This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. The truck haulage data from open-pit mine sites are usually massive and multidimensional with multi-peak Gaussian distributions. Artificial neural networks (ANNs) are well-known machine learning algorithms to handle massive and multidimensional data for building models. Moreover, Gaussian mixture modeling (GMM) is a suitable option for processing the data under multi-peak Gaussian distributions and improving model accuracy. For the first time, this study used a back propagation neural network (BPNN), an extreme learning machine (ELM), and a Bayesian regularized neural network (BRNN) coupled with GMM to deal with the complex truck haulage data and build three weighted ensemble models (WE-BPNN, WE-ELM, and WE-BRNN models) to predict truck productivity at mine sites. Decision tree (DT), random forest (RF), gradient boosting machine (GBM), and extreme gradient boosting (XGBoost) were used to build models to be compared with the weighted ensemble models. The results showed that the WE-BRNN had a higher accuracy than the WE-BPNN and WE-ELM models. The proposed weighted ensemble models performed better than the benchmark models in predicting truck productivity, indicating that a weighted ensemble approach based on the GMM analysis significantly improved the model accuracy. Based on the relative importance analysis, haul distance was the most crucial input variable for predicting truck productivity. This study provides a new approach to predicting truck productivity, which will help mining companies make sound budget decisions and improve mine planning.

With the development of underground mining, the deformation of roadway floor has increasingly become a major constraint on the safe and efficient production of coal mines. To address the floor deformation that was caused by massive stress concentration in roadway, an innovative method based on deep-hole directional tensile blasting technology is put forward. By taking No.122108 working face in Caojiatan Coal Mine as engineering background and analyzing the mechanism of deformation, a numerical simulation and field test are carried out to verify the effect on deformation control of this technology. It is found that the deep-hole directional tensile blasting technology can actively control the fracture position of the roof in the gob area and cut off the stress transmission path, so as to relieve the stress in the roadway. And since different blasting parameters have different impacts on the stress relief effect, a numerical simulation is implemented and it is found that the stress relief effect is the best when blasting depth is set to be 32 m and the blasting angle be 60°. By applying the optimal blasting parameters to the field engineering test, it can be seen that the deep-hole directional tensile blasting technology could effectively reduce maximum stress value and stress field range of the both sides of the roadway, and make the stress field far away from the roadway, thus effectively controlling the deformation of the roadway floor. The deep-hole directional tensile blasting technology can effectively solve the problem of roadway floor deformation and can be safely applied to engineering sites.

Its Canadian portion is bounded on the southwest by Georgian Bay •and by Paleozoic sediments south of a line passing through Orillia and Kingston, on the southeast by the St. Lawrence River valley and the north shore of the Gulf of the St. Lawrence, on the east by the coast of Labrador and on the northwest by the Grenville front, a linear tec-tonic feature that is a metamorphic transition zone and/or a fault. Rocks located to the southeast of the front have younger K-Ar radiom€tric ages than rocks located to the northwest of it.The region is formed of complexly deformed and highly metamorphosed crystalline rocks and in part differs from other areas of the Canadian Shield by the presence of large amounts of crystalline limestone and bodies of anorthosite."

Richter magnitudes for seismic events were calibrated for use as a Local magnitude scale in the West Rand (WR), Far West Rand (FWR), and Klerksdorp–Orkney–Stilfontein–Hartebeesfontein (KOSH) gold mining areas. Richter magnitudes are currently calculated from seismograms recorded by local surface cluster networks using tabulated calibration values for Southern California, published in 1958. The Richter (1958) model is incorrect for distances of less than 30 km and should be applied only to crustal earthquakes in regions with similar attenuation properties to those of Southern California. When compared to the South African National Seismograph Network (SANSN), the cluster networks, on average, overestimate seismic event magnitudes by approximately 0.1 of a magnitude unit. A calibrated Local magnitude scale was derived by means of a multiple regression analysis between the Local magnitudes reported by the SANSN and the largest zero-to-peak trace amplitudes measured on the cluster network horizontal seismograms, after modelling the attenuation of the seismic waves as these progress from the epicentre to the station position. Magnitudes reported by individual stations for the same event show a significant scatter around the average magnitude owing to the near-surface amplifications of the seismic waves at the recordings sites. Average magnitude should be estimated using as many magnitudes of individual stations as possible to ensure an accurate estimate. Larger event magnitudes should be compared with those recorded by the SANSN.

