'"THE Federal Coal Mine Safety Act (public Law T. 552. 82nd Congress) was approved oil July 16, 1952. It incorporates, as Title I, the Coal Mine Inspectio1.1 and Investigation Act of May 7. 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter. coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title 11 contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires. inundations. and man-trip 01. man-hoist accidents. At this point a brief account of events that preceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Govermment as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coalmine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small folce of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations aftel mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia. Ill., disaster of March 25. 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act. The act is a compromise measure. Senator Matthew M. Neely of West Virginia and Congressman Melvin Priec of Illinois introduced almost identical versions in the 82nd Congress, but they were considered too drastic. The final version was introduced by Congressman Samuel K. McConnel, Jr., of Pennsylvania, after considerable discussion and amendment in committee hearings. It was passed by the Congress and became effective when signed by the President on July 16, 1952. The act is somewhat limited in scope because it applies only to approximately 2000 coal mines in the United States and Alaska that employ regularly 15 or more individuals underground. It exempts approximately 5300 mines employing regularly fewer than 15 individuals underground and all strip mines, of which there are about 800. Moreover, it covers only conditions and practices that may lead to major disasters from explosion, fire, inundation, or man-trip or man-hoist accidents. According to Bureau records, such accidents have resulted in less than 10 pct of all the fatalities in coal mines. It is important to mention that the law is not designed to prevent the day-to-day type of accidents that have caused the remaining 90 pct or more of the fatalities, because it was the specific intention of the Congress to reserve the hazards which caused them to the jurisdiction of the coal-producing states. Many who opposed any Federal legislation that would give the Federal inspectors authority to require compliance with mine safety regulations claimed that such legislation would usurp or infringe upon States' rights. To assure that the principle of States' rights would be preserved, the act provides for joint Federal-State inspections when a state desires to cooperate in such activities. The Director of the Bureau of Mines is required by the act to cooperate with the official mine-inspection or safety agencies of the coal-producing states. The act provides further that any state desiring to cooperate in making joint inspections may submit a State plan for carrying out the purposes of this part of the act. Certain requirements are listed: these must be met by a state before the plan can be accepted. The Director of the Bureau of Mines, however, is required to approve any State plan which complies with the specified provisions. The Director may withdraw his approval and declare such a plan inoperative if he finds that the State agency is not complying with the spirit and intent of any provision of the State plan. When this paper was prepared, agreements for joint Federal-State inspections had been entered into with Wyoming and Washington. A few other states have indicated their desire to submit a State plan and negotiations toward that end are now under way. Reluctance to enter into such agreements may be due to the mine operators' knowledge that in the states that adopt a cooperative plan they are prohibited from applying to the Director of the Bureau of Mines for annulment or revision of an order issued by a Federal inspector and must appeal directly to the Federal Coal Mine Safety Board of Review for such action. Experience has proved that review by the Director as provided in the act is a less expensive and time-consuming procedure to all concerned than applying to the Board. Reluctance also may stem from the fact that joint Federal-State inspections somewhat restrict the movements of the State mine inspectors and tend to reduce the number of inspections of mines. Where a State plan is not adopted, the Federal coal mine inspector is responsible under the law to take one of two courses of action if he finds certain hazardous conditions during his inspections. The first action involves imminent danger. Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F). When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. A mining company with a site characterized by geothermally high temperature ground plus highly reactive ground employed a blasting system like the one described above. The site desires to improve blasting performance by moving to an in-hole delay initiation system that can withstand the site ground conditions. At the request of the mining house, DynaEnergetics (hereafter “the company”) developed an electronic initiation system for application in geothermally high temperature ground and/or extremely reactive ground conditions. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1ms increments up to 1500ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits

Ground Penetrating Radar (GPR) is an electromagnetic geophysical reflection technique that maps reflections associated with a change in electric properties of the target medium. It can thus be used to map the geometry of geological features and fractures as these can have different electromagnetic properties to intact rock. GPR was used successfully to determine the position and nature of the fractures in the tunnel sidewall, in the area of the simulated rockburst experiment. By comparing the radar scans acquired before with those acquired after the blast, it was possible to determine which fractures were reactivated by the blast and where new fractures were developed. It was found that the mining-induced fractures that formed during the development of the tunnel were re-activated by the simulated rockburst, as indicated by their increased reflectance on the radar scans. In addition, several new tunnel sidewall parallel fractures developed in the area of the blastholes. GPR thus clearly shows how and where the fracture pattern changed as a result of the blast and contributed to the understanding of the mechanisms of damage associated with the blast, and perhaps rockbursts in general.

The hot working behavior of 17-4 PH stainless steel was studied using the hot compression test at temperatures of 950-1150 °C with strain rates of 0.001-10 s-1. A step by step procedure for data analysis in hot compression test was given. The work hardening rate versus stress curves were used to reveal whether or not dynamic recrystallization (DRX) occurred. At low Zener- Hollomon (Z) parameter, this material showed a new DRX flow behavior, which was called Multiple Transient Steady State (MTSS). At high Z, as a result of adiabatic deformation heating, a drop in flow stress was observed. The general constitutive equations were used to determine the hot working constants of this material. Moreover, after a critical discussion, the deformation activation energy of 17-4 PH stainless steel was determined as 337 kJ/mol.

THE initial meeting on Mining Methods* opened at 10 o'clock Monday morning with Scott Turner as chairman and W. Spencer Hutchinson as vice- chairman; about 60 attending. After preliminary announcements Theodore Marvin was called on for his paper,, entitled "Rock Tunnel Methods," which has been appearing serially in The Explosives Engineer. Marvin read the introduction and called attention to the account of one or' two particularly' interesting projects, such as the. Brooklyn water supply tunnel. E. D. 'Gardner, Char1e.s S. Hurter, L. D. Lamont and Spencer P. Howell took part in the discussion, Howell commenting on the fact that, in one case cited, misfires had occurred through detonator wires 'coming in contact with the case of an unapproved flashlight, .,: and that all flashlights should be approved.

"The investigation discussed in this paper was undertaken to obtain fundamental data on crushing and grinding and has been confined, so far, to work on quartz.The results of crushing or grinding have hitherto been judged entirely by the amount of the various-sized particles produced, based. on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns - a method which could give only a general idea of what had been accomplished.There was a distinct need of a ""yardstick"" for the measurement of crushed material. It appeared that no advance in the fundamental investigation of crushing and grinding could be made without a reliable method of surface measurement and that such a measurement would have to be based on some property of the surface of the crushed material.A number of attempts based on various surface actions, such as adsorption and heat of wetting, were made to measure surface on quartz particles, but all gave unsatisfactory results. After some preliminary work it was decided that a dissolution method based on Wenzel's law-- ""the reaction velocity between solids and liquids is proportional to the area. of contact""4 -- would be the most feasible.Early use of the dissolution method had been made for surface measurements5, and lately Dr. Geoffrey Martin and his coworkers in England used the dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from a sample in one hour by a hydrofluoric acid solution, with the amountdissolved from a measured quartz cuboid6,After investigating the solvent power of sodium carbonate, sodium hydroxide, and hydrofluoric acid for quartz, hydrofluoric acid was selected as the most suitable solvent, and a dissolution method was developed which gives very reliable results.During the dissolution of quartz in hydrofluoric acid, the reaction velocity changes for two reasons: there is a change in concentration of solution, and a change of surface of the solid. The amount of quartz dissolved in a definite period of time is therefore not a true measure of surface. If, however, the reaction velocity or rate of dissolution for various periods of time be plotted, a curve will be obtained which, if extrapolated to the zero time ordinate, will give the rate of dissolution before any change of surface or any change in the solvent has taken place, and which is a true index of surface. This rate of dissolution, expressed in percentage of the original sample at the zero time ordinate, is designated herein as the ""Initial Rate"" or as simply ""I. R."""

