This paper describes the practices and methods used in a study of Time Domain Reflectometry (TDR) as an inexpensive deformation monitoring tool in underground excavations at the Waste Isolation Pilot Plant (WIPP). The WIPP is being developed near Carlsbad, New Mexico, for the disposal of transuranic nuclear wastes in bedded salt 655 m (2 150 ft) below the surface. Data collected from WIPP geomechanical monitoring are used to characterize conditions, confirm design assumptions, and understand and predict the performance of the deep salt excavation. The geomechanical monitoring program encompasses numerous geomechanical monitoring techniques ranging from inspection of observation boreholes to advanced radar surveys. In 1989 TDR was introduced as a monitoring tool with the installation of 12.7 mm (0.5 in) diameter TDR cables in the underground excavations. In 1993, a new TDR system was installed in a separate location. Based on experience with the previous installation, enhancements were implemented into the new TDR system that: 1.) extended the period of performance by increasing cable diameter to 22.2 mm (0.875 in), 2.) increased accuracy in locating areas of deformation by aligning cables with nearby observation boreholes, and 3.) improved data acquisition and analyses using a standard laptop computer, eliminating the chart recorder previously used. In summary, the results of a correlation between the TDR signatures to nearby observation boreholes and geomechanical instrumentation will be presented.

This paper discusses why Argyle Diamonds adopted thickened tailings disposal in 1985 and how the system was developed over the next seven years. A wide ranging review of the thickened tailings disposal system and the tailings deposit it was producing was carried out during 1992 and 1993. The results of that review led to the abandonment of thickened tailings disposal at Argyle because of serious concerns about the stability of the resultant tailings deposit. The exposure to the risk of liquefaction and an assessment of the consequences if this happened to the thickened tailings deposit are shown. The criteria for selecting the new tailings disposal strategy are then described. The final section of the paper discusses the management strategies that have been put in place. These are designed to: ò reduce the risk posed by the thickened tailings deposit to an acceptable level; ò safely store tailings to the end of mine life; ò produce a land form that can be decommissioned to the satisfaction of Government regulatory bodies.

The SMCO copper plant is located in DR Congo, and was designed by China NERIN Engineering Co., Ltd. The process is a typical hydrometallurgical plant with Leach-SX-EW, with the project treating the oxide minerals with agitation leaching, followed with three stage of solvent extraction and two stages of stripping, and using permanent SS cathodes to produce LME grade copper. Because of the special characteristic of the ore, what contains 2 different type of oxides (one high carbonate oxide and the other low carbonate), there are several new technical measures that have been developed and adopted for the plant. For example, different grinding, leaching, and filtering are used to treat different oxides. This paper, presents the project process, engineering design, construction and commissioning. The paper also describes some of the problems encountered during plant commissioning, such as the agitation leaching tank issues, and corrosion in the settler-mixer. This paper discusses some NERIN solutions to these problems, and explains the use of the CN filter, which is used to filter PLS to treat high level suspend solids, instead of the traditional sand filter. Finally, this paper also proposes steps / measures for further improvement for future plant operation.

Reduce injury to people or damage to equipment when a scheduled production blast is detonated. Approach The essential elements of an effective blast area security system were identified through case studies of five mining operations where the blast area guarding practices were considered to be superior to those generally found in the industry. These elements were used in making recommendations for improved blast area safeguarding practices. Background The blast area security system is a means by which the mine operator prevents injury to people or damage to equipment when blasting is performed. Analysis of blasting accidents showed that most blasting accidents occur during scheduled blasting and are due to inadequate blast-site security. Factors contributing to the system's breakdown are failure to clear the blast zone, inadequate guarding. and failure of personnel to follow instructions, retreat to a safe location, and/or take adequate cover. Mine personnel, visitors and even trespassers can inadvertently wander into a blasting zone unless proper procedures exist to ensure that all personnel are cleared from the blast zone and kept safely away until after blasting IS completed. Statistics show that the blaster is the miner most frequently injured In these accidents.

