The Government of the United States annually expends approximately $8,000,000 for coal. Prior to 1906, this coal was purchased mainly on its reputation, or trade name, rather than under contracts specifying the heating value of the coal, its contents of ash and moisture, and other characteristics. In recent years the Government and other large consumers have appreciated more and more the desirability of definitely determining by chemical analyses and tests the character and quality of coal deliveries. Studies of engineroom and boiler-room efficiencies and economies point forcibly to the necessity of devoting more thought to the improvement of the boiler-room end. This calls for an intimate knowledge of the character and quality of the fuel used. The analyses and tests of delivered coal furnish such data, whereby the power-plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, 'Washington, D. C., where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications,a that is, by contracts that make definite requirements regarding the heating value of the coal expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The analyses of coals or the guaranties offered by the bidders may in some cases be used for determining the award of a contract, but if the coals offered are of widely different characteristics, it may be difficult to determine which would prove the cheapest fuel, without having their relative evaporative efficiencies. Hence, it may be necessary to conduct evaporative tests under service conditions in order to determine which coal is particularly adapted for successful and economical use in the plant. But once a particular coal is selected, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, in that it guarantees to the purchaser coal of uniform character and quality, thereby insuring the best results in the plant. The cost of purchases, under such specifications, of fueL for the use of the Government now aggregates approximately $4,100,000 per annum, and the cost of additional fuel for which samples are taken and submitted to the Bureau of Mines for analysis in order to determine the character and quality of the coal furnished aggregates some $3,000,000 per annum more. In fact, information is now obtained regarding the quality of fuel purchased on almost all contracts large enough to warrant sampling and analysis and heatingvalue tests. It may be said that the purchase of coal under specification is still in the stage of evolution and development, and that experience and time will be required to develop fully standard specifications and methods of sampling and analysis that may be used universally. The success of the specification method for the purchase of coal and the reliability of analysis now rests almost entirely on sampling.a Improper sampling leads to controversies, with resulting condemnation of the specification method in general and the value of laboratory analyses and tests in particular. A number of bulletins b have been published showing the results of the purchase of coal by the Government under specifications. This bulletin is a compilation of the results of coal analyses by the Government, including those made in the fiscal years 1908-1910, which have been previously published, and later analyses representing coals analyzed during the fiscal years 1911-1915. The preceding bulletins gave individual analyses or average monthly analyses, whereas this bulletin gives the average analyses only for the entire contract. It is hoped that this compilation of a series of comparable analyses of the coals purchased by the Government will be of value alike to coal dealers, to Government engineers, to purchasing agents, and to all users of coal.

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities for the nickel industry, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTION The process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic. A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities. These suggestions are particularly applicable to the nickel industry, where the majority of our firm’s prior hydrometallurgical experience was obtained. This paper is an update to an earlier publication (Martin, 2004), offering an opportunity for a new generation of metallurgists and engineers to learn the specialist requirements of pilot- and demonstration-scale plant design, which are key functions in the development and commercialization of new processes."

The U.S. Bureau of Mines conducted a human factors analysis of hazards associated with roofholting activities in underground coal mines. Emphasis was placed on hazards related to the movement of the drill-head boom or mast of a roof bolting machine. The objective was to identify hazards and recommend solutions. The data-collection effort consisted of analysis of U.S. Mine Safety and Health Ad-ministration accident data; visits to underground mines and interviews with experienced roof bolting machine operators; discussions with roof bolting machine manufacturers; interviews with workers injured while performing roof bolting tasks; and reviews of research on roof bolting safety. A set of recommendations to increase the safety of roof bolting operations was developed. In particular, the following list of recommendations was presented in ranking order: (1) use an interlock device to cut off power to controls when an operator is out of position, (2) place fixed barriers at pinch points, (3) provide appropriate control guarding, (4) reduce fast-feed speed, (5) use automatic cutoff switches at pinch points, (6) redesign control bank to conform to accepted ergonomic principles, and (7) use resin insertion tools and resin cartridge retainers.

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. [THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

The uranium mine environment is characterized by airborne radon-222 and its daughter products to which miners are exposed through breathing and by gamma and X rays from the uranium-235 and uranium 238 chains to which the miners are exposed externally. The nature of the radon-daughter concentrations and the methods used to define and measure the exposures are explained through an extensive review of the literature. An improved passive track-etch dosimeter for personal use is proposed which has a measurement range of about 30-400 WLH with a 95% confidence interval to ~25% for individual detector measurements in relatively stable mine air. Some measurements of these dosimeters adapted to environmental use are also presented. A program of development for enhancement of dosimeter sensitivity and greater accuracy of measurement is outlined. Extensive gamma-ray survey measurements were made in two Colorado and three New Mexico mines. Follow-up personal miner dosimetry with LiF TLDs was done at the mine with the highest exposure rates, The average miner exposure rate measured was 4.27 mR per day, or 9.3 of the maximum permissible level averaged over 13 weeks. Comparisons are made with previous mine surveys and their value in estimating miner exposure is discussed. Some depth-dose measurements made using Lucite as the absorber are evaluated.