The liquidus curve of the Mg-Pb system was accurately redetermined. The compound Mg2Pb decomposes peritectically at 538.2° ± 0.3°C to liquid and to a compound p' which melts congruently at 35.0 at. pct Pb and 549.0° ± 0.3°C. The solidus curve of ß' was determined. X-ray diffraction studies indicate that 4' has an orthorhombic structure. Activity values of magnesium calculated from the phase diagram agree with those published in the literature. EXPERIMENTAL thermodynamic properties of binary metallic systems have to be consistent with values calculated from the phase diagram. In systems forming intermetallic compounds the shape of the liquidus curve near a compound is determined by the thermodynamic properties of the coexisting solid and liquid phases. Hauffe and Wagner' neglected the temperature dependence of the chemical potentials and obtained the potential differences of the components of the liquid alloys, relative to stoichiometric liquid. Their calculations were based on the liquidus curve and on the heat of fusion of the compound, and were only valid near the congruent melting point. Steiner, Miller, and Komarek2 developed equations which account for the temperature dependence and obtained the chemical potentials of liquid Mg-Sn alloys over the entire phase diagram from the liquidus and solidus curves and from enthalpy values with the pure components as the standard states. The Mg-Pb phase diagram has been studied by several investigators whose results have been compiled and critically evaluated by Hansen.3 Although the liquidus curve was poorly defined, the general features of the diagram, i.e., one congruent melting compound, Mg2Pb, of essentially stoichiometric composition, two eutectics, and limited terminal solid solubilities, seemed to be suitable for a similar thermodynamic analysis. A careful redeter-mination of the liquidus by thermal analysis revealed, however, the existence of another compound. The liquidus curve between the two eutectics was precisely delineated and the structure and solidus curve of the new compound were investigated. The revised phase diagram was thermodynamic ally analyzed to evaluate the activity of magnesium in the liquid alloys. EXPERIMENTAL PROCEDURE The magnesium metal (Dominion Magnesium Ltd., Toronto, Canada) had a purity of 99.99+ pct; lead (American Smelting and Refining Co.) contained 99.999 pct Pb. Most experiments were carried out in graphite crucibles. Several experiments were made in high-purity alumina (Triangle R.R., Mor-ganite, Inc.) and in Armco iron crucibles to test the inertness of the graphite crucibles. Chemical analysis of magnesium and detailed description of the procedure for thermal analysis have been given previously. For the determination of the solidus curve of the compounds, specimens of initial composition Mg2Pb were equilibrated in a closed isothermal system with magnesium vapor. The source of the magnesium vapor was an alloy which had a gross composition lying in the 0' + L field at the temperature of equilibration. As equilibrium was approached, the specimens lost magnesium to the two-phase reservoir thereby lowering the activity of magnesium in the specimens until activity and composition equaled that of the ß'/ß' + L boundary. Crucibles (1.9 cm ID by 2.2 cm OD by 4.1 cm high) and tightly fitting lids were machined from a molybdenum rod; small, shallow trays were fashioned from thin (0.005 in.) molybdenum sheet, and all the molybdenum components were degreased in hot carbon tetrachloride and then dried. The pieces were then degassed in vacuum at 950°C for about 6 hr. The two-phase alloy was placed at the bottom of the crucible and small specimens of the Mg2Pb compound, weighed on an analytical balance, were placed in two molybdenum trays above the two-phase alloy. The crucible was closed by forcing its lid on and then inserted in a titanium crucible. This crucible was evacuated, flushed twice with argon, and welded under argon. The specimens were equilibrated for about 1 week in a resistance furnace regulated by a Celectray controller, and the runs were terminated by water quenching. The specimens were again weighed and the equilibrium compositions were calculated on the basis that the weight losses were solely due to a loss of magnesium to the two-phase alloy. The structure of the B' phase was investigated by the Debye-Scherrer X-ray diffraction technique. Selected ingots from thermal-analysis experiments containing about 35 at. pct Pb were re-melted, slowly cooled, and crushed in an argon-filled glovebox until the entire ingot passed through a 50-mesh sieve. "ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