In this study, the authors investigated the capability of an acidic thiourea solution and silicon-organic polymers (PSTM-3c, PSTM-3T) as ion-exchange resins to recover of gold from gold-bearing ore concentrates. Firstly, elemental gold present in flotation concentrates was dissolved by leaching with a solution of nitric acid and thiourea under the optimized conditions. The best result on gold thiourea leaching was obtained under a nitric acid concentration of 2 N, thiourea concentration of 2 %, and oxidant (Fe2(SO4)3) concentration of 3 %, solid:liquid ratio (S:L) of 1:20, leaching time of 6 hours at 20 °C with a gold recovery of 93.7 % for a gold flotation (unroasted) concentrate. For the roasted gold concentrate, the dissolution of gold was 94.8% under the optimized leaching condition as nitric acid concentration of 0.5 N, thiourea concentration of 2 %, and the oxidant concentration of 1 %, S:L ratio of 1:10, leaching time of 4 hours at 50 °C. Secondly, a series of sorption tests was carried out on a pregnant leach solution containing gold complex Au[S=C(NH2)2]2+ using silicon-organic polymers (PSTM-3c and PSTM-3T), respectively. The effects of solution pH, adsorption time and temperature in the sorption process are also studied. As the results, the PSTM-3c and PSTM-3T polymers were adsorbed about 94.4 % and 95.1 % gold from the pregnant leach solutions under the optimum sorption conditions, respectively. It was found that the both PSTM-3c and PSTM-3T polymers were effective for the recovery of gold from the pregnant leach solution of thiourea. Adsorption activity of the PSTM-3c and PSTM-3T polymers was confirmed by new peaks near 1700 cm-1 in the FT-IR spectrum of the gold-adsorbed polymers, respectively.

The City of Henderson, Nevada is experiencing extraordinary population growth. Some residential development requires blasting to be conducted at close proximities to high-value houses. Blastingrelated concerns voiced by the community residents include dust, noise, fears of damage to residences, and claims of insufficient controls exercised by the blasters. Residents perceive geological conditions are adverse to the protection of structures at the current vibration regulatory limit of 0.5 in/s. Airblast limits are 120 dB. Vibrations felt within structures leave home owners with the perception that damage is taking place. New cracks appearing in homes at distances far from the blasting are being blamed on blasting.

In order to do the discharge estimation better, it is valuable to find out appropriate formulas for estimating discharge in various pits, based on accumulating data, summarizing discharge patterns applying optimum seeking method and principle, by seeking redical exponent with help of the method of exhaustion, as well as testing and making statistics, in accordance with the quality standards established by our practical experience.