The most common experimental approach of studying one variable at a time while holding all others constant is extremely inefficient. Use of statistical methods enables engineers and scientists to obtain meaningful information with the fewest experiments, reducing cost and wasted effort. In particular, the Taguchi method can be more efficient than traditional full factorial experiment designs, as it can study more variables with fewer nuts, and it is more robust against process "noise." Taguchi designs are also simple to formulate and the results can be analyzed by simple PC spreadsheets. The role and benefits of using the Taguchi method in experiments to develop and optimize processes is discussed.

"The Industrial Internet of Things (IIoT), a concept that combines sensor networks and control systems, has been employed in several industries to improve productivity and safety. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers are investigating IIoT applications to identify the challenges of and potential solutions for transferring IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40 percent of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system using low-cost microcontroller Wi-Fi boards to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communication and tracking infrastructure.IntroductionThe U.S. approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communication with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT).IoT is the network of physical objects, or “things,” embedded with electronics, sensors and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator and/or other connected devices (Atzori, Iera and Morabito, 2010; Gubbi et al. 2013). It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: the Internet and things. The first word pushes toward a network-oriented vision, while the second tends to put the focus on generic objects. The traditional Internet can be viewed as an internet of computers, so things connected to the Internet are computers only. IoT extends the internet by allowing other generic things that are commonly found in daily life, such as refrigerators and cars, to be interconnected through the Internet, thus creating a bridge between the virtual world and the physical world"

The use of saline water, a product of the sea water osmosis process, for the processing of the mineral from the Bayovar Mine in Peru, is part of the process of final disposal of the studied tailings. In this sense, this paper presents an experimental program implemented for the correct evaluation of this fine low-density phosphate tailings, the behavior of six solids contents prepared in the laboratory with limits between the range 8.5% to 21% were analyzed. The results achieved, from settling and consolidation tests by hydraulic consolidation test, attested to the effectiveness, in addition to being representative, based on the analyzes and comparisons instituted and the definition of the compressibility and consolidation characteristics of the phosphate tailings of the evaluation.

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. In the thermal treatment of electric arc furnace (EAF) dusts, zinc is reduced, volatilized, and ultimately recovered either as liquid metal in a splash condenser or as solid zinc oxide in bag filters. During the process, the duet's chlorine and fluorine content also enters the gas phase and condenses as dross in the splash condenser or as salts which contaminate the zinc oxide product. Pretreatment of EAF dust by pyrohydrolysis appeared to offer a means of minimizing the duet's halogen content. The primary research objectives were to experimentally verify the technical viability of pyrohydrolysis and delineate the process parameters requisite for efficient halogen removal. To this end, representative EAF duet samples were secured and characterized by x-ray diffraction, scanning electron microscopy, and Mössbauer analyses. Specific- experimentation focused on the response of halogen extraction to variations in temperature, retention time, water vapor partial pressure, and various additives. The experimental results proved that 97 to 99 percent chlorine extraction and 80 to 85 percent fluorine extraction are consistently achieved when EAF dusts are blended with silica and roasted at temperatures of 850°C or greater in a furnace atmosphere of 75% steam (diluted by air). A statistical analysis further established that more than- a single optimal point exists, thus affording flexibility in parameter selection (e.g., by increasing temperature, the necessary retention time and additive concentrations are decreased). The findings substantiate the feasibility of pyrohydrolysis roasting in reducing the chlorine and fluorine in the EAF dust to a level that will obviate industrial concerns about halogen contamination. The end-product of the pyrohydrolysis procedure is a de-halogenated, self-fluxing calcine which can be directly charged to a plasma or flame reactor. The paper includes design parameters and flow diagrams illustrating the pyrohydrolysis process integrated with the plasma and flame reactor technologies.

