"SynopsisGoing beyond transformation claims contained in employment equity scorecards and industry compliance reports, this article provides qualitative insight into the initiatives employed and challenges experienced by mining companies in a quest to transform the mining industry. Perceptions expressed during in-depth interviews with 10 senior executives showed that the assumption that mining companies are reluctant to transform is erroneous. Results from this study suggest buy-in and commitment to transformation. This article describes specific initiatives undertaken by mining companies to transform. The most notable initiatives include staff recruitment efforts to appoint historically disadvantaged South Africans (HDSAs), staff development initiatives, as well as community development. The findings furthermore contextualize the challenges experienced by industry participants in their quest to transform. Despite accusations that industry participants are not taking responsibility for the implementation of the transformation agenda, government needs to recognize that they too have a role to play and need to appreciate and assist in the current challenges experienced by the industry.IntroductionWe need a mining sector that works. Mining employs over half a million people. It is the biggest earner of foreign exchange in our country. It also contributes about 20 billion rand directly to tax revenue. Mining also makes a far larger contribution as a buyer of goods and services, and a supplier of inputs to other sectors of our economy and other economies around the globe’ said President Jacob Zuma during the 2014 State of the Nation Address (Zuma, 2014). However, despite apparent commitment from government, enforced compliance with social and labour plans, regulations and Mining Charter targets, the South African mining industry is slow to gain local and international investor trust (Deloitte & Touche, 2013; Mashego, 2013).Industry players acknowledge that their context has changed – creating various challenges (Davis, 2014). In the past few years, such challenges included subdued commodity prices, increased working costs, constrained infrastructure, and high labour costs, coupled with poor levels of productivity, strained labour-management relations, an uncertain regulatory environment, and the inevitable maturation of the industry (Deloitte & Touche, 2013; Davenport, 2014). Mining affected communities also became more cognisant of their rights, and politicians more vocal in their expectations from their relationships with the mining giants (Davis, 2014). One of the main issues that contributed to the difficult operating conditions was claims from organized labour and Minister Shabangu that this industry is too slow to transform. Specific claims were made in terms of employment equity, fair salaries and wages for mineworkers, housing and living conditions, health and safety issues, and general working conditions (Limpitlaw et al., 2005; Miningmx, 2013; Shabangu, 2010). These claims were followed by what Gill Marcus, Reserve Bank Governor, explained as ‘unprotected strike action [that] has escalated into an uncontrolled, violent and unlawful landscape, led by a mob mentality in the absence of formal and recognised leaders’ (Mavuso,2013)."

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

Introduction As practised during the last two years at the Vipond Consolidated gold mine, mining geology has meant the application of geology to the problem of finding, developing, and mining ore. This article reviews the results attained in Vipond mining geology as thus defined. Most effort was directed toward clarifying and interpreting the tangible physical causes of vein and ore localizations, and in the following pages these questions are dealt with in considerable detail. Discernment of the influence of rock folding and deformation on the localization of veins, and of the influence of certain structures and rocks in or near carbonaceous zones on the localization of ore-bodies, have been the main practical results of the studies. Consideration of some of the geological features of the Porcupine area, and of the geology and mining experience of the principal producing mines, has helped toward a perspective of Vipond's ore-finding problems. These features are first discussed. The background and procedure for Vipond mining geology, and the major results of the geological mapping, are then summarized. Then follows a résumé of tangible factors that influenced vein, ore-body, and gold localizations; and, next, explanations of the facts ascertained. Because they were found of little utility, many fascinating problems, such as the origin and mode of emplacement of the veins and lodes(l), the ultimate source of the ore, and the physico-chemical and mechanical agencies affecting vein and ore formation, are treated cursorily or are neglected in these notes.

AK6 is a Cretaceous aged kimberlite located in the north-east of Botswana, close to Debswana's Drapa and Letlhakane Mines. It was discovered by Debswana in 1969, but was considered unattractive from an economic perspective. In 2003, Debot Prospecting Pty Ltd ('Debot') re-assessed the area and with the advent of new prospecting technology, particularly large diameter drilling ('LDD') and more detailed ground geophysical surveys found AK6 to be of interest. In 2005, the Boteti joint venture was formed between Debot and African Diamonds plc ('AFD'), which covered a number of Prospecting Licenses, including that which contained AK6.

As part of the research effort of investigating the effects of microwave energy upon the chemical and physical properties of different minerals and ores, the Bureau of Mines has conducted basic research into identifying those properties of minerals that are affected by microwave energy, namely, the dielectric constant and loss tangent. These properties were determined utilizing the theory of microwave propagation in a coaxial waveguide filled with a dielectric material and measuring the input impedance with an RF impedance analyzer that operates from 1 MHz to 1 GHz. By knowing the microwave frequency and filling the waveguide with a powdered mineral, the dielectric properties of the mineral sample were determined. From these dielectric properties, theoretical microwave heating characteristics of each mineral could be calculated. These same mineral samples were then irradiated by a 915 MHz 30 kW variable power microwave oven and dielectric heating studies were performed. A comparison of the theoretical heating characteristics and the results from actual dielectric heating studies was conducted to evaluate the dielectric property measurements on each mineral. This report presents the results of the Bureau's research in identifying the dielectric properties of low-loss minerals according to the mineralogical classification scheme along with their irradiation studies. Though far from complete, this study represents some of the more frequently encountered low-loss minerals.

