PROGRESS in the petroleum industry in 1929 has been characterized by outstanding accomplishments in the fields of new discovery of supply, economic control of production, increased efficiency and reduced costs of recovery, and lowered costs and greater flexibility in manufacture. Resources have been developed in an outstanding degree in the Kettleman Hills. California, the Oklahoma City field (which adds a large potential area in central Oklahoma), the discovery of Woodbine sand production in East Texas, and the discovery of Wilcox sand production in west-central Kansas. Engineering technique has progressed both along the lines of development and production, with a net result that costs have been reduced and extraction increased in notable degree, although it is impossible to give a close measure of either. In the field of re- fining crude oils variations to the end of promoting reduced cost and greater flexibility has been more important than genera! acceptance of innovations in practice.

I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

As part of its goal to minimize the requirements for critical materials, the Federal Bureau of Mines has investigated the consolidation of an iron-base superalloy (20 pct Cr, 5 pct each Ni and Mn, 1 pct each C, W, Mo, and Cb, and the balance Fe) and its modifications by powder metallurgy (P/M) techniques. Vacuum-atomized, prealloyed powder was used. Consolidation was by sintering of cold-pressed alloy powder, or by forging plus rolling or extrusion of canned powder. Several commercial lubricants were evaluated in the pressing operation. At 50-tsi compacting pressure with up to 3 wt-pct lubricant, green strengths did not exceed 1,000 psi. Powder sintered just below the solidus temperature attained a tensile strength of 69,000 psi and 4 pct elongation. Liquid-phase sintering produced higher densities, lower tensile strengths, and nil ductility. Canned powder was forged and rolled at 1,200° C, yielding a 100-hr rup¬ture strength of 9,800 psi at 815° C and a room-temperature tensile strength of >130,000 psi at 6 pct elongation. Heat treatment of modified P/M iron-base alloy containing 0.63 pct C resulted in a 100-hr rupture strength of 17,000 psi. Oxidation resistance at 805° to 815° C of the forged and rolled P/M iron-base alloy was similar to that of the cast iron-base alloy and supe¬rior to conventional stainless steels.

A new instrument for the determination of iron., zinc, calcium, and other metals independently directly in the fumes emitted from steelmaking processes is described. Based on the well- accepted method of X-ray fluorescence, the instrument can detect numerous metals simultaneously in the fume as well as report their concentration on a mass per unit time basis real time to a control room computer. The instrument mounts on the wall of the fume duct and can., via a small opening, directly view the hot exhaust plum inside the duct. The concentration of metal in the fume over time has been shown to change dramatically depending on process variables. Variables such as oxygen flow rate, lance height and nozzle configuration., slag condition., and episodic scrap addition can affect the presence of metal particles and fume in the exhaust. An analysis response time of 6 seconds enables better control of the steelmaking process thereby conserving primary resources and reducing environmental impact.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. The consumption of slab zinc in the United States increased sevenfold in less than a half century since 1900. Therein is reflected the innate characteristics of this versatile and nearly indispensable nonferrous metal whose use has grown at more than twice the rate of industrial production. The total metal consumption was substantially stimulated during the two World War periods, which were likewise marked by notable changes in use pattern accompanied by shifts in geographic distribution. This information circular summarizes basic data collected for many years by the Bureau of Mines, but in particular presents for the 1940-45 period details derived from the comprehensive slab zinc consumption survey inaugurated in 1940. The total consumption of slab zinc has been broken down into four major categories galvanizing, brass products, rolled zinc, and zinc-base alloys -- with minor applications grouped under a fifth heading, other uses. Ex- cept for the inclusion of zinc-base alloys with other uses before 1926, the above-named segregation has been shown for the entire period 1900-45. 11- though a substantial tonnage was taken by all groups in all years, there were large shifts in the use pattern in both World War periods. In both, the Allied Powers depended heavily on the United States for zinc-bearing products, especially those required by war industrius. The departures from usual uses were, however, much more marked during the second than in the first period, mainly because the United States could not have met the tro- mendously expanded war-materiel demands had the greater slab zinc needs of a period of high industrial activity been supplied. The geography of consumption is known in detail only for 1940-45. Even in that short period, substantial shifts are observable, largely the reaction from conversion to war production in 1940-41 and reconversion to peacetime consumption in 1945. However, there is so evidence of other shifts in consumption centers that appear to reflect longer-term develop- ments.