"Previously, we upgraded and implemented two gamma activation assay (GAA) systems designed to analyse the gold content in raw ores at Zarafshan laboratory, Uzbekistan, and achieved a detection limit of less than 0.05 g/t under actual industrial conditions. Having started to design a fully modern, industrial GAA system for mining companies, this paper analyses the advantages, disadvantages, and special features of all major system components that can influence the sensitivity and accuracy of the analysis. The results of a study to optimize the detector geometry and sample size are presented and the performances of the linear electron accelerator, detector array, and sample transportation system of a modern, industrial GAA system for analysing gold, silver, and rare earth elements are considered. IntroductionGamma activation analysis (GAA) has considerable potential as a future replacement for traditional fire assay analysis in gold mining (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017). The essence of GAA is to irradiate ore samples with high-energy gamma quanta generated by an electron linear accelerator (LINAC) and then to use a gamma spectrometer to detect the induced activity of the excited gold nuclei. The advantages of this method are discussed in detail elsewhere (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017), where it is shown that GAA is uniquely suited to analysing ore samples when mining for gold, other precious metals, and accompanying elements.These advantages were realized in three industrial GAA laboratories that were commissioned in Zarafshan, Uzbekistan in 1977, in Magadan, Russia in 1979, and in Batagay, Russia in 1986 (Bourmistenko, 1986; Nii Tekhnicheskoy Fiziki I Avtomatiki, n.d). In 1989, a fourth industrial GAA laboratory was commissioned at a gold mine in Tommot, Russia. However, the project was subsequently halted due to economic reasons (Moshkov and Tjamisov, 2017). Currently, only the laboratory of the Muruntau mine in Zarafshan, Uzbekistan is in operation. The gamma activation method for gold determination is widely applicable at this mine owing to its high productivity and low cost of analysis. An outstanding aspect is the performance of more than one million analyses per year."

"Instead of using the traditional batch casting process, the CRIMSON [1] (Constrained Rapid Induction Melting Single Shot Up-Casting) method employs a high-powered furnace to melt just enough metal to fill a single mould in a closed crucible. The crucible is transferred to a station for computer-controlled counter gravity filling of the mould for optimum filling and solidification. The CRIMSON method therefore holds the liquid aluminium for a minimum of time drastically reducing the energy losses attributed to holding the metal at temperature. With the rapid melting times achieved, of the order of minutes, there isn’t a long time at temperature for hydrogen to be absorbed or for thick layers of oxide to form. The metal is never allowed to fall under gravity and therefore any oxide formed is not entrained within the liquid. Thus higher quality castings are produced leading to a reduction in scrap rate and reduced overall energy losses.IntroductionEngineers at the University of Birmingham, England, with local company, NTec, have invented a new casting process that will reduce the energy costs of light-metal foundries. The technology, entitled CRIMSON, means that foundries need only heat the quantity of metal required to fill a single mould rather than large batches that use unnecessary energy and create waste. The complete concept of CRIMSON requires a change of philosophy in the approach to casting and requires the user to think holistically in order to reap the full benefits from the process. This paper will discuss the various aspects of energy wastage within the foundry sector and discusses the processes whereby the energy can be reduced. Primarily the author focuses on the aluminium sector but CRIMSON can be applied to many of the non-ferrous “light” alloys. Ferrous materials and non-ferrous “heavy” alloys can also benefit from some of the ideas but not necessarily directly from the application of CRIMSON."

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

Mining engineering curriculum has been discussed and debated in meetings and conferences, and opinions and recommendations have been published in the literature since the inception of the official degree-granting mining engineering program at the Columbia School of Mines in 1864. The deliberations have usually been heightened during the periods of boom-and-bust cycles experienced by the mining industry since the 1920s. Currently, the global natural resource industry is undergoing another cycle, called ?super cycle,? characterized by elevated prices for metals and other natural resources. The super cycle is occurring as a result of the large deficit between the global supply and demand for natural resources, due, in large part, to economic expansion and development in countries such as China, India and Brazil. Because of this cycle, there is a shortage of mining engineers in the U.S., Canada and Australia.

