BRINSMADE, Puebla, Puebla., Mexico (communication to the Secretary *) :-Though I heartily approve of several minor points emphasized by Dr. Raymond (such as the general desirability of local administration, rather than Federal, and the evils inseparable from the Federal Apex Law), I feel obliged to dissent from his four final propositions. As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

DESPITE the fact that American brimstone production has increased 2 times since the prewar period 1935-1939, the demand for sulphur exceeds the supply. To alleviate this situation efforts are being made to increase the production of sulphur and bring the shortage to an end. The most important developments are being undertaken on the Gulf Coast. One new brimstone mine has been put into operation and three others are being developed. These projects are expected to account for a large part of the additional sulphur production now anticipated for the free world.'.' Except for a small amount of byproduct sulphur from sour natural gas and refinery gases, American brimstone is produced by the same process devised by Frasch 60 years ago, consisting essentially of the injection of superheated water at about 325°F into sulphur-bearing formations through wells which are drilled from the surface by standard oilfield methods. Sulphur deposits vary in depth from a few hundred feet to 2500 ft from the surface; in a typical deposit the sulphur occurs as crystalline aggregates in porous limestone and gypsum in concentrations varying from 5 to 40 pct, the thickness of the formation ranging from a few feet to several hundred.3 The deposits are usually surrounded by formations impermeable to the flow of hot water, the top and sides being enclosed by impermeable sediments and the bottom by dense impermeable anhydrite. As the hot water leaves the well bore, it percolates through the formation and transmits its heat to the rock and sulphur. When the sulphur reaches 240°F it melts, separates from the rock, and flows through the hot channels downward to the bottom of the well. Here it is freed from incoming water and from formation water, which saturates the porous rock, by gravity separation, liquid sulphur being 1.8 times as heavy as water. It then is pumped to the surface in a relatively pure state, 99.5 pct or better. Chief contaminants are organic impurities, such as petroleum residues, which are soluble in sulphur and tend to discolor it.' Sixteen deposits of commercial magnitude have been discovered in the Gulf Coast area. Five of these deposits have been depleted and abandoned with production totalling more than 26,886,000 tons. Eight properties are operating and have produced 65,875,-000 tons to Jan. 1, 1952, for a total Frasch-type production of 92,761,000 tons. Three new deposits are under development. Aforementioned deposits are listed in Table I. Each of these deposits has been found in the cap-rock overlying shallow intrusive salt plugs or domes and buried in several hundred to as much as 2500 ft of sediments. All salt domes do .not contain sulphur; only 16 sulphur deposits have been found in a total of 231 salt domes which are known to exist in the Gulf Coastal states of Texas, Louisiana, Mississippi, and Alabama. Ten of the salt domes lie in the Gulf of Mexico offshore from the Texas and Louisiana coasts. Additional offshore domes may be found, but their value as a sulphur potential is questionable owing to the great hazard and high cost that can be visualized at these exposed locations where depths of water reach 50 ft. Marsh operations of Freeport Sulphur Co. are in the southeast section of Louisiana. In general, the country is low, flat, relatively uninhabited marshland broken by many shallow lakes and bayous which extend for irregular distances inland. Geologically, the coastal area is of sedimentary origin, having been built up gradually under the sea by deposition of material carried down by large streams to their deltas. During the course of ground control evaluations conducted by the Mine Safety and Health Administration's Roof Control Division, a number of surface and underground coal mines were visited that exhibited instances of ground failure associated with joints. The evaluations were conducted over a broad geographic area, including the Appalachian Basin from Pennsylvania to Tennessee, and they documented that joints occur in a wide variety of mining conditions and exhibit a wide variety of characteristics. Despite minor local variability in orientations, the joints fit into a cohesive pattern when evaluated on a regional scale in context with the system of thrust faults that define the Alleghany Front. Joints documented for this study, together with joints in sandstone and coal and the trends of drag folds compiled from other studies, were plotted on regional maps using GIS software. The trends of joints, including those that could be described colloquially as "hill seams," were not only parallel to regional fault systems and local trends of drag folds, but were also parallel to the regional patterns of previously mapped joints in sandstone and coal. These observations indicate that the features referred to informally as "hill seams" are in fact joints formed in response to tectonic processes associated with regional deformation of the Cumberland-Allegheny Plateau. The 286-266 million-year-old age of regional deformation significantly pre-dates the time when the Cumberland-Allegheny Plateau was subjected to deeply incised stream valley erosion, which began 25 million years ago. This challenges an existing interpretation that "hill seams" represent local ·stress relief joints that formed when stream valley erosion removed confinement and allowed tensile failure of the rock. Although relaxation of confining stress can reasonably be expected to occur near outcrop, observations indicate that this results in the dilation of existing joints. This paper presents instances of ground failure associated with joints, discusses methods of mitigation, and recommends that the term "hill seam" be abandoned in technical communication because it simply refers to a kind of joint that may exhibit certain weathering and aperture characteristics.

