The Fort Knox Mine is an open-pit operation, located in Alaska, which started commercial production in March 1997. A conventional Mill processes 38,000 tpd of a low grade (1.0 g/t Au) free milling gold ore with a low sulphide component (below 1%). Gold production (11% from gravity and 89% from cyanidation) exceeds 400,000 ounces per year. Short retention time (20h), low temperature (7oC) and low grade make high leaching kinetics critical for the performance of the process. In April 2001, the treatment of True North ore, which represented 14.4% of the mill throughput and contained more sulphide in the form of pyrite, arsenopyrite and stibnite, resulted in a substantial drop in the average gold extraction from 87% to 72.6%. Laboratory investigations indicated that the addition of lead nitrate increased gold extraction to 91.7%. Further investigations were initiated to determine the leaching parameters and the nature of the problem. Subsequently, a lead nitrate addition scheme was implemented at the Fort Knox Mill that resulted in 2002 gold production being in excess of 31,000 ounces higher than that estimated for the non-lead nitrate reagent scheme. This paper presents the results of laboratory investigations and modifications in plant operating practices.

World-wide Germany is the leading lignite mining nation. Most of the lignite is produced in opencast operations. However, opencast mining causes enormous impacts on natural ecosystems and even on entire landscapes. The extensive production of lignite particularly in eastern Germany results in large devastated areas, which so far have been reclaimed only to some part. For the restoration of the post-mining area of more than 80,000 ha the major land use option is the reestablishment of forest ecosystems. However, adverse site conditions of the post-mining landscape such as extreme soil acidification and salt concentrations call for specific recultivation practices. Therefore, after the German reunification new reclamation and reforestation concepts have been developed for these brown coal areas of eastern Germany by the Collaborative Research Center (SFB 565) at the Brandenburg University of Technology at Cottbus (Germany). As a case study our comprehensive investigations into forest ecosystem development on terra nova in the Lusatian lignite mining district, south-east of Berlin, will be presented.

Determination of the final pit limits of an open pit copper mine is a problem that has far reaching effects on the life, profitability and operation of a mine. The solution to this problem requires that all of the significant variables affecting the final pit limits be considered together with corporate objectives as the guiding principle. This paper discusses the use of these variables and how they should be applied to plan the future of a mine. The objectives of a final pit plan; are determination of the extent and location of ore reserves, the allowable stripping to be accomplished to uncover the ore, the final pit surface intercept, final pit topography and the contained metal values in both ore and waste. The objectives of the plan must be consistent with corporate objectives as they pertain to profit, future investment in the mine, return on investment, alternative investments, conservation and perpetuation of the corporate entity. The subject will be treated in three parts: economic considerations, effect of leaching and pit design technique. At the outset, it is assumed; that the extent of and metal values in the mineralized area to be considered have been reasonably defined by development drilling and sampling.

The experimental difficulty to perform Equal Channel Angular Extrusion (ECAE) of a bulk sample of hard material such as steel was overcome. The original method proposed in this paper consists in replacing the bulk sample by a stack of alternated hard metal (steel) and soft metal (aluminium) sheets. By applying this procedure to an Interstitial Free steel (IF steel), 2.7µm grain sized material was obtained after recrystallisation. Its mechanical properties (hardness, formability in shear, hardenability and faigue limit) were investigated and compared with the properties of the same IF steel with conventional grain sizes (12m and 25µm).

"In order to promote recycling of aluminum scrap, it is required to remove inclusions that have a remarkable influence upon the product quality. An internal filtration technology using a new filter, which is made by coating an adhesive on the surface of the conventional filter, has been developed as a new removing technology for inclusions.The technology has made it possible to remove inclusions as small as 10-20µm in the molten metal, which have been impossible to be removed by the surface filtration technology using conventional filter, An inclusion removal rate of up to 90% has been attained.The technology will contribute not only to recycling of aluminum products but also to the improvement in the quality of current products."

Anglo Platinum is in the process of introducing a number of initiatives, varied in nature, on a scale that will impact operations in the short, medium and long-term. The advent of mechanization on a large scale and the introduction of new mining technologies therefore require a different approach to the design of ventilation and cooling systems. In addition, the ventilation and cooling systems serving increasingly deeper operations will place a greater demand on electrical power consumption?this in an environment where power generation is limited and increasingly expensive. Ventilation and cooling systems currently being employed in platinum operations have evolved from practices first pioneered in deep level gold mines. However, in modern and future platinum mines, deepening of operations will take place in a somewhat different environment?particularly in terms of geothermal settings and electrical power utilization. This provides the opportunities to devise novel and energy-efficient ventilation and cooling strategies tailor-made to meet these challenges. The need for refrigeration and cooling at depth will increase the capital and operational cost component of ventilation systems and the medium-term limitations on the availability of electrical power will require the provision of innovative systems. The increased use of diesel-powered vehicles underground, the viability of energy recovery and feasibility of thermal storage opportunities are discussed in this paper. Some of the challenges and the solutions currently proposed in terms of ventilation system design, refrigeration plant selection and chilled water distribution methodologies are described. Changes in strategies core to this discipline that affect the health and safety of employees and the profitability of modern operations are deemed necessary to support the transformations that are envisaged.

