Study results are presented in which gaseous oxygen was dissolved in the leach liquor at concentrations of the order of 300 ppm. This oxygen-containing solution was injected into portions of a field being operated on a commercial basis with hydrogen peroxide as the oxidant. Comparative results indicate that uranium concentrations and production rates were essentially equivalent with these two oxidants.

Finite-element structural analyses were performed to determine the stress distribution and displacements around a single rectangular coal mine opening in a multilayered rock system. The effects of changes in mechanical properties of roof and coal layers, roof layer and mine opening geometry, horizontal-to-vertical load ratio, and structural geologic features on the stress distribution about the opening were studied. Variability in the stiffness and relative thickness of the immediate roof layers can produce a considerable difference in the stress distribution about the opening as compared with that of a homogeneous material. Changes in opening width and horizontal-to-vertical load ratio have different effects on the stress distribution about the opening depending on the composition of the roof layers. In general, where a stiff layer exists in the roof at the surface of the opening, the stresses are higher in the roof and ribs around the opening. Horizontal changes in facies in the roof layers produced by structural geologic features can also greatly alter the stress distribution about the opening compared with the simple layered cases.

The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.

The Mesabi Range extends continuously from near Grand Rapids, on the Mississippi River, E.N.E. for a distance of about 1120 miles to near Birch Lake, where it is covered by the large gabbro flow which forms the base of the Keweenawan series. The same formation (Mesabi) appears again near Gunflint Lake on the international boundary, and shows as far east as Thunder Bay on the north shore of Lake Superior. Between Mesabi station, on the Duluth and Iron Range Railway, and Birch Lake, although considerable exploration work has been done, there is no evidence of concentration of ore in workable bodies. The Gunflint beds are thin alternating layers of chert and hematite. Alt the workable deposits at present known, on the Mesabi, lie between Mesabi station and Grand Rapids, the greater number being St. Louis County simplified geologic column is given herewith instead of the complete correlation table given by the United States Geological survey.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the hest of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support. GENERAL CLASSIFICATION OF ROOF There are two broad types of roof as far as support is concerned: the immediate roof above the coal and the main roof. Artificial support for mining purposes is only concerned with the immediate roof as nothing except large blocks of solid coal, or massive concrete, will support the main roof. The immediate roof is generally a few feet thick but call vary from inches to 6.1 m (20 ft) or more. An inexpensive and relatively rapid method that can be used by field crews is described. Fluid movement is determined by releasing a tracer (dye) in the well at a predetermined level and, after an interval of time, sampling the well fluid at another level. The testing equipment consists of a combined crusher and sampler unit that is run into the well on a wire line. The rate of movement can be calculated from time-volume relationships. Description of Method It is often desirable to determine whether there is occurring any transfer of fluid from point to point in a shut-in well, and, if so, to measure the rate of movement. When it is desired to examine a large number of wells for possible "thief" sands, the time and expense will be considerable unless the method used is inexpensive and rapid. After experimentation with several possible solutions to the problem, the Production Department of the Shell Oil Co., Inc., developed the apparatus described herein, which has proved satisfactory. Routine operations with it can be carried out by field production crews with a minimum of technical supervision and with negligible investment in equipment. The method is based upon releasing a suitable tracer in the well fluid at a known level, and recovering a sample of well fluid at another level after a measured interval of time. Repetition of this process with different time intervals between release and sampling gives the necessary data. For purposes of illustration, the setup for measuring migration of fluid in an upward direction is described in the following paragraphs. The arrangement of equipment is shown diagrammatically on Fig. I. The elements of the combination unit are the tailpiece, the crushing device, the spacer and the sampling device. The lengths of the tailpiece and spacer are varied to place the crushing and sampling devices in the desired positions in relation to the sands being tested. The crushing device breaks the glass bottle containing the tracer when the tailpiece strikes the bottom of the well and the tension on the sand line is slackened. Because of the open construction of the crushing device, the tracer is quickly and completely disseminated in the well fluid. The sampling device is a suction bailer, which obtains a sample of the fluid surrounding the perforated nipple just before the unit is picked up off bottom. The sample is retained in the barrel by the ball valve for examination at the surface. Normally, on the first run into a well, the sample is obtained near the releasing point of the tracer, and thereafter samples are taken near the base of the upper sand if migration is indicated by the dilution or absence of the tracer in the initial sample. The length of the time interval between the releasing of the tracer and the sampling of the well fluid is varied for successive runs, attempting first to establish the rate within limits and then to define it more accurately by additional runs if necessary.

