Prior to 2006, the filtration unit for leached sludge treatment (filter press) permitted the filtration, washing and drying of cake to 17% (w/w) moisture. That year saw moisture content abruptly increase to 20% (w/w), drastically changing the rheological properties of the cake. The cake became sticky and agglomerated. This led to major disruptions of operations and plant capacity (cake release and cake conveyor problems, complicating the subsequent steps of the process). The conditions for the filtration, washing and drying, were simulated to ease cake unloading without aggravating dust emissions (moisture about 17% (w/w)). All of the laboratory tests yielded a moisture content above 17% (w/w). Therefore, we concluded that the moisture problems were not due to a recipe change in primary material, but to an operational problem in the filter press. Through the laboratory results, the filter press operating conditions (washing ratio, drying pressure and drying time) were optimized to enable a reduction in cake moisture to 17% (w/w).

An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

THREATS of a coming metal famine in the United States have filled many columns in magazines and newspapers in the past three years. This asserted menace has diverted attention from the actual results of recent exploration. Because no one had bothered to look into the facts, the statistical experts assumed that little ore was being found. They often subtracted the staggering tonnage of metals produced during the war from earlier published reserves, and assumed that the difference was all we had left. Naturally, they shuddered, with all possible publicity. For their figures showed an imminent lack of nearly all the metals needed for an industrial civilization, as well as for mechanized war. They concluded that only wholesale imports and development and production of metals by Federal agencies could avert the famine.

Since 1920, the Bureau of Mines and, other agencies have conducted numerous investigations of methods of communication for use in mines in times of disaster or emergency. The results of these investigations have been reported in various publications (3, 4; 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16). In November 1944, the Bureau of Mines resumed the study of emergency underground communications. Until March 1946, the program was directed toward reexamining methods of underground communication that indicated possibilities of success. Since April 1946, the principal interest of this investigation has been in methods of application of radio to communication in mines, low-frequency radio seeming to offer the most promise as a successful method of emergency mine communication. Results achieved in reexamining other methods and in the investigation or the application of low-frequency radio between November 1944 and September 1946 were reported previously in a publication entitled "Some Studies on Emergency Mine Communications".

As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). In June 1942 , ' the Bureau of Mines selected the Zonia copper mine , near Kirkland , Yavapai County , Arizona , as a property meriting investigation in connection with its search for supplies of strategic minerals for use in the war . The following month , representatives of the War Production . Board conferred with Bureau officials and requested that the property be explored with the object of determining the tonnage and grade of ore that could be brought into production quickly and mined cheaply by open-pit methods . The work wa's designed to verify information submitted by the owners in support of an application for a Government loan. It was essential that the investigations be completed promptly , so that operations might be planned and copper produced for war needs . The investigations called for surface trenching , diamond drilling , and check sampling of underground workings . Unable to purchase equipment for trenching without considerable delay , the Bureau saved time by borrowing most of the necessary items from the Golden Queen mine of the Gold Fields Development Co. at Mohave , Calif. This company , whose engineers had sampled some of the old trenches , had a tentative agreement with the owners to operate and manage the Zonia mine in event the loan was granted . Additional equipment was borrowed from two Governmental agencies . The exploratory work , completed in 16 weeks , was carried on 7 days a week .

New construction in metropolitan areas has direct impacts on immediate neighbors and abutters. While noise and dust are generally nuisance concerns, demolition, vibrations, excavation, and dewatering can cause structural damage to adjacent structures. Different cities, states, or jurisdictions have different regulations that dictate requirements, roles, or responsibilities for varying parties during construction. The authors will introduce and discuss risks of new construction adjacent to existing structures, and the legal framework in Illinois which requires the owner of the new construction project to provide adequate protections for adjacent existing structures. The authors, who are engineers and attorneys, will discuss technical and legal concerns, and will highlight the importance of early and frequent communication among project participants to manage risks, despite whether or not any local regulations exist to drive the process. RISKS IN ADJACENT CONSTRUCTION New construction in metropolitan areas inherently involves some combination of noise, dust, ground-borne vibrations, earth excavation, and subgrade dewatering. These issues have potential to directly and adversely affect abutters and their property. Noise and dust can be nuisance concerns, while vibrations, excavation, and dewatering can result in damage to abutters’ structures. Noise and dust are unlikely to lead to physical damage to abutters’ property, and can be controlled with limited work hours and good housekeeping practices. Vibrations and excavations, however, if not well understood, planned for, and mitigated, can result in serious damage to abutters’ structures. In turn, this damage introduces additional and often significant costs and schedule delays.