The incorporation of reduction and reduction/diffusion processes into the process 'scheme is discussed and a detailed description of ,several liquid-liquid extraction schemes are developed. A synopsis of experimental results obtained using this: method to separate rare earth and other metal based materials will be given.

"Nowadays recycling became an important rare earth elements (REE) source, which allows to reduce their demand for extraction from natural deposits. At present, the used fluorescent lamps and old type TV or computer monitors kinescopes are selectively collected and undergo processing in the system of recycling. It has been estimated, that utilization of such waste would be sufficient to cover the REE demand for the next 5-8 years. In the developed process, the luminophores were separated from the electronic and electronic waste materials, and processed by hydrometallurgical methods to obtain concentrated REE in form of oxides. INTRODUCTIONInternational Union of Pure and Applied Chemistry (IUPAC) defines the rare earths as a set of seventeen chemical elements, specifically the fifteen lanthanides plus scandium and yttrium. They are considered the most important indicators of the developed technologies and techniques. Rare earths are used, amongst others, for the production of magnetic and superconducting materials, ceramics, lighting, catalytic converters, advanced electronics and alloys. The demand for RE continually increases, similarly to many other primary raw materials. Globalization, the growing demand for limited resources of raw materials, the policy of the countries controlling the raw material market and the economic crisis became a spur for new programs of socio-economic development of the European Union (EU), with particular regard to EU safety for commodities in intermediary as well as long-term horizons (COM 2008), COM 2011).EU countries import most of metallic and chemical raw materials important for their economy. In 2008 a detailed program named Raw Material Initiative was announced. The increase in demand for most raw materials having special importance for the development of technology, and access to of raw materials security of supply affect the future economies of the UE member states and other developed countries."

The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

This paper describes a new mine backfill method based on a newly invented binder with several years of test results from laboratory and on- site applications. The new binder has several advantages over traditional Portland and slag cement binders. One tonne of the new binder can replace two to three tonne of Portland cement when used to consolidate backfill and can result in the same compressive strength within seven days. When comparing backfill slurries of the same pulp density, the new binder attains more volume of in-place backfill mass than Portland cement because of the high crystallisation of water, resulting in tightly filled stopes. The crystallisation of the water provides for less or no de- watering in the backfill stope and easier transportation of the backfill slurry. Pastefill performance can be achieved by using pulp densities typical of a hydraulic backfill and the new binder, all the while transporting with the same ease of hydraulic fill.