ONE of the earliest investigations of ground water in Florida was made in 1513 when Ponce de Leon arrived at St. Augustine in search of the Fountain of Youth. The history of the development of the water resources of the State shows that the large artesian reservoir that underlies Florida was discovered in the latter part of the last century. Part of that history is given by L. C. Johnson' who states that the first successful artesian well in Florida was drilled at St. Augustine between 1880 and 1882. After the City of Jacksonville failed to obtain a flow of artesian water at a depth of nearly 400 ft and abandoned the drilling, R. N. Ellis, City Engineer, and L. C. Johnson, using Johnson's knowledge of the geologic structure of the artesian reservoir, estimated correctly that artesian water could be obtained at a depth of about 500 ft. Thus began the development of the large artesian system in the northeastern part of the State. In 1908, the Florida Geological Survey issued its first report on the ground water of central Florida. More recent reports give the results of investigations that have been in progress in cooperation between the Florida Geological Survey and the U. S. Geological Survey since 1930. As a result, the ground-water geology and hydrology of Florida are now so well known that ground-water problems such as confronted early investigators no longer exist. However, new problems arise and new discoveries are made as the demand for more ground water increases with the development of the State. Water-Bearing Formations Descriptions of the geologic formations and a map showing their distribution at the surface are given in a recent report by Cooke.' The geologic formations that yield the ground-water supplies in Florida represent only a small part (about 1000 ft) of the total thickness of the sedimentary rocks (more than 15,000 ft) that underlie Florida. The water-bearing rocks that yield fresh water include more than two dozen formations that range in age from Eocene to recent. The Eocene formations, which consist chiefly of limestone, are the oldest and the deepest of the formations in Florida that yield fresh water to wells. In 1944, on the basis of a study of the foraminifera, the Applins -ivided the limestone of Eocene age into six formations, which are as follows, from top to bottom: Age or group Formation Jackson Ocala limestone icAvon Park limestone Claiborne -j Tallahassee limestone aLake City limestone Wilcox Salt Mountain limestone xOldsmar limestone The Ocala limestone and the underlying formations of Claiborne age, along with some of the overlying limestone of Oligocene and Miocene age, constitute the principal source of water in Florida and southeastern Georgia and generally may be regarded as forming one artesian aquifer or water-bearing unit. This aquifer is referred to in this paper as the Floridan aquifer, a name proposed by Parker.' In part of Seminole County alone more than 1000 flowing wells yield water from the Floridan aquifer. A yield of 6500 gpm, or about 9.5 million gal per day, by natural flow from a well penetrating the aquifer at Jacksonville, Florida, was observed in 1942. A yield of about 7000 gpm by natural flow was reported for a well 1390 ft deep at St. Augustine in 1887. The largest yield reported from a pumped well penetrating the aquifer is 7500 gpm, or about 10.5 million gal per day. The aquifer is also the source of some of the large springs, such as Silver Springs, whose discharge, according to measurements made by the U. S. Geological Survey, has ranged from 526 to 1350 sec-ft, or from 340 to 872 million gal per day. The top of the Ocala limestone, as represented by contours in Fig. 1, indicates in a general way the geologic structure of the formations that comprise the Floridan aquifer. This paper presents the results of the geotechnical investigation for the repair of the Fashion Island Boulevard Bridge, Bridge No. 350160, in San Mateo, California. The concrete, precast girder bridge suffered considerable damage during the Loma Prieta earthquake. The existing 36-inch, precast, prestressed concrete piles cracked and spalled at their tops. Based on analyses performed by Biggs Cardosa Associates, structural engineers, the piles did not have sufficient strength and ductility to resist the dead plus seismic loads specified in the Caltrans "Bridge Design Specifications". Additional support for the bridge was needed and the repair strategy consisted of installing large diameter pipe piles at the existing bent and abutment locations. This paper describes the geotechnical engineering analysis and design decisions for the large diameter pile design.

Ground vibrations generated by mine blasting must be controlled to comply with legislation and to protect sensitive local or site infrastructure. The consequences of exceeding imposed limits can range from negative publicity to structural damage to infrastructure. It is imperative that vibrations are controlled without compromising fragmentation and delivery of blasted inventory. General practice is to reduce the charge weight and the blast size as blasting approaches the sensitive structures; however such an approach results in blasting smaller volumes more frequently which places greater pressure on production to meet their targets.

This discussion will present a case study in developing solutions to a metropolitan quarryÆs public relations, legal, environmental, and productivity problems. It details an extensive and detailed project to address the blasting practice in a medium sized quarry that is surrounded by residential and industrial zones. The principle work was done over four months duration during the normal production season. It included detailed drilling and blasting audits for baseline information. In addition, geologic characterisation, seismic modeling, correction of deviations from best practices, and implementation and monitoring of precise electronic timing to provide dramatic solutions for the quarry. The quarry is in the near suburbs of a large metropolitan city. It is framed on two sides by residential municipalities and on two sides by industrial zones. At the start of the project, the quarry was in court as a result of the lawsuit by one of the neighboring towns that was suing to close the quarry. The lawsuit had progressed to the advanced stage where in the Judge had appointed an arbitrator to make the decision of continued operation. This arbitrator was to observe our progress and recommend to the Judge the disposition of the case.