Although lithium was first discovered by Arfwedson in Sweden in 1817, it did not reach any significant status in commercial application until 1908 when Thomas A. Edison received a patent covering the use of lithium hydroxide in alkaline' storage batteries. Edison's achievement can be regarded as a major breakthrough in the development of the lithium industry. In the years prior to 1908 lithium salts had found only modest applications in the pharmaceutical and pyrotechnic fields. The next important milestone in the growth of this net industry occurred in Germany in 1918 when Metallgesellschaft at its metallurgical laboratory at Frankfort-on-Main discovered that the addition of a few hundredths percent of lithium metal to aluminum and its alloys increased-the hardness. This brought into being a new commercial use of lithium in the manufacture of bearing metals. The new material, called "Bahnmetall" (railroad, metal), was widely used for, many years in the manufacture of bearings for railroad and automotive purposes. Its use continued until the early 1930's and there was a short-lived renewal of its production during World War II. Subsequent use of-the alloy was soon outmoded.

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. As used in connection with open-hearth or other high-temperature operations, "insulation" refers to a multitude of substances, natural or manufactured, that have the one principal property of preventing the flow of heat by conduction to a greater degree than refractories can prevent it, the principal properties of the latter being resistance to temperature and/or chemical action. The term "control" as commonly applied to the mechanization of management functions is inappropriate without qualification, for without some degree of control of every operation we could produce no steel worthy of the name. Although grouped together in this paper, insulation and control in open-hearth furnaces have little, if any, interrelationship, therefore the paper is made up of two distinct parts. INSULATION OF OPEN-HEARTH FURNACES More than ten years ago the writer proposed the insulation of an acid open-hearth furnace system below the charging floor, and it was accomplished, with gratifying results. Possibly that was the first time the insulation of regenerators and slag pockets of any open-hearth furnace was undertaken, but shortly thereafter such insulation became general, and when the six groups of 15D-ton furnaces' were built in 1929-1930, they were completely insulated below the charging floor. While the practice was accepted at least five years ago, it was not well understood, however, as indicated by the following incident which occurred in connection with an installation made in 1929. "The present work investigated the valorization of wastes as alternative raw materials for ceramic industries. Different industrial wastes based on the SiO2-Al2O3-CaO system and classified as non-hazardous were selected: sludge from varvite cutting process, sludge from gneiss breaks processes, sludge from filtration/clarification of potable water and a clay classified also as waste. All as-received residues were characterized by X-ray fluorescence, differential thermal analysis, thermogravimetry and particle size distribution. The applicability of these materials in ceramic formulations was then evaluated. The formulated mixtures were subjected to forming by pressing and extrusion followed by thermal treatment. After optimization of the processing conditions, the properties of the samples sintered at different temperatures were also evaluated. The waste materials studied proved to be alternative raw materials to natural mineral resources for the ceramic industry.IntroductionOne of the most important problems that have accompanied the humanity in recent decades is the environment’s degradation. In the same context, the natural resources exploration and technological development are phenomena which, if aren’t controlled, can cause ecological disequilibrium with unpredictable consequences [1]. It is in this perspective that recycling of various wastes assumes relevant importance.The recycling, understood here as the waste process reuse, is a common practice in the First World countries, where the raw materials have strategic aspects and the disposal techniques of solid wastes have considerable economic costs. In Brazil, the ecological conscience begins to be aroused due to, in the last ten years, the implementation of stricter laws for environmental control, in general, and licensing of waste generating from industrial activities, in special. The terms “residue” or “waste” are normally used to describe what remains of a production process; when an application for this material is not found. When wastes or residues are susceptible to be incorporated as raw materials or energy sources in a new material production, they can be understood as by-products [2].The valorization of industrial wastes is important, due to the need to pollute less and give an ecologically correct destination for wastes. The waste recycling, independent of its kind, presents several advantages in relation to using primary natural resources, such as reduction in the volume of raw materials extraction, lower energy consumption, lower levels of pollutant emissions and improvement of the health and safety of the population. The most visible advantage of recycling is the preservation of natural resources, extending its life and reducing the destruction of landscape and ecosystems [3]."