Forty years have elapsed since the Bureau of Mines was established on July 1, 1910, by Act of Congress. The convocation of this Sixth International Conference of Safety in Mines Research Directors, 24 days after our 40th birthday, seems to be an appropriate time for reviewing our contributions to mine safety research and the problems yet to be solved from the American point of view. Actually research on safety in coal mines was started by the United States Government in the Technologic Branch of the U. S. Geological Survey of the Department of the Interior in 1908, as a result of a succession of disastrous coal mine explosions in which many lives were lost. In 1910 this work was transferred to the newly created Bureau of Mines. 394 lives were lost annually per 100,000 men employed in the coal mines of the United States in the 5-year period ended in 1910, as compared to 203 lives lost annually in the 5-year period ended with 1949. In 1908 no safe, permissible types of explosives and no certified permissible equipment of any kind were used in American coal mines. Black powder was in universal use and open oil or acetylene lights were common in all but mines known to be gassy. Rock dusting was not practiced to limit propagation of explosions, nor was ventilation in many mines adequate, Our safety practice lagged behind that of foreign coal- mining countries and therefore one of the first steps in carrying out the Congressional Authorization of 1908 to investigate the causes of mine explosions was to obtain assistance from the leaders of mine safety research in foreign countries. At the request of Dr. Joseph H. Holmes, director of the Technologic Branch of the Geological Survey, James R. Garfield, Secretary of the Interior, obtained the cooperation of the Governments of England, Belgium and Germany in sending Captain Arthur Desborough, Inspector of Explosives in England, Mr. Victor Watteyne, Inspector-General of Mines in Belgium, and Mr. Carl Meissner, Counselor for Mines in Germany, to visit American mines and make recommendations for increasing safety and efficiency in mining coal in the United States.

"The inner frictional resistance of open-ended piles depend heavily on the degree of soil plugging. Many factors including pile diameter, relative density and end conditions of the piles influence the degree of soil plugging. In this paper, the effects of inner sleeves attached at the pile base on the inner frictional resistance are discussed. The experiments were conducted on a medium-dense sandy ground using smallscale model piles. The results suggest that the inner frictional resistance is influenced by sleeve height for 50 mm diameter piles although it is independent for 30 mm diameter piles. The results also indicate that soil plug height is influenced by the sleeve height. The results of the incremental filling ratio (IFR) showed that penetration of non-sleeved piles is closer to unplugged state than the sleeved piles. The results of the IFR also reveal that the degree of soil plugging is affected by the sleeve height for 50 mm diameter piles although the variation is very limited in 30 mm diameter piles. The results on the coefficient of lateral earth pressure suggested that it increases from 1.08 – 1.75 when the sleeve height is increased from 10 – 100 mm for 50 mm diameter piles.INTRODUCTIONPrevious studies have shown that the behaviour of open-ended piles is different from closed-ended piles (Szechy, 1961; Randolph et al., 1979; Paikowsky and Whitman, 1990). Open-ended driven piles are widely used for deep foundations, in particular in offshore deep foundations. Generally, it is accepted that a short open-ended pile produces a smaller bearing capacity than a similar closed-ended pile (Nauroy and Tirant, 1983). However, a long open-ended pile can produce a similar bearing capacity as a closed-ended pile due to a large inner frictional resistance mobilised between the inner pile shaft and inner soil (Lehane and Randolph, 2002). The ultimate bearing capacity of an open-ended pile, Qu consists of three components as given in Eq. 1."

Even though wet processes were used in coal preparation plants prior to 1941, dewatering coal was not a problem then because the finer sizes were uneconomical to recover and were considered waste. However, during the war years the scarcity of raw materials necessitated the utilization of every pound of natural resources and coal plants began seeking an economical mans of recovering fine coal. Early efforts to this end concentrated primarily on centrifugal dewatering devices. Such equipment produced good results but was relatively expensive. In 1944, a method was devised utilizing a vibrating screen fitted with a profile wire deck rather than the standard woven wire cloth deck. This machine came to be referred to as a dewaterizer. Results obtained with the dewaterizer approached those of the centrifugal equipment, but at a lower capital cost, Their use reduced either the number of centrifugal units required to follow the dewaterizers or the required energy input to heat dryers, In some cases they eliminated the need for any further dewatering equipment.