D. C. Ralston—The fact that none of the organizations that have worked on these ammoniacal leaching processes have contributed discussion of Mr. Caron's papers today is a matter of some disappointment. Adaptations, modifications and improvements have been made by several organizations or individuals and to complete the record I want to document a number of them. The Nicaro Nickel Co. operated a Government owned plant at Nicaro, Oriente, Cuba, during the past war. A report on the project was written for Reconstruction Finance Corp. and is in the document file collected by the Office of Technical Services, Commerce Department and filed with the Library of Congress, where it can be consulted or bibliofilm or photostat copies obtained by asking for copies of PB 97271. Nicaro Nickel Co. has obtained a series of U.S. Patents, my list (probably incomplete) of which bears the following numbers: 2,400,098; 2,400,114; 2,400,115; 2,400,461; 2,400,612; 2,458,902 and 2,473,795. International Nickel Co. has also studied the problem and U.S. Patent 2,478,942 shows that some of the complications involving occasional low extractions have been unraveled. Forward, Samis, and Kudryk, of the University of British Columbia, have also published a study of copper-nickel sulphide concentrate.' Others are interested and it is evident that this type of hydrometallurgy is likely to find a happy application in the not-too-far distant future. Caron's two papers practically amount to a summation of his life's work on the important subject of nickeliferous iron ores and the American Institute of Mining and Metallurgical Engineers is fortunate to have been chosen the medium of publication. M. Rey—The ammonia leaching process has been the subject of certain studies in New Caledonia, but at the present time, the conditions are not very favorable to its adoption. The process is a combination of a thermal and a hydrometallurgical process. As a result, the first costs and the operative costs are rather high. To counteract this unfavorable situation, it would be necessary to make a very high extraction. But unfortunately, the process is delicate and in spite of all of Caron's valuable work, there are still many unknown factors. It is difficult to obtain regularly a high extraction, exceeding 75 to 80 pct. It would be interesting to have the opinion of Inter-national Nickel on the process and to know what the Dutch are doing in Celebes. M. H. Caron (author's reply)—I am quite familiar with the different types of nickel and cobalt ores as found on New Caledonia, and it may be pointed out that the Celebes ores are quite the same in their properties. Their behavior when treating the ores by the ammonia-leaching process is also alike and in my opinion, there is no reason why a high extraction of the New Caledonian ores could not be obtained if the process is properly applied. For the sake of completeness I may add that one of my patents has not been discussed in the papers. This patent deals particularly with the treatment of serpentine nickel ores. This paper brings within the compass of one comparatively brief article a general description of the situation concerning the nation's water resources. It touches upon the phenomenal growth in the demand for water supply and emphasizes the problems facing the coal industry both with regard to acid mine water drainage discharged from active and abandoned mines and the suspended solids discharged to the stream system from wet coal preparation plants. IT must always be remembered, with regard to the problem of water-borne industrial wastes, that stream pollution from any cause is just one factor in the comprehensive problem of water supply in modern times. Industries nonexistent 25 years ago are now flourishing, and supplies of water piped to homes and apartments, as well as the greater number of plumbing fixtures per dwelling and per building, have created an ever growing demand on the country's water resources. Indication of this rapid growth in demand is shown in Table I, which is quoted from Abrams. of Texas increased 287% and the water consumption 7000 per cent." The domestic load varies greatly, depending on the extent of the available supply and the habits of the community. According to the report of the President's Water Resources Policy Commission' the United States Public Health Service reported a national average of 127 gal per capita per day, varying from 60 gal in communities of 500 persons to 140 or 150 gal in cities of 10,000 or over. Other critical areas may be cited to illustrate the inter-relation between new industrial processes and the demands for water in the area where the new enterprise is located. Powell and Wilson have pointed out that during World War 11, in the vicinity of Louisville, Ky., a rapid expansion of industry took place, consisting of numerous synthetic rubber plants. The demand for water increased from 37 million gal per day in 1937 to 62 million gal in 1943. These heavy requirements drew down the supply stored in the water-bearing aquifers to such an extent that urgent plans for recharging were considered. Similar situations have developed in the Los Angeles area and in the vicinity of Texas City. Warne4 has drawn attention to the situation in Los Angeles area, where in the West Basin the withdrawal of ground water in 1945 was 90,000 acre-ft, almost double the amount of the natural fresh water recharge. The draw down has been so severe that the level of the ground water is now below sea level, and sea water is invading the West Basin aquifers at rates up to 300 ft per year. In the Report of the Engineers Joint Council it is pointed out that in the area of Texas City the ground water table has been critically lowered. (Read at the Wilkes-Barre Meeting, May, 1877.) Two systems are used for heating air in blast-furnace operations I. The double surface system, in which a cast-iron pipe is heated on the outer surface, and, at the same time, heats the blast from its inner surface. This is simple in operation and gives a continuous effect, but is limited by 1100° F. as a maximum temperature of the blast. II. The single surface system, by which large surfaces of fire-brick are heated, and air passed over the heated surface, absorbing the heat and carrying it on to the furnace. This system is more complex than the double surface, as it involves the reversing of the air and gas every hour and a half. The single surface system has two advantages: 1. The blast can be heated to a temperature of 1800° F. 2. The stoves are indestructible. From recent experience it has been found that 1300° F. to 1400° F. is the best average temperature for economy of coal for safe work¬ing. This is equivalent to a saving of 12 to 2 cwt. of coal per ton, of iron over the extreme limit of cast-iron stoves. Independently of this, it is a strong point in favor of this system that the blast can be raised to a temperature of 1800° F. within an hour when the hearth is getting cold. All furnacemen know the value of a hot hearth for quality and quantity of iron. Cooling of a hearth occurs from leaky tuyeres, scaffolds, or heavy burden. When there is not sufficient coal at the tuyeres to seize on the oxy¬gen of the entering air and convert it at once to carbonic oxide, there will not be enough heat to liquefy the cinder. Black cinder and poor iron are the results. The remedy is additional heat from the blast. If the stoves will give 1800° in place of 1100°, it is obvious that the furnaces will get around sooner, and without waiting for a change of burden at the tunnel head to bring extra coal to the hearth. The heat absorption caused by a leaky tuyere will chill the hearth and drive the zone of fusion higher up in the furnace. This loss must be supplied, and the calories lost to the hearth must be regained before good iron can be made. Take another case : A furnace carefully burdened on No. 1 iron, during a spell of damp weather, goes on to No. 2 or No. 3. Heat is lost to the furnace through absorption by the moisture, and less burden must be carried in order to get back on No. 1. When the

