In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

Over 4 billion pounds of commercial explosives are used by the U.S. mining industry every year with an excellent and improving safety record. However, accidents involving explosives are seldom minor. They produce a disproportionate amount of fatalities compared to other mining activities, as reflected in the relatively high severity rates. The U.S. Bureau of Mines (USBM) has been analyzing blasting accident data obtained from the Mine Safety and Health Administration (MSHA) to determine the most frequent causes of mine blasting accidents, examining trends in these accidents, and identifying areas of needed research. This paper is an update of three previous blasting accident studies conducted on 4-year intervals by the USBM and published in 1983, 1987, and 1991, and is based on a total of 869 blasting accidents.

LOADING machines may be classified in several ways: (1) Machines which cut or break down and load .the coal; (2) machines which simply load the coal; (3) devices which load and transport the coal; (4) de-vices which elevate; (5) devices which transport the coal after it has been shoveled onto the device. There are many types of mechanical loading devices, Bull. 17, Coal Mining Investigations, under the auspices of Carnegie Institute' of Technology, U. S. Bureau of Mines, and the Advisory Board, listing 31 exclusive. of -the large shovels used in thick coal seams. Mechanical loading of coal is not in its infancy; I think some of the early patents go back to 1890. One large coal company, properly called the early leader in this field of mechani-zation, has about 26 large machines at work. This company spent about thirty years in developing a ma-chine, and at the present time is loading approximately two million tons of coal a year in its mines. The chair-man directed a question at the previous speaker; inquir-ing if real progress was being made in mechanical load-ing. The experience of the company just referred to is in itself an adequate answer. A review of a list of mines using mechanical loading devices shows that there are 28 mines which we may say are 100 per cent mechanical. There are four more mines which have been 100 per cent mechanical, but which are idle at this time on account of labor condi-tions. There are at least 25 more at which the tonnage is more than 50 per cent mechanical. In speaking of a 100 per cent mine I do not mean that every pit car of coal is loaded by machine, because when complete, re-covery of the coal is attempted it is not practical to load all the coal at, the break line. In order to load the last 5 to 10 per cent of coal with a minimum of gob material and in order to keep the. working places along the break line timbered in a safe manner it is generally desirable to use a few hand loaders. At a certain mine operat-ing on the block system 90 percent of the coal is being loaded by what is properly a mechanical loading: device, and about 10 per cent -is being loaded by hand. This 10 percent is right off the break line, out of what might be called, the screen pillar. The mines referred to are scattered over the country, . in seven different' States, and the equipment used is produced by ten different machinery companies. As to size, these mines vary from small mines of 500 tons mining capacity-up. In one instance a company with one loading machine is producing an, average of 450 tons per day. One of the large mines that is idle pro-duced at the. rate of 4300 tons per day, of which 97 per cent was actually loaded by machinery.

"In this study, design and investigation of biogas digester consisting of methane tank with built-in solar collector to utilize solar energy for the heating of the slurry prepared from the dung and heat exchanger is designed, developed and tested. The digester was laboratory type and consists of cylindrical metallic tank of size of 0.5 m in diameter; 1 m in height and 200 liters in volume. The surface of the digester from outside was covered by thermo insulated material a glass wool, except of south side (in northern hemisphere). This side played the role of built-in collector and was blackened to increase absorption of solar irradiation and covered under 45o by glass. In the blackened side of the digester on the different heights it was installed metallic pipes for the inlet and outlet of the air, connected with heat exchanger installed inside of the digester. The heat exchanger was fixed in the level above of the inlet pipe. The horizontal plane reflector concentrates solar beams to blackened side of the digester. In the winter period, it was found that the retention time of this digester is shorter on 15% and produced biogas volume is larger on 20% with respect of ordinary biogas digester. This digester is used for the demonstrative purposes and as a teaching aid presently and base on the results it may be used for the construction of large volume digesters for use in the farms, especially located in the remote and mountain areas where the climate in the winter period is cold. Introduction At present many experts around the world have focused their efforts to energy crises because energy is one of the most important factors for the development of the society. It is known that consuming energy is proportional to quality or standard of life. There is a close relationship between energy consumption and the Gross National Product (GNP). It is obvious that for further development of the country additional sources of energy is required, which are cheap, safe and environmentally compatible with respect to the action on possible wastes. Utilization of renewable energy is one route to help in solving the above mentioned problems. In particular, biogas as a source of renewable energy is produced by biotechnology and used wide on residential scale [1]. The biogas was produced for the very first time in 1814 by Deivy from organic wastes. In 1900 production of biogas was started in Bombay (India) [2, 3]. Biogas consists of 55-70% methane (CH4) and around of 27-44% carbon dioxide (CO2) and less than 1% H2 and H2S. At present biogas is used widely in some countries for lighting, machines, and vehicles, generators, cooking and heating. Biogas generation is suitable for small to large scale operation and at present is realized in a number of developed and developing countries as USA, Hungary, China, India etc. Since 1990s biogas projects construction in China has developed steadily by the end of 1998, there were altogether 6.88 million household biogas digesters [4]. In Russia biogas digesters are used for processing of hard dung into biogas [5]. Over the last few years the very first biogas digesters were constructed in Tajikistan as well [6,7] and it was found that the digesters can work with sufficiently high efficiency in mountain areas as well ."