Long-term production planning in open-pit mines requires the determination of cut-off grade, mining and milling production rates, a mining sequence, mine life and ultimate pit limits. Since these variables interact in a circular fashion, a genuine solution to the problem necessitates their simultaneous determination. A methodology with this capability is described. This comprises a group of heuristic algorithms and an unconventional dynamic programming algorithm. The method is demonstrated using data for a gold deposit in the western USA

Occidental Oil Shale Inc. has spent the last eight years at its Logan Wash. mine near DeBeque, Colorado, developing its modified in-situ oil shale process for obtaining oil from oil shale. Modified in-situ technology involves large underground chambers, or retorts, which are formed by mining out a minimal volume of rock to allow explosive expansion of the surrounding rock into tile mined void volumes. The resulting rubblized retort volume must contain a fairly uniform particle size distribution and void distribution to permit maximum oil recovery during subsequent in-situ processing operations. The more uniform the rubblized volume of particles, the more oil recovery obtained during processing. The processing involves first igniting the top of the retort and then. injecting air into the top of the retort to drive the combustion front downward through the entire rubblized volume. The oil is continuously collected at the bottom of the retort during the processing.

This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

Biodegradation of cyanide by microorganisms isolated from solids previously exposed to cyanide has been investigated. Initial sodium cyanide concentration was 300 ppm at pH 10.5. The kinetics of biodegradation were found to be first order with respect to cyanide concentration, and the overall reaction rate constant is k = 0.102 day-1. The activation energy and the frequency factor were determined to be { A }Ea = 5.45 Kcal/mol and A = 1.28 x 10-2 sec-1, respectively. Based on these values, thermodynamic properties of an intermediate activated complex were assessed. All tests resulted in cyanide concentrations less than 0.1 ppm in about 35 days at 250C, whereas at 350C the time of biodegradation to reach this cyanide level was 30 days. Kinetic data were also established to relate biodegradation to amount of inoculum. The maximum theoretically-attainable rate, Vm , and the optimum amount of inoculum, K , were determined to be 4.8 x 10-4 M NaCN/day and 7.5 % of amount of inoculum. With respect to the mechanism of biodegradation, cyanide was shown to decompose to carbonate, bicarbonate and ammonia. Titrimetric analyses revealed concentrations of 5.6 x 10-3, 4.8 x 10-3 M, and 70.2 ppm for carbonate, bicarbonate and ammonia, respectively. The average cell population was determined to be 3.75 x 108 cells/mL.

Occupational exposure limits for diesel particular matter (DPM) are progressively being adopted in a number of countries. Many of these follow the lead of the US Mine Safety and Health Administration initiated in 2008. In line with adoption of best practice it is accepted that all exposures should be reduced to as low as reasonably achievable. The management of diesel emissions and occupational exposures to those emissions requires an integrated strategy incorporating efforts from all key departments on a mine, including management, production, maintenance, supply and occupational health and safety.Australian coalmine longwall moves rely on the use of high-powered diesel equipment such as chariots and other machines that produce exhaust pollutants of gases and DPM. To reduce mine personnel’s exposure levels to DPM a hierarchy of controls can be followed. Minimising the use of diesel equipment, better operator positioning in relation to exposure source, using efficient engineering methods and adopting better ventilation to reduce concentrations through dilution are some of the controls that can eliminate exposures. Approaches generally adopted in Australian longwall mines currently rely on a combination of strategies such as optimisation of ventilation, use of diesel particulate filters and use of diesel tag boards that minimise the number of vehicles through recording entry and exit into working panels.A study has been undertaken into the mine ventilation systems currently in use during longwall moves within Australian modern longwall extraction mines. This paper reviews current longwall section ventilation systems and discusses evolving changes being adopted to address the more complex problems in dealing with section DPM during phases of the operational moves. The effects of DPM on crew members as well as the diesel equipment operators within a longwall section are examined. Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

