Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

"In 1988, two of the present authors Warner and Vahed [1] were amongst several co-authors on a seminal paper reviewing nickel pyrometallurgical operations of the era. Given that significant changes in the nickel industry have occurred since that time, including the overall political landscape, technology, the overall world energy picture, the countries sourcing nickel and finally the nickel market itself, the present authors considered it timely to provide a 2015 update. In 1988, total world nickel production from sulphide and laterite sources, including production in the former "Centrally Planned Economies"- was about 0.86 million tonnes/a, while in 2014 total world nickel production reached an all-time high of almost 2 million tonnes/a - some 230% higher. On the other hand, while in 1988, about 94% of world nickel was produced pyrometallurgically and of the order of 33% via laterites, today, about 88% of nickel is by pyrometallurgy, with some 41% from laterites, thus showing that more nickel is now sourced from laterites, a trend which is expected to continue.During the period under review, new processing technologies were developed and introduced, along with substantial improvements in both the technologies employed and the scale of operations. Significant productivity gains have been achieved in sulphide pyrometallurgy in part through more efficient mineral processing, particularly in pyrrhotite rejection, and the use of ever larger-scale process equipment. This made it possible to treat lower grade and more complex ores. The significant game-changer from a production perspective was the introduction in the early 2000s of nickel pig iron (NPI) in China via modified iron blast furnace smelting, an old technology long ago cast aside by other nickel producing countries. With the exception of the emergence of this new NPI capacity in China, in the laterite industry modernization and expansion of existing operations has been employed to gain productivity, to cut costs and/or offset the effect of declining ore grades. The NPI technology development has become a game changer in the traditional global supply and demand relationship, opening up a new frontier to supply nickel to low grade utility steel producers. One other key nickel development was the Indonesian ban on nickel ore exports effective in January 2014, thus effectively curtailing NPI production at existing Chinese plants, but on the other hand, potentially prompting new smelting facilities in Indonesia. This paper reviews and updates major pyrometallurgical sulphide and laterite operations worldwide, including changes in nickel extractive metallurgy. It also provides a brief review of new developments in pyrometallurgical operations, with special focus on the NPI process and presents an outlook of the potential future direction of the industry."

As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

A GOOD DEAL of information concerning flotation has come out during the patent litigation of recent years, and the legal situation has cleared considerably, to the satisfaction of Minerals Separation, Limited. Hence, Mr. H. Livingstone Sulman, one of the originators of the successful process of that company, felt at liberty to explain, on Thursday, Nov. 20, his experience and his views in a "Contribution to the Study of Flotation," before the Institution of Mining and Metallurgy. He did not give technical details. He dealt with the physical problems, so simple, as he remarked, that he had wanted 96 pages to express his views. He presented much data, partly new and based on observations of his own, bearing upon the very complex flotation phenomena in an instructive wav and made frequent references to the valuable researches especially of Prof. Edwin Edser and Mr. Emil Hatschek.

This study was performed by the Bureau of Mines to evaluate the potential supply of primary copper from domestic resources. A tonnage-price relationship was developed indicating the quantity of copper that could be produced economically from known deposits at various copper prices and at various rates of return on the required capital investment. Costs of production are based on estimated capital and operating costs for mining, concentrating, smelting, and refining the copper. Total known recoverable copper resources are 189 million short tons of which 83 million tons could be economically recovered assuming a price of $0.50 per pound of copper, credit for the recovery of byproducts, and a 12-percent rate of return on capital investment. The quantities of recoverable byproducts associated with the 83 million tons of recoverable copper are molybdenum, 1.8 million tons, gold, 43 million troy ounces, and silver, 740 million troy ounces.

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. "Thousands of years ago large glaciers carved much of the landscape in Puget Sound, depositing abrasive and granular soils including cobbles and boulders along with layers of clay and sand. Tunneling in this geology – common throughout much of the northern and Midwestern U.S. – is challenging and can be unpredictable. The use of pressurized face tunneling, most commonly with EPBs and slurry type machines, has made excavation in this geology more efficient, but difficulties still remain. Through analysis of recent projects in Seattle, Washington, USA, the authors draw conclusions as to the best TBM designs and operational parameters for this variable, abrasive and often difficult ground. Performance data is analyzed with an eye towards advancements that could further improve TBM tunneling in glacially deposited soils. INTRODUCTION Over the past several ice ages, extensive glaciers reaching across much of North America transported large amounts of soil and rock as they moved across the land. The substantial weight of the ice sheets mixed together a wide range of soil types along with a variety of rocks and boulders of all sizes. Many rock formations were reduced to pebbles or particles containing highly abrasive characteristics. Any boulders able to survive were generally comprised of harder materials which were scattered throughout the soil. This highly variable mixture of abrasive soils and high strength boulders can be found in many areas across the Puget Sound and other regions of the country. Wherever they are encountered, they often create a difficult and unpredictable mining environment for both equipment design and operation. Modern TBMs are optimized early in the design process for specific types of geology, and unexpected conditions can require extensive modifications. In addition, several operational parameters need to be adjusted to balance ground characteristics, and advance rates can be significantly affected in mixed and rapidly changing soil conditions. Both EPB and slurry machines can be used successfully in these conditions, provided their respective operating criteria are met. Ideally, an EPB is operated with a relatively thick muck consistency, which accommodates moderate changes in soil permeability and maintains a reliable pressure differential through the screw conveyor. However, this also causes higher wear on rotating components and requires more energy at the cutterhead. Alternatively, slurry machines typically operate best with a more fluid muck consistency that can be easily pumped through the extensive piping system. This tends to reduce the wear on the cutterhead and the power requirements of the cutterhead drive system, but also makes the machine more sensitive to changing soil conditions. Generally, the slurry piping system is also more capable of controlling high face pressures, although the screw conveyor of an EPB can also be designed to accommodate most high-pressure conditions."