The goal of this study is to evaluate the coal flotation process and the interaction of the chemical (reagent) and hydrodynamic (machine, operational) variables as they affect yield, flotation of various sized particles, and sulfur and ash rejection. Coal flotation is found to follow a first order process with the coal floating much faster than either pyrite or ash. This circumstance may be used to achieve gangue rejection during flotation. When floated with MZBC, cresol, or pine oil frothers, coal floats in the size sequence: 108 pm ( - 65 mesh), 589 x 808 pm (88 x 65 mesh), and 1.17 mm x: 589 pm (14 x 18 mesh). However with a substantial amount of fuel oil collector, all particles tend to float roughly in proportion to their content in the feed. An increasing aeration rate was found to be the most important variable in increasing the coal flotation rate. This increase in flotation rate, unfortunately, is also accompanied by an increase in the flotation rate of the pyrite. The rejection of pyrite during coal flotation is best accomplished at low aeration rates, low frother concentrations, and low impeller speeds.

In this paper various hybrid modelling architectures are proposed for the modelling and metallurgical control of pyrometallurgical reactors. Discussed are architectures in which data reconciliation is combined by thermochemical, neural net and dynamic modelling to improve the models. At the same time the data reconciliation models can act as soft-sensors for estimating unmeasurable data. Cases that are discussed are (i) the modelling of a submerged arc furnace for the production of thermal phosphorous, (ii) the processing of Sn-Pb-Zn flue dust (originating from secondary copper) in a hearth furnace, (iii) modelling of a steel converter, and (iv) dynamic modelling of a flash smelter.

The Mako domain comprises the Mako lodes at Sunrise Dam Gold Mine, Western Australia. This domain was initially bulk or æbucketÆ domained for the open pit resource in 2000, due to complexity in defining the lodes as a result of low drill density. Negative ore tonnage and positive grade and ounce reconciliations were experienced during mining of the domain in the mega-pit, though only small volumes of the domain were mined. Significant amounts of exploration and underground grade control drilling has been completed since the initial bulk domain interpretation and greater geological understanding of the mineralisation controls and geology of the lodes now exists. Mako provides approximately 50 per cent of the ore tonnes and ounces for the North Wall Cut-back, the latest open pit phase of mining at Sunrise Dam. The importance of Mako to mill supply and life-of-mine planning, as well as past reconciliation performance necessitated a reinterpretation of the domain to increase confidence for mining. Historic exploration drilling, underground grade control drilling and detailed pit-wall mapping were used to build mineralised subdomains within the confines of the original domain. These reflect more closely the spatial extents and geological controls on the mineralisation. A new resource model using the multiple indicator kriging (MIK) technique was generated using the new domains. It resulted in a decrease in tonnes and ounces but increase in grade for the sum total of the new domains compared to the old æbucketÆ domain. This is attributed to the increased selectivity and structural constraints imposed by the new domains. A retrospective comparison of the Mako grade control from the mega-pit versus the new resource model was conducted, which æreconciledÆ 103 per cent tonnes, 106 per cent grade and 110 per cent ounces. This has provided confidence that the new model is a better estimate of the lodes. Qualitatively, the new model is a better representation of the geology and extent of the mineralised structures with significant areas of change identifiable. Grade-tonnage plots comparing the 2006 and 2008 models show that most tonnes have been shed from the low-grade û subeconomic grade cut-offs. This is mostly attributable to the volume reduction of æoreÆ in the 2008 model compared to the 2006 model, where the true mineralised zones are captured by the new domains. The reinterpretation and remodelling of Mako is an example of an evolved domain model and shows that mineralised zones need to be differentiated adhering to the geology and geological controls on mineralisation, which are understood largely due to increased drilling density coupled with mapping.