This paber is concerned with the determination of equations relating elongation to the amount of shear taking place both along grain boundaries and in slip planes of poly crystalline aggregates during creep. Certain discrepancies with previously used equations are pointed out. Grain boundaries were observed to become serrated during creep, but it is shown that this does not necessarily prevent further grain boundary sliding. Direct obser-vations of subgrain boundary ingration lead to the conclusion that this migration facilitates sliding along serrated grain boundaries. It is bointed out that the state of stress at triple boints is still unknown. MOST of the mechanisms of deformation contributing to elongation are shear processes, such as slip, kinking, grain boundary sliding, and twinning. For quantitative investigations of individual deformation mechanism it is necessary to know the equation which permits the calculation of speci-tnen elongation from measured amounts of shear. This calculated elongation must then be compared with the observed total elongation. The authors' special interest concerned grain boundary sliding during creep. Although this subject has already been investigated quantitatively by McLean,' Rachinger,' and Fazan, Sherby, and Dorn, calculations indicated that none of the equations used thus far to relate shear with elongation were sufficiently well founded. A basic study of this relationship was thus made and the results of this study (which do not entirely agree with those previously used) are presented. Most of the ideas set forth apply not only to grain boundary sliding but to other mechanisms of shear as well. THE SPEAR-ELONGATION RELATIONSHIP Basic Models—The relationship between shear and elongation is trivial in the simplest case of shear, which is shown in Fig. l(a). The vector A; designates the displacement across the shear interface, and Au, and Aut are its components parallel and normal to the tensile direction, respectively. It is evident that the specimen elongation due to shear is equal to the longitudinal component of the shear vector, and it should be noted that the normal component does not contribute to the elongation of the specimen (there are, of course, two normal components in a three-dimensional model). The model shown in Fig. l(b) may be applied to mechanical twinning and to subgrain boundary tnigration. In this case the width (h) of an already existing shear band increases by the migration of an interface, but the shear angle y (angle of mis-orientation in the case of a subgrain boundary) remains constant. The geometrical relationships indicated in Fig. l(b) permit this case to be reduced to the one shown in Fig. l(a). For the resulting elongation A6 we find: where AV/V = fraction of the volume of the specimen swept by migrating interfaces , and 1 = length of specimen. Thus, assuming for example that the angle of mis-orientation is 1 deg, and that P = 45 deg, we find that the specimen elongates 0.87 pct of its length if the entire volume of the specimen is swept once by such a subgrain boundary. An example of deformation by migration of subgrain boundaries is shown in Fig. 2. The specimen shown was repolished after 9.8 pct creep strain and the test then continued for another \ pct. Since the shear vector has, in general, a component normal to the surface, subgrain boundary migration results in the formation of an inclined band delineating the region swept by the subgrain boundary. A full-length paper was not prepared for this presentation.The Halasu porphyry copper belt, located in the East Junggar basin bounded by Chinese Altay to the north and the Tianshan mountains to the south in the Central Asian Orogenic Belt, is one of the major porphyry copper belts in Xinjiang province, north-west China. Combined with previous studies in this area, the magmatism can be divided into three periods: pre-mineralisation activity of 390 Ma syn-mineralisation activity of 380–370 Ma post-mineralisation activity of 360–330 Ma.Through the comparison of zircon chemistry from ore-bearing and barren syn-mineralisation intrusions, negative correlation was identified between Ti-in-zircon temperatures and oxygen fugacity, corresponding to the fact that late-stage syn-mineralisation granitoids contain high water content, high oxygen fugacity and low temperatures with higher mineralisation potential. In addition, the relative low initial 87Sr/86Sr ratios, high eHf(t) and eNd(t) values and mantle Pb isotope characteristics in this study support that the magma forming these intrusions was probably derived from juvenile crust generated during subduction-accretionary processes.CITATION:Wu, C and Chen, H, 2015. Excessive use of computers in teaching, especially in self-learning programs, may destroy creativity and initiative. It is essential that engineers remain innovative to develop new technology. Safety legislation may have hindered the Development of mine managers. It may be necessary to develop two distinct streams of mining engineers. One should be biased towards human relations and safety, to 'be a certificated mine manager, and the other should be mathematically based as a high-technology mining engineer who would not necessarily qualify for a certificate of competency without a postgraduate course.

The rock and mineral analyst will be called upon to determine both the major and minor constituents in materials as varied as rocks, soil, sediments, concentrates and various liquids. These analyses will have interactions requiring extraction, matrix modification, and background correction. Analytical methodologies include classical gravimetric methods, such as fire assay, emission spectroscopy, X-ray fluorescence, atomic absorption, inductively coupled plasma, and neutron activation. With these capabilities the analyst can be called on to determine three-fourths of the elements in the periodic table. How can the earth scientist pick the method best suited for his particular sample?

Zinc-bearing dust from blast furnace gas-scrubbing operation is a well known environmental health problem in the iron and steel industry. Hoogovens IJmuiden (The Netherlands) developed processes to solve this problem. 90% of the zinc is concentrated in 25% of the dust (the fine particle fraction) by means of slurry-hydrocyclonage. The resulting fine particle fraction is treated in a pressure leaching process. Hydrochloric waste pickle liquors have been used as a leaching liquor. By creating optimal leaching conditions more than 98% of the zinc is brought into an acid' solution, whereas nearly all the iron remains in the residue. The zinc can be separated selectively from the solution. The residue can be reused in the blast furnace (via the sintering plant). In the article information is given about the research work and -results of the pressure leaching process as well as the possibilities of the process for solving comparible problems.