The 1990s present many challenges, not the least of which is in the area of health and safety. Integrating of safety and health into the management process to suit the overall needs of a company will require commitment. Organisations which consistently perform to high success levels do so because they plan it that way. By using tools of total quality management, the potential to continually improve all safety processes exists. The successful integration of total quality measurement principles used in the improvement of safety processes, and the measurement of performance-based activities allow for prevention of accident causing scenarios and performance improvement.

This paper shall show an economic feasible approach to implement Greenhouse Gas (GHG) reduction measures into the mining and metallurgy industry. The goal to improve energy consumption is directly linked to the reduction of GHG emissions and therefore directly in correlation with the economic viability. A baseline scenario of the considered reference system and of the respective reference year has to be defined, mapped and analysed. In a second step an analysis of the same operation using available and prospected Best Available Technology (BAT) processes is carried out to generate a basis for a benchmark system. The identified reduction potentials are reported and the GHG emission reductions are put into relation to the investment cost of the new process technologies / process adaption to be implemented. This economic feasibility calculation is necessary to realise a cost efficient GHG reduction roadmap implementation into the company's business operations. The GHG reduction roadmap is developed using ratios between GHG reduction and investment / operating cost to get an indication for a sequence for implementing carbon emission reductions measures.

"At most operating mines, geostatistical are reserve estimation methods have been implemented by head office or consulting groups . With recent advances in small computer technology it is now possible for a remotely-located mine department to independently implement a geostatistical package.This paper describes the evolution of geostatistical routines to calculate the mineral inventory for porphyry type copper/ molybdenum or similar are bodies. The problems encountered in down sizing the geostatistical routines to run using limited minesite computing facilities are discussed. The high quality of the results, in spite of some compromises to geostatistical theory, is emphasized.The first stage entailed the development of a mineral inventory based on diamond drill data. The difficulties in fitting variogram models to two metals, copper and molybdenum, and the shortcomings of the mineral inventory due to the mixing of lesser quality exploration data with data from more recent diamond drilling are discussed.To improve the ore reserve estimates for short-term planning, a mineral inventory was produced using both the diamond drill and production blast hole drilling data. This inventory, when compared to actual grades, was found to be quite satisfactory for short-term planning. The inventory also provided a reliable data base for long range pit design and financial planning. In these times of increasing costs and diminished returns, energy consumption is one source of savings that remains relatively untapped in the mining sector. Typically, 15% to 40% of operational costs can be attributed to energy in mining operations. This ?process variable? is a complex, multi-faceted variable that involves government regulations, societal pressures, cost and competitiveness. A mining company able to successfully embrace an energy efficiency program is more often than not a successful mining company. Production optimization programs, relatively common today, provide increased production, increased availability of assets and, in many cases, improved quality. They generally ignore the energy question altogether. Production Energy Optimization combines reductions in energy consumption with production improvements to reduce the cost per unit of production while improving emissions reporting. An energy strategy in mining and mineral processing operations is a critical component of Production Energy Optimization. This strategy must support the financial and operational integrity of the business. A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

THE WILLISTON basin is the largest known sedimentary basin on the North. American continent. Two-thirds of this large basin lies within the United States in Montana, North Dakota, and South Dakota. Less than 10 years after the first commercial oil discovery in North Dakota in 1951, the petroleum became one of the largest industries in the three-state area. Crude petroleum is now the most valuable mineral resource in the area. In 1960, the basin produced 39 million barrels of worth $100 million at the wellhead. Most of the 137 oil pools covered to date are in Paleozoic carbonates at depths ranging from 3,000 to 13,000 feet. The major producing fields, centered on the Cedar Creek anticline in Montana and the Nesson anticline in North Dakota, produce from depths below 6,000 feet. This report presents descriptions of all phases of the Williston basin petroleum industry, including leasing, exploration, geology, drilling, production, transportation, and refining. Engineering, physical, and production data, maps, and crude petroleum analyses for 137 separate oil pools are included.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