Representative sample s of typical manganiferous iron ores from the Cuyuna Range, Minnesota, were reduced to the metallic iron state at temperatures just short of fusion with an excess of coke in the manner prescribed by the R-N Direct Reduction Process. The magnetic separation characteristics of the reduced ores were determined at several grinds by means of the Davis magnetic tube concentrator. The efficiency of metallic iron concentration by magnetic separation was a direct function of the degree of metallization of the ore sample and of the degree of liberation attained in grinding. Some improvement of liberation characteristics was observed if a small amount of sodium chloride was present in the ore during reduction. Despite the extremely fine -grained structure of the crude ores, iron concentrates containing more than 90% Fe at iron unit recoveries of 90% or more were obtained from well-metallized samples of three of the four ores tested. The rejection of manganese to the tailings corresponding to such separations varied from 80 to 95%.

"This paper describes the development of a dynamic model for a full- scale (64 tonnes/hr) grinding circuit consisting of an open-circuit rod mill feeding a ball mill operating in closed circuit. The object of constructing such a model is to investigate the static and dynamic behaviour of potential control schemes. Model selection, data processing and parameter estimation are discussed, and static and dynamic results of simulations are presented. Conclusions are drawn with regard to the adequacy of the model for such studies, and likely limitations on control of such circuits.IntroductionThe model developed here is intended to represent the grinding behaviour of the grinding circuit at the Lake Dufault division of Falconbridge Copper Mines Ltd. This circuit has been fully described elsewhere. At the time of the work described, the ball mill discharge was fed to a four-cell flotation bank , the tailings of which are combined with the rod mill discharge in the cyclone feed pump sump. As the emphasis in this study is on grinding behaviour, and as only I per cent of cyclone feed material is removed in these cells, no attempt has been made to include flotation behaviour in the simulation. One effect of the presence of flotation cells in the grinding circuit is, however, to necessitate somewhat finer grinding than might otherwise be needed: this will have effects on mill parameters.The paper is organized as follows. First the selection of models is discussed, paying particular attention to the problem of selecting simple, yet adequate, flow models for the mills. Then data gathering is described. The method of deriving mill model parameters is explained, and the results presented. Mass balancing of cyclone data and the determination of cyclone model parameters are described. The linking of the models into a full simulation is outlined, and sta tic and dynamic results presented. Finally, the results are discussed and conclusions drawn ."

Small scale tests have been conducted in blasting vessels in the laboratory, where the effects of explosive composition, charge diameter, explosive confinement as well as additives to the explosive were examined on NO, NO2, CO and CO2 production. Fumes were analyzed continuously using a flue analyzer, providing analysis every 15 seconds. The results were compared to previous work conducted in the laboratory and to literature findings. It was found that the type of the explosive was the most dominant factor with emulsion explosives producing significantly less amounts of toxic gases. ANFO was shown to always produce nitrogen oxides, even when fuel rich. Tests were also conducted by detonating explosives in broken rock, simulating the release of products of detonation during the formation of a muckpile. Products of detonation were affected by the presence of atmospheric air or rock around the charge. Gaseous products of detonation migrated through the rock piles at different rates, resulting in a change of toxicity values over time. In the small scale experiments, CO appeared to travel faster than CO2 while NOX was not identified. Analysis of the gases that were released during digging, several hours after the blast, resulted in high temporary concentrations of toxic fumes.