"Compositional uncertainty in secondary materials and variable processing conditions inhibits secondary material utilization in the production of aluminum alloys. Efforts to implement optimization models that direct batch planning have limited industrial presence due to factors such as the insensitivity of these optimization models to dynamic plant circumstances. This paper describes a chance constrained model formulation that generates lower cost, robust batch plans with significant flexibility towards changes in processing conditions. The principal attribute of the chance constrained formulation is its inherent mitigation of risk by diversifying the batch plan. This paper compares aluminum remelter batch planning using the chance constrained formulation with a traditional deterministic model and a manual batch planner. With the expectation that volatile material prices, restricted scrap material availability, and pressure by consumers and legislation for increased recycled raw material input will continue in the future, batch planning tools that inherently diversify a production portfolio will become increasingly advantageous for industrial aluminum remelters.IntroductionAluminum remelters must develop strategies to incorporate lower cost secondary materials into finished alloys to remain competitive amidst increasingly demanding market and regulatory conditions. Determining the optimal combination of incoming raw materials to produce an alloy that meets compositional specifications presents remelters with a complex problem that has driven the development of computational tools commonly referred to as batch planning or blending algorithms. The ubiquity of the ingredient or raw material blending problem in production has motivated ongoing development of batch planning algorithms since the classic nut-mix problem in the 1950's [1]. The most common model formulation for industrial aluminum remelters are deterministic, linear optimization programs [2]. These blending problems determine the optimal combination of raw materials by minimizing cost subject to constraints around demand, availability, and compositional specification. Despite extensive research and moderate computational requirements, batch planning algorithms are inconsistently used in industry. Insufficient incorporation of the complexity of real world remelting conditions into these models provides an obstacle for their implementation [3]. For example, many batch planning algorithms do not explicitly incorporate the impact of compositional variation of the raw materials on overall batch cost. Additionally, they do not allow for endogenous specification of tolerance to error in batch planning, so provide little flexibility where a batch planner would like to incorporate materials of greater uncertainty. Incomplete accounting for quality variability undervalues secondary materials leading to overly conservative use [ 4, 5]."

The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

Risk management is concerned with the whole spectrum of financial, geological, engineering, legal, governmental, social and occasionally ethnic issues, concerned with mining projects. The inherent risks in mining operations are well publicised, but new issues and hazards arrive on the scene and lake precedence, but the older risks still remain, while insurance cover may not he ‘full cover’ in the future. It has long been recognised that quantitative approaches to risk analysis can play a major role, but although these methods are capable of considerable theoretical precision, the lack of sound risk input data and experienced personnel limits the usefulness of theoretical analysis. It can, however, greatly assist in comparing cases, in identifying areas of risk and help in the investment decision process. Its major contribution to a mining project is that it imposes an investigative discipline that also assists in improving the quantitative approach to risk analysis and hence risk management. Risk analysis and risk management also requires sound common sense and major inputs from experienced geologists, mining, mechanical, electrical and mineral processing engineers. The Engineering Council, in 1992, issued a ten point code of professional practice entitled ‘Engineers and Risk Issues’ (The Engineering Council. 1992), covering our professional responsibilities, the law, our conduct, the need for a systematic approach to risk issues, the use of professional judgement, communications, risk management, evaluation of risk, our professional development in this field and the encouragement of public awareness of risk issues. This is a specific area of training perhaps long neglected by our industry and academic institutions (Atkinson. 1983).

Chromite ore processing tailings and low-grade manganese ores are typically considered waste due to their limited or negligible utility, leading to environmental and storage concerns. Researchers globally have explored various methods to utilize or upgrade these wastes, particularly because dumping chromite ore has been linked to severe health issues through Cr(VI) leaching. Individually, these ores lack economic value, and there has not been research on simultaneously reducing both low-grade ores. In this study, the focus lies on smelting these ores together, aiming to create a precursor alloy for 200 series stainless steel scrap. Initial research indicated the potential for scrap formation, validated through lab experiments with varying coke rate, basicity, and holding time. The investigation discovered that smelting this combination could yield a metal product comprising 59% Fe, 24.93% Cr, 7.56% Mn, 0.62% Ni, and 0.93% Si. The optimum basicity was found to be 0.6 with 80% recovery. Notably, this process eliminates intermediate steps in 200 series stainless steel production, potentially reducing overall CO2 emissions. This proposed method represents a cleaner, sustainable approach to repurpose these two waste ores, projecting a net profit of USD 330 per ton.