Control of true steel level in the tundish during casting is desired in order to maintain the correct pressure head and thus provide a stable flow to the mold. Also the control of tundish draining prevents slag carryover and can increase yield at each end of cast sequence. At Steel of West Virginia (part of the SDI Group), it was understood that to be able to measure the true steel running level and control the drain level at the end of casting would be a great benefit during production at their three strand billet caster. This paper sets out to show how an evaluation process was started to find the best method to determine steel level in the tundish and to prevent the steel level dropping low enough to allow slag to enter the mold. Also how the decision was taken and a real time molten steel measurement system was installed and by utilizing the resulting data in the process, how slag in the mold was removed as an issue, how lost production was reduced and how consistent steel level has provided constant casting speeds and improved stream integrity, all leading to realized quality improvements. Other areas discussed within the paper will be the training of operational staff, the difficulties to be overcome when first installing new equipment and how these teething problems were cured by close co-operation between the steel plant and the equipment suppliers. In conclusion the paper will discuss the production improvements achieved, production cost savings at the plant and how the generated data was integrated into the plants process control system.

Many sample value distributions are highly skewed and present variograms with high relative nugget effects and/or short-range structures. In consequence, significant deskewing of the histogram and variance reduction occurs when transforming between sample and block support, where blocks are of significantly larger volume than samples. When making estimates in the mining industry we usually wish to estimate on the basis of block support rather than sample support. The selective mining unit (SMU) refers to the minimum support upon which ore/waste allocation decisions can realistically and practically be made. The SMU is usually significantly smaller than the sampling grid dimensions, in particular at exploration/feasibility stages. In a non-linear estimate, for each large block (by convention called a æpanelÆ) we estimate the proportion of SMU-sized parcels above a cut-off grade threshold. A series of proportions above cut-off defines the SMU distribution. Use of such non-linear estimates reduces distortion of grade-tonnage curves and provides a better basis for mine planning and economic decision-making. At present, Multiple Indicator Kriging (MIK) is the most widely used technique for performing estimation of recoverable resources. MIK is not the only approach available and it has some potentially serious limitations. The MIK technique is described and a number of theoretical and practical implementation issues are examined. In particular: MIKÆs assumptions about spatial distribution of grade; the behaviour of indicator variograms; application of change of support models; order relationship problems; and modelling the tail of the distribution. Some simple tests are described which allow us to determine the suitability of different estimators for a given deposit and criteria to identify a preferred estimator are also examined. Uniform Conditioning (UC), an alternative estimator which may be used instead of MIK, is described.

The hazards to the public posed by abandoned mine shafts are well documented. As private development encroaches on previously mined areas, the potential for fatalities and serious injuries from abandoned mine shafts increases. The U.S. Bureau of Mines has conducted research into cellular concrete as a material for sealing these openings. The current work involves testing the characteristics of cellular concrete before and after it had been pumped or dropped from different heights into a simulated mine shaft. Cellular concrete was pumped vertically up to and subsequently dropped from heights of 18 and 37 m into concrete forms. Wet density measurements were made at multiple sampling points in the test circuit. Air content determinations and uniaxial compressive strength testing were conducted. Research results showed significant loss in air content and changes in the characteristics of cellular concrete during pumping or dropping from various heights. Recommendations on effective use of cellular concrete for sealing abandoned mine shafts are made.

EDUCATIONAL benefits for veterans of World War II have largely removed one of the two former barriers to a college education for everyone, namely financial means and intellectual capacity. This latter limita¬tion has not kept privately endowed institutions from increasing 50 to 100 percent in size of student body, even after applying moderately rigid entrance standards. Growth of some land-grant universities, which cannot well exercise such restrictive judgements, has been even greater. After a weary board of admissions, subject to student, alumni, faculty, and even political pressures, has admitted double the former number of freshmen, the university's worries really begin: to find laboratory, classroom, and instructional facilities. If this were a one- or two-year problem, the answer would be simple: double up, hold night classes, particularly of laboratories, rent space, and have instructors work 24 class or contact hours a week instead of twelve (it takes usually two to three hours of outside work by the instructor for one hour in class). However, most engineering school faculty men are worn out now from four to five years of "accelerated" (frequently downward!) programs and they couldn't continue teaching in a way satisfactory to their own consciences on

Vermiculite is the name of a group of micaceous minerals characterized by their property of exfoliating when heated and thereby increasing many times their original volume. The resulting product has excellent heat-and sound-insulating properties, is used as a lightweight aggregate, and has numerous other industrial applications. Deposits of vermiculite occur in areas of pre-Cambrian rocks of the Llano uplift of central Texas, particularly in Burnet and Llano Counties. Because of the growing economic importance of vermiculite products, the Bureau of Mines undertook a detailed investigation of several deposits in Llano County. This investigation was completed in February 1947. The work comprised topographic surveys of five deposits, drilling with a 4-1/4 inch Parmanco power auger drill, and laboratory evaluation of samples. 342 drill holes, aggregating 4,905.5 feet, were completed, and 377 samples were taken. Laboratory evaluation of the vermiculite comprised expansion tests on both crude and beneficiated samples. The products obtained were compared with commercial-grade vermiculite from Montana.