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. Copper Limited is located in the north-central region of the Province of British Columbia, approximately 200 road miles north-west of Prince George. Mill startup was in November, 1966, at a rate of 5,000 tons per day, expanded to 13,000 in 1973. The primary crushing rate is 1,200 tons per operating hour, and the secondary 750, and they can be operated jointly or separately.DUST COLLECTION SYSTEMS There are seven dust collection systems ventilating the crushing and grinding complex. As part of the Bureau of Mines subactivity in secondary resource recovery and to expand the Nation's mineral base, the Tuscaloosa Research Center made characterization and preliminary beneficiation studies of the waste residues from various coal-conversion processes: from pilot plant tests of the Synthane process for coal gasification, the Synthoil process for coal liquefaction, and the solvent-refined coal (SRC) process for sulfur removal from coal. Those coal conversion processes selected for this study were based on the availability of pilot plant samples. Physical, chemical, and mineralogical examinations of the wastes made to determine the mineral content prior to physical beneficiation tests indicated that in addition to significant quantities of carbon, some trace elements offer potential for concentration.

"The management of acid rock drainage( ARD) to prevent impact when tailings are disposed of in the environment requires understanding of the phenomena giving rise to acidic drainage, a rigorous evaluation of the weathering characteristics of the tailings, and the successful implementation of control measures that will be effective in the long term. This paper provides a brief theoretical background to the complex reactions taking place in mill tailings containing residual sulfide minerals which must be appreciated to enable waste characterization program to be effective in predicting the future behavior of the tailings and in designing control methods which will work. In his paper Mr. Braley makes no mention of the bacteriological aspects of the problem. It is now quite well established that certain bacteria play a major role in formation of acid mine waters, and it is a simple matter in the laboratory to show that under sterile conditions the rate of acid production from a pyrites suspension is only about one quarter of that obtained from a similar suspension inoculated with drainage from a mine producing an acidic pit water. Under sterile conditions the oxidation is due to direct chemical action and, from the evidence just given and from much other evidence, this increase under nonsterile conditions is due to certain bacteria. Experiments recently completed, and shortly to be published, have shown that this bacteriological oxidation can be prevented by the maintenance of pH conditions above 4. It was found that to raise this pH above 4 at the beginning of the experiments was not sufficient but that, due to the continuing chemical oxidation, alkali had to be added daily to maintain the pH conditions above 4. The amount of alkali added, however, over a fixed period, was only about one quarter of the alkaline equivalent of the acid produced when pH conditions were not controlled over an equal period. The opinion expressed by Mr. Braley that sodium hydroxide has little or no effect on the rate of oxidation of pyrites is not substantiated by the above experiments. The writer does not claim that these results show a practical solution to the problems, especially in abandoned workings, but feels that the application of an alkaline coating, such as lime wash, to exposed accessible workings might be well worth trying. S. A. Braley (author's reply)—In 1919 Powell and Parrl suggested that bacteria, or some catalytic agent, hastened the oxidation of pyritic or marcastic sulfur in coal. Carpenter and Herndon (1933)' attributed the action of Thiobacillus thiooxidans. Colmer and Hinkle (1947)3 observed an organism similar to T. thiooxidans and another organism that oxidized iron. Leathen and Braley 9rst discovered this organism in 1947 in a sample of water from the overflow of the Bradenville mine (Westmoreland County, Pennsylvania). They characterized the organism in 1954" and gave it the name Ferrobacillus ferrooxidans. Although Temple and Colmer (1951)' had suggested the name Thiobacillus ferrooxidans, since they claimed it oxidized both ferrous iron and thiosulfate, we have found that pure cultures of the organism do not oxidize thiosulfate, hence the