Before commencing design of a coal prepar ation plant, it is essential to have detailed information of the raw coal to be treated to- gether with a clear understanding of the products required. Prediction of raw coal size distribution, particularly the amount of fine material, is difficult and the methods employed should be large scale pilot plant studies or techniques to simulate coal degradation and shale breakdown in water. A detailed knowledge of well proven coal preparation processes and new developments allows processes and process combinations to be compared to'obtain the maximum economic recovery when using lower cost, less efficient processes within acceptable limits. Equipment should be selected bearing in mind its precise application and the location where it is installed. Plant layout should be carefully studied to minimise equipment requirements and to simplify construction. Measurement, control and automation should be an integral part of plant design in order to obtain the optimum performance of the processing equipment.

Today, the employment of the modern hammer drill, using hollow steel, with air or water to expel the cuttings from the drill hole, is the rule rather than the exception in practically all rock-drilling operations. There is considerable carelessness in the matter of keeping the hole in the drill steel properly opened. Plugged steels wholly or partially, prevent proper operation of the drill, whereby drilling speed is retarded, water tubes are bent or broken, and time is lost in tink-ering, or, as often happens, the drilling gang is idle while someone makes a trip to the shop after another drill steel or water tube. To relieve this condition, the Ingersoll-Rand Company has developed, as an auxiliary to the Leyner sharpener, a new device-the Leyner shank and bit punch.

Many miners are involved in tasks at the mine site that are similar to those sub-tasks performed in general construction, maintenance and repair (CMR) type work activities. As a result, many of the injuries in the mining industry today can be traced to employees performing these CMR type work activities. Indeed, a recent analysis of a major aggregate company revealed that 65% of all injuries documented originated from performing such CMR activities. It is hypothesized that the number of injuries to miners performing construction, maintenance and repair (CMR) work activities on mine property may be reduced through improved training that focuses on better hazard recognition using the numerous visual and other cues that are available for evaluating workplace health and safety hazards. To this end, researchers at NIOSH’s Pittsburgh Research Laboratory have merged two proven methods of training miners to recognize hazards, stereoscopic (3-D) slides and the concept of degraded images, into this training program. Stereoscopic (3-D) slides have been shown in earlier NIOSH and U.S. Bureau of Mines research to be an effective training aid for improving the ability of miners to recognize various geologic and mining-induced irregularities that can cause groundfalls.3 They realistically portray the natural mine environment, and thus are an excellent training aid for teaching miners to recognize such visual cues. The degraded image concept, originally developed by the military and used for target detection training, describes scenes where the target is partially hidden by cloud cover, dust, rain, natural barriers, buildings, or other obstructions that can camouflage or confuse the target. Research had shown that flight observers who were trained with less than ideal (or degraded) pictures were more successful in subsequent identification of targets than those trained using ideal (or highlighted) pictures of targets. In order to investigate this concept for training miners to recognize hazards, NIOSH researchers developed a prototype hazard recognition training program using such mining scenes. A control program based on traditional highlighted mining scenes was also developed. Both programs were applied to subjects in a field experiment. Results indicated that miners trained with the degraded images did significantly better on a follow-up test of hazard recognition.4 This hazard recognition program teaches trainees to look for hazards in a more realistic manner than that of the control program. This specific training program for CMR activities involves using the degraded image concept and 3-D slides. The module is designed to educate workers on hazard identification techniques and safe work practices. It focuses on teaching miners techniques for recognizing visual (sight) cues, and then uses these cues to evaluate mining conditions. It should be stressed that other senses, such as sound can also play an important role in hazard detection.

