Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

A proposal for a modified in situ leaching method for extracting gold from oxidized gold ores using a non-cyanide lixiviant is described. A non-cyanide lixiviant is suggested because of the obvious concerns posed by injecting cyanide-bearing solutions into the subsurface. Oxidized gold ores were chosen as a focus because earlier research on the use of sodium thiosulfate as a lixiviant under anaerobic conditions indicated that the presence of pyrite led to rapid thiosulfate breakdown. A reconnaissance research program involving ore characterization and hydrometallurgical test work on samples from four Australian ore deposits and preliminary reactive transport modeling studies was carried out. This work showed that lixiviant-oxidant combinations of sodium thiosulfate and ferric EDTA and iodide and iodine are both capable of extracting high percentages of accessible gold from the selected samples in bottle roll tests under anaerobic conditions. The ore characterization and reactive transport studies suggested that both physical and chemical methods of permeability enhancement may be required to lift bulk permeability and the availability of gold for dissolution to sufficiently high levels to obtain adequate gold recoveries. Assuming that such methods prove to be both necessary and economically viable, the mining method would no longer be regarded as simple in situ leaching. Therefore, the term ?in-place leaching? has been adopted for the proposed gold extraction system.

Buying centres are the first point of contact that determines whether ore will be considered as having sufficient provenance to be considered ethically sourced. The information that needs to be captured on the blockchain platform ranges from reports on in-loco inspections and audits of mining and purchase sites. This will guide passive and active monitoring of mining activities, trade-offs for identification systems, including biometrics for the registration of artisanal sellers, scrutiny on the selection of security measures and companies for buyer centres and stockpiling warehouses, evaluation of active and passive infrastructure security, and remote monitoring applications. Assistance with selection and training in geochemical testing instruments to determine the grade of ore material or concentrates and sorting, on-the-ground investigations, guidance on monitoring methods from stockpile and packing area along the transport route to the final destination are required.

MLZ construyó el embalse o reservorio llamado Bramadero, que acumula las aguas de escorrentía de la quebrada del mismo nombre durante el periodo de lluvias, las cuales son empleadas para el consumo humano en la unidad minera, y en menor escala durante la época de estiaje para los procesos de operación. En este sentido, el presente texto señala la construcción de la presa Bramadero, la cual genera agua para beneficio de las poblaciones ubicadas aguas abajo de las instalaciones. Asi también cuenta con un programa de monitoreo ambiental para vigilar la calidad y la cantidad de aguas superficiales y subterráneas. Por tal motivo, cuenta con estaciones hidrométricas para evaluar en tiempo real la calidad del agua en los cuerpos receptores del área de influencia de la unidad minera.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

"INTRODUCTION Over the past twenty years this Linear-Regression Modeling has become widely accepted for ensuring limits are not exceeded at a site, using the Scaled-Distance variable. In today’s industry, numerous equations are present for different scenarios, geologic environments, hole sizes, and numerous other factors with an emphasis on site-specific equations developed for all major projects; however, underground blasting applications have not been analyzed to a great degree of detail. Without previous knowledge this puts underground blasting operations into a guessing-game to ensure that vibration levels are not exceeded. This paper will review two recent projects that have been worked on by the authors and linear-regression models that were used with both burn cuts and stope blasts. BLAST VIBRATIONS MODELING The first major research project conducted in the United States on blasting vibration was Bulletin 442 (Thoenen & Windes, 1942) which looked at the relationship between blasting and blast vibrations in the fall of 1940. This study examined numerous blasts and began the investigation into topics such as damping, structural damage from vibrations, frequency dependency on vibration, resonance vibration, delayed blasting, and numerous other factors. Bulletin 442 had two major conclusions which are: 1. The vibration from a blast can be predicted with a relationship of size of the shot and distance to the structure (now known as scaled distance) 2. “The vibration of a structure at resonance does not in itself cause damage because of the restraining effect of damping inherent in the building” (Thoenen & Windes, 1942) Due to the increase of blasting near homes and busier areas the USBM commissioned an additional study to further develop a few of the topics covered in Bulletin 442; this study would go on to be published as RI 6561 (Duvall, Johnson, Meyer, & Devine, 1963) with the study looking into delayed blasting and the relationship between charge weight, distance, and peak particle velocity of the blast. Recently, 7xxx aluminum alloys have been evolved into new variants for thick semiproducts which have low amount of 2nd phases and low quench sensitivity. Commercial 7xxx alloys, especially in the thick forgings made of big ingots, often entail microstructural inhomogeneities and concurrent poor mechanical properties due to limited heating ranges and slower quench cooling. In this study, high strength aluminum alloy 7175 and 7050 are adjusted as an attempt to control the equilibrium phases (M-, T- and S-phase) to have optimum microstructure for the thick forging applications. The effects of the relative content of (Zn, Mg, Cu) on the evolutions of the coarse equilibrium phases, hardening response and resultant mechanical properties are investigated. Equilibrium phases (M,T,S) are evolved depending on the constitutional effect, primarily the change of Zn:Mg ratio, and cooling rate following solutionizing. The formation of the T- and S-phases is effectively controlled, and M-phases are homogeneously precipitated in the adjusted (dilute and high Zn:Mg ratio) alloys. It provides extended heating range and lower quench sensitivity than conventional alloys. The attempts ensure the microstructural homogeneity and improved properties, and is expected to be uniquely applicable in 7xxx thick forgings.