name F. ferrooxidans. In 1955 Ashmead7 isolated an organism, similar to the one called Thiobacillus ferrooxidans by Temple and Hinkle, from acid mine water in Scotland. It is probable that this organism was F. ferrooxidans. In 1954 Bryner, Beck, Davis, and Wilsonh reported microorganisms in effluents from copper mine refuse. These organisms appeared to be similar but were not in pure culture. In view of this history of bacterial investigation of acid mine water and our own ten years of experience, we do not agree with Mr. Ashmead that bacteria play a major role in acid formation. We do not find that any of these bacteria will directly oxidize pyritic material. They do, however, augment the chemical formation of sulfuric acid by atmospheric oxidation. In two papers in 1953% eathen, Braley, and McIntyre discuss the role of bacteria in acid formation and postulate the mechanism through which they operate. Mr. Ashmead in his discussion of my paper has assumed that this work was carried on in the presence of acid mine water in which bacteria would be present. This was not the case. Strictly sterile conditions were not maintained, but the organisms present in mine drainages were definitely absent in these experiments. We believe that we have demonstrated that alkalis do not inhibit the chemical oxidation of pyritic material. This is also indicated by Mr. Ashmead's discussion in which he says that alkali must be added daily due to the continuing chemical oxidation. It is interesting to note that Mr. Ashmead finds that maintenance of pH above 4.00 decreases the activity of the bacteria. We have found also that a decrease in pH below 2.8 also inhibits its activity. Table XIII of published data'" illustrates the decrease in activity with increased acidity, although pH values are not given. These values are in comparison with uninoculated controls and show the marked increase in acidity up to 22 weeks but a decline at 29 weeks, at which time the experiment was terminated. It is probable that after a longer period only chemical oxidation would have continued. From our studiesv we have postulated that the iron oxidizing bacterium (Ferrobacillus ferrooxidans) oxidizes the ferrous iron, resulting from chemical oxidation, to ferric iron. The ferric iron then aids the atmospheric oxidation of the sulfuritic material and is itself reduced to ferrous iron, which in turn acts as food for the autotrophic bacteria. Study of the physiologic properties of F. ferrooxidans shows that its preferred pH is about 3.00 and its activity decreases with variation in either direction. It is extremely inactive above pH 4.00 and below 2.5. This inactivity above 4.00 is indicated by Mr. Ashmead's observations. These properties of F. ferrooxidans then correlate perfectly with our hypothesis. Ferrous iron is oxidized very slowly by atmospheric oxygen in highly acid sohtion and since the bacteria become inactive, acid is formed only by atmospheric oxidation. At a pH of 4.00 or above iron is more readily oxidized by atmospheric oxygen, but the bacterial activity is decreased. However, with a pH above 4.00 the ferric iron is removed from the field of activity since its soluble sulfate hy-drolyzes and precipitates the iron as ferric hydroxide or a basic sulfate. As we have shown in the paper under discussion, the alkali does not inhibit the chemical oxidation, and thus the acid formation continues. This

Proven and probable coal reserves in Iran are estimated to be in excess of 5 Billion tons while the annual coal production is a mere 2 Million tons. Underdevelopment of the industry has proved higher production levels to be impossible, despite growing demand for energy supplies. The existences of numerous legislation are thought to have a detrimental effect on coal mining activities to the extent that some business entities have become uneconomical in many areas. This paper provides an analysis of the prevailing mining laws, policy making, legal frameworks and obstacles. It also outlines some other obstacles enshrined in the law and also highlights areas where foreign direct investment should be encouraged. The costs of lost opportunities are then estimated. The paper concludes by demonstrating that deregulations, amendments and in some cases complete abolishment of the incumbent legislations governing the coal mining industry will greatly enhance development of the industry. The analysis provided in this paper together with the results obtained, can prove useful to macro-economic policy makers both at local and national levels.
