Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

Longwall production levels are high, and there are several different sources of dust to contend with. If dust levels are high, the initial effort should be devoted to finding which source is the cause. Then, efforts to reduce dust can be concentrated where they will have the most impact. To control dust at longwalls, a large amount of ventilation air and spray water must be used. The water must be sprayed correctly so as not to blow dust into the walkway. Techniques to change local airflow patterns can be helpful. The shearer-clearer, as well as gob and wing curtains, are examples of such techniques. The fatty acid flotation process has been used to produce phosphate for decades, yet the chemical mechanism involved has never been thoroughly investigated. A basic knowledge of the process is lacking, and as such, industry has had to develop their own guidelines for the design and operation of conditioning and flotation equipment. These guidelines are the result of many trial and error attempts, and are not by any means universally endorsed. There are almost as many opinions about how to operate a plant as there are practitioners of the art. This paper covers the currently recommended rules for design as viewed by one practicing phosphate metallurgist.

"The platinum-group metals (PGMs), are currently receiving worldwide attention as they have major industrial uses. PGMs, i.e. ruthenium (Ru), rhodium (Rh), palladium (Pd), osmium (Os), iridium (Ir), and platinum (Pt), are widely used as catalysts in petroleum and chemical processes. In addition, they find wide applications in automotive exhaust-gas control converters and are of immense importance to the electronic industry. Broadly speaking, PGMs are extracted in minute quantities from a limited number of ores, found mainly in South Africa and Russia. As the PGMs are both costly and almost indestructible, they are usually recycled from various forms of scrap. In other words, the recycling of the PGMs is an essential factor in the overall management of the PGM economy. In addition, the ever-increasing user areas have created renewed interest in the search for new sources or deposits of PGM, which in turn requires an in-depth knowledge of its characteristics. In this work, the emphasis is placed on the need to analyze the composition and microstructure of blast-furnace slag for recovering PGM metals. In other words, chemical composition, surface analysis and microstructure analysis of the DC arc furnace slag have been carries out. The aim is to provide a detailed analysis of this material for anyone with an interest in gaining further knowledge of its specific content for recovering PGMs."

The bioremediation capability of Pseudomonas aeruginosa cells was investigated for the biosorption of lead ions from aqueous solution. The various parameters such as pH, kinetics, biomass loading and concentration of lead affecting the biosorption process were studied. Complete bio removal of lead could be achieved for an initial concentration of 12.4 mg/L at pH 6.2, corresponding to typical industrial effluents. The biosorption isotherm followed Langmuirian behavior and the Gibbs free energy (?G) was determined to be-30.8 kJ/mole, indicative of chemisorption between the functional groups of the bacterial surface and lead. The biosorption kinetics adhered to a pseudo-second order model. The possible mechanisms of interaction of lead with the bacterial cells are discussed. A carbon paste electrode with a coating of biomass was developed for lead ion detection in aqueous solution using cyclic voltammetric technique. Concentrations of lead up to 5x10-5 M could be successfully detected using cyclic voltammetry, which could be improved to a detection limit of 1x10-8 M adopting differential pulse anodic stripping voltammetry (DPASV). "Electron spin resonance (ESR) measurements provide evidence for the formation of Cr(V) intermediates in the enzymatic reduction of Cr(VI) by glutathione reductase (GSSG-R) in the presence of NADPH, indicating an initial single-electron transfer step in the reduction mechanism. Depending on the pH, at least two different Cr(V) species are generated which are relatively long-lived. In addition, we have detected the hydroxyl (·OH) radical formation during the GSSG-R catalyzed reduction of Cr(VI) by spin trapping, employing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) and a-(4-pyridyl-1-oxide)-N-tert-butylnitrone (4-POBN) as spin traps. Superoxide dismutase (SOD) causes only a minor effect on the ·OH radical and Cr(V) formation, indicating that the ~ - is not significantly involved in the reaction mechanism. Catalase enhances the Cr(V) formation and substantially inhibits the ·OH radical formation, indicating the involvement of hydrogen peroxide (H20 2) in the reaction mechanism. Addition of H20i suppresses Cr(V) and enhances the ·OH radical fonnation. Measurements involving N-ethylmaleimide show that the Cr(V) species, produced enzymatically by the reduction of Cr(VI) by GSSG-R, react with H2O2 to generate ·OH radicals, which might participate in the initiation of Cr(VI) carcinogenicity.INTRODUCTIONC(VI) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals [1-4) and to cause mutations in bacteria and transformation of mammalian cells [5-8). In contrast, most Cr(lll) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic [9, 10]. Cr(VI) and Cr(lll) oxidation states are different in their metabolic pathways: Cr(VI) ions are rapidly transported across cellular membranes [2, 11-13), while Cr(lll) moieties do not easily penetrate cells and are not oxidized by cellular constituents [3]. Since it is known that the reduction of Cr(Vl) is required for its reaction with DNA [2], the molecular mechanisms for the intracellular Cr(VI) reduction have been the focus of studies during the past decade but the details are still not understood."

