Many industries have established their own systems for self-regulation. They often do so when companies operate in countries where financial, technical, environmental and social regulation is weak and when the industry is challenged by legitimacy issues related to behaviour in one of these areas. Mining is one industry that has progressed unevenly down the road of self-regulation in these areas. This paper examines how the development of self-regulation for mines and mining companies involves difficult questions of scope, rules, membership, assessment criteria and performance evaluation. Using a range of theoretical and empirical results from research on self-regulation, performance rating and corporate strategy, this paper analyses the strategic and operational issues related to the idea of self-regulation in the mining industry. The analysis indicates that while self-regulation may bring benefits to members, they are likely to take a long time coming; but when they do arrive they may be substantial. Using the fact that in relation to technical and financial issues the industry is quite experienced in self-regulation ? not least as it is more reluctant in areas such as environmental and social performance ? the case is made for a comprehensive and innovative approach, that draws on the areas where the industry is experienced and develops new institutional solutions in the areas where the industry is more reluctant.

For the REM (Réseau Express Métropolitain) project, a 2500 m tunnel was built using a tunnel boring machine (TBM) under the Montreal Pierre Elliott Trudeau Airport (ADM). Although the geology under the Montreal Airport (ADM) would have been suitable for an excavation with a hard rock machine, the rst section reuired an earth pressure balance (EPB) TBM due to the soft soil located under wetlands. After excavating 280 m, the TBM was blocked in a transition zone of unconsolidated, water-bearing soils directly above the underlying bedrock. A free air intervention was not possible due to these geological conditions. After several failed attempts to create a slurry cake for hyperbaric interventions, a ground freezing system was designed and implemented, incorporating angled pipes drilled from outside the wetlands to directly in front of the cutterhead. This paper discusses the engineering reuired to form a frozen, water-tight zone in front of the cutterhead using liuid nitrogen. It also describes the complex method of replacing the disc cutters while holding the ground freezing system active in a manner protecting the health and safety of the workers.

Thermodynamic calculations pertaining to the minerals gibbsite, kaolinite, halloysite, and dickite have been hampered by the lack of adequate heat and free energy of formation data. Previous data for gibbsite were highly uncertain, and there were no data for the other three substances. By use of hydrofluoric acid solution calorimetry, the Bureau of Mines derived heat of formation values from the elements and from the oxides for the four substances, and the data were combined with known entropy values to obtain the corresponding free energies of formation. The results show that gibbsite and halloysite are thermodynamically unstable with respect to the oxides (a- alumina, a- quartz, and liquid water) at 298.15° K,, while kaolinite and dickite are only moderately stable (to about the same degree), The instability of halloysite, in comparison with kaolinite and dickite, results in a 60°-lower equilibrium decomposition temperature.

"Seepage is a major cause of earth-rockfill dam failure. Numerical simulation of infiltration process, distribution of drift, flow velocity and direction after the impoundment can guide seepage control and evaluate its effects. A double field coupling model is established based on soil consolidation theory and the interaction between the seepage field and the temperature field. The simulation is implemented under the situation of core wall setted, core wall not setted, and core wall setted with concentrated leakage. The results indicated that the saturation line height was significantly reduced due to impervious core wall, and the temperature distribution is uniform above the saturation line. If concentrated leakage occurs, temperature distribution of dam was significantly changed, which is consistent with theoretical inference.INTRODUCTIONEngineering seepage field distribution must be calculated in seepage control design, optimization, and correction of new engineering construction of earth dams, as well as in seepage monitoring and evaluation of existing earth-rockfill dams. The aim of calculation is to identify the important parameters in seepage field, such as the coefficient of permeability, seepage flow, pressure, head, and allowable seepage slope, for effectively implementing seepage control design, correction, safety assessment, and anti-seepage reinforcement. These seepage parameters usually can be obtained by in-situ test and back-analysis based on reliable monitoring data.In order to obtain reliable monitoring data and reflect the earth-rockfill dam seepage state and change process, appropriate monitoring technology and monitoring method is necessary. The concentration limits of flammability and autoignition temperatures of trichloroethylene in atmospheres of air, oxygen, and nitrogen tetroxide have been determined in a spherical vessel. The autoignition temperatures of TCE in atmospheres of air, oxygen, and nitrogen tetroxide were found to be 419°, 396°, and 221° C, respectively. The flammability zones of TCE-air, TCE-oxygen and TCE-nitrogen tetroxide mixtures at 100° C were found to be 10.5 to 41, 7.5 to 91, and 13.5 to 69 volume percent TCE, respectively. In addition, maxi-mum combustion pressures of 50 ps and 140 were recorded for constant volume combustion of the lower limit mixtures of trichloroethylene in air and oxygen, respectively.

