U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

The Bureau of Mines, as part of an agreement with the Bear Coal Co., Somerset, Col o., evaluated the response of a coal mine roof to time lapse. Time lapse, the interval between exposure and support of the roof, was studied using both instrumentation and statistics. Instrumentation studies were designed to equate displacement and rates of displacement with areas of roof left unsupported from 15 minutes to more than 4 days. A statistical study was completed to compare roof fall occurrence with time lapse intervals encountered during normal room-and-pillar mining. Results from this investigation show time lapse, in the Bear mine, to he insignificant with respect to roof stability after installation of permanent support.

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

"Modern tundishes have evolved as vessels to serve as the final step in refining of molten steel by removing inclusions and promoting thermochemical homogeneity.In this study the flow behaviour in a four-strand tundish was investigated by means of a ½-scale water model as well as numerical modelling. The numerical and physical models were used to characterize residence time distribution and calculate properties pertaining to tundish flow regime. Three different tundish configurations were investigated: a bare tundish with no flow control devices, a tundish with a turbulence inhibitor, and a tundish with both a turbulence inhibitor and a dam.The physical and numerical models showed that a tundish without flow control devices is prone to significant short-circuiting. A tundish with a turbulence inhibitor was shown to be successful in preventing shortcircuiting and provided surface-directed flow that might assist the removal of inclusions from the melt. However, it was also observed that the upward-directed flow caused the maximum turbulence kinetic energy near the surface to increase dramatically. The potential for slag entrainment should therefore be considered during the design and operation of tundishes with turbulence inhibitors."

ALL the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors FIG. 1.-ELECTRO-HYDRAULIC SHOVEL FIG:. 2-THE SHOVEL AS IT WAS OPERATED CINDER CONSTRUCTION. THE FIRST YEAR. and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the; steam equipment. "INTRODUCTION Iron ore containing titanium was first used in blast furnaces over a century ago. It is well known that TiO2 is a slag-forming material that will increase the amount of slag produced by the usual gangue materials, silica and alumina. Increase in the volume of slag due to the presence of TiO2 and a lack of information concerning its effect on the properties of the slag have prevented the general use of titaniferous ore. Also rather com¬mon belief among furnace operators that the bottom of the furnace builds up when ores containing TiO2 are smelted has militated against the use of titaniferous ore. This building up of the hearth has been attributed to the formation of copper-colored crystals of titanium cyanonitride, which have been observed in the salamanders of blast furnaces. Until recently the availability of nontitaniferous iron ore has left little incentive to use ore containing titanium.The presence of vanadium in certain deposits of titaniferous magnetite in New York State has created new interest in problems connected with the use of titanium-bearing ore. It appears that most of the vanadium in this ore can be recovered in pig iron, which can be blown in a converter to produce a slag containing vanadium in amounts suitable for the production of ferrovanadium.The Titanium Division of the National Lead Co. recently erected a largo mill to treat ore from Sanford Hill, in Essex County, New York, about 50 miles west of Port Henry. The ore deposit was acquired from the MacIntyre Iron Co. and is often referred to as Sanford ore. It is one of the largest deposits of Iron-bearing material to be found east of the Lake Superior region and is being mined by open-pit methods."

Successful mineral exploration is the lifeblood of the mining industry. Contrary to what the environmental lobby would have the world believe, the industry is replacing the metals it is extracting. The reserve base has not changed significantly in 20 years (Fig. 1.) Mineral exploration is a research activity. First there is the idea, the vision or the intuitive thought. The experiments follow. These involve repeated phases of data gathering, data interpretation and concept testing through drilling. For many companies, exploration is the main investment in scientific research. Each mineral exploration experiment may involve years of costly work. Despite the improving tools of science and technology, the investment remains high-risk. Only the promise of high rewards, or desire to survive as a mining company, will stimulate the necessary commitment and level of investment. Confidence that an economic return can be achieved, confidence in the science and technology being applied and confidence in the people involved are the foundations upon which successful mineral exploration is built (Woodall, 1984). The challenges facing the explorationist in the 1990s fall into two categories: - the challenge to make the activity economic; and - the challenge to make the activity socially and, therefore, politically acceptable.

In laying out a new mine, provision should be made for the ultimate recovery of as much coal in any given bed as is consistent with safety and economic mining. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the rise, and rooms turned at right angles to these entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut. in rooms and the back entry of the level above. All entries, rooms, and entry-and-room crosscuts should be driven .on sights and room crosscuts should be driven at, right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire. Where economic conditions permit, it is preferable to follow the retreating panel system of mining. In the case of coal that outcrops, and even in cases where no outcrop is exposed, it is preferable to commence pillar extracting on the high side of the mine. Where the retreating