Recently, noequilbrium electrokinetic measurements using laser-Doppler electrophoresis were reported by Miller et al. (1992) for alkali halides and the sign of their surface charge thus determined. These results are generally as expected from simplified lattice ion hydration theory with KCI, under normal circumstances, being the most significant exception. In this regard, lattice defects (F centers and oxygen imperfections) have been found to influence the surface charge of KCI and its electrophoretic mobility. In particular, the presence of oxygen defect states in the crystal lattice has been found to be responsible for KCI's unexpected behavior. The concentration of oxygen defect states in KCI, as characterized by UV/Vis absorption, was varied in order to study their influence on the electrokinetic behavior and subsequently on the flotation response of KCl. At low oxygen contents « 60 ppm) KCI is positively charged as expected from lattice ion hydration theory. However, typically, KCI contains substantial oxygen (>300 ppm) sufficient to impart a negative surface charge which accounts for the selective flotation of KCI from NaCl by hetero-coagulation with oppositely charged alkyl amine hydrochloride collector colloids.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

Wildcat strikes in the Appalachian coal fields, primarily in West Virginia, have resulted in an estimated 4.5 million ton loss in coal production during July and through the first week in August. Since then, the strike intensified further, and on August 9, nearly all of West Virginia's 60,000 miners were off the job with another 10,000 miners on strike in eastern Kentucky. The Bureau of Mines estimates that West Virginia's coal output is currently (8/9) eight million tons below last year when the state produced 108 million tons. West Virginia, the Nation's second largest coal producer of coal behind Kentucky, has not failed to mine over 100 million tons a year since 1938. At the end of the second week in August, nearly all coal miners in West Virginia remained out. The strike is a protest against a cutback in union health and retirement benefits. An announcement June 23 about the United Mine Worker's health and retirement fund precipitated the strike, Fund directors said that because of inflation and production losses caused by earlier wildcat strikes and the severe winter, miners would have to pay the first $250 of hospital costs and 40 percent of doctor bills, up to $500 a year. Previously, the funds paid all hospital and doctor bills. According to the West Virginia Coal Association each day of the strike in West Virginia results in a loss of coal production of 500,000 tons, a loss of $3.8 million in miners wages and $1 million in contributions to the UMWA's health and retirement fund.

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." "Air-sampling results suggest drill operators working inside environmental drilling cabs at an open-pit gold mine in Nunavut, Canada, are at risk of exposure to asbestos and silica (quartz). The authors installed RESPA® CF Vortex HyperFLOW® units, which showed promising results under laboratory conditions. The goal was to evaluate the effectiveness of these units under actual working conditions. Personal and area air sampling was conducted in drilling cabs with and without the unit and a Wilcoxon rank-sum test was performed to compare the results. Particulate concentrations were significantly lower in drill cabs with a unit installed than in those without.RÉSUMÉ Selon les résultats d’une campagne d’échantillonnage de l’air, les foreurs travaillant dans des cabines de forage environnemental dans une mine d’or à ciel ouvert du Nunavut, au Canada, risquent d’être exposés à l’amiante et la silice (sous forme de quartz). In an open-pit gold mine in Nunavut, Canada, drill operators are routinely exposed to asbestos (primarily amosite) and silica (quartz)—two naturally occurring substances in the ore that is to be drilled (Table 1). Inhalation is the primary route of exposure for these two hazards, which are associated with respiratory health effects such as asbestosis and silicosis, respectively. In addition, asbestos and silica are classified as human carcinogens by the International Agency for Research in Cancer (2001, 2011). Given the toxicity of these two agents, it is imperative that precautions be taken to minimize the risk of exposure of the mine’s workforce. To address this matter, the mine has an exposure-control plan, which includes the provision of personal protective equipment, personal hygiene facilities, training, and a medical surveillance program. Furthermore, the mine performs occupational exposure assessments or air sampling on a regular basis because the morphology of the ore changes rapidly with respect to asbestos and silica content."

The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. This project and final report represent an effort to collect, analyze, and verify reliability and performance data on currently available medium -to-high seam models of continuous miners being used in underground coal mining. The analysis determined availability, mean time and tons between failures, amounts of down time associated with various failures, labor and part costs required to correct failures, and various indices of maintainability. Machine performance and reliability are discussed relative to cumulative tons (machine age) produced and production rates (machine loading). It was determined that performance can be significantly improved given preventive maintenance programs that will increase machine availability.

Caesium, rubidium, and lithium are sometimes described as the minor or rarer alkali metals. They generally occur together in nature, although, lithium is distributed more widely and is far more abundant than either of the other two. The chemical, and even the physical, properties of these three elements can best be considered In conjunction with the more familiar members of the alkali group, sodium and potassium. The five elements lithium, sodium, potassium, rubidium, and caesium show an interesting gradation properties from member to member with the increase in atomic weights. All are silvery white and soft enough to be cut with a knife. They tarnish rapidly in air and decompose water at ordinary temperatures. The lowest temperature at which the action of the several metals on water can be de¬tected is -98°C. for sodium, -105°C, for potassium, 108°C. for rubidium, and -116°C. for caesium. During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining I research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963.