In conventional dump leaching of porphyry mine strip wastes, many years are required to extract up to 20 percent of the copper from the contained sulfide minerals. Furthermore, none of the molybdenum, gold, or silver in the strip wastes is recovered by current leaching practices. Because mineralization occurs predominately along fracture planes, breaking of the rock during mining operations liberates and concentrates some of the metal values in the fines. Research shows that upgraded fines can be screened from mine wastes and froth floated for early recovery of copper, molybdenum, gold, and silver. For example, screening a dump sample assaying 0.35 percent copper as chalcopyrite removed about 20 percent of the copper as minus 1/4-inch material that analyzed 0.6 percent copper. About 35 percent of the molybdenum and 20 percent of the gold and silver also reported in the fines. Crushing the mine dump sample to minus 3 inch before screening increased the distribution of copper and molybdenum in the minus 1/4-inch screen fraction to 28 and 50 percent, respectively. Similar results were obtained by screening fines from two other large samples of mine waste dump materials. Flotation studies established that the enriched minus 1/4-inch fines from the three dump samples could be effectively concentrated. Comparative testing revealed that the combination of froth flotation of fines and acid-ferric sulfate leaching of the coarser fraction enabled doubling the recovery of copper over direct leaching of the samples. In addition, significant amounts of molybdenum, gold, arid silver were recovered by flotation.

One of the fundamental trade-offs for copper concentrators is between grinding circuit product size and copper recovery. The capital and operating cost savings and throughput increases for a coarser grind should be evaluated against potential recovery reductions. Other benefits of coarser grinds, such as GHG emissions reductions and favourable effects on tailings and water management should also be considered. This paper assesses the formation of laboratory and pilot test programs, design of process flowsheets, equipment selection, and evaluation methods to determine the most appropriate and economical grind size for a given deposit. The paper will include an evaluation of case studies. INTRODUCTION The majority of the world’s mined copper comes from sulphide deposits, which are mostly processed using crushing, grinding, flotation and dewatering flowsheets to produce copper-bearing concentrates for smelting. Ores must be ground to a sufficiently fine size to achieve an acceptable level of liberation to allow both high recovery of copper and valuable by-product minerals while efficiently rejecting gangue to tailings. Therefore, a key design parameter in process plant design is the grind size of the flotation feed. Copper concentrators use a variety of grind size targets that depend on various factors, including ore mineralogy and the grain sizes of valuable and gangue minerals; the sensitivity of valuable mineral recoveries in the rougher flotation stages to grind size, ore hardness; electricity costs; and mining vs. processing throughput constraints. Typically, copper and by-product recovery increase as grind size is reduced, which can improve revenue, but finer grinds increase power and grinding media operating costs and may have implications for tailings management. This paper explores the trade-offs that should be assessed in determining the optimum grind size, and to answer the question if coarser grinds are worthwhile. METALLURGICAL AND FLOWSHEET FACTORS Recovery-by-size behaviour of sulphide-bearing particles In base metals sulphide flotation, it is typical that flotation recoveries vary by particle size. Metal sulphide particles rendered hydrophobic by collector in intermediate size ranges (e.g. 10 to 100 um) usually show very high recoveries, often approaching 100%. Recovery usually falls away in finer size fractions (<10 um) as fine particles have little inertia and can move around bubbles without colliding and attaching to them. Coarser particles (>100 um) are susceptible to particle-bubble detachment and dropback (Jameson, 2019).

As a comprehensive contribution to the understanding of oxygen-blowing of matte smelting, the copper and nickel solubilities between the FeOx SiO2-MgO slag with saturated SiO2 and the Cu2S-Ni3S2 FeS matte with the NCu/(NcU+NNi) of 1, 0.75, 0.5, 0.25 and 0, in a MgO crucible were investigated at 1573 K under controlled partial pressures of SO2 at 0.1, 0.5 and 1 atm. The partial pressures of SO2, S2 and O2 were controlled by using an Ar-SO2-S2 gas mixture after passing through a sulfur reservoir. It was clarified that, at a given matte grade, the solubility of copper in the slag was independent of pso2 while that of nickel increased with increasing pso2. This notable difference was considered to be ascribable to the chemical formulas of the mono-metallic sulfides in which one copper atom combines with ½ sulfur atom while one nickel atom combines with 2/3 sulfur atom. It was also clarified that, at a given iron content in the matte, the pot and ps2 were independent of the matte species. This was ascribable to aFeS in the matte, which was independent of the matte composition, Ncu/(Ncu+NNi), at a given iron content in the matte.