Seabed polymetallic nodules, which contain significant quantities of metals key to electrification (nickel, cobalt, copper, and manganese) can be processed using several different metallurgical processing options, including direct smelting and subsequent hydrometallurgical refining of the copper/nickel matte, ammoniacal leaching (gas reduction or Cuprion), and acid leaching (often reductive). Many of these approaches suffer from reduced cobalt extraction, difficult physical performance, or overall circuit complexity in general, leading to increased risk to the overall project. SGS has considered pressure acid leaching of nodules for further investigation, as publicly shared data on this processing route stems from the 1970s and 1980s and is not always easily accessible. This paper will detail the series of tests conducted and provide updated results obtained (high Ni/Co/Cu recovery with limited Mn/Fe), as well as comment on the potential treatment options on the product solution and residue.

Alcoa operates two bauxite mines at Huntly and Willowdale, located within the jarrah forest south-east of Perth in Western Australia. Ore reserves are shallow but extensive, and mining pits averaging around 20 ha in size are distributed across a mining region in a mosaic pattern, linked to a centrally-located crusher by a radiating network of haulroads. A mining or crusher region is defined partly in terms of economic haul distances, and new regions are opened once the current regions’ reserves have been mined. Since commencing in 1973, the Huntly mine has constructed and progressively closed three previous mining regions and is presently in a transition from the fourth and current region of McCoy to the new region of Myara. At present rates of production, approximately 450 ha is cleared, mined and rehabilitated each year.The value of topsoil in returning a diverse mix of native jarrah forest plant species and supplying nutrients, organic matter and soil biota to rehabilitated areas has long been recognised. Managing the topsoil resource is therefore a critical element in the success of rehabilitation outcomes, but the distribution and dynamic nature of mining operations pose significant planning and logistical challenges. The regionalised approach to mining at Huntly also presents a range of issues for what are, in effect, soil management plans for episodic mine closure. The nature of mining and rehabilitation operations are described, together with the planning processes that Alcoa follows to quantify, track and report on soil movement. A case study of the Huntly mine demonstrates that an integrated operational and life-of-mine planning process is essential for successful and cost-effective mine rehabilitation.CITATION:Hackett, L and Grigg, A, 2014. "This study aims to discuss personal and behavioral parameters contributing to heat-related accidents. To study the prevention approaches, it is essential to look at the various factors at the individual, management, and industrial levels. Qualitative risk analysis methods are used based on the public data in the USA to find the impact of the environmental and behavioral parameters on the heat stress and heat strain of mine workers. The effects of individual factors such as worker experience, age, fitness, lifestyle, acclimation, and more are illustrated. The significance of factors such as the roles of the mine management and regulatory agencies are addressed.INTRODUCTIONOccupational hazards in mining industry endanger the health and safety of the workers and productivity loss for mining companies. Among those hazards is the exposure to excessive heat that has adverse effects on the health of mine workers. The intensity of heat load is a significant factor in fatal and non-fatal heat-related accidents. Severe environmental conditions combined with a high level of activity in the mining industry increases the vulnerability of individuals to health and safety hazards (Ngwenya, Oosthuizen, Cross, Frimpong, & Chaibva, 2018). Lack of regulations and legislation addressing the heat issue in the mining industry (i.e., underground and open pit mines, processing plants) also raises widespread concerns.Along the climate change, various sources contribute to the overall heat load at a mine site (Hanna, Kjellstrom, Bennett, & Dear, 2011; Kjellstrom, Lemke, Hyatt, & Otto, 2014). In underground mines, the majority of heat comes from different sources such as geothermal gradient, equipment, auto compression, groundwater, and blasting (Maurya, Karena, Vardhan, Aruna, & Raj, 2015). On the surface, however, the majority of heat load can be sourced to solar energy. The exposure to excessive heat might result in heat-related illnesses, fatigue and fainting, loss of concentration, performance reduction, and production loss (Kocsis & Sunkpal, 2017; Roghanchi, 2017). The severity of the effects depends on duration and level of exposure and the response of an individual to heat stress. The response of an individual is influenced by different factors including age, gender, fitness, lifestyle, experiences, and past medical history."

