coal mined

The purpose of this paper is to present the methods used in ground water control and the considerations that affected the development of these techniques. Production at Knob Lake is currently proceeding at depths which may be as much as 200 feet below the original standing water table. In order to produce a more saleable product and to improve operating and maintenance conditions, it is necessary to depress the water table below the mining level. Considerable success has been achieved by drilling deep wells in strategic locations and installing vertical tur-bine pumps at depths of up to 400 feet. "The start of mining operations often raises serious financial problems. In marginal cases promoters frequently demand financial aid from governments.In the past, the financial assistance has taken the form of gifts, procurement contracts, etc., but aid in such form has been severely criticized. A new formula has been developed to provide a more equitable distribution of the revenues accruing to the government and to private capital.The benefits to these two parties have been evaluated in an hypothetical case and compared in terms of internal rates of return on their investment, their shares of the undiscounted cash flows and their primary profits.The method based on the non-zero sum game theory provides a means for suggesting the lowest feasible annual production and the optimal sum contributed by the government in the form of outright gift, equity capital and convertible bonds. Other financial hypotheses can also be optimized by the computerized analysis."

Aitik, a Boliden owned and operated open pit mine located in northern Sweden, will expand production from 18 Mt per year today to 36 Mt per year copper ore during 2010. The challenge for the mine operation is to double production with a planned increase of the shovel and truck fleet of only 50 per cent. This will be achieved through improved shovel and truck utilisation and productivity. In early 2005 Aitik started projects to enhance the utilisation of truck engine hours and to reduce fuel consumption. Both projects were successful, within a year efficient2 utilisation of engine hours increased from 60 per cent to 75 per cent and fuel consumption was reduced by six to eight per cent. The truck utilisation project focused on minimising idle truck hours by for example four operators on three trucks thus reducing idle engine hours to minimise lost time for breaks and shift changes. Other measures included focusing on improved dispatch usage, parking trucks when overtrucked, etc. Eco-driving was a project together with Swedish Road Administration with the objective to combine economical and environmental savings. To keep the focus on eco-driving a reward was set up for the shift team with the lowest fuel rate over rolling 15 weeks periods. Both activities included a comprehensive training program for mine foremen, dispatchers and truck operators focusing on efficient use of trucks from economic driving to optimised truck dispatching and minimising idle engine hours. Online monitoring of trucks activities and fuel consumption combined with continuous reporting gave shift foremen and management a tool to discuss and follow trends and individual shift team performance. The combination of close monitoring of mainly organisational practices and operator training resulted in significant productivity increase and lower operating costs without any capital investments.

Today's rare earth industry is undergoing significant and rapid evolutionary change toward greater reliability and diversity of supply, increased security of supply chains, and better price forecasting. Technology innovation is reducing rare earth production costs while decreasing the impact of producers on the environment. Advances in rare earth material science are reducing the need for relatively scarce heavy rare earths (HREEs) in high-performance neodymium-iron-boron (NdFeB) permanent rare earth magnets and opening the NdFeB magnetic market space for a broader range of downstream applications. Rare earth producers such as Molycorp are increasingly able to offer long-term supply agreements with forward price predictability, something that has not been the case for many years. All of these trends are helping to restore the confidence of customers and other stakeholders in the rare earth space. That increased confidence is likely to bolster global demand for rare earth materials and expand innovative utilization of these remarkable materials.

A study was conducted to develop a fundamental understanding of the relationship between the size of an advancing tunnel face, the rate of excavation, and stand-up time in squeezing ground. Stand-up time is defined as the time elapsed after excavation that an unsupported tunnel face will remain stable. Squeezing ground is argillaceous rock or soil that exhibits pronounced time dependence of deformation and strength properties in-situ. A case history study documented the nature, causes, and solutions of several cases of stand-up time problems observed in the field. Then, in the laboratory, a series of physical model tests were performed in which model tunnel size, face advance rate, material properties, and pressure (representing overburden pressure) were varied. Stand-up time was found to increase as advance rate was increased or tunnel size decreased. In addition, an influence of advance rate on the definition of stability ratios was established.

As discussed in the economics section of this article, the main processing consideration is whether manganese will be recovered, as this has major implications for reagent consumption. Nodule processing can be classified into three sections; smelting, roasting, and leaching. Many patents have been issued for various stages of these techniques. Since extensive laboratory and pilot plant testing is continuing, it is certain that some companies are close to full-scale commercial processes. Published data does not include all of the possible concepts for nodule treatment. In fact, one may suspect that published flowsheets are those that have been rejected or have since been extensively modified.

IN the Parkes process of lead refining, after desilverization has been completed by means of the addition of zinc, there remains in the lead from 0.5 to 0.6 pct zinc. At this stage in the refining operations virtually all impurities are reduced to refined lead specifications except zinc and antimony. All excess copper, nickel and cobalt have been removed by the zinc additions. The silver remaining should not exceed 0.1 oz per ton. It then remains only to remove the zinc and antimony in order to produce refined lead. At the Herculaneum plant of the St. Joseph Lead Co., practice formerly was to complete the refining by means of oxidation in a reverberatory furnace. This process consisted of heating the lead to 14000 to 1500°F and allowing it to come in contact with excess air passing over the surface of the lead and periodically agitating the bath of lead with air. This procedure not only resulted in the loss of zinc but of a considerable quantity of lead converted to the oxide in the form of dross and fume. The fume, collected in the baghouse, together with the dross was returned to the blast furnace, thus adding appreciably to the circulating load on the blast furnace and refinery. In addition, operation and maintenance of the reverberatory furnace was expensive and required the performance of disagreeably hot and somewhat hazardous work. The process of dezincing with high vacuum was developed at this plant as a substitute for the oxidation process and finally led to lower operating costs, the practical elimination of dross and fume and the direct production of metallic zinc, which is very suitable for re-use in the desilverization process. Essentially this process consists of subjecting the lead to high vacuum, in a kettle provided with means for heating, a bell-shaped member open at the lower end so constructed that it can be immersed in the molten lead, and means for evacuating the interior of the bell and for sealing an agitator. Metallic zinc is thus produced and collects on the upper cooled part of the bell member. This metallic zinc is periodically removed and re-used in the desilverization process. The process is quite simple. It is conducted at a low temperature, thus permitting the use of iron equipment, and shows a material saving in refining costs over the old method. EQUIPMENT AND ITS USES Dezincing Machine.-The equipment employed in this process consists of a dezincing machine, a steel kettle of 120 tons capacity, a vacuum system and equipment for handling the dezincing machine (Fig I).