High-temperature heat-content values of pure lutetium sesquioxide and dysprosium sesquioxide were measured over the temperature range from 298° to 1,800° K. Similar data for cerium sesquioxide were calculated from measurements of a mixture of cerium sesquioxide and dioxide and known values for cerium dioxide. The results for lutetium sesquioxide are regular. Dysprosium sesquioxide has a minor thermal anomaly near 1,590° K, the extra heat absorption being 220 cal/mole, Hexagonal cerium sesquioxide undergoes a transformation around 1,050° K, which is only slowly reversible; consequently results were obtained for both the low- and high-temperature varieties. The original heat-content data are reported, and smooth values of heat content and the corresponding entropy increments are tabulated. Equations were derived to represent the heat-content values.

Operation of the iron ore deposits of Krivbass which has been going for 130 years, has led to serious problems related to reaching great depths in open pit and underground mining. Extraction of the huge volume of rock mass (about 9 billion m3) resulted in mass violations of the natural state of the subsurface. At present most mining operations are carried out either by combined open pit and underground mining or by open pits in areas underworked by underground mining. Now the process of movement of the strata underworked by underground mines is not completed ? work fronts of open pits approach the areas of possible funnel, terrace and fissure formation, movement continue to develop. With deepening mining operations the remaining reserves are worked off under layers of incumbent rocks of > 900 m. Significant underground voids arise from mining "blind" deposits at large depths. Heaving of voids over the mined area lasts for decades; it may result in not only unpredictable time of funnel emerging and area development of movement synclines, but also the threat of air blows in mines. Forced caving of incumbent rocks as a way of controllable backfilling is difficult to achieve for economic and technical reasons. This is much more expensive and dangerous than stoping. Furthermore, the mining practice does not know examples of enormous volume backfilling under a km thick rock layer. Currently, RMI "KNU" is conducting research and pre-design work directed at creating a specialized pilot Geoinformation System (GIS) of continuous remote monitoring of rock mass in areas of underground voids influence in Krivbass area. Implementation of this system will enable to determine promptly in time and space the areas of the beyond cut off stress condition, to inform about possible occurrence of events that may result in accidents and to improve safety of mining along with other systems of forecasting and controlling the stress condition in rock mass. RMI "KNU", with a large number of professionals from many Ukraine?s leading mining research centers, has developed a research and design work program that includes the following principal stages: 1. Analyzing geomechanical conditions of combined mining of magnetite quartzite and rich ore deposits; determining mechanisms of moving of rock strata underworked by underground mining and places of hazardous area monitoring. 2. Investigating anthropogenic factor influence on the safe state level of rock strata underworked by underground mining (laboratory studies). 3. Developing processing techniques for continuous remote monitoring of rock mass in areas of underground cavity influence. 4. Modeling the state of rock mass based on results of pilot GIS hardware measurements. 5. Developing an expert diagnostics system for rock mass state in areas underground void influence. 6. Experimental investigation and testing the GIS, its improving for efficient application. After testing the pilot GIS it is supposed to be implemented at all mining enterprises as an integral part of iron ore mining and processing technology in the Krivbass area.

During the period May 15 ? 17, 2006 four fatalities occurred at #1 Waste Dump, at Teck Cominco?s Sullivan mine located at the city boundary of Kimberley, British Columbia, Canada. The fatalities occurred in the sump of a water monitoring station. The Chief Inspector of Mines and his staff immediately responded to the incident. The team worked collaboratively with the Teck Ltd. Trail Hazmat team, a consultant group from Rescan Ltd. and other Teck operation and technical staff. Sampling in and around the water monitoring station in the days following the fatalities showed that exposure to a depleted oxygen environment was the immediate cause of the fatalities. The sump located at the base of the shed was hydraulically connected to a French (coarse rock) drain, located at the toe of the covered waste dump. This presentation will briefly review the immediate cause of the accident, the investigation, a brief introduction to the work of the Sullivan Technical panel and the British Columbia government?s response to the incident and the recommendations of the Coroner?s inquest.