The CaO-MgO-SiO2-Al2O3 system, characterised by its intricate phases and thermodynamic properties, plays a pivotal role in steel secondary refining processes, encompassing desulfurisation, non-metallic inclusion capture, and refractory protection. Accurate predictions for diverse industrial applications, including metallurgy, ceramics, and materials science, are imperative. To address this challenge, a combination of machine learning techniques will be specifically applied to model the liquid fraction of the slag and the solid fraction of MgO. The development of an artificial intelligence (AI) system, leveraging various machine learning techniques, has gained momentum in this project. The focus of this work is on constructing an AI model, based on machine learning techniques, within the CaO-MgO-SiO2-Al2O3 system, utilising simulation results from FactSage™, version 8.1 (by GTT Technologies). The primary objective is to train the AI model using these simulation outputs to predict the percentage of liquid fraction and MgO saturation based on chemical composition parameters. The AI model will undergo training with a comprehensive data set of simulations within the CaOMgO- SiO2-Al2O3 system, covering a diverse range of compositional at 1873 K. These simulations, conducted through FactSage™ 8.1 software, provide a robust foundation for AI model training, ensuring generalisability and precise predictions for the liquid fraction of the slag and the solid fraction of MgO, the solid fraction of MgO in this case is determined by the difference between the total MgO and the MgO in the liquid fraction, so it is not the objective of this study to determine which phase of MgO is in the solid state.. The predictive capabilities of this AI model hold significant implications for process optimisation, quality control, and decision-making in CaO-MgO-SiO2-Al2O3- dependent industries. Precise estimations of the liquid fraction and MgO saturation empower researchers and engineers to enhance operational efficiency and quality. This paper explores the methodologies employed for AI model creation and training, achieved results in terms of prediction accuracy, and potential applications in the field. The development of this AI system signifies a notable advancement in utilising machine learning for better comprehension and control of complex chemical systems. Furthermore, to align the study with real-world steel production, we introduce FeO and MnO at concentrations of 2 per cent and 1 per cent at 1873 K, respectively, following the validation of model results using the CaO-MgO-SiO2-Al2O3 system. This adjustment aims to bring the study closer to the observed reality in steel mills globally.

This paper presents a unique stirred milling technology, Outotec HIGmill™, a modern, flexible and energy efficient grinding solution for fine and ultra fine grinding being tested in an industrial scale level. The test was performed at an iron ore pellet producing plant in Sweden (for confidentiality reasons, it will be referred to only as “the client”) where a pilot HIGmill™ unit (HIG25) was installed parallel to a conventional regrind circuit to compare its performance to the existing ball mill. By using a continuous test run procedure and evaluating the parameters of F80, P80, mill shaft rotation speed and power drawn it was determined its grinding capabilities, operational flexibility and energy efficiency. Outotec HIGmill™ outperformed the existing ball mill in the plant proving its capabilities to grinding finer, with steeper particle size distribution (PSD) and much higher energy efficiency. The tests performed showed that, with further refining of its operation, it is capable of consistently deliver the required PSD with up to 30% higher grinding efficiency.

Safety management is an important mortal and business function in construction. Contractors have traditionally tracked and reported lagging indicators, e.g. fatalities and lost-time accident rates, to measure their safety performance and stay in compliance with relevant regulations. Over the last several decades, contractors became more proactive in their approach to safety and developed programs that track leading indicators, e.g. safety audits and safety climate. In particular, safety climate measures workers? perception of safety management and its effectiveness in the workplace. Past literatures indicated that, while some industrial construction contractors ignore safety climate measures, others are limited by a lack of a formal means to measure safety climate. In this study, a survey approach is used to measure an industrial construction contractor?s safety climate through three key areas: management commitment, job control, and general safety climate. As a pilot study, a total of 214 individuals at a fabrication facility participated in the survey to verify the validity and effectiveness of the proposed survey approach. This survey study also confirms that job control and management commitment have a positive correlation and that worker demographics have an effect on respondents? perceptions of management commitment.