Following the experimental work of Denny, Robson, and Irwin, and the clinical investigation by Crombie and Blaisdell, an investigation of aluminium therapy was begun at Washington, Pa., which is situated In a very large industrial section of the State. Some of the men to be studied were from plants manufacturing silica brick, refractories used in steel and glass manufacturing, and semi-porcelain table-ware; others were workers in foundries, sand blasters, and men engaged in the quarrying of ganister rock.This group of workmen gave an opportunity to study the effects of aluminium on various types of silicosis which differed somewhat from that found in hard-rock miners.EXPOSUREIn their occupations, the men studied were exposed to silica dust concentrations ranging from 17 to 97 per cent free silica. In the silica brick industries, the unfired product averages 96 per cent silica in the form of quartz, whereas the fired brick contains 50 to 62 per cent. cristobalite plus 11 to 80 per cent. tridymite, forms of silica that, on account of their higher solubility, are more toxic than quartz. The operational dust counts in the plants varied from 15 to 9,500 particles per c.c., and the median particle size from the aerial samples was 1.0 micron for the green product and 2.0 microns for the fired product. The length of exposure varied with the occupation as well as with the individual plant, but disabling silicosis could be produced in less than four years in certain exposures. The average time needed to produce radiological silicosis in those susceptible to this disease was eight years. Some of the men in our series of cases have been treated as long as fifteen years after exposure had ceased, and have improved under treatment.The dust counts mentioned above had been reduced prior to the aluminium therapy studies and the presen.t exposures do not exceed '900 particles per c.c., the average being 370 particles. per c.c. This improvement in dust conditions was due to improved dust control apparatus, which was installed before aluminium therapy was instituted. The In order to mine safely with reasonable cost, it is necessary to research the fracture characters of backfill and its matches with rock mass. Four kinds backfill with cement-tailing ratio of 0.250, 0.125, 0.100 and 0.083 respectively were tested, and basing on stress-strain curves tested, the deformation characters and fracture laws as well as the damage constitutive equations investigated with damage mechanics whose calculating results are coincided with experiment results well were proposed. The results of damage analysis show that there have different damage characters in different backfill, e. g. the lower the ratio of cement to tailings the lower the damage values when stresses reach to peak value; the lower the content of cement the more rapid in damage and the more abrupt in breakage process. In addition, using catastrophe theory, an energy model was proposed for backfill and rock mass acted each other in mechanics, and the unstable condition of the system was obtained. Research results show that the higher is the stiffness of rock mass the more stable the system, and the lower is the ratio of cement to tailings, the more unstable the system will be. Further more, according to the catastrophe model proposed, the reasonable matches between backfill and rock mass were researched, and a calculation formula that designs reasonable strength of backfill during mining was put forward. It has been proved by practice that the model and theory researched in this paper can guide filling design in mining. Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

BHPBilliton operates the Mt Whaleback Mine located in the semi-arid Pilbara Region of Western Australia. Approximately 200 Mt of net acid generating (NAG) material still remains to be mined. Acid Rock Drainage (ARD) was first identified at the site in 1995 following cyclonic storms. This resulted in the development of strategies that have allowed the mine to successfully manage ARD whilst continuing to operate. BHPBilliton Iron Ore is working toward prevention of ARD in its operations, however, historical practices have left residual areas that must be considered. Three significant sources of ARD have been identified that must be managed: stormwater run-off from exposed pyritic shales in pit surfaces; basal flows beneath overburden storage areas following rainfall events; and contaminated water from pit dewatering. The mine contains all ARD water onsite. This is achieved by: storage of all affected water in the ARD dam; evaporation of affected water from the ARD dam and the adjacent evaporation ponds; pumping from upstream dams to prevent stormwater from being affected; and emergency storage and treatment in-pit as a contingency. The site ARD management strategy is approved by senior management and endorsed by State Government regulatory authorities and relevant external stakeholders. Additional strategies are also under evaluation to effect long-term closure of the operation. Record rainfalls from 1998 - 2001 have tested the capabilities of the ARD strategy and management plan. Learnings from these events, coupled with recommendations from an extensive technical audit in 2000, have been incorporated into the strategy for ARD management. This paper presents the strategy and an overview of the ARD management plan that can be considered and applied by other affected sites in the management of ARD.

Amongst the Pacific Rim countries, Papua New Guinea (PNG) is the leader in new gold discoveries and developments leading to new production. PNG has shown a dramatic increase in gold production when taken from a base of about 600 000 ounces in 1984 to 1 160 000 ounces in 1986. 1987 is expected to produce about 1 500 000 ounces and new planned developments will give further large increases. PNG's leading position when compared with neighboring Pacific Rim countries is only partly due to its favorable geological setting along the "Rim of Fire" epithermal zone. More important have been well-thought-out mining development legislation and good administration as well as consistent taxation and royalty policies. A stable political environment and a track record of new mining developments over the last 15 years, both pre and post Independence in 1975, have also been important factors in encouraging the new developments. Early Portuguese explorers associated the New Guinea mainland with gold as early as 1525 but it was not un,11 1R77 that a small ill-fated gold rush gave the first recorded production at Laloki near Port Moresby. Modest but commercial discoveries were made in the outer islands and coastal mainland regions from 1888 to 1926. In 1922 William "Sharkeye" Park found gold at Edie Creek and this led to major discoveries at Wau and Bulolo which were the first large scale commercial gold Operations.