A full scale test has been conducted to determine ground bearing pressure under rig tracks. The track loads were recorded in real time using Liebherr's Ground Pressure Visualisation system, and the vertical stress induced in the ground was measured with pressure cells embedded in the ground. It has been found that the recommendation of EN 16228 regarding determination of the track length is oversimplified. The contact length should dependent on the susceptibility of the working platform. It has been also demonstrated that the corrected pressure distributions under the tracks influence the dimensioning of the working platforms. As a result, the designed working platform may actually be less secure than is shown by conventional calculations.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build these mills owing to what is perceived as an excessively large design risk. This risk results from the fact that traditional predictions for mill-scale-up to large diameters are not always accurate. It is apparent that alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses, i.e., grinding kinetics, material transport, and classification, are capable of predicting the performance of small- and intermediate diameter mills (up to 4.3 m (14 ft)) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline" large ball mill (4.7x5.5 m) at Asarco's Sacaton operation, a ball mill (5.0x5.8 m) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5x6.1 m), at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm diameter batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equation is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

Due to the unbalanced top coal drawing process, the recovery ratio is low, and the equipment stability is poor in the longwall top coal caving mining (LTCC) with an inclined seam. Aimed at these problems, this paper proposes the dynamic group caving method (DGCM). The basic procedure is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Taking the panel no. 8103 in Beixinyao mine as the research object, the characteristics of drawing body shape, particle movement trace, and variation of recovery ratio are investigated by using Particle Flow Code. Furthermore, the effect of mining-caving ratio on the top coal drawing law under DGCM is revealed by the simulation results, and compared with the single-opening sequence caving method (SSCM) and the doubleopenings sequence caving method, advantages of DGCM are determined in inclined seams. The results show that the drawing body can be divided into the left and the right under DGCM. Specifically, the drawn top coal particles in the left are from the upper part of this support, that in the right are from the lower part of next support, which verifies the correctness of the theoretical analysis. The characteristics of the drawing body shape are more significant when the mining-caving ratio is relatively small. In addition, with increasing mining-caving ratio, the recovery ratio of the panel both increases gradually underDGCMand SSCM.When the miningcaving ratio is less than 1:1, the recovery ratio of DGCM is obviously higher than that of SSCM, indicating that DGCM can greatly improve the recovery ratio. While when the mining-caving ratio is larger than 1:1, the recovery ratio of two caving methods is basically equal; however, the advancing time is significantly shortened under DGCM. This study are of great significance to realize high efficiency and precise caving in LTCC with an inclined seam.

The City of Manchester, New Hampshire, is embarking on one of its largest public works projects in history to construct a 12,000 foot long, large-diameter, conveyance tunnel through downtown Manchester. This area has challenging geology with undulating bedrock (granite, schist, and gneiss) profile overlain by fluvial deposits. Understanding the subsurface conditions is key to mitigating project risks, establishing plan and profile for the tunnel, and selecting the most cost-sensitive and technically appropriate tunneling method. This paper presents the project team’s approach for conducting the ground investigation, developing preliminary subsurface profile, and the considerations for selecting the tunneling method.

"A locked cycle flotation test was done on a sample from the ovoid portion of the Voisey 's Bay copper-nickel sulphide ore. The chemical conditions for this test were generated by prior independent testing. In this test work the time in each of the five separation stages was optimized prior to executing the locked cycle test. A numerical simulation of the continuous circuit material balance was done prior to the locked cycle test. The test results were not fully satisfactory because the flotation of pyrrhotite in the bulk rougher and cleaner stages was not consistent. The preliminary indication was that the samples had oxidized to varying degrees during storage.INTRODUCTIONINCO has performed batch laboratory flotation testing on ore from Voisey's Bay which is a mixture of chalcopyrite, pentlandite and pyrrhotite. Earlier, Lakefield Research was contracted by Diamond Field Resources to test the ""flotability"" of the ore, which included a pilot plant trial. INCO's J. Roy Gordon Research Laboratory has repeated many of the batch tests that Lakefield did to verify their results. Based on their own work, INCO has modified the circuit proposed by Lakefield Research. The modified circuit is based on batch test work, but no locked cycle test (LCT) was done. It is believed that this circuit will produce a copper concentrate at 29-30% copper and a primary nickel concentrate at 15-20% with recoveries of 80% or above.For several years the University of Toronto has been working with INCO to provide ""hands on"" experience for undergraduate students as an Industrial Research Project (IRP). This year, the objective for IRP was to optimize the time for each of the five separation stages for the Voisey's Bay ore then to numerically and experimentally simulate the material balance for a continuous circuit."

If there is a single key to managing a mineral extraction company, it is the control of productivity. American labor costs, in general, tend to be in the range of 10%-15% of total costs. American coal mining labor costs, however, exhibit ranges of 30%-60% of total costs. Is it any wonder that the industry finds itself at a competitive disadvantage? When labor costs take as much as sixty cents of every dollar of revenue, there is little room for profitability. The American coal mining industry must set as a long range goal the reduction of labor costs to the 10%-15% range of total costs in order to be competitive.