The mining of underground coal presents several hazards for miners, including the risk of an explosion fueled by methane gas and coal dust. Methane gas, produced during coal formation, can continuously leak into old workings and build up through its lower explosive limit. Underground coal mines are required to maintain safe conditions, either by ventilating old workings or sealing them off using approved methods. Seals must be designed to withstand instantaneous pressures for a minimum of four seconds. A design strength of at least 50 pounds per square inch (psi) is required for atmospheres monitored and maintained inert, 120 psi for non-inert or not monitored, and greater than 120 psi for special cases. Due to the high cost and testing environment availability, most mine seals are designed through calculations and computer modeling and not subjected to full-scale testing in a representative environment. High pressure is not the only threat that mine seals may be exposed to. During an underground explosion, pressure waves and gas expansion may propel common mine items and objects to a high velocity, generating enough energy to damage mine seals and reduce their strength. Damaged mine seals may fail to contain their rated pressure, allow high pressure gas and fumes to vent through the seal during an explosion, or allow gasses to leak through the seal later after an explosion has occurred. This paper examines the effects of high velocity impacts of common mine materials and items on a reinforced mine seal rated to 120 psi.

Excavations in deep level hard rock mines show rheological or time-dependent deformation responses to mining-induced stresses. These are generally not as dramatic as those seen in soft rock environments, such as potash and salt mines, but these deformations can nevertheless become substantial in time. It is usual to see total excavation closure at a much earlier stage than predicted by numerical models, and real-time measurements underground have confirmed that closure takes place on a more-or-less continuous basis, with highest closure rates observed after a blast and then slowly diminishing with passing time. This paper describes laboratory tests to determine the time-dependent response of hard rocks to loading, the results of the tests, and then quantifies these effects to explain the time-dependent phenomena observed underground. The primary intention of this work is to help explain the various time-dependent deformation processes around typical deep level hard rock tabular excavations. Three mechanisms were investigated in two typical hard rock types present in the deep level gold mines in South Africa, namely Ventersdorp Lava and Elsburg Quartzite. Uniaxial compression creep studies were done as the first part of the study followed by shear creep studies on discontinuities where crushed lava and crushed quartzite as well as a natural gouge were used as infilling. The last part of the study consisted of triaxial post-failure relaxation tests. The compression creep tests and the triaxial post-failure relaxation tests showed that the amount of energy dissipated by the lava is significantly less than for quartzite. For mines operating at depths greater than 2000 m the implication is that the lava must show a greater rockburst-proneness than the quartzite. Since the lava shows a lower post-failure stress relaxation, it can store sufficient energy for multiple rockbursts, which is seen in the clustering of multiple seismic events in the deep level mines. This study provides the first data available for energy change calculations in fractured rock masses, and provides the first general indications for rockburst intensities ahead of active mining faces.

Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F). When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. A mining company with a site characterized by geothermally high temperature ground plus highly reactive ground employed a blasting system like the one described above. The site desires to improve blasting performance by moving to an in-hole delay initiation system that can withstand the site ground conditions. At the request of the mining house, DynaEnergetics developed an electronic initiation system for application in geothermally high temperature ground and/or extremely reactive ground conditions. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1 ms increments up to 1500 ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

A diverse selection of rockbolt designs and resin anchors are available for use in underground mines. Research in recent years at the UNSW Mining Research Centre led to the construction of a rockbolt pull-testing facility. This facility has subsequently been upgraded, commissioned and initial test work has been completed to verify the pull-test process. A test program has been completed with the objective to understand the load transfer mechanism and improve the general performance of rockbolts. This paper describes the results of this research.