The use of air-decks to reduce explosive costs has become very topical in recent years. The majority of the research in this area has been arried out between the Soviet Union where reductions in explosive consumption of between 10-30% have been claimed with apparent benefits being gained in both fragmentation and movement. Work carried out by the University of Maryland using thick plexiglass blocks has supported these findings and indicated that air-decks in measetbe duration of action of the shock wave on the surrounding material by a factor of 2 to 5 (see Figure 1). Although the fracture network resulting from this mechanism is not as intense as that produced adjacent to the explosive charge it does appear to act over a larger volume of material. Although the mechanism attributed to air-decking has been studied in some detail the effect of this mechanism on the size distribution of material produced during a blast does not appear tot have attracted much attention.

"Fording Coal Limited is one of Canada's largest producers of metallurgical coal for the export market. Medium- to highvolatile coals are mined at its Fording River operations in southeastern British Columbia. This paper discusses some of the mine design and production related problems encountered, and how they have been resolved. Other aspects of the operation such as geography, geology and standard mining methods employed are also covered.IntroductionFording Coal Limited was formed in 1968 to mine and market metallurgical coal resources held by the company in the East Kootenay region of southeastern British Columbia<1>. The company, at its Fording River operations, holds approximately 19,635 hectares of coal lands, having an estimated resource of 3.5 billion tonnes of metallurgical coal. Total reserves are approximately 520 million tonnes.Fording Coal is owned 600Jo by Canadian Pacific Enterprises Limited and 400Jo by Cominco Limited. Cominco itself is owned approximately 540Jo by Canadian Pacific Enterprises. The company, originally staffed and managed by Cominco, has been independent since January 1978, with its own board of directors, management, staff and employees. The head office is in Calgary, Alberta. The Fording River operations are located in British Columbia, approximately 70 km north of the Crowsnest Pass, near the Alberta/ British Columbia boundary, only 150 km by air and 320 km by road from Calgary.A contract was signed in 1969 with the Japanese steel mills to provide 45. 7 million tonnes of metallurgical coal over fifteen years, commencing in 1972, at an annual rate of 3 .05 million tonnes per year. The mine is presently expanding annual production capacity from the original 3.0 million long tons (3.05 million tonnes) to in excess of 5.0 million tonnes.Concurrent with this production expansion, a vigorous marketing effort has diversified Fording's customers to include additional countries in the Pacific Rim area. Three cleaned coal products are now marketed compared to the single ""standard blend"" product originally shipped to satisfy the Japanese contract. The product specifications are listed in Table I."

This paper describes an advanced oxy-fuel combustion technology for re-melting aluminum that significantly reduces energy consumption and emissions. This oxy-fuel combustion technology developed by Jupiter Oxygen is a patented process for combustion of fossil fuels with pure oxygen while excluding air, thereby creating an undiluted high flame temperature and increased efficiency for process heating in industrial furnaces. This unique process has led to improved heat transfer and longer residence time while maintaining the same process temperatures as with air combustion. The energy efficient combustion process allows aluminum companies to operate at a substantially lower cost due to a dramatic fuel savings of up to 70% for natural gas and waste oil (1). The results of more than 10 years of day-to-day experience utilizing the Jupiter Oxygen Corporation oxy-fuel combustion technology licensed to Jupiter Aluminum Corporation in the aluminum re-melting business are discussed.

Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance.Consequently, over the last few years, there has been a major focus among some mining companies to imbibe operational excellence. This has been only possible because of the replacement of a silos-based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organizations is not trivial. Attempts in the past to integrate functions, such as through mine-to-mill initiatives in the mining industry, have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turnover and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate level.Opportunities. The reactions of alumina and alumina monohydrate with wet hydrogen fluoride gas were studied by the Federal Bureau of Mines to determine the feasibility of producing commercial-grade aluminum fluoride from offgases generated by pyrohydrolysis of siliceous fluorspars. The test results showed than an aluminum fluoride reactor operating at maximum efficiency could retain 96 percent of the fluorine contained in off-gases generated by pyrohydrolysis of siliceous fluorspar. The requirements are a reactor temperature of 200° C. and a reactor entrance gas containing 5 mole-percent hydrogen fluoride. Partial pressure equilibrium constants were determined for the reaction of alumina monohydrate and wet hydrogen fluoride gas from 200° to 350° C. and for the reaction of alumina and wet hydrogen fluoride gas from 350° to 700° C. Both reactions are reversible, and they proceed in directions that are dependent upon the temperature and the relative HF:H2O concentration. Logarithms of the equilibrium constants were used to plot the reaction isobars; these can be used to calculate the theoretical maximum efficiency of a reactor processing wet hydrogen fluoride gas between 200° and 700° C. The theoretical maximum efficiency decreases with increasing temperature.

In today’s highly competitive market situation, it is of outmost importance for EAF steel makers to optimise their processes in order to reduce operating costs and to improve safety and reliability of the equipment. The laser based off-gas analysis technology, With laser units installed on the fix duct, downstream the combustion gap, uses the “Tuneable Diode Laser Absorption Spectroscopy” (TDLAS). The system performs real-time off-gas emissions measurements of CO, CO2, O2, H2O and temperature. A closed-loop operation is in place for dynamic control of the chemical energy package combustion/post-combustion of CO, H2 and CH4 gases into the EAF furnace shell. A statistical framework which builds on a data analysis engine, based on Danieli Automation Q3Intelligence technology, evaluates the “fingerprint” of the process represented by average and deviation trends of both gases and other process parameters. Process fingerprinting is conceived both for offline profile optimisation and on-line control of the refining process. This paper describes how the technology has been applied and the results achieved at ACCIAIERIE BERTOLI SAFAU (Italy) 100 t AC Electric Arc Furnace.

This Bureau of Mines research study found gas emission rates from an advancing face, and flows and pressure of gas from an exploration drill hole were dependent upon the geology of salt encountered in a domal salt mine. Normal production-grade "pure" salt adjacent to an anomalous&apos; zone was found to have a methane emission rate of less than 5 ft3/ ton (0.1 m3/t) of mined salt from a room advanced by a continuous miner. Extremely low gas flows [less the 4 ft3/h (0.1 m3/h)] and lack of pressure buildup were also observed from this normal salt in a 154-ft (47-m) exploration drill hole. These data indicate that methane emissions should not be a problem when mining in this type of salt. In the adjacent anomalous zone, methane emission rates ranged from 15 to 70 ft3/ton (0.4 to 1.8 m3/t) of mined salt from an advancing face. Gas flows of approximately 42 ft3/h (1.2 m3/h), and pressures in excess of 900 psig (6,200 kPa) were observed in an exploration drill hole when the anomalous zone was encountered. This information suggests a greater methane emission hazard from the anomalous zone than from the associated normal salt. If this trend of increasing emissions problems associated with anomalous zones of salt is common with similar anomalous zones encountered or observed in other domal salt mines, then special control strategies should be employed to minimize this potential mining hazard.

Permissible electric nine lamps are approved with the. understanding that if actively marketed they will be listed in Bureau of Mines publications so that state mine departments, compensation bureaus, mine operators, miners, and others interested in safety equipment for mines may know the permissible lamps available and the important safety features of each. The last list of permissible electric mine lamps was issued as Report of Investigations 33045 in June 1936, a supplement to Bulletin 332.6 All lamps described in Bulletin 332 are either obsolete or have been materially modified, as covered by extensions of the original approvals. These modified lamps and the new designs approved since 1930-totaling 12 cap lamps and 23 lamps of miscellaneous types-comprise the present list of actively marketed permissible electric mine lamps. This bulletin presents the Bureau&apos;s test requirements and procedure relative to permissible electric mine lamps and describes briefly the lamps, giving tabulated details of each.

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964.