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"

INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. GILBERT Coal producers are not only faced with the problems of mining coal, but must also decide to what extent they can invest capital and what operating and maintenance expense they can afford, after mining, to market their product in sufficient volume and at a reasonable profit. Regardless of whether the operator is contemplating a new operation or merely considering expanding present facilities, market requirements, ability to make a product meeting requirements, probable costs and possible future changes in raw coal or finished product must be considered. In addition, such items as flow sheet, structural designs, storage facilities, etc, must be examined individually and collectively. In estimating preparation costs to meet predetermined market specifications, the operator must calculate the economics of present preparation practices to anticipate the increase to total production which results when the quality of the finished product is increased. The consumers of coal are continually seeking to obtain the best and most adaptable product for their money. Regardless of whether coal is used for coking, industrial requirements, electric power generation, domestic fuel or for other purposes, it will be scrutinized from such standpoints as delivered cost, suitability for utilization in certain equipment, ease of ash disposal, adaptability to material handling system plans and its potential for generating dust problems. Utilities, due to large capacity volume requirements, are generally in a position to select coal that will result in the lowest over-all cost per million Btu. Freight costs, paid by the utility, are important and are given utmost consideration when a coal is under consideration. Steel companies, whether producing or purchasing coking coal, are continually seeking coal that will result in lowering the cost of pig iron production. Since it is usually necessary to clean to lower specific gravities, say 1.40, to turn out a product meeting metallurgical requirements, it follows that a high ash "middling" product is created. These low quality middlings do not command a good price. Therefore, unless the metallurgical coal can command sufficient realization to carry or subsidize the middlings, the operator may be ahead economically to prepare steam coal at a higher specific gravity. While the "unit-train" rate reductions have been helpful to the economy of the coal industry, the establishment of these rates has made mandatory the installation of storage and rapid car loading facilities at mines and plants shipping utility coal (see Chapter 15). There are two things on everyone&apos;s lips when mining folks gather these days - one is the exciting business opportunities that now exist for mine development and expansion, and the other is the dire shortage of human resources needed to design, manage, and even operate the mines. Years of stagnant industry growth, limited employment opportunities, and unwarranted perceptions of remote and harsh working conditions have caused mining to be a less than desirable career choice. Attrition and reduced entry to the workforce has resulted in shortages for not only mining professionals, but also skilled trades people and operators. Consequently, to survive, let alone grow, mining companies, suppliers, and educators are all pursuing innovative solutions with technology, inter-industry recruiting, centralized services, and strategic partnerships. This paper describes some of these initiatives and proposes others, now that the people are gone!

INTRODUCTION THE bibliography of mining methods in the past few years has contained many articles dealing with the use of the diamond drill for blasthole drilling. In the Canadian mines, this method has been used with great success in stoping at Noranda, Aldermac, Waite Amulet, East Malartic and Sladen Malartic mines in the Province of Quebec. It has also been used at the Dorchester and Beattie gold mines in Duparquet, Quebec. The method has found useful application at Copper Mountain mine, British Colombia, and at Flin Flon mine in Manitoba. In the United States, the diamond drill blasthole method has been used at Cornwall Iron Ore Mines in Pennsylvania and at the Republic Steel Corporation magnetite properties in the Port Henry district of northern New York. In the Lake Superior iron district, the method has been used at the Anvil-Palms mine of Pickands, Mather and Co. at Bessemer, Mich., and is also used at the Book mine of the North Range Mining Co. at Alpha, Mich. Other companies in the district have also experimented in some degree with the method at some of their properties. This paper is being offered as a preliminary report on the use of the diamond drill method of stoping at the Book mine. Sufficient work has been done with it to prove its worth and it is the purpose of the article to present some results, operational details, equipment ideas and recommendations which we have found in its use at our mine. LOCATION AND DESCRIPTION The Book mine is situated about a mile north of the village of Alpha, in the NE-NE ¼ and the SE-NE ¼ of sec 12-42-33, between the Dunn mine and the Balkan-Judson mine, and about four miles southwest of the village of Crystal Falls, on the Menominee Range of Michigan. The property was found to have ore near surface in sufficient quantities for open-pit operations and stripping was begun in the latter part of 1942 to prepare it for ore production in 1943. During 1943, 288,447 tons of direct shipping ore were produced from the open pit and 382,933 tons in 1944. While the mine was being operated as an open pit some 350,000 tons of lean ore were stockpiled for later treatment. This material is being treated in a washing and jig plant and concentrates are produced during the shipping season. The ore bodies at the Book mine are characteristic of the Menominee Range. They are found on the flanks of sharply folded anticlines which have a fairly steep pitch to the northwest. The open-pit operations in 1943 and 1944 revealed two of these anticlinal structures.