Diesel powered equipment is currently used extensively in mining and tunnelling operations around the world due to its mobility, flexibility and through selective application to enhance productivity. However, the increased use of diesel equipment has exacerbated the pollutant load (including heat, humidity, exhaust gases and particulates) placed upon the environmental systems of many underground operations. This expansion in the use of diesel equipment has prom pted researchers to evaluate m easure ment and control technology. This paper reviews the recent research conducted in various countries.

Decarbonising explosives manufacturing and catalysing low-carbon mining supply is a significant global challenge. Low-carbon manufacturing precincts – clusters of geographically close businesses across multiple industries that share a goal of adopting firmed renewable energy and decarbonising process emissions – offer one potential solution. In an Australian first, Orica commissioned tertiary catalyst abatement technology in 2023 to mitigate greenhouse gas (GHG) emissions at its Kooragang Island (KI) facility in New South Wales (NSW), Australia. The EnviNOx® technology (ThyssenKrupp Industrial Solutions AG, Dortmund, Germany) used reduces nitrous oxide (N2O), a potent greenhouse gas arising as a by-product of nitric acid manufacture. As a result, mining customers in NSW are now benefitting from ammonium nitrate (AN) products that are almost 50 per cent less emissions-intensive than those Orica previously offered. The $37 million project is a private-public partnership that has involved partners across Federal and State government, global engineering and technology vendors, local community groups and local carbon advisors to overcome financial barriers.

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

Measures taken by mining companies around the world to reduce their carbon footprints are becoming increasingly important in the sector securing its social licence to operate. The options for measures reduce to three categories of activity: i) demand reduction by avoiding unnecessary waste of supplied energy, ii) improving the utilization of energy that does have to be consumed and iii) adopting low carbon energy production options?including renewable energy. As well as the environmental imperative, as the prices of electricity, gas and liquid fuels increase, so the economic case for activities i) to iii) gains higher priority, especially in such an energy intensive industry. The specific energy consumption for certain upstream minerals industry operations in Canada is reported to be as follows: underground mining: 99.5 kWh/tonne mined; surface mining: 11.7 kWh/tonne mined; base metal processing: 81.4 kWh/tonne milled; gold processing: 99.6 kWh/tonne milled. Around 508 kWh/tonne (slag) of heat is reported to be available in cooling slag from 1500°C to 25°C; an amount that is simply indicative of the energy intensity of downstream smelting and refining operations. Low carbon, energy saving technology options that are available to mining industry companies lead to projects with return rates that must compete alongside other capital intensive projects considered by mining company boards. Energy projects frequently involve longer payback periods and lower rates of return than those of competing bids for capital, such as those for development of new mineral properties. For energy services companies (ESCOs) that specialize in the financing, construction, and the efficient operation and maintenance of energy projects, the same returns and payback periods may be considered acceptable or even attractive. For the ESCO, the key commercial risk mitigating factor is a securing a long term contract for the supply of energy.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

"The literature on flotation of oxidized ores except for patents (especially for reagents) is very sparse. The Bureau of Mines in 1936, published a circular on the subject, by Ralston and Allen. The treatment of oxides by flotation was then in its infancy, but several of the most important mining companies in the Western United States and Mexico are now operating flotation plants for treating oxidized ores. The purpose of this present circular is to review the progress made and bring the subject up to date. One of the writers of the 1916 report (Mr. Allen) has been associated with some of the most important mining companies who have put into practical operation the process of flotation of oxidized ores; among these companies are the Shhttuck Arizona Copper Co., Bisbee, Arizona (now the Shattuck Denn Co.) and the San Francisco Mines of Mexico, Ltd., San Francisco Del Oro, Chihuahua, Mexico. His experience and other sources of information have been freely drawn on in pre-paring this paper. Mr. Ralston, assistant chief metallurgist of the Bureau of Mines, contributed many valuable suggestions and criticisms.Sulphidizing Reagents for Oxidize Ores.The various reagents and methods that might possibly be used for sulphidizing were summarized by Ralston and Allen as follows:""Sulphidizing (1) by the use of hydrogen sulphide on either the dry or the wet crushed ore, (2) by the use of solutions of the various sulphides and sulpho-compounds of sodium, (3) by the use of solutions of the various sulphides and sulpho-compounds of calcium, (4) by the use of sulphur vapor, (5) by the use of a sulphureted oil, (6) with colloidal sulphur."

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.