With the introduction of monitoring technologies, process computers and Web services on Industrial Facilities the need for electrolytic processes automation has been set. Recently designed facilities have substantially improved plant layouts, automated cathode processing and copper harvesting. Despite these advancements only limited progress has been accomplished on the electric current distribution of the process. Lately a number of proposals focused on preventing short circuits and balancing cathode currents have emerged. Among these are the AZSA intercell, the Outokumpu double contact, and the Optibar InterCell Plus. Although these intercell bars are clearly superior to the conventional bar, little or conflicting data is available about their merits relative to each other. Consequently, selection of the best intercell bar for most applications is accompanied by uncertainty, which can lead to less than optimum results. A critical evaluation of the performance of the aforementioned bars on the basis of the application is provided, thereby giving the framework and guidelines for the selection of the best bar for each application.

MARNOCH has reported on the attractive high-temperature oxidation resistance of Hf-Ta alloys.' In view of current interest in these alloys, three Hf-Ta alloys were tested in the present study. These included a Hf-27Ta alloy and a Hf-20Ta-2Mo alloy which were supplied by Marquardt Corp. and a Hf-20Ta-Zr alloy provided by Illinois Institute of Technology Research Institute.' The microstructure of these alloys was heated inductively in a glass vacuum system; the oxidizing gas, helium carrier plus a known partial pressure of oxygen (35-102 Torr), was continually passed over the sample at temperature for a given time period. The concentration of oxygen in the gas stream was continuously measured by a differential thermal conductivity technique2 so that the rate of oxygen picked up by the sample could be obtained. The flow rates were 0.1 to 0.2 ft per sec in the vicinity of the specimen. The concentration of oxygen did not fall below 50 pct of the input level in any of the experiments. In several cases a single sample was exposed consecutively at a series of increasing temperature levels. In a second system at ManLabs, cylindrical specimens were exposed to flowing air in a z irconia tube which was heated by radiation from a carbon tube resistance furnace. The specimen was heated from room temperature to the test temperature in flowing argon, then oxidized in air flowing at 0.1 to 0.2 ft per sec. Following exposure, the air was displaced by argon and the specimen was cooled. Postoxidation metallography was performed on every sample. The depth of conversion of the metal matrix to oxide was measured as shown in Fig. 1. The conversion depth was obtained by measuring the oxygen-contaminated metallic zone (which is bounded by a dense outer oxide and a subscale oxide region), subtracting its dimensions from the original dimensions, and dividing by two. One of these is WG12, ?Use of Shotcrete?, of which the author is a member. The purpose of this paper is to draw attention to a number of topics that were discussed at the WG12 meetings held in April and September 2008; and also to a number of other matters that arose from the presentation of thirty-four papers at the 5th International Symposium on Sprayed Concrete held in Lillehammer, Norway between 21 and 24 April 2008.

The corrosion behaviour of a low carbon steel was investigated in natural seawater and various synthetic seawaters. It was found that the steel corroded nearly four times faster in a 3.5% NaCl solution than in natural seawater for an exposure time of 21 days. The corrosion rate after immersion in synthetic seawaters (ASTM D1141 and Marine Biological Laboratory seawater) is similar to the corrosion rate after immersion in natural seawater. Calcium carbonate (aragonite) deposits were found on the surface of the steel after immersion in natural seawater and the synthetic seawaters. Some magnesium-containing deposits were also found after immersion in the natural seawater. These deposits act as a barrier against oxygen diffusion and thereby lower the corrosion rate. The morphology of the calcium carbonate deposits that formed during immersion in the natural seawater is different from those formed during immersion in the synthetic seawaters. This may explain the slightly lower corrosion rates obtained in the natural seawater. X-ray diffraction also showed that the oxy-hydroxides formed in the 3.5% NaCl solution differed from those formed in the other solutions. In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

THE following article presents notes and data compiled and computed by the writer for use in the determination of: size and slope of mill launders, details of junction boxes and downspouts, and distribution of pulp. It also includes pulp formulas, volume of discharge through bushings, paths of discharging streams, banking of turns and curves. In the design of a concentrating mill, the draftsman usually considers launders to the extent of providing ample "head" for transmission of pulp from one department of the mill to another. The superintendent of construction aims to build his launders wide and deep, and on a slope steep enough to ensure positive flow. So launders are laid generally on too steep a slope, with the result that the repair gang works to maintain launder bottoms and sides against the erosive action of the conveyed pulp. To this end many kinds of liners have been devised: concrete, mastic, white iron, glass, rubber. True, the reduction of slope to the point where a pulp will flow with minimum wear, will minimize labor and expense; but when the desired slope is not predetermined, the millman hesitates to readjust his launder slopes by cut-and-try methods. To the end that the desired size and slope may be found readily, the writer has: (1) conducted experiments with pulps of different specific gravity, screen analysis and dilution; (2) gathered a few graphic data from standard reference works (such as Peele's Mining Engineer's Hand-book and Taggart's Handbook of Ore Dressing); (3) computed several tables; and compiled results that have proved dependable for Utah Copper ore. It is quite possible that the following tables and graphs may not be applicable to all ores, but it is hoped that they may prove helpful, even in slight degree, in alleviating a portion of the trouble and migraine of some other millman.