Through the stress synthesis of many examples of macrostructure in the middle of China, it can be concluded that in the middle of Chinesetectonics there are two compression-torsion-forces, one of which ( from NW to SE ) came from the northwest side of Aerjinshan abyssal and giant fault("F1A", see Fig.7,8,9 ); the other (from S to N ) came from the south side of the north piedmontal fault of Kunlunshan-the south piedmontal fault of Qinlingshan ("F2K-F2Q", see Fig-7,829 ).Owing to the two compression torsion forces a new special type of structure named rotation-apart structure occurred from Chaidamu basin to Hebai, Henan, Anhui plain,from Caledonian movement, Hercynian movement,Yenshan movement to Himalayan movement, step by step In the north of Qilianshan during the late Caledonian movement: during the Hercynian movement it extended into a vast area including the Chaidamu basin and Eerduosi basin; during the Yenshan movement it spread over the whole area of Helanshan,Eerduosi basin and Hebai , Henan, Anhui plain. In the period of Himalayan movement all these structures revived .The rotation-apart structure controlled the distribution of all mineral deposits and also were the mineralizing structures.The relation between these rotation-apart structure and earthquakes is very close.

The continuous casting of zinc alloys has been of fundamental importance for many years in the production of a number of products, including sheet for architectural applications, battery cans for dry cells and wire for metallising. The intrinsic benefits of continuous casting, including efficiency and high tonnage capability, uniformity of metallurgical structure and properties, and absence of voids and other defects, have contributed to the success of these products. Less well known, but of growing importance, is the more recent application of continuous casting technology to the production of zinc alloy bar stock products, including bearing stock, machining bar stock, forging stock and cathodic protection anodes. A wide range of zinc alloys are now continuously cast in a variety of cross sectional shapes and sizes to suit the diverse characteristics of these products. Of particular significance are the introduction of hollow zinc-aluminum bearing stock, and the availability of zinc alloy machining bar stock for hydraulic applications and for producing prototypes of zinc alloy pressure die castings. In addition to the traditional benefits, continuous casting provides special properties which are important in the application of these bar stock products. The list of successful applications of continuously cast zinc alloy bar stock is growing rapidly, and the market potential for resultant new zinc applications appears to be significant.

IN 1898, Joseph L. Giroux and J. A. Snedaker organized the Pilot Knob Copper Co. and began developing the Pilot Knob mine at Kimberly, Nev., for high-grade copper ores, carrying good gold and silver values that the formation had disclosed. At that time the nearest railroad was over 150 mi. distant. The high-grade ores did not prove to be extensive at this point-at least to the depth. (240 ft.) to which the work was carried-but development of neighboring claims indicated extensive deposits of sulfide porphyry ore of concentrating grade lying at shallow depth, and deeper deposits of direct-smelting oxidized ores occurring in limestone near the limestone-porphyry contact. The properties passed through the hands of several organizations, with only meager development, until acquired in 1913 by Consolidated Coppermines Co., whose holdings now comprise 3480 acres of mining claims in the Robinson district. Since that time development has been prosecuted more actively; and for the purpose of determining the most efficient and economical method of treating the ores, considerable testing work has been done during the past three years, both in the laboratory and in actual mill operations. At first, the shipments were of ore high enough in grade to be profitable even with the long wagon hauls to the railroad and prevailing freight and smelting charges. In 1905, a blast furnace and a concentrator were erected at Kimberly. On account of insufficient ore supply, the blast furnace was never blown in and later was dismantled. The concentrator as originally equipped wag operated for only about two months, both because the ore supply was not sufficient and because gravity concentration did not yield satisfactory extraction. The location and arrangement of the mill further entailed high operating costs. In 1908, the Nevada Consolidated Copper Co. began to mill successfully, on a large scale, its sulfide porphyry ores, which are similar in character to the adjacent Coppermines ores. Controlling worker dust exposure on longwall mining systems is difficult because the working face area serves as an immediate return during the mining cycle and the amount of airborne dust generated is directly related to production. Since improvements in longwall mining technology have significantly boosted production levels, additional technology is needed to control the airborne respirable dust generated at present and future production levels. One concept to reduce longwall worker's dust exposure is to maintain two splits of air at the face -- a clean intake split in the workers walkway, and a return (dusty) split over the face conveyor. The U. S. Bureau of Mines has recently investigated a concept to overcome the visibility handicap of face partitions by utilizing a permeable polyester mesh. The mesh material was anticipated to provide adequate air-splitting capabilities as long as the pressure differential between the face and worker walkway was minimal. Initial testing of this concept at the Bureau's Lake Lynn Laboratory showed that notable reductions could be achieved with a 1/8 in (3.18 mm) and 1/16 in (1.59 mm) mesh opening size. Dust reductions at 100 ft (30.5 m) and 200 ft (61.0 m) downstream of source were 58 and 36 pct, respectively, for the 1/8 in mesh and 79 and 55 pct, respectively for the 1/16 in mesh. Longwall application of the 1/8 in mesh showed similar results to the Lake Lynn Laboratory tests. A flame retardant mesh was used underground with portable lighting mounted on the shearing machine for face side lighting.