The integrated geophysical study around pipe 1 and pipe 2 in Wjarakarur Kimberlite Field (WKF) assisted in comprehending the response of pipes. In the present study, we have attempted a combined analysis of very low-frequency electromagnetic (VLF-EM), electrical resistivity tomography (ERT), and magnetic methods to analyze the response from pipe 1 and pipe 2. A comparative analysis along all the profiles revealed the extension, depth, and geometry of the pipes. The results of VLF data and ERT data have been compared for two profiles of pipe 1 and pipe 2. Fraser-filtered grid map generated from all profiles of pipe 1 proficiently demarcated the trend of kimberlite pipe extension with high Fraser filter value associated with kimberlite. The ground-based magnetic data around pipe 1, pipe 2, and pipe 6 have been processed to analyze the magnetic behavior and subsurface structure based on the susceptibility contrasts. Analytical signal (AS) map revealed the extension of pipes, which was validated with the Fraser-filtered grid map. Analytical signal anomaly pattern reveals that pipe 1, pipe 2, and pipe 6 are trending in SW-NE, NE-SW, and NE-SW, respectively. Based on this study, the results indicate the conducting nature of pipe 1, whereas pipe 2 is resistive in nature. Further, the Euler deconvolution technique has been applied to calculate the possible depth of pipes from magnetic data. The comparisons of calculated depth ranges obtained from all geophysical techniques correlate well and validate the result (Table 1). The geological borehole data at pipe 1 and pipe 2 reported by the Geological Survey of India are well corroborated with our combined geophysical study.

The Bureau of Mines is developing a leach-electrolysis procedure to produce Special High Grade (SHG) zinc from sulfide concentrate without the generation of sulfur oxide gases. Chlorine-oxygen leaching of the concentrate yields zinc chloride (ZnCI2) which, after purification, is electrolyzed in a fused-salt cell to obtain molten zinc metal and chlorine gas for recycle. This paper describes a laboratory-scale investigation made to develop a procedure for electrowinning zinc metal from ZnC12. Zinc chloride by itself is not a suitable electrolyte because it fumes badly above its melting point and is a poor conductor of electricity. Other salts therefore must be added to prevent fuming and improve the conductivity. Optimum results were obtained with a KC1-LiCl-ZnCl2 bath at 500° C, using a current density of 5 amp/in2 and an electrode spacing of 0.5 inch. Under these conditions, SHG zinc was produced at a current efficiency of 94.3 pct and an energy requirement of 1.16 kwhr/lb. Fused-salt electrowinning eliminates the need to handle and melt cathodes and increases the production of metal per unit cell volume through the use of higher current densities than are possible with aqueous electrolysis.

The knowledge of 3D velocity distribution of P- and S-waves in rocks is very important parameter for interpretation and understanding the nature of seismic anisotropy observed in the earth’s crust and upper mantle. A new high-pressure measuring head was designed and constructed to enable ultrasonic sounding of spherical rock samples in 132 independent directions under up to 60 MPa of acting hydrostatic pressure by means of simultaneous longitudinal and transversal sounding. New measuring system enables ultrasonic sounding of spherical rock samples by using a pair of P-wave sensors and two pairs of perpendicularly polarized S-wave sensors (TV and TH) see Fig.1. Shear wave sensors polarization is oriented according to rotation axis of the sample. Special shear wave gel was used to transfer shear waves between the sample and sensors under acting hydrostatic pressure. An isotropic glass sphere was used to check and calibrate the new measuring setup. A spherical sample of a biotite gneiss from the Outokumpu scientific drill hole was used for testing measurement. There is shown that both, P- and S-wave velocities, can be measured simultaneously up to 70 MPa, respectively. We report data of the 3D velocity distribution of P- and Swaves measured for the first time on a sample sphere of biotite gneiss. We rely, in particular, on the directional dependence of compressional and shear wave propagation and their relationship to the crystallographic (CPO) and shape preferred orientation (SPO) of major rock-forming minerals. The 3D seismic measurements revealed a strong foliation-related directional dependence (anisotropy) of P- and Swave velocities. Ultrasonic measurements were compared with 3D velocity calculations based on neutron diffraction measurements of crystallographic preferred orientation (CPO) of major minerals. Comparison of 3-D velocity distribution (P, S1, S2 and S1-S2) determined by two completely different methods ultrasonic sounding and neutron diffraction is presented. Measurements showed that the intrinsic bulk anisotropy is basically caused by the CPO of biotite constituting about 23 vol.% of the rock.