This chapter deals with the concepts ofshock waves aud detonation waves together, because a detonation wave is really a shock wave, supported by the explosive reaction that the shock wave ignites and propagates as it travels through the explosive material. In the context of rock blasting, furthermore, there is justification for treating shock waves and detonation waves together, because the mechanical effect of the detonation in an explosive in a drillhole in rock is propagated and its effects are spread throughout the surrounding rock by means of a shock wave The overall performance of an explosive in rock blasting or any other application is of course dependent on how much thermal energy is released in the chemical reaction that occurs when the material detonates, and on how much useful mrc!~amcal work the reaction products can do as they expand. A major portion of this chapter deals with the prediction and measurement of explosive performance, a subject which is now still in a process of rapid development.

"Union Miniere Precious Metal's (UMPM's) Hoboken Business Unit has a long tradition in complex Pb-Cu metallurgy, focussing on the recovery of precious metals from various types of secondary and recyclable materials. Although the old flow sheet, based on a traditional sinter plant, blast furnace, and lead refinery process was a very complete flow-sheet with the capability of dealing with almost every impurity, the weaknesses became clear:1. old and costly technology,2. too many unit operations,3. too much internal recycling, and4. dependency on concentrates for the sintering process.To maintain the competitiveness of the Hoboken Business Unit, the project ""Smelter 2000"" was born. This project represents a breakthrough in metallurgical processes and technology. A modem smelting technology was chosen together with the development of a new process. A lead-copper process combining lead slag and blister copper production, carried out in an ISASMEL T vessel, was the key to simplifying the Hoboken flowsheet. ISASMEL T smelting technology was chosen for its flexibility towards feed characteristics and process parameters.The new smelter was commissioned at the end of 1997. Although there were a lot of problems due to the high degree of technical innovations in the process, the new smelter came to design capacity within 1 year after start-up. During this period, however, UMPM had, a very difficult time because of the extreme clear-cut nature of going from the old to the new flowsheet.After two and a half years of operation, the new flowsheet has proven to fit with the strategy of UMPM, focussing on treating secondary Pb-Cu materials and a broad range of recyclable feeds such as electronic scrap (E-scrap) and catalysts. Together with the new Precious Metals Plant, efficient logistics, recognised world class sampling practices and a customer-focussed commercial organisation, UMPM Hoboken can definitely be considered reborn."

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. This rather informal arrangement is due to conditions that are particular to Butte

Drilling for oil and gas in Missouri in 1935 was mostly confined to proven areas, but was marked by the completion of one of the largest oil wells, 53 bbl., and one of the largest gas wells, 2,000,000 cu. ft., drilled in recent years. A new oil pool, discovered in southern Cass County late in 1934, was further developed; a new pool in southern Platte County is possibly indicated by the completion of a single small well, which flowed naturally; and a deeper sand was developed in the Marota gas pool in Jackson County. Completions dropped to a lower level than in any recent year. A total of 73 wells, which included the deepening of 8 old wells, was drilled. In Bates County, there was one gas well with an open flow of 100,000 cu. ft., and one dry hole. Cass County had six oil wells with about 100 bbl. initial production; one gas well with an open flow of 500,000 cu. ft., and three dry holes. In Jackson County there were seven oil wells with 25 bbl. initial production; 24 gas wells with 7,358,968 cu. ft. open flow, and 27 dry holes. Platte County had one oil well, one small gas well and one dry hole. The oil well flowed naturally about 4 or 5 bbl. per day. It is rather difficult to obtain production figures on either oil or gas leases, but in cases where the figures have been given to the writer in confidence, they disclose conditions comparable with many other regions. One oil lease of 32 acres has produced 125,000 bbl. in four years, or nearly 4000 bbl. per acre. Another lease has made 50,000 bbl., or about 3000 bbl. per acre. It is probable that the total daily production at the end of 1935 was close to 200 hill. per day. A gas pool covering less than one square mile has made 110,111,000 cu. ft. in about 18 months. In this period, the open-flow capacity has been reduced from about 10,500,000 cu. ft. per day to about 3,500,000.

"Signature Hole and Waveform Superposition techniques used to predict and control mine blast ground vibrations require a clearly defined information collection configuration. The collection of this information determines the scope and success of the ground vibration prediction. Application of the Improved Signature Hole technique using the Silva-Lusk equation requires the collection of at least two informational elements from any specific production shot. The first required element is a signature waveform, and the second element is the overall production blast waveform. The signature waveform depends on detonated charge variables such as the amount of explosive in use, use of decking, the possible detonation of several holes at the same delay, and many others. The production blast waveform is beneficial to the Improved Signature Hole methodology when used to calibrate the model, and toobtain accurate vibration predictions for different timing configurations."

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.