The major obstacle in recycling steelmaking slags to the blast furnace is their phosphorus content. Removal of the phosphorus, which is primarily associated with the silicate and phosphate phases, would allow for greater recycle of these slags for their iron, manganese, and lime contents. Calculations show that separation of the silicates from the oxide phases would remove nearly 90% of the phosphorus from the slag. The variable grain size of the as-received slag made liberation by fine grinding difficult. Therefore, slow-cooling experiments were undertaken to improve the grain size distribution. The grain size distributions were determined using in-situ image analysis. The samples were ground to their apparent liberation size and high gradient magnetic separation was used to separate the magnetic oxides from the nonmagnetic silicates and phosphates. Liberation analysis and modeling was performed on selected separation products for discussion of benefication characteristics.

The Bureau of Mines sponsored research studies of variables in rotary drilling, done in the Department of Mineral Engineering, University of Minnesota. By studying carefully controlled drilling with good instrumentation, it was hoped to obtain a better understanding of rock failure during drilling and of the stresses in drill bits during drilling. Experimental procedures and equipment are described. From these studies it was concluded that 1. Thrust requirements, other things being equal, are proportional to the total length of cutting edge in the bit. 2. Data from penetrating a wedge into rock under thrust only are not directly applicable to rotary drilling. 3, In rotary drilling the initial wear on a bit greatly decreases penetration rate under any given set of conditions; however, after initial wear the effect of wear on penetration rate is reduced. 4. An increase in rotary speed increases the overall penetration rate but decreases the penetration per revolution. 5. An increase in thrust increases the overall penetration rate and the penetration per revolution. 6, Torque on a drill bit is proportional to both penetration rate and bit diameter. 7. For small-diameter holes full-hole drilling will save both drilling time and energy compared with pilot drilling followed by reaming; for large-diameter holes pilot drilling-reaming is advantageous in both respects,

Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

A SIMAN and CINEMA PC-based simulation model was developed to simulate and animate the truck-shovel operations of surface mines. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. The statistical analyses were performed and appropriate theoretical distributions were fitted for various time events in the truck-shovel work cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an 'optimal" dispatching strategy to produce an equilibrium between "the quality and quantity of production.

Introduction The Summitville Mine located in southwestern Colorado was added to the National Priorities List in June of 1994. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits in the late 1800's. The mine site is located about 25 miles south of Del Norte, Colorado in the San Juan Mountains adjacent to the Rio Grande National Forest at an approximate altitude of 11,600 feet. The site was mined for gold, silver and copper between 1873 and 1947. The Summitville Consolidated Mining Corporation, Inc. (SCMCI), a wholly-owned subsidiary of Galactic Resources, Ltd of Vancouver, Canada ran a large tonnage open-pit mine and cyanide heap leach operation from 1986 to 1992 (Pendleton and Posey, 1992) During the mine operation by SCMCI, approximately 10 million tons of gold ore was mined, crushed and stacked on a lined leach pad. Heap leach operations experienced water balance and unplanned solution discharges from the start of the mine life. Despite the production of 249,000 troy ounces of gold during the mine operation, SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The multiple contamination sources at the mine site are due to both historic and SCMCI mining operations. Emergency response operations at the site have prevented releases of severely contaminated solution and a permanent treatment for all waste units at the site is under investigation. A Request for Proposal (RFP) was issued in October 1993 by Environmental Chemical Corporation (ECC) at the Request of EPA Region VIII, Department of the Interior and Bureau of Reclamation. The RFP requested that interested companies provide information on their ability to implement innovative treatment technologies to improve treatment efficiency and reduce treatment costs for remediation of the heap leach pad (HLP) spent ore and ore leachate solutions. Dames & Moore and Pintail Systems, Inc. (PSI) jointly submitted a proposal suggesting application of biotreatment processes for detoxification of cyanide in spent ore and HLP leachate solutions. The proposal was accepted for pilot and field demonstration under the SPA Superfund Innovative Technology Demonstration Program (SITE) with additional funding from EPA Region VIII. This report discusses the test program and results of a Focused Feasibility Study which demonstrated biotreatment processes for spent ore cyanide detoxification.