Ultrafine copper, gold and silver minerals flotation has become increasingly important because of the rising demand for processing finely disseminated ores. This paper investigates the improved flotation of ultrafine ores from a Troilus Gold project. Troilus is primarily an Au-Cu deposit but contains minor amounts of Ag, Zn and Pb, as well as traces of Bi, Te, and Mo. As a result of ultrafine Cu-Au-Ag dissemination and associated grinding requirements, Eriez’ column/StackCell and Denver benchtop cells were utilized to optimize their respective flotation responses. Enhanced flotation results were achieved using column and StackCell technologies. KAX 51 and SPRI 206 collectors, Na2SO3, and ZnSO4 depressants were the primary reagents employed. In column/StackCell flotation of three main mineral deposit ore composites, the rougher-scavenger-cleaner circuit Cu, Au and Ag flotation recoveries were 90.4~95.8% at a copper grade of 13.6-17.4%, 87.5-95.1% at a gold grade of 101-145.9 g/t, and 88.6-91.8% at a silver grade of 62.6-251.4 g/t, respectively. The benefits of Eriez Column/StackCell flotation technologies include high flotation selectivity and increased recovery due to unique hydrodynamic designs. Specifically, the StackCell design facilitates high turbulent kinetic energy dissipation rates to improve fine particle recovery and incorporates countercurrent wash water to significantly reduce hydraulic entrainment of the finest size gangue minerals to the froth product.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

Tailings management trade-off studies are done for all mining projects. There is wide variability in these studies as their approach, details and outcomes are determined by the experience and focus of the project team. While some of these approaches may consider the whole life cycle of the project others may focus only on capital and operating costs and direct environmental impacts. A complete life cycle approach is not standard practice. This paper describes an approach to implementation of formalised life cycle assessment (LCA) following ISO 14044 to tailings management trade-off studies. The paper describes the implementation of the methodological framework for the LCA, ie goal and scope definition, life cycle inventory analysis, life cycle impact assessment and life cycle interpretation. This standardised approach to implementing tailings management trade-off studies following the LCA approach will contribute to the state-of-the-practice in sustainable mine development.

The preceding report, for the fiscal year ended June 30, 1953,3/ indicated continuation of the Bureau's program of petroleum and natural gas research of world-wide significance, which began in 1910. The petroleum and natural gas research of the Bureau of Mines is divided into five main categories: (1) Production of petroleum and natural gas, (2) transportation and storage, (3) petroleum chemistry and refining, (4) thermodynamics, and (5) economics.

A prototype end-cab shuttle car (SC) design has been developed to improve protection and address ergonomic concerns of the SC operator in low coal mines. The new design features an end cab transversely mounted to the SC and equipped with a closed-circuit video system. The end cab was retrofitted to a low-coal SC and evaluated in surface trials at the U.S. Bureau of Mines. During surface trials, test operators evaluated the end-cab SC relative to visibility; cab features-space, seating, controls, and operator position; tramming-inby, outby, and turning corners; and dumping. Trials were conducted using 12 test subjects; 6 were experienced SC operators. Results of the trials were promising. Of the experienced operators, the only operator with low-coal experience gave the new design the highest rating. Four experienced operators rated the end-cab design "better" to "much better" than a standard center-driven, side-cab SC for visibility when tramming, protection from roof and rib hazards, and no change in seat position with direction of travel. This report discusses research to modify a used 21SC JOY SC, retrofit the SC with the Bureau-developed end-cab, and evaluate the retrofitted end-cab SC in surface trials.

As fibras sintéticas vêm sendo gradualmente substituídas por fibras naturais. Em comparação com a fibra sintética, fibra natural demonstrou vantagens econômicas e ambientais. Visto que apresenta características interfaciais com matrizes poliméricas que favorecem a absorção de energia de alto impacto pela estrutura. No entanto, até agora pouco foi avaliado sobre a fibra de cânhamo incorporada em matrizes poliméricas. Este estudo tem o objetivo de avaliar a resistência ao impacto deste tipo de compósito com matriz de poliéster reforçada com diferentes porcentagens de fibras de cânhamo. A resistência ao impacto aumenta proporcionalmente com a quantidade relativa de fibras incorporadas como reforço na matriz polimérica. Este desempenho foi relacionado com a dificuldade de ruptura imposta pelas fibras, resultante da interação da matriz de fibra de cânhamo / poliéster de forma a ajudar a absorção da energia de impacto.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. Furthermore, monitoring programs in mining contexts provide a good opportunity to better understand long-term ecological patterns and test the application of more rigorous modelling approaches as the life of many mines tends to be greater than ten years.CITATION:Lechner, A M, Arnold, S, Fletcher, A T, Gordon, A, Erskine, P D, Gillespie, M J and Mulligan, D R, 2012.