Roof conditions at Southern Colliery, the second longwall mine to be established at German Creek, were found to be much stronger and more massive than at the earlier longwall mine on the lease. Investigations were made to ascertain the level of face support required for longwall extraction under the changed geological conditions. Geotechnical information was provided from drillholes and highwall exposures. Downhole geophysical logs, notably the sonic velocity log, were used to obtain a distribution of the major lithological units over the mine area. A representative type section of the strata and geomechanical properties was compiled to form the basis for numerical modelling. Two-dimensional finite element methods were used to predict strata movements and chock loads under cantilevered roof conditions. The model incorporated a 6.3 in thick roof beam either bonded or detached, with either a 2 in or 5 in overhang. The solid rib, immediate roof, chock support and goaf were modelled as distinct parts, in addition a front abutment stress profile, derived from three-dimensional displacement-discontinuity analysis, was superimposed on the model.

"IntroductionThe Central Mine Planning and Design Institute (CMPDI) of India, started planning the extraction of thick seams highly susceptible to heating in 1977by the French method of sub-level caving and/or multi-slicing. Nitrogen flushing was proposed for inhibition of heating by the author in one such project - the Kotadih colliery.Inhibition of heating was unheard of in the Indian coal industry before 1977-78. The usual practice was to seal off a district or a part of the mine or the entire mine when spontaneous heating occurred. With very little equipment in a normal bord and pillar district and a low production rate, the financial loss in capital assets and in production did not warrant any serious thought for inhibition of spontaneous combustion. With the planned advent of longwall mining, particularly sub-level caving, with heavy capital investment as well as high production potential, the sealing of a longwall face due to spontaneous heating could not be considered an appropriate solution.Principle of Inhibition of SpontaneousCombustionFrench engineers have established that a fire will not break out when oxygen is 15% or lower in the general body of the air. However, once a fire starts, the percentage of oxygen has to be reduced to 2% - 4% to extinguish it. It is this principle which has been used at Blanzy Coalfield in France to inhibit heating and it is claimed that this has retrieved the integral sub level method of mining. Nitrogen infusion has been used in Frence since 1978 to keep the oxygen content below 14% in the goaf."

A closed recycling process for the low-grade scrap of Al-based composite materials was developed. In this process flux treatment with water-soluble halide is a key technique. In the present work, flux treatment conditions were discussed from the viewpoint of the separation and the recovery of the base material, reinforcement and flux. Optimum separation condition was obtained for the NaCl-KCI-KF flux treatment. The recovered aluminum alloy can be recycled for various usages. The recovered SiC particles cannot be reused as reinforcement because of the coexistence of the contamination, therefore it is necessary to eliminate these contaminates or to find another use. The recovered flux is reusable with supplemental addition of fluoride.

One function of the U.S. Bureau of Mines is assessing potential economic impacts of federal land withdrawal policies. This often requires performing economic ana1ysls for an area with limited geologic information available. Input to the economic decision process relies heavily on estimates of mine and mill costs for the potential resources in the area being considered. A methodology for performing these cost estimates was needed to address this situation.

Your chairman has asked me to deal with questions of education relative to our present and projected trends in the field of mineral expiration. First comes our definition of education--and education is not the merely formal acquiring of academic knowledge, but the understanding, using and projection of knowledge into our channels of life and thought activity. This past year makes us realize the extent to which price and economic cut-off may stimulate or curtail exploration,, But exploration does not consist solely in the discovery of sources of material. There is just as inspiring and imaginative a territory in the develop¬ment of uses and application--and no one in our base metal industry but would hope that our educational processes would fertilize those springs of inspiration that lie dormant in us all, toward the- imaginative conception of new uses--lead roofing cloths or felts, non-tarnishable copper utensils, further zinc solid state application. Thus an educational pattern should seek to develop imagination and thinking beyond--the possibility of that small but oh so difficult step just ahead of the existing,