This paper describes some of the work done in Phase 1 of a multi-year, five-phase program aimed at demonstrating the economic feasibility of producing commercial-scale quantities of commodity materials derived from salt cake residue-oxide. The amount of salt cake generated annually in the U. S. is estimated to be 510,000 tons, including 340,000 tons of residue-oxide. Used beverage can (UBC) processing accounts for the majority of residue-oxiae that could be made available for further processing into commercial products. To characterize the composition of residue-oxide. eight residue-oxide samples from various secondary processors were obtained and analyzed. Surprisingly, the composition of residue-oxide was found to be independent of source or alloy family being processed, with? the exception of slightly elevated silicon levels in 3XXand UBC residue-oxide samples. Major phases detected in the residue- oxide were? alumina, spinel, and aluminum hydroxides. Preliminary economic analyses indicated that the refractory market appears to be the best choice for high value-added products produced from residue-oxide with minimum processing. Bench-scale tests indicated that low silicon containing residue-oxide is ready to enter this market, but the elevated silicon content of UBC and 3XX residue-oxide preclude this possibility. A separation technology should 'be developed to remove silicon-containing . species from the alumina and spinel values Present in residue-oxide. This technology would then allow UBC and 3XX residue-oxides to be converted to significantly higher value-added products.

I WISH to urge on this Committee the task of evaluating mining geology. -My motive is as follows: It, is a. duty of the Institute from time to5 time, to establish the social perspective of the professions grouped within it, not simply to promote their use, but to determine with engineering definiteness their true powers and functions. This becomes the delegated duty, therefore, of this committee in respect to geology. Be- cause my own subject is mining, I shall confine my remarks to mining geology. But I believe that the evaluation should be made to include all of that geology termed economic. The perspective for such evaluation is shown in the nature of the public support given to geology. The federal Geological Survey, the leading organization on the economic side, is actuated by the zeal of a small group of devoted professionals who consider its work valuable, ' It proceeds, however, on a starvation ration of appropriations, and that implies that neither the corporations, the voters nor the vote getters consider it important. Altogether, in' the public consciousness, geology is negligible. That, at the same moment, .the profession should act with full confidence, while everyone else should act' with opposite motives, is not fitting. For us, as a committee, to remain incurious regarding such a disparity of beliefs is quite impossible.

Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. "Normal" free time rules would permit a car to be held for a maximum of 48 hours without charge; however, in the case of coal, there is a rule which, subject to liberal rules as to the

One of the world leading oil majors is carrying out a multi-billion-dollar expansion of its integrated manufacturing complex in Jurong Island, Singapore, the global oil trading and refining hub. Soil conditions at the site comprise 10-20m thick reclaimed sand, below which is 3-5m of soft marine clay underlain by stiff soils of the Jurong Formation. The conventional foundation solution would adopt driven precast concrete spun piles; however, precast spun piles have a high embodied carbon from the usage of steel and cement. In order to reduce the carbon footprint, an alternative solution comprising deep vibro techniques was developed. The EFFC-DFI carbon calculator was used to demonstrate the expected scope 1, 2 and 3 carbon emissions for both driven pile and vibro techniques. By using in-house, state-of-the-art fuel-efficient machines, alongside the innovative design concept and usage of natural materials such as sand and stones, actual CO2e emissions were reduced from a potential 21,000 tonnes, with the spun pile’s solution, to only 1,900 tonnes. The saved 20,100 tCO2e is equivalent to an average car driving 2,000x around the Earth’s equator. The paper discusses the application of soil improvement as a more sustainable, lower carbon alternative to conventional piled solutions.