The Bureau of Mines evaluated potential availability of domestic nickel from 23 deposits, Evaluations included an estimation of in situ and recoverable resources, applicable mining and processing technologies, and capital and operating costs. Discounted cash flow analysis with a 15-pct rate of return was used to determine the average total cost of production of each operation, Identified in situ resources contain 9.0 million metric tons (t) of nickel; 5.5 million t is recoverable as nickel metal or ferronickel. Demonstrated in situ resources contain 8.2 million t of nickel; 4.8 million t is recoverable as nickel metal or ferronickel. No nickel is available at a total cost of production equal to the January 1983 market price of $3.24 per pound. Analyses indicate that potential annual production can only meet current consumption levels at a total cost of production of $7.60 per pound of nickel, Nickel's availability is contingent on (1) successful adaptability of nickel processing methods to domestic resources, (2) location of a smelting facility, and (3) marketability of byproducts and coproducts. Analyses were performed on the effects of byproduct and coproduct revenues, energy, labor, and transportation costs, and metallurgical recoveries on nickel's availability.

Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. It is well known that the crushing and grinding steps in the mineral processing of ores represent a substantial proportion of total energy, cost and carbon emission in mining. For instance a recent study calculated that 36% of the energy consumed by gold and copper producing mines in Australia was attributable to comminution (Ballantyne et al, 2012). Understanding this component of a business is essential in a world seeking to lower production costs, improve earnings and reduce its carbon footprint. The issue commands the attention and support of industry leaders in the mining sector, government, equipment manufacture, engineering design and research organizations. Furthermore, several researchers have often stated that globally, comminution processes consume between 3-4% of the world?s electrical energy production (Daniel and Lewis-Gray, 2011). In 2009-10, Australia?s Federal Government Energy Efficiency Opportunity (EEO) participants in the mining sector used 336.5 PJ, representing approximately 6 percent of Australia's total energy use. It is evident that the current practices of breaking rocks in tumbling mills are relatively inefficient (Fuerstenau and Abouzeid, 2002). Research and improved engineering design has established that a range of improved blasting, crushing and grinding techniques and flow sheets may lower project costs and carbon footprint. These include relatively simple process flow sheet strategies such as gangue rejection or pre-concentration prior to size reduction, a better combination of grinding technologies (both current and new systems), and selection of coarser grind sizes where ore and waste mineralogy allow. Yet, despite this systematic and detailed research, the industry remains somewhat reluctant to implement these strategies. CEEC (Coalition for Eco-Efficient Comminution) was established in 2011 to support knowledge sharing and change in an area of high-energy consumption for the global mineral industry. CEEC is a not-for-profit industry company, funded by grants from world wide industry companies, whose mission is to accelerate knowledge and technology transfer in the field of energy-efficient comminution. The key benefit to the mining sector arising from CEEC?s activities will be an increase in the rate at which more energy-efficient comminution data sets, processes, and technologies are developed, demonstrated, shared and applied. This will contribute directly to the industry?s target of reducing operating costs and carbon emissions. CEEC International Ltd and JKTech Pty Ltd teamed together to facilitate the inaugural CEEC Workshop, in June 2012. The purpose of the workshop was to produce a roadmap to provide guidelines for how (1) operations can achieve best EEC practice in the short to medium term, in collaboration with vendors, engineering companies and other service providers, and (2) what R&D is needed to achieve paradigm change in EEC in the medium to long term, e.g. 75% reduction in comminution energy in 10 years.

An efficient state-of-the-art dynamic model to simulate and predict the rate of water production in longwall coal mining operations was developed as a tool for mine planning purposes. The model can also provide an estimate of any potential resultant hydrogeological impacts of an operation via an array of element-specific single-valued parameters referred to as the field rating indices. The computational procedure was designed to fully exploit the benefits of hydrogeotechnology and utilize a combination of conceptual, physical, empirical, and numerical approaches to define, characterize, analyze, and evaluate flow con- trolling properties of fractured rock systems. The model presented here provides a dynamic prediction method for highly fractured flow; a practical tool in mine and water control planning; and a cost-effective means of assessing, based on the best available technology, the impacts of mining on the water resources within a mining environment to satisfy local and federal regulatory requirements. Unique features include consideration of laminar and non-darcian flow domains in double-porosity-pressure hydrogeological media.