Most of the existing models of the mechanisms of drilling and cutting processes are oversimplified in both stress state and failure criterion. On the other hand numerical modelling techniques are a more versatile method with great potential for development. In reviewing drillability and predicting performance of excavation machines the empirical tests, which simulate the physical breakage action in excavating processes are seen to be the best in terms of penetration rate predictability. Future methods of determination of drillability should concern the breakage characteristics and rock abrasivity involved in the two basic types of attack, i.e., percussive and rotary drilling.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. These districts are limited approximately on the north by the railroad from Salisbury to Ashville, and comprises the counties of Alexander, Catawba, Burke, Rutherford, McDowell, Cleveland, Lincoln, Polk and Henderson in North Carolina, and Greenville, Spartanburg, Union and York in South Carolina. The occurrence of monazite at Amelia Court House, in Virginia, belongs evidently to the same geological system, as its distance from the Alleghenies corresponds with that of the above-mentioned districts, and all the stratification runs parallel with those mountains.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

"Nickel powder can be produced by the reduction of a nickel ammine complex solution by hydrogen at high temperature and pressure. To minimize the deposition of fine nickel on the surface of the reactor and other equipment, seed crystals are added to the initial solution to promote nucleation of the nickel powder. Such seed crystals catalyze the precipitation of the nickel particles on the surface of the seed and enhance grain growth. In this study, nickel nuclei were precipitated by the addition of a polymer to the nickel ammine complex solution, resulting in the production of nickel powder. Thus, we herein propose a model that explains the effect of the polymer in the precipitation of nickel nuclei.INTRODUCTIONNickel powder is commonly produced via a hydrometallurgical process from the hydrogen reduction of a solution containing a nickel ammine complex at high temperatures and pressures, and this process was commercialized in the 1950s by Sherritt Gordon (Sherritt International, Canada, Benson & Colvin,1973; The Staff, Research and Development Division, Sherritt Gordon Mines, Ltd., 1958).In the above transformation, upon the injection of hydrogen gas into the solution, nickel is reduced as outlined in Equation(1), ultimately resulting in the production of nickel powder.Ni(NH3)nSO4+ H2?Ni+ (NH4)2SO4+ (n-2)NH3(n:2–6)(1)In this process, seed crystals are added to the reactor to suppress the precipitation of fine nickel (scaling) and to enhance nickel reduction (Benson & Colvin, 1973; Mackiw, Lin & Kunda, 1957). More specifically, iron sulfate and a small amount of dispersant polymer are added, which leads to the formation of nuclei. Upon subsequent hydrogen reduction, the reduced nickel can then be deposited on the nuclei, allowing nickel particle growth to take place. However, this results in iron contamination in the final nickel product, and so the use of pure nickel as a seed crystal is desirable to produce high quality nickel powders."
